Medeiros, Piihonua road cannecting Kaumana road, $14,- 242.60. Moses Akiona, construction of Piilani road to Kamehameha and Kalanianaole roads, $18,828.00. Shigeru K. Oda, construction of sidewalks on Manono street, $17,- 641.90. The American Legion was ap- propriated $150 to help defray ex- penses for the Armistice day obser- vation. Supervisor August S. Costa in- troduced a motion which passed unanimously directing the County Engineer to survey all the needs of the different water systems of this county and to hand the board an estimation of the cost for the needed improvements so that the board can prepare to float bonds in the future to accommodate ne- cessary additions, repairs and oth- er items in connection with them. The Clerk was ordered to adver- tise and notify property owners a- long Kamehameha and Kalaniana- ole streets from Waiakea town to Kuhio wharf and Honohonui; Kai- nehe street; Mohoxzli street; Hu- alalai street between Kinoole and Kilauea streets; Manono and Lani- kaula streets from Waiakea town to Kilauea street, and Liholiho street between Kainehe and Lihi- wai streets in this city to construct sidewalks. .Other matters brought included the claim of Masaru Sakamoto for damages to his car inflicted when a tree fell across the road at Ka- muela, Junior Police insurance meant to take care of children serving as junior policemen should they be injured. Both went to the County Attorney. A motion was passed assuring cooperation between the County and the Purchasing agent. More U. S., British Aid Asked by Stalin MOSCOW, Nov. 6— Describing the Anglo-American coalition as a “reality” Josef Stalin in his ad- dress over a Moscow radio on the occasion of the 24th anniversary of the October revolution appeal- ed to Britain and the United States to open a second front to forestall the Nazi drive on Mos- cow. He is a draftee answering the fourth call. 50 Jewish Refugees to Enter Australia TOKYO, Nov. 7— Asahi’s Mel- bourne correspondent reported that the Australian government on November 6 announced that 50 Jewish refugees from Poland are now stranded in Japan and will be permitted etry into Australia. It said that permits will be giv- en as results of the recommenda- tion of the Australian minister to Japan, Sir John Latham, who is now ill in Singapore. 281 ARE REPORTED SAVED ' WHILE 20 ARE KNOWN TO BE DEAD KEIJO, Nov. 7— According to r reports received up to 1 p. m. by ; the telegraph bureau of the gov- I ernment general, 110 persons are 1 still missing following the sinking I of the Kehi Maru by a Soviet mine , on November 5. However, it was reported that 281 have been saved while 20 were known dead. FULL AMOUNT FOR DAMAGES TO BE SOUGHT TOKYO, Nov. 7— An editorial comment by a metropolitan paper declared that Japan will seek full amount of damages and also char- ge the Soviet Union with the use of mines which failed to meet the specifications of the international law. Though the Kubishev govern- ment may be profoundly shocked by the incident, the editorial de- clared, “It must get root of this outrage to find and punish those responsible.'” It added that there couldn’t be any doubt that the Soviet mine was the cause for the latest di- saster, pointing out that the acci- dent which befell another Japan- ese ship on September 1 as well as the repeated discoveries of loose mines by the Japanese. “The fact that not one but many Soviet mines have been and now may be menacing the navigation of Japan calls for the most urgent investigation, most prompt meas- ures against repetition and quick- est explanation to Japan upon which this country may consider what should be done.*’ Urging the Soviet Union to give speedy con- sideration of this “solemn matter,” the editorial said, “the quicker the reply to the formal protest the better will it be for all concerned in the settlement of this tragic in- cident.” The article concluded, “It is evi- dent that Soviet mines were not constructed in accordance with the international law by which they would be harmless if adrift and therefore peace and order of the territorial waters of Japan has been gravely disturbed.” 69 MINES DISCOVERED TOKYO, Nov. 7 — Sixty-nine floating Soviet mines have been discovered by the Japanese naval patrol vessels in Korea waters a- long from August-to date. Navy Minister Shigetaro Shimada dis- closed when he gave a detailed ac- count to the cabinet of the cir- cumstances under which the Kehi Maru struck a floating mine in the Japan Sea. Following Shimada’s report. Fo- reign Minister Togo informed the session of the vigorous protest lodged by the Foreign office yest- erday afternoon with the Soviet government through Soviet-Am- bassador Constantin Smetanin in connection with the Kehi Maru case. FORMERCHEF AT M IDWAY IS UNDER CSTODY A U PACKAGES TO BE INSPECTED BY CUSTOMS DEPT. All packages that were received at the Honolulu postoffice for dis- patch to Japan on the Taiyo Maru, and which were held back after re- ceipt of an order, will undergo thorough inspection later this week, it was announced by assirt- ant Honolulu postmaster Alexand- er Long. The inspection will be conduct- ed by the customs department as ordered from Washington yester- day. About 25,000 packages are sub- ject to the inspection and no ord- er concerning the disposition of the mail was yet received. “The