Part A Brief Introduction of the Community

A.1 Briefly Describe the Community and Its History

Qibao town, the nearest millennium town to the center of Shanghai,

located in the geometric center of Shanghai, is the gate to the southwest of

Shanghai. It covers an area of 19.62 square kilometers, covering 6 villages,

3 economic cooperatives, and 56 residential committees, with a permanent

population of about 300,000.

According to the investigation, at the beginning of the Song Dynasty,

Qibao temple moved from the Wusong river bank to the north and east of

Pu Huitang, which is today's Qibao town, hence the name "Qibao". In

Wanli years, the town was known as cotton spinning and was named as the

spinning street. In the late 1920s, the main economic forms of production

were Za-hua, rice milling, oil extraction workshop and manual workshop.

Now, Qibao town has the most beautiful square - Qibao culture square,

the most beautiful road - Wubao road, the most beautiful business circle -

Vanke and Baolong, the most beautiful residence building - Wantai

homeland and the most beautiful street - Qibao old street.

After the reforming and industrial structure adjustment in recent years,

the economic aggregate of Qibao town has been steadily growing, the scale

of fiscal revenue has been continuously expanded, and the industry tends to

develop in a balanced way.

In recent years, Qibao town has further improved the ecological and

safe environment by promoting the town transformation, the renovation of

"village in city", the construction of "beautiful homeland" and the

comprehensive renovation of "five violations and four necessities". Qibao is 1

a national civilized town, a national hygienic town and a national healthy

town.

A.2 The Actually Demographic Categories and Changes

As of December 31, 2017, Qibao town has a total population of

262,412, including 141,326 households, 139,420 registered residents and

122,992 people coming to Shanghai. The population density was 10,400 /

km2, 2.86 times that of Shanghai's 3,631 / km2. Large population, high

density, strong liquidity, increased production, fire control, public security

and other aspects of the unsafe factors.

Part B Safety Community Work So Far

B.1 The Political Vision of the Community Relating to Safety

Qibao town is putting forward to promote safety projects as the core,

carry out the building of safety community, implement two ensure (ensure

the stability of the community, ensure the social harmony), three reduce

(reduce safety hidden troubles, reduce accidents, reduce injuries) and four

improve (improve the community staff quality, improve the ability to

respond to emergencies, improve the level of health promotion, improve the

quality of urban management and the construction of community) vision.

The specific performance is shown in four aspects:

1) To create a safe environment: significantly improve the ecological

environment and living environment of Qibao town, continue to improve

the infrastructure construction, and create favorable conditions for residents

to live a healthy life.

2) To improve community services: establish and improve medical and

health care service networks and public safety systems to provide multi-

level and diversified quality services for community residents, especially

the elderly, the disabled and minors.

3) To advocate healthy life: further improve the popularizing rate of

health care knowledge among residents, advocate residents to take physical

exercise and maintain mental health.

4) To create spiritual civilization: further improve residents'

comprehensive quality, sense of participation and community civilization,

and make community interpersonal relationship harmonious and

community cultural atmosphere healthy and upward.

Qibao town puts forward the vision of strengthening safety culture

construction, improving social management level, increasing social identity,

enhancing cohesion, and building a harmonious, livable and safe

community. In order to realize this vision, the general goal of accident and

injury control is proposed: everyone has a healthy and safe environment,

everyone has the concept of health and safety, and everyone enjoys health

and safety services.

B.2 Why is the community interested in being a member of the

International Safe Community network?

The declaration on safe community states that "everyone has an equal

right to safety and health". This is the cornerstone of the world health

organization's "national health" strategy, and it is the basis of the global

plan for accident prevention and damage control. By joining the

international safe community grid, the community can promote the

development of the safe and healthy work of the community by

strengthening communication with all members in the network, and the

expected goal of safe community construction will be achieved.

B.3 Unique Injury Prevention Programs in the Community

According to the actual situation and characteristics of the jurisdiction,

the community carried out two unique injury prevention projects.

1.Fire safety promotion in Qibao old street. Qibao old street is 368

meters in length and 2.5 meters in width. Average daily flow is about

100,000. The house structure is poor, the fire resistance grade is low, there

is not enough fire safety distance between the buildings, the evacuation

channel is insufficient, so we plan and implement this project. The severe

situation of the old street fire-fighting has been effectively improved by

continuously carrying out the grid management of the old street fire-

fighting, the actual combat exercise of fire-fighting and the improvement of

fire-fighting infrastructure.

