Employers are set to hire long-term unemployed through the new JobsPlus scheme as over 2000 jobs are being created every month.

Local Fine Gael TD and Minister for Children and Youth Affairs, Frances Fitzgerald, has welcomed the launch of JobsPlus, a new Government initiative aimed at incentivising employers to hire the long-term unemployed. It will see the State cover €1 out of every €4 it costs to hire someone off the Live Register. “This new scheme, which was originally announced as part of the Budget, has the potential to make a really significant difference to people across Tallaght, Clondalkin, Lucan, Palmerstown, Newcastle and Rathcoole districts who are long-term unemployed and are finding it very difficult to get back to work. The Government has been listening to the views of employers over the last two years, and it is clear that there is a need for a simple scheme to help with the cost of recruiting new workers. JobsPlus is just that, Said Fitzgerald. Under JobsPlus, regular cash payments will be made to employers by the Department of Social Protection to help offset the costs of employing someone who has been on the Live Register for 12 months or more. A payment of €7,500 will be made to the employer over two years for each person who is hired who has been on the Live Register for between 12 and 24 months. This rises to €10,000 if the person has been unemployed for more than two years. “This Government inherited a jobs market in free-fall. Seven thousands jobs were being lost every month when this Government took office two and a half years ago. We have seen the effects of this locally. Now, two thousand jobs are being created every month. This is a very positive turnaround, but we still have a long way to go, and we must ensure that the recovery in jobs doesn’t bypass the long-term unemployed,” stated Fitzgerald. “In order to qualify for JobsPlus, the employer must be offering full-time employment of over 30 hours per week, spanning at least four days a week. From the jobseeker’s point of view, if you have been in receipt of a jobseeker’s payment from the Department of Social Protection for 12 months or more, you will be eligible to be recruited under the scheme,” said Fitzgerald. “Many small businesses across South Dublin would like to take on extra workers, but they are worried about the costs involved. The JobsPlus scheme will make it much easier and economically viable to create jobs. And if we can encourage the tens of thousands of viable small businesses across the country to take on just one extra employee, we can make a significant dent in our unemployment problem,” concluded Fitzgerald.

A new Composting Centre has opened up in Fettercairn, this is another fantastic facility and growing activity for residents to get involved in. There are many pros to composting knowledge for businesses and at home. Every kilogramme of food waste accounts for €3. Knowing how to turn your food waste into fertiliser is also another handy trick on money saving and organic gardening. Rotting food and garden waste in landfills all around Ireland are creating avoidable greenhouse gases and foul liquids.

A little caution in the supermarkets is a good step, on average each household will bin up to €700 worth of food a year, in larger households this figure may rise to €1000. This may be due to accidently buying products that are close to their sell by date. The next step is the correct storage of your shopping when you get home. Next time you bin waste make a list of it, this will help narrow down unnecessary waste. A large percentage of waste is perishable such as fruit and veg which can be composed and turned into fertiliser.

course every Wednesday evening over the past six weeks. Ongoing courses will take place in the new centre in Fettercairn. Anybody interested in gardening, the environment and saving money are welcome to attend the course.

Mayor Dermot Looney said “I am delighted to be here in Fettercairn community garden to open the composting centre and to present the certificates in the Master Composter

course. The garden and the display of different composting methods is a wonderful demonstration for the whole community.” The Mayor also went on to say, “The environment is one of my themes for my year as Mayor and this is a good start. Reducing waste and producing a material that can be reused to fertilize the garden is a great activity. Training Master Composters in the community is a sustainable way to promote good waste management.”

Craig Benton or Doctor Compost, from the EPA Stop Food Waste programme said “Fettercairn Community Centre was the perfect place for the Master Composter course with the community garden on site. They are a very enthusiastic group of composters and we will support them in providing outreach for composting information events. I would like to thank the manager and staff of Fettercairn Community Centre and South Dublin County Council for their support in organizing this event.”

Billy O’Keeffe, Manager Fettercairn Community centre said “It was a wonderful opportunity to have the Master Composting course here in the centre. The construction of the various composting systems really compliments what we do here in the garden. We will compost with the wide range of users of the garden and use the garden as a demonstration area for the public in Fettercairn.”

The Master Composter training course is an active programme combining traditional lectures with hands-on field days. On completion of this course the Master Composters deliver at least 30 hours of food waste prevention and home composting workshops in their local area.

Applications still open for Back to School Clothing & Footwear Allowance

The Back to School Clothing and Footwear Allowance for the 2013/14 school year is still open for applications until the end of September, Councillor Lawlor has reported.

