In terms of the Local Government Municipal SystemsAct (32 of 2000) and Municipal Finance ManagementAct (56 of 2003, the Draft Integrated Development Plan (IDP) and Budget 2017/18 were tabled and adopted at a Council meeting held in March 2017.
In compliance with the Acts, Amathole District Muni-cipality Executive Mayor Cllr Nomfusi Winnie Nxawe is leading a delegation of the Mayoral Committee Members as they commenced with conducting the Mayoral Outreach program as well as IDP/Budget Road-shows in all Local Municipalities (LMs) under its jurisdiction.
The IDP roadshows are considered to be one of the biggest public participation platforms where comm-unities are a!orded an opportunity to input on the development of their areas and advice council of urgent matters requiring its attention.
Subsequently and as expected due to the current drought faced by the country, communities raised issues related to water provision in the 3 LMs that the executive council has already visited (Raymond Mhlaba, GreatKei and Ngqushwa).
The ADM has set aside a portion of its Municipal Infrastructure Grant (MIG) to deal with issues of the ageing infrastructure in areas such as Raymond Mhlaba to address water challenges,
“Raymond Mhlaba is one of the areas that are not necessarily a!ected by drought, the dams have water but the challenge is mainly on the ageing infrastructure which part of the IDP deals with in terms of upgrading to curb water provision disrup-tions” said Nxawe.
Amathole District Municipality Executive Mayor Councillor Nomfusi Winnie Nxawe o"cially introduced the new ADM Municipal Manager Mr. Thandekile Themba Mnyimba to the media at a media breakfast meeting held at Christian Centre, on the morning of 27 June 2017.
Mnyimba’s appointment was announced in May shortly after the Council took a unanimous decision that he should take over the baton from his predecessor, Mr. Chris Magwa=ngqana. On 27 June 2017, he was meeting the media for the #rst time where he outlined his vision and plans that would take the District forward.
Mnyimba shared his vision and plans of shaping things up in the Municipality, indicating that he was under no illusion about the mammoth responsibility his current post carries along with the challenges.
Pronouncing on the kind of organization he was inheriting, Mnyimba said among his priorities is to leave an institution that is sound and #nancially viable with reserves intact.
“I took over an institution with serious liabilities. By the time I leave in the next #ve years I must leave an institution that is #nancially viable with reserves intact” = said Mnyimba.
Among the issues he said needed prioritising were:
building reserves to be a sustainable institution
deliver the mandate as given by council which is carried in the #ve year contract IDP of Amathole. We need a structure that will ensure that the entire administration of ADM is able to deliver the mandate.

Thursday, 20 June 2017 marked a milestonein the history of the district when Honorable Nomfusi Winnie Nxawe, Amathole District Municipality Executive Mayor, delivered her #rst State Of the District Address (SODA) in Great Kei in which she reported on key projects that the district will be implementing as from next month for the next #ve years. With 2017 having been declared as the “Year of Oliver Tambo”, Cllr Nxawe said the district would ensure that relevant programmes that relate to the unity “for radical socio-economic transforma=tion”, in accordance with the national theme, are clearly stated and taken to the communities. “OR Tambo might be gone but his views and be=liefs will live through our actions for centuries to come and just like him, we should be disciplined at all times while promoting unity, as well as en=sure that we serve our people without expecting any favours in return”- she said. The venue was packed to capacity and represent=atives of the provincial government, parastatals as well as other key stakeholders witnessed the arrival of the Executive Mayor supported by the district’s leadership as well as Community Safety Band, the Tra"c and Fire departments. In her address, Nxawe said though recently joined the district, the Council will continue in the foot=steps and milestones of those before them.

Further pronouncing on some of the service delivery plans on hand, Cllr Nxawe declared the resuscitation of the district’s Accelerated Sanitation Project ( ASAP) which will see substantial VIP toilet structures being erected between July and August 2017. “We have appointed 72 incubator contractors as part of ASAP for the erection of 8300 VIP struc=tures to the value of R91 million for the Raymond Mhlaba, Amahlathi, Mnquma and Mbhashe Local Municipalities. Contractors are expected to be on site next week and to complete the project by end of August 2017” – she said.