2.The river-wading safety promotion project of the waterway. There are

a total of 21 river sections in Qibao town with a total length of 35.67

kilometers and a water area of 0.8 square kilometers. According to injury

monitoring system data, drowning in river courses in 2015 resulted in four

deaths. Through the establishment of graded river chiefs and the hiring of

river chiefs' assistants, the project closed the cycle of responsibilities and

discovered hidden safety risks in time. At the same time, through the

establishment of the rapid operation of the disposal mechanism, there’s zero

drowning accident happened in the river in recent years.

B.4 Advantages already found as a result of the Safe Community work

Through the construction of safe communities, the concept of

community safety culture has been deeply rooted in people's hearts, and

social resources have been rationally optimized. By cultivating and

strengthening the volunteer service team and advocating self-management,

mass prevention and mass governance, the community has become

increasingly involved in and jointly governed. The foundation for injury

prevention and safety promotion is further strengthened by strengthening

the diagnosis and evaluation of the project. Through continuous

improvement, the construction of community safety promotion project is

increasingly improved. The biggest advantage is the formation of a cross-

border cooperation organization covering all parties to participate in

community construction, so as to effectively control all kinds of injuries in

the community.

B.5 Difficulties and Countermeasures Faced by Communities in

Implementing Safety Promotion Projects

B.5.1 The impact of large capital investment on project promotion

The main difficulty of community safety promotion project is that the

improvement of community safety environment needs a large amount of

investment. The community can only solve the improvement or

transformation of the public safety environment in the community and the

safety environment of low-income families through government financial

allocation. Therefore, the following measures should be taken to solve this

problem. First, report the necessity of implementing the project to the

competent authorities in the cross-border cooperation, strive for partial

financial support, and promote the orderly development of the project.

Second, by publicizing the feasibility and necessity of implementing the

project, collect funds from enterprises and social groups, actively contact

and encourage enterprises and social groups to participate in and support

safety environment improvement projects.

B.5.2 The participation of young and middle-aged residents in safety

promotion projects is not high

The majority of young and middle-aged residents in the community are

not very active in participating in safety promotion projects, because most

of them are too busy with work and study. Therefore, the following

measures are adopted to solve this problem. Qibao town has carried out

safety publicity activities to mobilize the enthusiasm of young and middle-

aged residents to participate in safety promotion projects by entering

enterprises, schools, institutions, communities, rural areas, families and

public places.

B.5.3 Temporary residents have little enthusiasm to participate in

safety promotion projects

In the process of our implementation of the project, temporary staff will

have indifference, aversion and resistance. To solve this problem through

the following measures, Qibao town, together with the neighborhood

committee, organized safety education for temporary residents to improve

the awareness of such people on safety promotion projects and their

enthusiasm to participate in the construction of safe communities.

B.6 Funding and Volunteer Service for the Safety Promotion Project

B.6.1 Funding for community safety promotion programs

B.6.2 Ping-An volunteer service

As of the end of 2017, the community had 2,637 registered members, of

whom 2,109 participated in safety promotion programs and injury

prevention volunteer services. These personnel basically come from student

of community school, partial on-the-job personnel and community retired

person, they participate in safety to promote project actively and volunteer

service activity. It plays a significant role and has become an important

force in community prevention and mass governance.

Part C Safe Community Foundation Work

C.1 Overview of Community Injury Risk and Safety Risk

1. Traffic risk. Located in the southwest of Shanghai, our town is

adjacent to Gumei street in the east, Jiuting town in Songjiang district in the

west, Xinzhuang and Meilong town in the south, Xinhong street and

Hongqiao international airport in the north. It is an important transportation

hub connecting Jiangsu and Zhejiang provinces. With the improvement of

the three-dimensional traffic network integrating highway, railway and rail

transit, the traffic is developed, there are many traffic arteries, high density

of population and large number of vehicles, etc., which leads to the

aggravation of traffic congestion on the road sections under the jurisdiction

and the general weak awareness of residents on traffic, thus increasing the

occurrence of traffic accidents.

2. Fire risk. There exists fire control weakness. For example, Qibao old

street is 368 meters long from north to south, 2.5 meters wide, and

generally holds 100,000 visitors a day. With the change of times, the

original evacuation passageway and building layout were gradually

damaged, making evacuation path zigzag, narrow or completely blocked.

The fire facilities in residential areas, especially the old ones, were not well

equipped, and the vehicles stopped to block the fire passageway.