“The Back to School Clothing and Footwear Allowance (BTSCFA) helps families meet the cost of uniforms and footwear for children going to school. The scheme operates from June to September each year.

The payment rates for the 2013 Back to School Clothing and Footwear Allowance scheme are €100 in respect of children aged 4 to 11 on 30th

September 2013 and €200 for children aged 12 to 22 on 30th September 2013,” Councillor Lawlor Explained. “Families who received the payment in the past may have received this year’s payment already. But if you think you might be eligible, applications are available in all social welfare local offices and online at www.welfare.ie.

While applications are accepted up until the end of September, you are advised not to delay it may take several weeks to process an application,” the Councillor said.

The teens of RTE’s Fair City have gotten behind Childline’s new campaign ‘Stay Silent So Children Can be Heard’, in a bid to encourage the nation to ‘Stay Silent’ and help raise funds to support Childline’s on-going leap from a traditional phone listening service into the online world. Wesley Doyle (Doug), Lauren Murphy (Shannon), Niamh Quirke (Rachel) and Sean Doyle (Callum) are literally putting their money where their mouth is and asking individuals, groups, schools and workplaces to take part in a 25 minute communication blackout. No Facebook, no phone, no emailing, no texting, no twitter, no speaking. This silence signifies:

• 25 years that Childline has been here to listen to and support the most vulnerable children in Ireland.

• 25 minutes of complete silence to consider the 9,773 children who contact Childline weekly.

• 25 minutes to think about the 1 in 3 calls that go answered

due to a lack of funding. 25 minutes to think about the pain that these children are in and why Childline needs to be here for them.

• 25 minutes to think about the courage it has taken each and every one of them to reach out, pick up the phone and

ask for help.

Childline broke the silence in 1988 when it answered its first call and in May of this year, 25 years later, they answered their 5 millionth. But times have changed since 1988 and Childline now needs to immerse itself in the online world, so that they can continue to be available to children

who don’t have the courage to pick up a phone and reach out through Childline Online instead. As Childline receives no government funding the ‘Stay Silent So Children Can Be Heard’ campaign will help raise much needed funds - Childline’s mission is to empower, support and protect children and with the Irish public’s help they hope to be able to provide an online service 24 hours a day. The Boy is back in town

Philomena Lynott welcomes back the much loved statue of her son, Phil Lynott, to Dublin’s Harry Street last week. The art work of the Thin Lizzy star was damaged earlier this year and was removed by Dublin City Council for restoration.

Pat Keogh principal of Solas Chriost, Belgard continued his academic studies in UCD after leaving Galway. He maintained involvement in athletics too, representing UCD in cross country running and middle distance track events. He won the annual colours cross country race against Trinity College. He represented UCD in Belfast, Glasgow and Louvain in Belgium. He won an all Ireland medal with Dublin in cross country running.Conferred with a BA degree in UCD Mr Keogh went on to do a masters degree in philosophy. He then combined philosophy and education to study for a PhD degree. His doctoral thesis was entitled ‘Thinking critically’. His book Defining Intelligence contains some material researched while studying for his doctorate.Dr. Keogh believes that it is shameful for any government to neglect Primary education. Children with special needs and the very bright child must be properly catered for, otherwise society will suffer. Those with special needs ought to be educated to fulfil a role in society that best suits them. We should ensure that they are equipped for everyday living. If the very bright child’s talents are not channelled properly s/he may turn to crime or, emigrate through sheer frustration.In Defining Intelligence Dr. Keogh is critical of psychological assessments. These assessments seem to be used as a method of labelling children. He does not agree with one human being having the right to award another an IQ

score. Pat maintains that such a practice is unethical. He would prefer a more positive approach, where the child’s talents and emotional intelligence are taken into account. He proposes a broad educational profile for each child.Education includes more than academic pursuits. Solas Chriost, formally Ard Mhuire, has produced some celebrities in the world of sports. Gervin Dempsey was full back for Ireland’s rugby team for many years. Gemma Fay captained Dublin’s ladies Gaelic football team. She won Leinster and all-Ireland medals. David O’ Callaghan is one of Dublin’s present day hurling heroes and Brian Gregan is one of Europe’s leading 400mts runners. In Defining Intelligence Pat Keogh credits our Neolithic ancestors with immeasurable intelligence. He is inspired by, and praises the architects of the magnificent New Grange megalithic burial tomb. Those people appreciated the light and power of the sun. He