In her delivery of the State Of District Address (SODA) on 29 June 2017, Amathole District Municipality (ADM) Executive Mayor Cllr NomfusiWinnie Nxawe announced the district’s plan to revive and simultaneously speed up service delivery on the provision of decent toilets for its communities.
This pronouncement became a reality as from 03 July 2017 when she launched the contractor appointment phase in Raymond Mhlaba and Amahlathi Local Municipalities, followed by Mbhashe LM on 04 July 2017 where 6 local contractors from Madwaleni Village bene!tted from the programme. The last contractor-launching phase took place in Mnquma LM on 05 July 2017.
With this programme, Nxawe said it would contribute to job creation, “particularly for the youth and women in the respective areas of the district.”
To date, a total of 72 Incubator Contractors have been appointed as part of the Accelerated Sanitation Project (ASP) for the Erection of 8300 VIP Structures to the VALUE of R 91 million.
Take Elliotdale’s Madwaleni Village contractor launch for instance, where ADM’s Mayoral Committee Member and Water and Sanitation Portfolio Head Cllr Laverne Jacobs, led the launch on behalf of Executive Mayor Nxawe;she further con!rmed an agreement was reached between ADM and contractors to not only employ10 locals per project but also ensure that the local workers are paid R400 per completed structure.

ADM RECEIVES R414M MIG ALLOCATION FOR ITS BACKLOGAmathole District Municipality is one of the 27 district municipalities regarded as impoverished and who have been prioritized by the National Treasury to receive a share from the water services infrastructure grant.
In accordance with National Treasury allocations, ADM Executive Mayor Cllr Nomfusi Winnie Nxawe, the 2017\18 budget will continue to prioritize both the district’s water and sanitation backlogs. For ADM an amount of R 414 million from Municipal Infrastructure Grant (MIG) has been allocated to focus on both Water and Sanitation backlogs in 2017/2018 !nancial year.Local municipalities standing to bene!t are Amahlathi at a cost of R 18, 8 m, Great Kei at R 6, 2 m, Mbhashe at R155 m, Mnquma at R155 m, Ngqushwa at R 22, 5 m as well as Raymond Mhlaba at R 55, 4 m.
“The reduction of backlogs and access to services has been the key in changing the lives of our people in our District”– said Nxawe.
Overall in the district, there are 18 998 backlogs from a total of 237 306 initially recorded in 2011.
“Essentially, [this means that] the ADM has supplied a total of 93.91% households with access to clean drinkable water”- added Nxawe.
With the increased proportion of ADM households with access to piped water and "ushing toilets and a decrease in households with no access to proper toilet facilities,as a water service authority, Nxawe said the 2017\18 budget allocations will be focusing on provision of excellent and sustainable service to all of ADM’s communities.
This, however, is not to say there aren’t any challenges in as far as water provision is concerned. The district is still ravaged by the relentless and grueling drought.
A serious matter which Nxawe pleaded for people to be wary of.
“We are now in the middle of winter and predictions are that it is going to be a dry winter and so it would appear that the situation is not going to improve for some time and the frequency with which ADM has been hit by drought has been relatively frequent. I thus urge for all to continue looking after this scarce resource as best as they can”- she concluded.
All contractors are expected to be on site this week ending 07 July 2017 and to complete the erection of the toilets by end of August 2017.

The six contractors from Madwaleni Village who will be buidling five hundred and sixty five toilets of theeight thousand three hundred expected to be completed by end of August 2017.

In other words, the six out of 28 contractors appointed from Madwaleni Village will result in 60local community members getting temporary employment. According to Jacobs, in Madwaleni Village alone, 565 structures will be built.
True to Executive Mayor Nxawe’s authority, these appointments were done mindful of balancing employment opportunity for the locals.