3. Risk in crowded places. Qibao station of metro line 9 is an

underground station, close to Vanke comprehensive business district. The

daily passenger flow is about 83,000, of which about 85,000 are on

weekdays. In peak hours, the passenger flow into the station is about

25,000, and out of the station is about 20,000. Due to the large flow of

people, and gathering and dispersing suddenly, it’s easy to happen stampede

and other accidents.

4. Risk of community water safety. Qibao town is located in Jiangnan

water township and the water area is large. There are 21 sections of river

course in Qibao town, including 1 municipal river course, 2 regional river

course, 9 town river course and 9 village-level river course. The river

course is close to the residential accumulation area, which adds some risks

to the wading safety the sports park is built along the open river.

5. Workplace risk. There are 14,841 production and business units

under its jurisdiction, including 290 production-oriented enterprises. In

particular, the traditional processing plants, such as Shanghai national

instrument factory and Shanghai colored glaze factory, are involved in dust

exposure and high temperature operation, and there are considerable risks.

6. Safety risks for the elderly. There are 54,907 old people over 60

years old in Qibao town, accounting for 30% of the total population of the

town, and 7,976 old people over 80 years old. Young people are mostly

busy at work, and there are more and more elderly people who are empty-

netting, living alone and unable to take care of themselves. With the

increase of age, elderly people are at great risk of movement. Falling events

happen frequently.

7. Special population safety risk. Vulnerable groups, such as children

with hearing impairment and correctors in the community, are more

vulnerable to hazards than ordinary people due to the influence of physical

and cognitive abilities, independence, activities and risky behaviors. They

need special attention and care in travel and mental health.

C.2 Goals Set for Managing Safe Communities

In accordance with the general planning of safe community construction

and the work objectives and requirements of the safety promotion projects,

Qibao town has formulated the construction action plan, and formulated

various safety promotion plans, covering different communities and areas,

and promoting safety for vulnerable groups, key sites and key issues. The

specific stage is as follows:

1. Construction of Shanghai safety community: (January 2008 -- December

2010)

Set up the leading group and each project group of the safety community

construction of Qibao town, carry out the investigation of community basic

situation and community demand, hold the promotion and training meetings

of the safety community construction, and establish the management system

of 8 kinds of safety community construction; To carry out safety promotion

project work, carry out safety community construction in an orderly and

continuous manner, and evaluated by the municipal safety community

promotion center.

2. Building a national safe community: (January 2013 -- July 2014)

On the basis of safety promotion projects of Shanghai safety community

construction, various projects such as transportation, fire control, workplace,

home, old citizens, children and schools are continuously improved, and

pass national safety community evaluation.

3. Building an international security community: (October 2014-present)

In accordance with the requirements of international safe community

construction, continue to improve various projects such as transportation, 17

fire-fighting, home, elderly, children and schools. According to the

international definition of vulnerable groups in safe communities, relevant

promotion projects are added. We pay attention to high-risk groups such as

hearing impaired infants and community correctional personnel, and

increase relevant promotion programs.

Implement a problem-centric, risk-based security promotion strategy;

Advocate planning and implementing evidence-based injury prevention

programs to improve work efficiency; Follow the risk-based safety

promotion model; The projects are carried out according to the risk

management mode, that is to say, risk factors are identified according to the

professional risk analysis mode such as Haydn matrix, and then risk control

measures are selected according to the actual situation.

C.3 Prioritize Safety-related Projects in the Community Budget

Qibao town has invested a total of 73.877 million yuan for the

construction of safe communities. In the arrangement of annual fund

budget, priority should be given to the investment of key safety promotion

projects according to the specific situation of the community.

C.4 Apply Economic Incentives to Promote Community Safety

In order to make the area units and enterprises take the initiative to take

security measures, the town to take a variety of incentives. For example,

Qibao town made a series of safety administration regulations aiming at

daily safety, including “Responsibility system for construction of safe

communities”, “Work system for construction of safe communities”,

“Implementation opinions on the establishment of international safe

communities”, “Accident and injury records, statistical analysis and

management system”, “Performance evaluation system for construction of

safe communities” and “Safety evaluation system”. Meanwhile, each

project team made safety regulations according to actual situation make

sure the safety of project implementation.