sees the mound at New Grange as a symbol of pregnant earth, impregnated by sun rays on mid-winter’s morning. The earth gives birth nine months later to a bountiful harvest that sustains us during the long, dark, cold winter months. Little wonder that Pat was annoyed with builders blocking out sun light, depriving children of the benefits of the sun’s light and heat. He wrote two poems: Dorchadas (Darkness) and Lumen Christi giving a tiny glimpse of what happened during the refurbishment of Solas Chríost. Neolitheans displayed more intelligence than many of our enlightened architects and builders.Pat believes that children should be allowed to daydream. He maintains that time should be set aside, in the curriculum, for daydreaming. Most of the great creations in art, engineering, architecture and compositions in music, inventions, and innovations of all types have been conceived in dreams. The

great genius Einstein is said to have dreamed of himself travelling through space on a beam of light inspiring him to develop theories on the speed of light and relativity.The human brain can perform millions of billions of calculations per second. But the brain needs rest to function properly. The mind never rests. In fact, when the brain rests the mind works best. Dr. Keogh gave an example of an experiment carried out on a number of people by an exercise physiologist in Cleveland University. They were asked to imagine flexing their muscles and performing various exercises (without actually doing the exercises) on their arms, for a three month period, a half hour each day. After two weeks the arm muscles had developed by a staggering 13.5%, without doing any physical training session, just through mental power.Dr. Keogh believes that there is too much emphasis on materialism today. We are thinking beings, he says, but are seldom given the opportunity to think. We are told how to think. Even our political system imposes a whip on party member. They must think and act as they are told. Pat believes in teaching children the importance of thinking critically. We must not accept news bulletins or print in news papers as unquestionable facts. Think for yourself. It is our greatest gift as humans. Anybody involved in or with an interest in education should read “Defining Intelligence”

Tallaght Youth Band have been busy practising on the ITT campus for the 2013 competition season. last weekend they travelled to Ballygar in Galway for the second of these field show competitions, having won the first in Arklow last month. They are hoping to retain their All Ireland title this year and many hours have been spent rehearsing in all weathers.

Residents also wonder about the future management of the proposed school.In response to his representations, Education Minister Ruari Quinn has reported as follows:“ It is proposed to provide a new 1000 pupil post primary school at Kingswood Heights in Tallaght. The project was included in the five year construction programme announced in March 2012 and is scheduled to progress to construction in 2015/16. The Design Team appointment has been completed and the project is now at an early stage of architectural planning. The application process for Patronage was comlpeted on the 12th of July last and the successful patron will be announced later this year”.This matter will continue to receive the attention of Charlie O Connor on behalf of the community.

The Mayor expressed his delight at the opening ceremony ‘I am delighted to welcome the participants, coaches and their families to the Gathering Dublin presents World Martial Arts Games 2013(WOMAA). This prestigious event places South Dublin County on the international stage and events of this nature gives us the opportunity to showcase the many excellent facilities we have.”

As 2013 is the year of the Gathering, WOMAA wished to participate in the national programme of festivals and events inviting international competitors and visitors with connections or a love for Ireland to enjoy Ireland. Participating countries included: Canada, U.S.A., Mexico, Argentina, England, Ireland, Wales, Denmark, Sweden, Norway, Spain, Bangladesh, Estonia, Portugal, Isle of Man, Jersey Islands, Georgia Republic, Germany and Hungary. The event hosted over 600 international competitors, and also family members, guests and spectators over the three day event.

Local Tallaght TD, Séan Crowe has welcomed today’s announcement that the Irish Blood Transfusion Service will begin a free phlebotomy or blood transfusion service for people with hereditary haemochromatosis.

Crowe said that thousands of people with the blood condition known as haemochromatosis will be able to donate to the blood supply, under a new programme launched by the Irish Blood Transfusion Service. Haemochromatosis is a hereditary condition in which excessive amounts of iron are absorbed from the diet and deposited in various organs. It is particularly prevalent in Celtic Countries and the gene that triggers the condition has been called the Celtic curse.

The new service is now available in Dublin becoming active in Cork from November of this year on a pilot basis.

They hope to be able to extend it to other towns and cities also in the near future.

Speaking today after the announcement, Deputy Crowe said:

“I very much welcome this long awaited decision by the Irish Blood Transfusion Service. My party have long called for this facility to be put in place to allow blood donations from haemochromatosis patients taken as part of their routine treatment and added to the national blood stock.

