KEY HIGHLIGHTS• Current key economic activities in Flagship E are airport services, engineering, electrical and electronics

(E&E) and education. Going forward, Flagship E would also be the hub for agro and food processing,ICT and retail tourism.

• With more than 1,000 acres of available land bank within the vicinity of Senai Airport, investors willhave the advantage of setting up large-scale commercial and airport-related enterprises at attractivelow rates. Other strategic land banks owned by developers also offer investment opportunities.

• Senai Airport is envisaged to be the No. 2 airport in the region after Changi by 2025. It only takes 30minutes to drive from Johor Bahru to Senai Airport. In the future, a multi-modal terminal and cyber citywill be developed in Flagship E; there will also be an MRT/LRT system connecting Flagship E to theJohor Bahru City Centre and elsewhere.

• Flagship E is synonymous with Senai Airport and Universiti Teknologi Malaysia (UTM). Other keyplayers include Lee Rubber, Boustead, Asiatic, IOI Properties and Johor Corporation.

• As at February 2008, land prices in Flagship E range from RM4 to RM19 (US$1.5 - US$6) per sq ft forindustrial/commercial use and RM80 to RM300 (US$18 - US$90) per sq ft for residential use.

INTRODUCTIONLocation. Senai-Skudai development is located within the northern region of Iskandar Malaysia. It isbound by Mukim Sedenak to the north; Gunung Pulai to the west; Mukim Tebrau to the south; andSeelong to the east.

Connectivity. Currently, Flagship E is accessible to other regions via air through Senai InternationalAirport. It is also well-connected via the Second Link Expressway and North-South Expressway. Ittakes less than 45 minutes to drive from Senai to the Malaysia-Singapore Second Link (and Port OfTanjung Pelepas) and the Johor Causeway.

Key Activities/Functions. Apart from Senai International Airport, it is also the base for several majormultinational electronics manufacturers. Other key landmarks in the Senai-Skudai area includeUniversiti Teknologi Malaysia (UTM) and Johor Technology Park.

Historical background. The name, Senai, is derived from a local tree, Sinai, which thrived in the regionin the early 20th century. Malays, Chinese and Tamil Indians are the main ethnic groups. The majorityof the Chinese in Senai belong to the Hakka dialect group. Senai is a transit town situated 25 km fromJohor Bahru, Malaysia. Flagship E covers 2 small towns in Iskandar Malaysia, namely Senai and Skudai.Skudai is a rapidly expanding suburb of Johor Bahru. Skudai is part of the new growth corridor ofsouth-west Johor. Senai is located 4 km south from Kulai, and 4 km north of Skudai. Expressway E3links Senai Airport with Tuas in Singapore at the other end.

KEY LANDMARKSSultan Ismail International Airport(Senai Airport)Constructed in 1974, Senai Airport serves the state of Johor aswell as people from the southern states of Peninsular Malaysia.Today, this airport is managed by Senai Airport Terminal ServicesSdn Bhd (SATS), the first independent airport operator inMalaysia, after taking over the operations of the airport fromMalaysia Airports Holdings Bhd in 2003. Senai InternationalAirport is able to handle up to 4.5 million passengers and 100,000tonnes of cargo per annum.

Senai Free ZoneIn Senai Free Zone, business leases will be available for Logisticsand Hi-tech manufacturing activities that require space, qualitypower supply, clean water and superior IT infrastructure. The 200-acre area is ideal for Logistics (3PL&4PL) regional and servicecentre offices, cargo warehouses, halal distribution hubs as wellas hi-tech manufacturing and production plant set-ups.

Senai Logistics CityUnder the long-term masterplan by Senai Airport, 2,800 acres ofland at Senai are earmarked for the development of:

Universiti Teknologi Malaysia (UTM)Universiti Technologi Malaysia is the oldest public engineeringand technology university in Malaysia and is known by theabbreviation UTM. The university specialises in technical studies,with separate faculties for Education, Pure Sciences, Managementand Human Resources Development. The university has a number ofinternational academic collaborations and offers 108 postgraduateprogrammes in Engineering and Technology.

Senai CyberportThe Bandar MSC Cyberport is a new mixed property developmenttownship project to be developed on a 150-acre freehold landarea in Indahpura, Kulai, which has been identified as the firstMSC Malaysia Cybercity in Johor. The cyber city is designed tohave world-class infrastructure and a clustering effect that wouldcreate an environment to nurture technopreneurs and growbusinesses. The land is currently under the ownership of MSCCyberport Johor.