C.6 The Responsibility of the Work Organization Framework and the

Construction Leadership Team of the Qibao Town

In 2008, the work of building a safe community was officially launched,

and a leading group and a promotion group for building a safe community

were established, forming a leading group with Qibao town's party

secretary and mayor as its advisers and leaders respectively to integrate the

resources of the various parties, to make the precinct parties, the social

departments of the town government, the sub-bureau police stations and the

The secretary of the party committee of the town and the mayor of the

crossover organization of the safe community construction of the town and

are fully responsible for the safe community construction of the area under

their jurisdiction. The deputy mayor in charge of security is the deputy

group leader, and assists and cooperates with the group leader in opening

the work.

relevant departments. Related department head as the major persons-in-

charge of the professional team, respectively to carry out the coordination

and organization work safety in the process of community construction,

such as responsible for the collection, to provide all kinds of damage data,

organize accident and injury risk identification, each working group of the

work plan, organize and implement the safety of the targeted intervention

project, conduct propaganda, summary and continuous improvement work.

D.3 Participation of NGOs in safe community programs

As an important part of safe community construction, social

organizations could compensate the shortage of government officers and

extend the participation channel of the residents. They mainly participate in

two ways: One way is, started by government, to use the advantage of

social organization to carry out safety promotion service and provide

support, such as micro fire control team, traffic guidance team. The other

way is to purchase external services once needed. Social organizations

implement the safety promotion projects and government gives financial

support and supervises the implementation. Qibao town successfully sets up

a social administration system and mechanism of “government supports, all

parties participate, and social organizations play key roles”.

D.4 The participation of important community organizations in the

construction of the safe community

D.4.1 Town safety production supervision and management institute

The institute of work safety supervision and administration is the

leading unit for the construction of the safety community in the town. In

accordance with the relevant laws and regulations, it undertakes the work

safety supervision and occupational safety education and publicity for

community industrial and trade enterprises, dangerous chemicals and other

production and business units. In the safe community construction, it is

D.4.2 Town aging office

As a member of the leading group for building a safe community in the

town, the office coordinates and pushes relevant departments to do a good

job in safeguarding the rights and interests of the elderly, and promotes

various works conducive to the physical and mental health of the elderly. In

the construction of the safe community, it was mainly responsible for

coordinating and carrying out safety promotion projects for the elderly.

1. Background

Qibao town has developed traffic, including Qixin road, Baoming road,

Hongxin road, Nongnan road and Xinzhen road. There are three rail lines

and 37 bus lines running through the jurisdiction. Area road density, large

traffic flow, the lack of transport infrastructure leads to a more serious

traffic safety situation. According to data provided by the traffic

management department, there were 627 traffic accidents in the district in

2015, accounting for 77% of road accidents. Intersection accidents

accounted for 23%; Of these accidents, 65% occurred in Xinzhen road,

mainly involving motor vehicles and pedestrians.

Accordingly, the second detachment of traffic police carried out field

investigation along Xinzhen road and found that there are 10 schools

including kindergartens, primary schools and middle and high schools in

the area, with a total of about 13,244 people. 54.2% of the students need to

be picked up by their parents, resulting in the traffic congestion.

According to the data analysis of traffic accidents in Xinzhen road

section in 2015, 27.5% of them occurred in people over 50 years old. 75.9%

of these people were grandparents who sent their children to school. In

2015, 77.2% of traffic accidents occurred in Xinzhen road section in the

Through the parents' meeting, 5002 questionnaires entitled "parents'

voice on traffic and safety around the school" were distributed to 10 schools

on Xinzhen road. Of the responses received, 4,229 people (85%) wanted to

improve the congestion on Xinzhen road, 4,803(96%) people wanted to

eliminate traffic problems at school gates.

There are mainly the following problems in Xinzhen road section: 1st,

the vehicle flow control is not balanced; 2nd, the shuttle vehicles stop or turn

around in the community cause the congestion; 3rd is the road congestion

caused by the road side merchants occupying the road area and

unreasonable parking which cause the flow of people and traffic not

smooth; 4th, grandparents who pick up their children to and from school

have weak safety awareness and abilities to avoid traffic which result in

injury accidents; 5th, the school gate traffic safety is a big issue.

was changed into the two-way lane, and Zhongyi road and Baolai road were

opened to ease the peak congestion of Baolai road. The two sides of the

school were not allowed for parking and other measures to ensure that the

gate of Qibao middle school remains open.

Measure 2: At the Qibao foreign language school campus, a lane is

opened between baoming road and gudai road.

1) Traffic accidents in the jurisdiction have decreased year by year in the

past three years: 627 in 2015, 506 in 2016 and 318 in 2017. The

proportion of road section accidents in Xinzhen decreased significantly:

2) The school district to pick up students is clear and orderly and student

congestion reduced, the school area in the past three years without traffic

accidents.

4) The school issued 5,000 questionnaires titled "parents' satisfaction

survey on traffic conditions around the school", and 4,585 valid

questionnaires were returned, with the satisfaction rate as high as 92%.