“Until now, blood drawn from haemochromatosis patients was discarded due to IBTS policy. “The old policy didn’t make much sense, particularly for a service that is regularly critically short of blood at various high demand times during the year. “This new logical move will now bring Ireland in to line with many other countries that have a high number of haemochromatosis sufferers.

“It is envisaged by the Irish Blood Transfusion Service that when the pilot programme is in place donations from hemochromatosis patients will make up to 4% of total donations.

“There is a general consensus among Irish haemochromatosis sufferers, that this pilot programme will be rolled out on a state-wide basis and at the earliest possible timescale. I and my colleagues in Sinn Féin will continue to lobby for this forward looking development.”

WORKS FUNDING The announcement by the Minister for Education and Skills that he has approved funding to provide access facilities for pupils with special needs at St Kevin’s Boys School in Kilnamanagh, has been welcomed by Eamonn Maloney TD. “Many buildings - not just schools, present serious problems of access for people with special needs. The improvement to St Kevin’s Boys School building in Kilnamanagh will allow pupils to gain access safely and conveniently. This will be beneficial not just to themselves but also to teachers and parents. It will improve the health and safety for all and that is very much to be welcomed.”

The Express Interview

What do you think about Tallaght and it’s music scene? Since the closure of Captain Americas it must be tough for a new band to get recognized locally?

I think Tallaght’s music scene is very strong at the minute, there are lots of very talented bands and singers who are from and gig around Tallaght. I am lucky enough to know a lot of them personally, people like Ray Scully and Sandi Jane who gig tirelessly and work very hard in the current tough climate for musicians. Bands like Bipolar Empire, Just No and Leaders of Men all represent Tallaght very well each with their own distinctive sounds. My own Band 48:Hours were lucky enough to gig with Bipolar Empire recently on the main stage of the Academy at the Block C Festival which was a great showcase for all up and coming Irish talent not just Tallaght. We will also support Just No August 2nd in Whelans for their upcoming EP launch. As far as gigging locally goes it is getting tougher, our band 48:Hours had our first headline gig in Captain Americas Tallaght and gigged there most friday’s until it closed down, it was a big loss as they are great for showcasing up and coming Tallaght talent. We were recently playing Grumpies on fridays with Ray Scully but unfortunately his sessions night has been stopped too and this sort of thing is frustrating. We have had to go further a field into town and even other counties to get gigs. I do think there are opportunities in Tallaght though with places like The Metro, Abberlay, Grumpies, Mortons, The Old MIll etc all showcasing local music live.

Why have you chosen a path in music?

I think most people that choose a path in something like music do it simply because it is their passion and I am not too different. We all love to do certain things and for me it is performing, I have been studying Drama since I was young and recently enough

achieved Grade 8 so its all being a passion and now I study Drama in UCD and along side music Its all I

really do. Musical Theatre was my first experience of singing I was lucky enough in school to play Genie in Aladdin and Phantom in The Phantom of the Opera and I wanted to start singing other stuff not just musical theatre and thats when the gigging began, at the start of this year after a confidence boosting appearance on the Voice of Ireland I decided I would love to be part of a band and that’s how 48:Hours really came to be. The idea of doing something I love with mates just seemed even more perfect, after the experience of the show I really wanted to be in a band and have a real go at music luckily my best mate Clive just happened to also be an amazing drummer and was straight on board, he had been in Pheonix youth band for years and was eager to get playing a full kit. I then text Gav(Rhythm Guitar and Backing Vocals and also a former member of Pheonix Youth band), I had sang with him before and he can play about 20 instruments and is a genius songwriter, he had been in many bands and also musicals before as well and we are very similar minded people, we even share a great great grandad

so the link up made sense Liam (lead guitarist) used to be in a band with Gav and he got him involved

as well as our bassist Dean who are both masters of their respective instruments. The band was formed on a Wednesday night and by Friday we had a headline gig in Captain Americas Tallaght. We hadn’t decided on a name by the gig and then 48 Hours was suggested because its how long we were a band getting our first headliner and we all loved the name and it stuck.

Does Tallaght provide much support for music?

Tallaght does provide a good support for music there are many different places like I mentioned previously that provide stages for bands and singers to get themselves out there. There are many Youth Programs and local ways of getting involved in music. I know Rua Red provide space for rehearsals and even recording of music. There are two major marching bands in Tallaght with a great history of producing amazing talents at their respective instruments. Also a major support to our own band and also a lot of Tallaght talent has been Cian Donohoe’s

Block C Studio which is a fantastic recording studio in Ballymount. His studio provides bands a

chance to get there music out there via his youtube channel which has hundreds of thousands of views our own Block C Session of Give me Love won us our chance to play the Block C Festival which is another example of how unsigned talent are being given a chance to showcase themselves. Cian has had the likes of Bipolar Empire, Just No, Sandi Jane, Ray Scully, Shanners and many other talented Tallaght musicians in his studio(he has also had The Coronas in for live session).