Genting/Asiatic Premium Outlet Genting/Asiatic is discussing with US-based Simon Property GroupInc (SPG) to build the country’s first Premium Outlet on a 20 ha ofland in Kulai, Johor. The project is expected to start in the lastquarter of 2008 and be completed in 2010. The Malaysian PremiumOutlet (MPO) will be a 50:50 joint venture between Asiatic Landand SPG division, Chelsea Property Group. The retail outlet willfurther enhance Iskandar Malaysia as a top regional touristshopping destination.

LAND PRICES AND AVAILABILITYThe Malaysian Government has allocated an additional 8,000 hectares of land to support the expansionof existing industries as well as the introduction of new industries in the Nusajaya, Senai and PTP areas.As illustrated in the table below, aviation logistics, hub-airport related, engineering related, logistics andthe multi-modal terminal will be the main focus in the Senai-Skudai area in the long-term.

In addition, as highlighted in the Comprehensive Development Plan (CDP), there will be about 5,493hectares of Industrial land available for investment purposes by 2025 in Flagship E:- Kempas Industrial Area: 608.86 ha- Senai Industrial Area: 3,781.54 ha- Kulai Industrial Area: 1,102.15 ha

Three cyber cities will also be proposed in Iskandar Malaysia as part of the MSC Phase 2 (2004 - 2010),namely Nusajaya, Johor Bahru Central Planning Area and the Universiti Teknologi Malaysia Skudai-Indahpura area. In this second roll-out, the MSC Cybercity/Cybercentre status goes beyond the originaldesignated areas in order to spread the MSC benefits nationwide and to enhance national and regionalgrowth and competitiveness, as well as to bridge all forms of digital divide in the country.

The Comprehensive Development Plan (CDP) states that the core development catalyst for Flagship Ewill be an aviation logistics hub and airport in Senai. A multi-modal terminal will be located here, wherethe integration of air, rail and bus modes of public transportation will be focused in this area. In addition,UTM will be further promoted as a centre of excellence for education that can support the growth anddevelopment of Iskandar Malaysia.

Besides focusing on airline and cargo activities, going forward as part of the long-term development planof Iskandar Malaysia, Flagship E will also be the hub for the Electrical & Electronics Industry by 2025.

Projection Of Power Supply Demand In Flagship E (2000 - 2025)

The proposed targets for power supply for Iskandar Malaysia are as follows:• Improve System Average Interruption Duration Index (SAIDI) from the current 105 minutes/customer/

year (2004) to less than 20 minutes/customer/year.• System Average Interruption Frequency Indexes (SAIFI) from 1.11 (2004) to less than 0.5.

BASIC INFRASTRUCTUREAND AMENITIES

OverviewInfrastructure plays a pivotal role in supporting the manufacturing industry. The primary components forbasic infrastructure and amenities are roads and transportation services, water supply and distribution,electrical supply, gas supply, sanitation-wastewater collection and removal as well as solid wastecollection and removal. These services are bundled together to support business activities in thesurrounding Flagship E area.

Power SupplyThe key directions in Flagship E are to ensure: (i) sufficient supply of power to cater for the growth ofIskandar Malaysia; (ii) its objective of becoming a world-class sustainable conurbation; and(iii) the reliability of power within Iskandar Malaysia. The present supply of electric power in Flagship E issufficient. Based on the following supply and demand table, the capacities of all main intake substationsare able to meet the demand.

Gas SupplyNatural gas is used primarily for power generation (65%) in Malaysia. 24% of natural gas produced isused in heavy industries, 4% is used in housing, commercial and industrial areas and the remaining 7%is exported. Petronas Gas Bhd is responsible for the transmission of gas and for ensuring sufficient supplyof gas.

The supply and distribution of gas for commercial purposes is fairly advanced, with gas being supplied viapipelines to factories and other gas consumers. Natural gas is distributed by Gas Malaysia Bhd througha medium pressure piping system placed along road reserves. The natural gas is obtained from thePetronas Supply Centre in the east coast of Peninsular Malaysia and these pipes run to the southernregion of Johor, supplying gas to Johor Bahru, Pasir Gudang and Singapore.

Natural gas is supplied mainly to the industrial areas in Plentong, Tebrau, Larkin, Tampoi, Kulai and Senai.However, the ‘City Gas System’ has not been extended to non-industrial consumers, and most housesand restaurants use gas distributed in small cylinders, while hotel and some industrial users receive gasin bulb-shaped cylinders. As of today, there are four odouriser stations which are in Kulai, Senai, PermasJaya and Pasir Gudang, with a total capacity of 177,100 (sm2/hr). Demand for gas in the year 2010 isprojected at only 88 units (cubic metres).

Road NetworksSenai-Skudai has excellent connectivity via road and air to Singapore and Kuala Lumpur in the north. Thearea is connected to Singapore via the Second Link Expressway and the North-South Highway, with anapproximately less than 45 minutes’ drive. The town is located along Skudai Highway, a part of FederalRoute 1 which connects Johor Bahru to Kuala Lumpur. Public bus services that pass through Senai areTransitLink, Causeway Link, Maju and S&S. These services ply the roads between Senai and Johor Bahru.