5. Continuous Improvement

Through a series of traffic safety interventions, the traffic volume

along xinzhen road has been greatly increased. However, it is still necessary

E.2 Fire safety prevention and promotion program

Through the analysis of the fire in Qibao town in 2015 and the main

causes of existing fire hazards, the following findings are found: from the

place of occurrence, it mainly occurred in residential areas and shopping

malls, supermarkets as well as other densely populated places which

accounted for 46.7% and 22.22% respectively. From the causes of fire, the

main causes of fire were electrical fire and careless us of fire which

accounted for 55.6% and 24.4% respectively. Fire is easy to spread in

residential areas, shopping malls, supermarkets and other intensive places,

so it is difficult to evacuate and highly injurious. Therefore, key

intervention and prevention should be carried out in residential buildings

and densely populated places, such as Qibao old street.

1. Background

Qibao old street is 368 meters in length and 2.5 meters in width. Some

of the shops along the street are adjacent to the residential buildings, which

have no fire-proof separation measures. 72.05% of the residential buildings

are brick and timber structure and 1.79% are timber structure. The average

daily flow of the old street is about 100,000, with 10 evacuation

passageways, 8 from east to west and 2 from south to north. There are 9

structure with low grade refractory, do not have enough fire safety distance

between buildings and the evacuation passageway, electrical wiring aging

serious, lack of dynamic management of fire, labor-intensive and

evacuation difficult, narrow channels for fire vehicles to enter.

2. Goals

Based on the actual situation of Qibao old street, we explore a fire safety

management mode of Lao street, standardizes the fire safety behavior of

shops along the street, and eliminates fire safety hazards.

5) Old street commercial mode adjustment

According to the difference of north and south street services, it has been

managed in a different way. Both the restaurants and the grocery stores

have been controlled by assigned district.

4. Achievements

1) The old street volunteer fire brigade is capable of emergency maneuvers,

and extinguish the fire within 3 minutes. The successful extinguishment

rate of small fires in old streets and surrounding residential areas

increased from 90% to 100%.

We will continuously improve the fire safety management mode of the

old street and introduce intelligent safety management as required. Through

the continuous analysis of the big data of fire control, the management rules

are explored further to move the prevention checkpoint forward.

We will further strengthen the grid fire management in old street and

strengthen the daily self-inspection.

E.2.2 The fire safety promotion project in the residential area of Qibao

town

1. Background

There are many old residential communities in Qibao town, The

insufficient firefighting facilities, poor building structure, low fireproof

problems found included: Firstly, residents’ weak awareness of fire safety;

Secondly, residents’ insufficient awareness, less than 50% of residents have

no understanding of common fire-fighting equipment in the community;

Thirdly, the rescue road is blocked, more than 30% of the old community

fire tunnel is narrow and the fire truck cannot access; Fourthly, fire control

facilities are inadequate. Fire control facilities in nearly 30% of multi-story

residential buildings are obviously inadequate.

2. Goals

1) We will improve the community fire infrastructure and intervene one by

one in response to the investigation problems until the fire danger is

eliminated;

1. Background

Qibao Town has 14,841 production and business units, including 290

production-oriented enterprises, 95 dangerous chemical units and over 71

key fire control units. Shanghai national instrument factory is one of the key

units of explosion protection and fire protection in its jurisdiction. Founded

in 1958, Shanghai national instrument factory has 60 years' history of

making Chinese national instruments. The "Dunhuang brand" and other

Musical Instruments, such as Guzheng, Pipa, Erhu, Liuqin, Yangqin,

Yueqin, Ruan, Di, Xiao, etc., are exported to all over the world. From recent

years to 2017, the demand of folk music market has increased by 15%

annually, the wood processing dust also increases greatly. Wood powder

belongs to explosive dust, with strong chemical activity, large area of air

contact, more oxygen molecules adsorption, rapid process of oxidative heat

release and easy explosion under certain conditions. However, the original

dust removal system can no longer meet the requirements of explosion

protection safety, and it is found through the supervision and inspection of

the safety supervision department that the dust removal system adopts

positive pressure air blower to send dust, and the dry dust removal system

does not meet the standard requirements. The dust explosion danger area

was not divided, and the branch pipe connected to the sander was not set up

devices are installed in the pipeline, one of which is installed in the air

duct connected with the sanding machine. The gas treatment device and

toxic gas concentration alarm device are installed in the pipeline also.

