.. A scheme for labelling environment friendly products known as Era Mark hasbeen introduced at the instance of the Ministry of Environment and Forests(MEF), Government of India. The ECO Mark would be administered by theBureau of Indian Standards (BIS) under the B15;Act, 1986 as per the ResolutionsNo. 71 dated 21 February 1991 and No. 425 dated 28 October 1992 published inthe Gazette of the Government of India. For a product to be eligible for markingwith ECO logo. it shall also carry the lSI Mark of BIS besides meeting additionaloptional environment friendly requirements. For this purpose, the StandardMark of BIS would be a single mark being a combination of the lSI Mark andthe ECO logo. Requirements to be satisfied for a product to qualify for the HISStandard Mark for ECa friendliness being included in the relevant publishedIndian Standards through an amendment, These requirements arc optional;manufacturing units are free to opt for the lSI Mark alone also.

The Amendment is based on the Gazette Notification No. 160dated 1 April 1999for Fire Extinguishers as environment friendly products published in the Gazetteof the Government of India.'I

12.1 General Requirements

12.1.1 Any fire extinguisher having BIS Standard Mark qualifies forconsideration of ECO Mark.

12.1.2 The products manufacturer must produce the consent clearance as perprovisions of the Water (Prevention and Controi ofPollution) Act. 1974, the

Water (Prevention and Control of Pollutiom Cess Act, 1977 and the Air(Prevention 011(} Control of Pollutions Act, 1981 respectively, along withauthorization if required under the Environment (Protection) A(:I, 1986 and theRules framed thereunder to the Bureau of Indian Standards while applying forEC() Mark.

12.1.3 The products 111ay display in brief the criteria based on which the producthas been awarded ECa Mark.

12.1.4 The product may carry along with instructions for proper use so as tomaximize product performance with statutory warning. if any, minimize wasteand method of safe disposal.

12.1.5 TIle material used for product packaging (excluding refills) shall berecyclable, reusable or biodegradable.

12.1.6 The product must display a list of critical ingredients in descending orderof quantity present in percent by weight, The list of such critical ingredientsshall be identified by the Bureau of Indian Standards.

12.2 Specific Requirements

12.2.1 TIle fire extinguisher shall not contain any Ozone Depleting Substance(ODS) relevant to fire extinguishers industry as identified under the MontrealProtocol (see Annex C).

12.2.2 Gas based extinguishing media once discharged in the atmosphere shouldnot have atmospheric life time of more thana year (see Annex D).

]2.2.3 Chemical used shall not 113VC global warming potential (see Annex E).

12.2.4 TIle metallic body and other metal parts of the fire extinguishers shall befree of lead or lead alloys.

12.2.5 TIle coating used for the metallic part shall not be formulated withmercury and mercury compounds or be tinted with pigments of lead, cadmium,chromium VI and their oxides. Excluded are natural impurities entailed by theproduction process up to the amount 0.1 percent by weight which are containedin the raw material.

5 MATERIAL

I SCOPE

4 CAPAC-'ITY

The materials for the construction of various parts ofthe tire extinguisher shall be as given in 'Table I.

The standards listed at Annex A, contain provisions,which through reference in this text, constituteprovisions of this standard. At the time of publication,the editions indicated were valid. All standards arcsubject to revision, and parties to agreement based onthis standard are encouraged to investigate thepossibility of applying the most recent editions of thestandards given in Annex A.

2 REFERENCES

3 PRINCIPLE AND DESIGN

This standard lays down the requirements regardingprinciple, capacity" material, shape, design, construc­tion, anti-corrosive treatment and tests of portable,water type (stored pressure) fire extinguisher.

3.1 The method ofexpulsion ofwater is by air pressurestored in the container. The method of operation shallbe upright by one hand by pressing a trigger typesqueeze grip mechanism.

3.2 During the operation, the jet, where possible, shouldbe able to strike the burning surface and engu If fire.

6 SHAPE

The shape of the body shall be cylindrical with outsidediameter of 175 ± 5 mm. The size of the filler openingshall not be less than 20 mrn,

7.3 Neck Ring

7.3.1 The neck ring shall be suitably threaded eitherexternally or Internally in accordance with Class A ofIS 2643 (Parts 1 and 2) or IS 4218 (Part 3). It shallhave the filler opening size as specified in 6. Thethreaded length shall not be less than 16 mm.

7.4 Valve

7.4.2 The squeeze grip valve assembly with a springloaded pressurescaled sliding spindle shall be providedIn such a way that it is operated by manual depressionby means ofa cantileverpivotedgnp level. '[he spindleshall be so designed that the operation of theextinguisher can be regulated by means of depressingand releasing the extinguisher squeeze grip handle. Asafety pin/seal shall be provided to prevent inadvertentoperation by accident.

7.5 Discharge Fittings

7.5.1 Hoseand Nozzle

The discharge hose shall bescrewed to the valve body.The design of the nozzle and its orifice shall be suchthat it meets the performance requirements as givenin 10.5. The discharge hose shall be 0.6 m length.

7.5.2 Pressure Gauge

A suitable pressure gauge shall be fitted to valveassembly or to the cylinder to indicate the pressureinside the cy linder. The gauge dial shall indicate theoperating pressure range of the extinguisher preferablywith the colour code. The zero charging and maximumindicated pressure shall be shown in numerable andmarked to ensure the correct charging of pressure of10 kgf/cm'.