With the total population in Iskandar Malaysia forecasted to grow to 1.5 million by 2010, the existingroad network system will most likely be unable to cope with the continuous traffic growth. Therefore,the Government has allocated about RM4.8 billion in the Ninth Malaysia Plan (RMK9) to upgrade roadinfrastructure within Iskandar Malaysia, of which about RM1.4 billion has been identified for projects tobuild new expressways and roads, as well as to upgrade existing road networks in the Senai area.

Senai Airport Terminal ServicesSdn Bhd (SATS)Company Profile• Sultan Ismail International Airport, also known as Senai International Airport, is located in one of

Malaysia's strategic development zones, with a structured highway and a proposed railway networkwhich will eventually stretch to China as well, providing easy access to the modern port facilities of thePort Of Tanjung Pelepas, Johor Port and Singapore.

• The airport was constructed in 1974 and privatised to Senai Airport Terminal Services Sdn Bhd (SATS)on 1 November 2003. It is the only commercial private airport in Malaysia.

• SATS is part of MMC Corporation Bhd, a huge Malaysian conglomerate involved in logistics, utilities,transportation, construction and trading. It also owns the Port Of Tanjung Pelepas and Johor Port.

• Only 30 km from Singapore, Senai International Airport is strategically located in Southeast Asia,providing lower cost, truly dedicated services and growing infrastructure development.

• Most of the region’s dynamic economic and tourist centres are located within a mere four-hour flightradius from Senai International Airport.

• The projected total population of 5 million for Johor and total GDP of about US$129 billion (PPP),implying GDP per capita of US$25,800, should provide a large enough catchment for SenaiInternational Airport, enabling it to attain a passenger flow of around 10 million per annum.

Current/Ongoing Development(1) Bandar Seri Alam

Bandar Seri Alam, one of the largest integrated townships in Johor, is UMLand's flagship township.Located within Iskandar Malaysia and the district of Johor Bahru Tengah and only 18 km away fromJohor Bahru City Centre, this 3,762-acre township is set to be home to 150,000 inhabitants upon itsfull completion in 2014. The Group is currently one of the world’s largest processors and exporters of natural rubber and latex,operating a network of processing factories across Malaysia and Indonesia.

Endowed with an extensive and strategically located land bank within Iskandar Malaysia, much of whichwas purchased from private land owners in the 1950s, the Group has been actively engaged in industrial,housing and commercial developments which have been well received by the market.

Together with Johor Corporation and EPF Board, the Group has jointly developed the Johor TechnologyPark. Manufacturers involved in electronics, oil and gas, plastic mould injection, engineered plasticproducts and writing instruments, including MNCs such as Seagate, have set up their operations in thePark employing thousands of workers.

South of the Technology Park, another joint venture has developed thousands of quality homes at TamanImpian Emas. The high desirability of the development is reflected in the prices which purchasers areprepared to pay for the homes. The joint-venture company had also contributed to the upgrading ofsurrounding public infrastructure such as widening of Old Kempas Road and construction of a bridge overSkudai River to connect into Skudai Highway.

In support of the Government’s effort to develop Iskandar Malaysia, the Group also sold some 2,800acres adjacent to Senai International Airport for the development of a National Air Cargo Hub project aspart of its effort to contribute to the economy of the State.

Amidst the re-development of its factory sites, Lee Rubber had put in place environmental measures,which included shifting environmentally incompatible industrial buildings and replacing them with eco-friendly ones, which are more sympathetic to surrounding land uses. In Tampoi, a latex factory wasshifted and a new building was constructed to accommodate the largest southern showroom and servicecentre for PERODUA. Another building, the old Lee Biscuit Factory, made way for GIANT Hypermarket(Tampoi) which is very popular with local and Singaporean shoppers alike.

Bullish of southern Johor’s continual rapid economic expansion brought by the pro-investment policiesand world-class infrastructure developed by the Malaysian Government, the Group strongly believesthat Iskandar Malaysia will attract both foreign investment and migration of talent seeking a promisingfuture. As such, the Group plans to actively develop its land bank within Iskandar Malaysia with evenmore vigour. Lee Rubber is grateful to the State Government for supporting its effort.

Plans to develop a 3,200-acre land bank at Senai/Skudai for mixed commercial and residentialdevelopment are proceeding. As a long-term investor, the Group also welcomes industrial andcommercial operators wishing to relocate to Iskandar Malaysia to work with Lee Rubber Group on a buildand long-term lease basis within its land bank.
