    This procedure provides the details for the use of spectacle or spade type blinds and the administration control associated with the application.

    This procedure details the reasons for the insertion of spectacle or spade type blinds and all the precautions and operations associated with them.

    Wear personal protective equipment (PPE) such as coveralls, safety boots, safety helmet, etc. as specified in SPDC Safety Manual.

    Avoid hydrocarbon spillage to the environment and emission to air in accordance with ISO 14001 standards.

    Report any potential threat to the environment to the Asset Holders Site Representative and act on instructions in accordance with the HSE-MS policy

    4.14.14.14.1 GENERALGENERALGENERALGENERAL 1. Positive isolation of equipment shall be in accordance with IOG 137

    Procedure for Preparation of Equipment for Work Activity. This is by either breaking pipelines to and from an item of equipment (e.g. removal of a valve in a line) or by inserting a spectacle or spade type blind between a pair of flanges on a pipeline.

    2. The spectacle or spade blind used for isolation must conform in rating (in accordance with DEP 30.38.01.11-Gen. Section 8. Piping Components) to the pipe or flange classification to which it is to be fitted. This is also the case for blind flanges that may be fitted. This shall apply whether it is a permanent or temporary one.

    3. In the case of removing a valve, a blind flange should be fitted to both open ends of the pipeline.

    4. In the case of open drain systems, the spectacle or spade blind should be installed on the downstream side of the drain valve for all permanent vessel

    drain connections.

    5. Closed drain systems with a double block and bleed arrangement shall have the blind installed on the upstream side of the last valve used.

    6. In all other cases, isolating spectacle or spade type blinds shall be installed on the equipment side of isolation valves, so that the individual item can be positively isolated from the process.

    4.24.24.24.2 SPADING/BLINDING ACTIVITIESSPADING/BLINDING ACTIVITIESSPADING/BLINDING ACTIVITIESSPADING/BLINDING ACTIVITIES

    1. Blinding of process equipment (vessels, columns, pipelines, flowlines, etc.) shall be done under a Permit to Work system.

    2. All equipment and pipings must be depressurised to 0 barg (atmospheric) and drained before any line breaking or insertion of spectacle or spade type blinds takes place.

    3. A checklist of the status of all spectacle and spade type blinds will be maintained and kept up to date and maintained in the facility check list register (appendix 2) by the Site Operator.

    4. Any change to the normal blind position shall be recorded in the blind checklist. The authourisation shall be given by the Asset Holder Site Supervisor using the form in appendix 1.

    5. The Site Operator shall check the actual valve status of the blinds every two weeks (14days)

    6. The Asset Holders Site Representative shall audit the blind check list status under his control every six months using the checklist in appendix 2 to ensure that the check list is up to date, and confirm that the actual position of the blinds are correct on site.