The ADM News Flash Team can, without a shadow of doubt, con!rm that the newly appointed Chief Financial O"cer, Ms Nomthandazo Ntshanga, has !nally touched down. Ms Ntshanga is the Munici-pality’s !rst ever woman Chief Financial O"cer (CFO).
This historic decision was taken at a Special Council meeting held at Calgary in March 2017. The position became vacant after the previous CFO Mr. Nkosinathi Soga resigned. Ms Ntshanga is the !rst woman to ascend to this critical position since the ushering in of the new Local Government dispensation. She holds a B-Tech in Cost & Management Accounting from the University of South Africa, a certi!cate in GRAP Implementation and another in Municipal Finance Management from the University of Stellenbosch and University of Fort Hare respectively.
It is noteworthy to indicate that her experience in Local Government spans over 14 years, with 10 years as a Chief Financial O"cer in various Municipalities. Speaking on behalf of the ADM, the Executive Mayor, Cllr Winnie Nomfusi Nxawe said Ntshanga’s appointment comes at a crucial time when the institution received its 5th unquali!ed audit opinion. “As ADM we have made history by obtaining an unquali!ed audit opinion for the past 5years.
According to the Chairperson of the panel and ADM Accounting O"cer Mr Chris Magwangqana, “the appointment of the new CFO was carried out in full view of the provisions of Municipal Legislative Framework and Constitution of the Republic of South Africa.”
Highlighting the signi!cance of the appointment, ADM Head of Corporate Services Mr Lulama Taleni said the appointment of a woman CFO was not a mere courtesy, but a recognition of competency and experience.

“In keeping with the legislative prescriptions, the duty to appoint a competent and experienced candidate has not been overshadowed by gender considerations as a mere courtesy.
In our contributions to continuously improving the culture of service delivery and to enhance governance capabilities in ADM, this remains one of the critical achievements. Another unparalleled milestone in this regard is that this development raises gender representation of women in the Executive Management Team to three. This is indeed celebratory,” he said.

ADM TAKES IN EXPERIENTIAL LEARNERS TO STRENGTHEN WATER TREATMENT
King Hintsa TVET College in partnership with Department of Rural Development and Land Reform approached ADM with a request to place some of its students in the Water and Waste-Water Process Operations Level 2 Learnership within Amathole District Municipality as part of their practical learning.
The placement of these learners is to be anywhere within ADM’s jurisdiction. According to Corporate Services General Manager Phumzile Billie, the learners are to be placed for a duration of four [4] months in Water and Water-Waste Plants across ADM Satellite o"ces.
“King Hintsa will be providing a monthly stipend, as well as protective clothing for the learners along with insurancecover in the event of an injury or any fatality on duty” - clari!ed Billie.
Billie added that “ADM needs their skills through these toughtimes of drought and believe that their theoretical under-standing will assist in furthering the vision as an institution.”
The Learnership programme is an opportunity for the students to undergo practical training on targeted areas of the workplace in order for them to qualify or to graduate in their studies.

The Amathole District Municipality ladies Volleyball team beat OR Tambo District to bring home a silver-ware during a tournament organised in honor of l the late Andile Nonqana who played a pivotal role in promoting the sport within OR District.
The Nonqane Volleyball Tournament took place in Mthatha at Walter Sisulu University. There were 7 teams for Females and 11 teams for Males hailing from all regions of the province.Teams that partici-pated in the tournament were ADM, Warriors from Mbashe, OR Tambo District, WSU, Nelson Mandela Bay Metro [NMBM] as well as Helping Hands from Mnquma.

There were also u19 Teams from the same areas who took part in the tournament. ADM female volleyball captain Belekazi Mqwazi was delighted by this achievement saying that they are going to put ADM volleyball into the map.
"This is another milestone for ADM volleyball without my team we will never be where we are today.” said Mnqwazi.
ADM won the Females Final beating Walter Sisulu University by 2-0. Unfortunately ADM Males couldn't make it to the !nals.