2) Standardize the equipment layout. The factory standardizes the layout of

wooden processing machinery and equipment, sets explosion protection

buffer area, and implements static grounding to improve the working

environment of employees. After the verification from Minhang district

safety supervision bureau and assigned experts, the factory's production

concentration <0.015g/m3, and it was more than 2000 times of the

minimum explosive concentration of 40g/m3 of wood dust. In this way,

1. Background

Qibao station hall has a total floor area of 1640 square meters, and the

platform has a total floor area of 1200 square meters. The daily passenger

flow of Qibao station is about 83,000, among which, the weekday

passenger flow is about 85,000, and the extreme maximum passenger flow

is over 120,000. The passenger flow during the peak departure and arrival

time is about 25,000. In the morning rush hour, the risk point of the station

is mainly the passengers on the downtown direction of the platform. The

passengers who cannot get on for a short time and those who enter the

station in the west station hall gather in the area between the security gate

and the entrance gate, forming hidden trouble. During the evening rush

hour, the station risk points are mainly the outbound passengers of the

station hall, gathering the outbound brake area of the station hall, forming

In February 2016, the metro line 6 in Chongqing broke down, leaving a

large number of passengers crowded and stranded at stations. In April 2017,

due to the power supply fault, the limited speed of the metro line 9 and the

incidents. Qibao station is also a densely populated station with the

and 9 village river sections, with a total length of 35.67 kilometers and 54

rivers and lakes which contains 0.86 square kilometers. The river is close to

the residential area, making it a good place for residents to exercise and

have a rest. In daily inspection, it is often found that tourists and residents

play and play in the water beside the river, and there are many illegal

structures in the river, and the environment of the river is dirty and messy,

which has a great impact on the surrounding environment and a great

potential safety hazard. On August 8, 2012, a 6-year-old boy drowned at

Zhaojiagou river in Pudong new area due to a gap of about one meter in the

protective fence without warning signs. On June 28, 2015, a 15-year-old

junior high school student drowned in Xiashiyu river, Gaizhou city,

Yingkou city. Although there are no casualties within the jurisdiction, there

There are 26 kindergartens, 10 primary schools and 10 middle schools

under the jurisdiction of Qibao town. There are 7,422 infants, 11,356

primary school students and 11,807 middle school students. The safety and

health of students has become the focus of social concern. National survey

shows that about 10% - 30% of Chinese middle school students have

abnormal psychological problems. There is a rising trend of psychological

problems year by year, and the situation is not optimistic. Among middle

school students in Beijing, Shanghai and Guangzhou, 2.1% have

psychological disorder, and 48.9% have one or more psychological

problems (data source: health research, January 2015). According to the

misunderstanding or misinterpretation was 78.9%. The incidence of

psychological problems caused by conflicts with classmates or friends was

72.0%. The incidence of psychological problems caused by family pressure

on children to study, public loss of face, family conflicts, pressure to enter

found that 38.6% of the injuries occurred in physical education, 9% were

Kindergarten

1. Background

Qibao central kindergarten has 6 divisions in Shanghai, among which

there are 33 classes in friendship park, more than 1000 children. The total

number of children in 6 divisions is more than 2300 and 166 teaching staff

in total.

According to a retrospective investigation, 185 cases of various injuries

to children occurred between 2014 and 2015. Through event analysis, it is

found that firstly, safety education in line with children's physical and

mental development is related to all events. Secondly, the acquisition of

children's safety skills needs to be contextualized. In 32% of the incidents,

children do know the skills but do not know what situations to use them in.

Thirdly, the family is the highest place where injuries occur. 68% of injuries

occur in children's homes, so it is particularly important to coordinate

parents to carry out home safety. Fourthly, traffic and fire protection are the

top two concerns, which need to be linked with community cross-border

departments.

1. Background

Elderly people are prone to fall and involved in injury accidents in

public corridors and homes. The main causes of falls in elderly people are

decreased balance, insufficient indoor lighting, physical illness, wet or

uneven ground (mainly in toilets). According to the community health

service center, there were 472 incidents in 2015, so it is urgent to carry out

the intervention on preventing fall injuries for the elderly. To publicize and

motivate more elderly people to participate in fitness exercise is an

important aspect of fall prevention safety for the elderly.

4. Achievement of the Project

The tower climbing machine project serves 121 elderly people, 299

person-times in total; we installed 434 one-button rescue telephone sets and

gave insurance to 6,519 elderly people, covering 100% of the population.

The physical exercise participation of the elderly increased and the

incidence of falls decreased significantly. In the past two years, the number

of participants in anti-fall safety exercises has increased from the original

240 people to 390 people, an increase of 63%. From the requirements of

some neighborhood committees to add and expand the district fitness area,

the elderly exercise enthusiasm and participation has improved.