packages will be inspected to make sure they’ do not violate the foreign funds control act or the export control act,” Mr. Hib- erly said. Welders’ Strike in West Coast Denied WASHINGTON, Nov. 7— Asso- ciate OPM director general Sidney Hillman Thursday night denoun- ced that the strike of an independ- ent welders union at three west coast aircraft factories as an out- law, wildcat proposition. MAPS OF MIDWAY ABOUT TO BE SMUGGLED TO MAIN- LAND FOUND HONOLULU, Nov. 6— Edward John Coquelle, 46, former chef at the Midway Island, today was tak- en in custody by the Navy intelli- gence as he walked off the gang- plant on arriving from Midway. Coquelle has been charged of violating the Espionage Act in an attempt to send two maps of vital importance to the Navy to his wife located in San Francisco, it was re- ported. According to reports, the maps were issued to Coquelle as a mem- ber of the Midway volunteer fire department for use in case of fire and included valuable information ! of Midway’s vital defenses. Coquelle, a Frenchman and a naturalized citizen, made explana- tions that since the expiration of his job, October 31, was fast ar- riving and he was busy, he had asked his nephew who is also an employe on the island to pack his extra clothes and ship the bag- gage and presumed his nephew had packed the maps along with the clothes. He further said that he missed the maps before he left Midway so he predicted trouble ahead. Coquelle was turned over to U. S. Commissioner Samuel Shapiro following a hearing at which time Lt. Wendell F. Books, a witness, appeared and testified that the maps were found in Coquelle’s bag- gage when it arrived in Honolulu. HILO DRUG REOPENING — The new building of the Hilo Drug Store will be opened to the public tomorrow. Success or Failure of United Statss-Japan Negrotiations Placed on FDB’S ‘ Mind by Paper TOKYO, Nov. 7 With majority of the early morning' editorials devoted to the dispatch of Ku.rusu to the United States, the papers warned against any interpretation of this move as a sign of weakness of Japan’s part. The Yomiuri, Asahi and the Chugai Shogyo declared em- phatically to move the last measure of the attempt to pre- serve Japanese-United States relations to assure Japan that everything has been done that should be done to preserve peace. The Yomiuri quote, “It is nothing more than an expres- sion of desire to take all measures that should be taken to break the crisis. If Anglo-United States have made prepara- tion in the Pacific, our nation on the other hand has steeled its determination to meet the situation. At this point the key to success or failure of the Japanese-United States negotia< tions depends on President Roosevelt’s mind.” The Asahi declared that the .dispatch of Kurusu may be taken as a sign that the negotiations will be continued, adding that though there is no doubt that eco- nomic war is pushing the commer- cial relations of the two countries deeper into peril, it must not be already reached a point that war thought that the relations have is unavoidable. The paper appealed to the United States to bring dip- lomatic deliberation to bear on the problem. It declared that if the United States has other intentions, there is no need for prolonging negotia- tions hut if it has eve a little feeling of respecting Japan, a peaceful solution isn’t “absolutely hopeless.” NEWS BRIEFS AROUND TOWN Brett Studies RAF Requirements Maj. Both teachings contribute towards improvement of individual character. Moral teaching is greatly stressed in the Japanese schools. In the kindergartens it is taught by illustrations. The children are even taught to sit up straight and hold the book upright. Texts and lectures are employed in the advanced grades. The text is called “shushin.” Form- erly, a Chinese literature called “kanbun”, which principally consisted of the teachings of Confucious and Moshi was in- cluded in the curriculum, but it had been long ago discarded. “Gekken,” or fencing and Judo also serve to improve in- dividual character. A stern character is noticeable in a well trained Gekken or Judo man. He is always vigilant and there is no inattentiveness. Moral teachings develop the children’s personality and enable them to select good friends, adopt good manners, and mingle in the right kind of society. It is true that environ- ment has a great deal to do with individual personality. The juvenile delinquency is produced by a bad environment. But the most effective means of resisting the influence of a bad environment is to cultivate moral training. It should be done in schools and at homes. The little children are docible of moral teachings than the adults. « « « « OBSERVE THE FIRE PREVENTION WEEK This week is designated as the fire prevention week. The public is urged to cooperate for the observance of the fire prevention week. Clean up your rubbish and put the col- lection outside where the county trucks will carry them a- way. This is the fire prevention week. A neglected rubbish pile has often been a cause of dan- gerous conflagation, destroying human lives and homes. The Yomiuri, Asahi and the Chugai Shogyo declared em­phatically to move the last measure of the attempt to pre­serve Japanese-United States relations to assure Japan that everything has been done that should be done to preserve peace.