What is the suicide awareness group?

Our band are currently involved with Luke Clerkins charity single Never Alone which is set to be released in September with all proceeds going to Teenline a charity which provides phone support for troubled and depressed teens. Luke is keen to raise awareness of suicide as Tallaght has lost a fair amount of young people to it. Many people get depressed but don’t want to talk about it because of the stigma attached to mental health, the group of musicians who performed on this track are all in support of raising

awareness and showing people they should speak out about their depression. By raising awareness and money for Teenline this will mean more calls answered and a lot more being done to prevent others from suicide. Again Cian Donohoe was involved letting us use his Block C studio to record the single free of charge and he is also using his production skills to mix the the track. There is a launch night for the single which will take place on the 3rd of September in The Academy Green room and live music will be played by our band 48:Hours as well as others including Lukes own band Clover Coast.

Many great acts have come from Tallaght, is there anything you will do differently to make an impact on the irish music scene?

I am not sure of what our band will do differently to make an impact on the Irish music scene. But I think honesty is a big thing for us, we don’t focus heavily on image but more on what we play and we try to keep it all relatable. On stage I generally speak very honestly between our songs and try to have collective banter and a few laughs with whoever has come to see us. I think we always try to be inventive when writing songs and keep developing our sound as a band. Our main aim is to make people happy through our music cause music is what makes all of us happy. I think we have a quite different sound to most other Tallaght bands and we like to get the audience involved in our shows so I suppose that is something we want to push on with it and hopefully helps us make an impact. :) https://www.facebook.com/48Hoursofficial

Paul Meany has stepped down from his position of Chairman of Basketball Ireland’s Board of Directors.

In an open letter to the Irish basketball community Mr Meany stated that he was stepping down to “resume a number of personal and professional projects which had been put ‘on hold’ because of my unplanned Basketball Ireland commitments.”

He added that he was doing so, secure in the knowledge “that our game is on the launch-pad for a new stage of growth and

development”.Mr Meany had stayed on in his role longer than he had originally anticipated due to certain legacy issues he wanted to see resolved before departing. Confident that the Association is well on the raid to full recovery, he felt the time was right to step away.

“The legacy issue with the Department of Sport has now been resolved and in June, we had the final meeting of the liaison committee of the Sports Council which means that our relations with the Council are now fully

normalised, “ said Mr Meany, “My thanks to Bernard O’Byrne (who has done outstanding work for Basketball since his appointment in 2011) to Donal Walsh (for his achievements in turning financial disaster into such an optimistic platform for future growth) and to all of the staff of Basketball Ireland and the Arena for their professional service to basketball in Ireland. “My thanks also to Marion my wife, and my three sons, Kevin, Niall and Conor, who have never wavered in their support over these past difficult years.”

Speaking about Mr Meany, Secretary General of Basketball Ireland Bernard O’Byrne had the following to say:“Paul has been an inspiration to me and all who have worked with him in his Executive roles in recent years. President of Basketball Ireland Gerry Kelly had the following to say: “Paul’s leadership and ambition over the past number of years have been a huge part of the rebirth of the sport in Ireland in bringing it into the vibrant and progressive state that it is in today.“Without doubt his leadership will be greatly and sadly missed but hopefully, with him having been involved in the game now for some 50 years, he will always be only a phone call away to give some help and advice to those who will be trying to follow in his very big footsteps.

Knocklyon United had one of the largest participations of any club across the sections in the Summer Cup but had to settle for a day of near misses on Sunday. Despite an impressive 0-0 draw with giants St Kevin’s Boys – goalkeeper Matthew Donnegan was excellent – and a 1-1 draw with Enfield thanks to Jamie McCarthy’s goal, a 2-1 defeat to Crumlin was costly. Conor Kennedy’s consolation goal was not enough to see them progress in the cup and they were eliminated in the semi-finals of the Shield by Malahide United. Malahide went on to win the Shield, beating Knocklyon’s second team 1-0 in the final after they have dispatched Enfield in their own final-four clash. Knocklyon sides in the Under-10 and Under-11 sections also reached their respective Shield finals. The Under-10s were narrowly seen off 2-0 in their decider, while the Under-11s came from 3-0 down back to 3-2 but could not complete their comeback.