7.5.3,C,)Jphon Tube

The syphon tube shall be fitted with the discharge valveassembly by means of a press tit type, soldering brazingor suitable threads in accordance with IS 2643 (Part 2).The syphon tube shall not be completely disengagedduring use, syphon tube shall be notched or otherwiseprevented from restricting the discharge in anunintended manner,

8 AN'fl-('ORROSIVE TREArrMENT

8.1 All mternal and external surface of the body shallbe completely epoxy powder coated to a minimumo050 mm thickness. The thickness of the coating shallbe measured as given in IS 3203. The internal surfaceof the body shall have plastic/rubber lining of aminimum thickness of 0.5 mrn as an alternative topowder coating.

8.2 Test for Phlstic Lining

8.3 Phosphating in accordance with the provisions ofIS 3618 may be applied on the external surface of thebody as an alternate.

9 PAINTING

9.1 Each extinguisher shall be painted with fire red

colour conforming to shade No. 536 of IS 5. The paintshall conform to IS 2932.

9.2 A picture showing operation of the extinguisher rnthe correct manner shall be shown on the body/label ofthe extinguisher.

9.3 The extinguisher shall be With Jetter ~ A' Indicatingthe suitability for respective class of fire as laid downin IS 2190. The letter A shall be 2 5 ± 0.5 ern height,painted in black colour centrally inside an equilateraltriangle of side 5.0 j 0.5 em minimum. The triangleshall be coloured golden yellow.

10 TEST REQUIREMENTS

10.1 Ilydrostatic Pressure Test

The extinguisher body and valve asscrnbly ~hall becapable of withstanding the internal hydraulic pressureof 3.0 MN/n12 (30 kgf/cm? ) without rupture, leakageor visible distortion for a period of 2 min. This testshall be carried out before the extinguishers are coatedfor anti-corrosive treatment and painting.

10.2 In case of ultimate failures test, the mechanicalfailure shall not occur at the pressure of less than4.5 MNI rn2 (45 kgf/ crn ').

10.3 Leakage 'fest

The extinguisher's valve assembly after being coveredby inverted glass-transparent-jar shall be dipped insuitahle water tank filled with water, to the level morethan the height of extinguisher for 24 h there shall notbe any collection of even a single bubble on the insidetop of the inverted glass jar after a lapse of 24 h. Theair bubble collected on the inside top of glass jar duringthe initial 6 h shall be neglected.

10.3.. 1 Retention oj Pressure

Ihe extinguisher shall be discharged for 2 s and thepressure drop shall be noted. Aftcr an interval of15min the pressure shall be noted again and there shallnot be variation of more than 5 percent in the pressuredrop. This test shall be conducted twice on extinguisherand mean reading shall be taken of the pressure dropswhich shall not be more than 5 percent. After 2 eye Icsof discharge, the extinguisher shell should be kept for24 h and drop in pressure shall not be 1110rc than5 percent to pass this test. The tire extinguisher shallbe capable of functioning on ON-()FF basis.

10..4 Drop Test (Resistance to Shock a nd MechanicalDamage)

This test shall be conducted at a temperature of27 1: 5°C. The extinguishers shall be filled with waterto 90 percent of its volume and pressurized to its ratedpressure. 8-3.3 Alkali Resistance Test

The sample shall then be submerged in 10 percent

B-2.1 If the sample passes the requirement mentionedin 8-1,. the following burst pressure test shall be doneon the second sample.

8-2.2 The sample of cap shall be subject to internalhydraulic pressure of 5 MN/m2 (50 kgf/cm") afterblocking the plunger hole (if any). The pressure shallbe built up gradually over a period of 30 sandmaintained for) min. There shall be no mechanicalfailure of cap and cap threads.

8-3.5 UV Exposure Test

The sample shall then be exposed at 27 ± 3 °C toxenon are ultra violet radiations for 100 minfollowed by exposure at a relative humidity of 60 i 5percent and temperature 62 i: 5 °C for 20 min.The cycle shall be repeated 60 times and the capshall then be subjected to internal hydrostaticpressure mentioned in 8-3.4 and shall pass therequirement.

8-3.4 The sample shall then be screwed and unscrewedinto neck ring of the fire extinguisher for 100 times(each operation). The samples shall not show any signof damage or distortion of threads. The sample shallthen be first tested for internal hydrostatic pressure of4.5 MNlrn2 (45 kgf/cm') after blocking the plunger hole(ifany). The pressure shall be built up over a period of30 s and maintained for 1 min. There shall not be anysign of leakage. It shall be then kept suspended in anoven maintaining the temperature of60 ± 1 °C for 72 hand after removing, when it attains ternperature of27 ± 3°C, it shall be kept in refrigerator at a temperatureof - 5 ± 3 °C for 72 h. After this period, the sampleshall be removed and when it attains the temperatureof27 ± 3 °C and at this stage. it does not show any signof discolouration, distortion and deterioration of anykind, it shall be subject to internal hydrostatic pressuretest as mentioned above and there shall not be any signof leakage. This cycle of test (that is, keeping in oventhen in refrigerator and subjecting to hydrostaticpressure) shall be further repeated 2 times with a gapof 24 h and the sample shall be observed and shallnot show any sign of discolouration, distortion ordeterioration besides passing the hydrostaticpressure test.

8-3.2 Acid Resistant Test