5. Continuous Improvement

Interventions will be continually improved and increased, such as

increasing guidance on the correct use of various drugs and other

interventions for the elderly to reduce self-induced falls and improve

F1.1 "Happy home" safety promotion project for senior elderly by

young elderly

1. Background

As of December 31, 2017, there are 41,723 old people over the age of

60, accounting for 30% of the total registered population in the town. There

are 7,230 people over the age of 80, accounting for 5.2% of the total

registered population in the town. With 6,810 empty nesters and 1,525

elderly people living alone, the aging of the population is accelerating, and

the safety of the elderly is becoming increasingly prominent. In order to

solve the increasingly prominent contradiction between supply and demand

in serving the elderly, it is necessary to supplement and improve

government functions, give play to social resources, mobilize community

volunteers, and provide care and help to the elderly in spirit and life.

1) The younger elderly find the fun of the elderly life and promote the

regular volunteer service activities. The matching rate between different

types of volunteer services and the needs of the elderly increases from

50% before the intervention to 90% after the intervention.

2) It solves the difficulties in the old people's life and relieves their spiritual

loneliness and loneliness.

3) The "happy home" project of serving senior citizens by the younger aged

people has an awareness rate of 99% among residents, reaches a

of nursing", which continuously explores the assistance mode for the

elderly, optimizes the quality of the assistance team, continuously improves

the service quality for the elderly, and creates comprehensive service

measures for the elderly.

hearing impaired children

1. Background

Integrated education is the mainstream trend of education aimed at

special groups, the basis for the realization of comprehensive development

of the disabled, and the need to promote fair, balanced and sustainable

development of education.

Shanghai Minhang district Qiying kindergarten is a deaf-health

integrated kindergarten, which has always attached importance to the

rehabilitation education of deaf children and the deaf-health integrated

education, and is committed to the practical research of deaf-health

integration. There are 12 normal classes and 3 classes for the hearing-

impaired. There are 435 normal hearing children and 37 hearing-impaired

children. The hearing-impaired children are mainly from this city and about

10% are from other places.

In the previous integrated education, we only focused on the language

rehabilitation of hearing-impaired children, paid attention to the care of

ordinary children for vulnerable groups, and did not integrate the education

of hearing-impaired children into daily education as an educational

resource. It was not conducive to the educational environment for hearing-

impaired children, and did not pay attention to the common emotional

development of normal children and hearing-impaired children.

In November 2014, the kindergarten issued the "integrated education

model questionnaire survey", 425 copies of which were distributed to

parents and 387 were collected back. 30 copies were distributed to teachers

and 28 were back. 100% of teachers and 86.67% of parents think it is

necessary to promote the "inspire the lover" program.

devices, because in the environment of collective teaching activities, it is

particularly difficult to listen and capture key information in class.

The teaching attentions of hearing-impaired children should be included

in the annual teacher training so as to better carry out the work of injury

prevention for hearing-impaired children. Most hearing impaired

children are accompanied by enlarged vestibular aqueduct, so they

cannot participate in intense outdoor sports. For example, activities like

impairment have obtained excellent scores in the rehabilitation

examination, and the rehabilitation effect is among the best in Shanghai.

2) It enhances the "love ability" of ordinary children and hearing-impaired

children, and improves the "inspire the love" behavior of ordinary

children and hearing-impaired children. The educational evaluation

results in the second semester of the 2017 academic year show that

91.97% of the 418 ordinary children can achieve good scores in all

evaluation items, and 90.65% of the 32 children with hearing

impaired children, and cultivating their humanistic feelings and social

responsibility.

4) In November 2017, 420 questionnaires on parents' satisfaction with

integrated "inspire the love" program were issued, and 419 were

returned with a very high satisfaction rate of 98.6%.

5) The educational features of the “inspire the love” program have

developed steadily and gained recognition from the society. The

achievements have played a leading role in radiating demonstration, and

the integrated education model has been promoted in 4 national and 2

5. Continuous Improvement

We will continue to promote the integration education, focus on how to

help children with hearing impairment to explore their own energy and

achieve self-support, self-encouragement and self-growth. Continuous

efforts are made to obtain diversified support for gradient progressive

fusion education, enrich the forms and materials of support, and expand the

objects of support.