The Yomiuri quote, “It is nothing more than an expres­sion of desire to take all measures that should be taken to break the crisis. If Anglo-United States have made prepara­tion in the Pacific, our nation on the other hand has steeled its determination to meet the situation. TEACHING MORALITY AND CITIZENSHIP

The teaching of morality in the Japanese schools is si­milar to the teaching of citizenship in the American public schools. Both teachings contribute towards improvement of individual character. Moral teaching is greatly stressed in the Japanese schools. In the kindergartens it is taught by illustrations. The children are even taught to sit up straight and hold the book upright. Texts and lectures are employed in the advanced grades. The text is called “shushin.” Form­erly, a Chinese literature called “kanbun”, which principally consisted of the teachings of Confucious and Moshi was in­cluded in the curriculum, but it had been long ago discarded.

“Gekken,” or fencing and Judo also serve to improve in­dividual character. A stern character is noticeable in a well trained Gekken or Judo man. He is always vigilant and there is no inattentiveness.

Moral teachings develop the children’s personality and enable them to select good friends, adopt good manners, and mingle in the right kind of society. It is true that environ­ment has a great deal to do with individual personality. The juvenile delinquency is produced by a bad environment. But the most effective means of resisting the influence of a bad environment is to cultivate moral training. It should be done in schools and at homes. The little children are docible of moral teachings than the adults.

And th e re ’s no lim it to w h a t wom en av ia to rs can do, once they a re organized. I know if I could ju s t trave l aro u n d the coun try a little . I could get a lot of girls like m yself. We m ight have an E scadrille like th e L afay ­e tte one—only of girls, of course.”

J a n e checked herse lf. “B u t I fo rgo t— th is is an in terview . P eo­ple would lau g h a t m e if they knew I h a d any such am bitious ideas w hen I ’ve scarcely learned to fly. B u t you prom ised you would n o t p u t th a t in to th e sto ry , d id n ’t you? So th a t ’s a ll r ig h t.”

“Oh, sure, t h a t ’s all r ig h t,” said Greg.

“W hen I ’m n in e teen —an d th a t ’s ju s t six m o n th s off—I am going to have nearly th re e th o u san d dol­la rs th a t m y fa th e r le ft m e,” Ja n e con tinued . “A nd S am ’s going to lend m e a p lane and I ’m going to use th e m oney for traveling ex­penses and fly aro u n d th e country try ing to get as m any girls as I can to jo in m y flying school—so th a t , if th is coun try should en te r th e w ar, we’ll be all ready to h e lp .”

G reg closed h is billfold carefully on th e scrap of p ap e r on w hich he had m ade notes.

She was sorry he d id n ’t like her; she had sensed th ro u g h o u t th e ir being toge ther th a t he did not. B ut th ere w asn’t a n y th in g she could do abou t it. she reflected sensibly.

Week Ending Nov. 2, 1941A series of eathquakes occurring on October 28 to 31 in­

clusive raised the seismicity for this week to 18.75 from the 350 of the preceding week. The majority of the shakes were of Kilauea origin with indicated distances of 4 to 9 miles. The total number of seismic disturbances was 30 the more pro­nounced of which registered as follows:

E-W component dismantled.In addition to the above, 8 very feeble shakes and 13 tre­

mors were recorded.Tilting of the ground at the Observatory on the NE rim

of Kilauea crater was moderate to the east. Microseismic mo­tion was unusually light.

There was but little movement at the crack near Hale- maumau, at the Devil’s Throat, and along the Chain of Cra­ters road. Of the 28 localities on concentric cracks around Halemaumau, 4 opened 7:0 millimeters, 7 close 4 millimeters, and 17 remained unchanged.

I* David Kui Kong Young’s backers are all shouting for a titular match for their pride and joy, since the

I sound thrashing Young gave Champion Lou Salica in their recent non-titular bout in Honolulu.

But it looks as though Young will be entirely left out of the picture for reports say that Lou Salica and his manager is planning to leave Honolulu for the Mainland today.

It was also reported that Salica had various offers from Canada and from various parts of the United States for non­title matches.

Of course, the National Boxing Committee could do something about it, for the NBA requires the champion to defend his title at least once in six months against a capable opponent okeyed by the committee.

Should Salica sail for the Mainland today, he will bring along with him well over $7,000 which he collected in two non-titular fights in Honolulu, both of which he lost. Rush Dalma was the first fighter that decisioned the bantamwei­ght king and then came David Young.

Rumors are that A1 Richardson, manager of Rush Dal­ma, is also hankering for a titular match for his boy, since he hahs defeated the champion in a non-titular bout.

All these reports make the bantamweight titular bout such a big mass that only time will tell what the outcome will be. David Young truly deserves a crack at the title, but whether he gets it or not, is another story.