In the next five years, we will strive to move forward towards the

With the profound changes in the economic system, the social structure,

the pattern of interests and the ideology, all kinds of conflicts and disputes

have been on the rise and are becoming increasingly prominent. At the same

time, residents' awareness of the rule of law is further enhanced, and it is

urgent to mediate and effectively resolve all kinds of disputes as soon as

possible. Apart from litigation, people's mediation is the most convenient,

efficient and low-cost way to resolve disputes and prevent the

intensification of conflicts. It is the "first line of defense" in maintaining

social stability.

2. Goals

We will improve the system for troubleshooting conflicts, the

mechanism for collecting, reporting and analyzing information on disputes.

We target to promptly resolve disputes at the grass-roots level, and strive to

increase the success rate of people's mediation so that the people will

consciously take people's mediation as the main choice for resolving

disputes and creating a harmonious and stable social environment.

3. Intervention Measures

1) Strengthen the location. According to the requirements of

standardization construction, public legal service studios of different

levels are established to provide mediators with mediation and publicity.

2) Strengthen the personnel team. We improve the working group on

people's mediation, form a mediation team with the secretary or director

of the neighborhood committee as the mediation team leader, hire

professional lawyers and absorb experienced personnel from various

fields to participate in on-site mediation, and make mediation

agreements and system input by social workers in order to own a

3) Lawyers service on a regular basis. By means of purchasing legal

services by the government, the residents' committees paired up with

lawyers for regular consultation, provided residents with free legal

consulting services, and held legal lectures twice every quarter, so as to

effectively improve the legal quality of residents and their ability and

level of safeguarding their rights in accordance with the law.

4) Carry out major investigations into conflicts and disputes. We checked

the situation of conflicts and disputes within the jurisdiction every

month so that all kinds of conflicts were handled by special personnel.

We timely reported major disputes and disputes that may be intensified

in order to effectively prevent the intensification of conflicts.

4. Achievement

In 2018, the town of Qibao completed the construction of 54 public

legal service studios, and the mediation of conflicts and disputes at the

grassroots level has been greatly enhanced. A total of 1,750 disputes were

handled, 1,685 of which were successfully mediated, and the success rate of

mediation was 96.3%. The social contradictions were effectively resolved

in the bud state, the contradictions did not leave the residential area, so as to

maintain social harmony and stability.

the type, format, content and filling standard of accident and injury

record following the request of relevant department. The content needs

to be real and complete, and able to show the frequency and cause of

accident and injury.

3) Manage and save the accident and injury record. Draw up Regulations of

Accident and Injury Record Management and stipulate the data

collecting channel. Request that the record is saved in responsible units

and departments.

1) Each project team shall refer to the data to formulate the objectives and

methods of continuous improvement of the project.

According to the needs, plan and formulate the safety promotion

project implementation plan, formulate the short-term and long-term work

goals, define the methods of effect evaluation, and organize experts to

demonstrate.

The short-term and medium-term effects of key safety promotion

projects are all checked and evaluated in accordance with the

implementation process of safety promotion projects and the medium and

long-term program goals of safe community construction.

The evaluation methods include: comparative analysis of accident and

injury data, questionnaire survey, on-site investigation and evaluation,

implementation progress evaluation, effect index and so on.

The evaluation approaches mainly include: conference evaluation,

expert on-site evaluation, resource consulting, interviews with specific

groups, etc.

I.3 Describe who are the project evaluation results delivered to

The cross-border cooperation based on the establishment of a safe

community in the community has been further consolidated, and the

expected results have been achieved through the adoption of project-based

safety promotion and injury prevention measures, which are finally

implemented in the safe community movement.

For example, the intervention measures related to the old street fire

safety project are basically effective, especially the introduction of

intelligent safety management on demand, the improvement of the old street

been effectively controlled through a series of measures such as household

smoke detectors and community micro-fire facilities. Guided by the list of

responsibilities, the list of risk points and the list of maintenance, wading

safety has established a management mode focusing on the "three links" of

river chief, road chief and bank chief. From 2016 to 2017, no drownings

have occurred in the river under its jurisdiction. The dust explosion-proof

safety project of Shanghai National Musical Instrument No. 1 factory has

improved the safe working environment of employees through a series of

intervention measures, such as reforming processing equipment,

standardizing equipment layout and standardizing the management of safety

and explosion-proof system. The implementation of the intervention

measures of the safety promotion project for the elderly to prevent falls

enables the younger elderly to find the fun of the elderly life, facilitates the

regular voluntary service activities, forms the "happy home" brand project

for the young elderly to help the senior elderly, and effectively restrains the

fall rate of the elderly. By the end of 2017, residents' satisfaction with the

improvement of community injury prevention reached 76.59% through

public opinion survey.
