AQ Office: Cute Maira Saman, first child of Maj Shoaib ex EED, got birth on 7-7-08. The sober couple is really happy to have a baby child amongst them. Probably this was amongst the last bless-ings which the college tenure showered on new father before he leaves

for his new appointment in Mangla. During his stay here he got mar-ried, got a brand new car and completed his classic house in Wah. Editors campbuzz, on behalf of all of its read-ers, offer the blessed couple and their child the best of everything.

Lady wives of maxi-mum officers participated and wished the out going families a very blessed future. Dastkari school stall, established in parallel also became centre of attention for the attending ladies as its colourful embroidery work looked classic.

CI MEG Office: A four weeks science term for staff college participants for the year 08/09 started from 21st Jul to 16th Au-gust in Command and Staff College Quetta. CI MEG Brig Nawar, GSO-1 Lt Col Saeed Gill and SI LMD Lt Col Saeed Gill have already stationed themselves there. Opening address for the science term was delivered by Commandant EME Col-lege.

AQ Office: Maj Gen Fazl-i-Ilahi, Col Comdt EME Corps and DG EME, was dinned out in a spectacular dinner function arranged here in college on 4th of July 08. The General retired after serving for more than 36 years. The New DG, in his farewell speech, gave a brief account of a very illustrious and glittering career of the Retiring Gen-eral. He mentioned, “Gen Fazl-i-Ilahi was commissioned in 20 EME Bn/FWO from where he posted to 80 EME Bn/6 Armd Div and College of E&ME as instr Cl ‘C’ and then served in 502 Central Wksp EME. The Gen Offr got sel for secondment to Saudi Mil Msn, Yemen. On return he was posted to 93 EME Bn/37 Div. Subsequently he served as Dy Asst Dir ITD, Assistant Director ITD and then proceeded abroad for MSc at USA. On prom to the rank of Col he was posted to EME Dte as DDEME. On completion of his asg at EME Dte, the Gen Offr was posted to HIT where he had a tenure of 3 years as Dir HIT, The Gen Offr also served as Dir ITD before assum-ing the appt of DG ITD. In 2002 he was appointed as DG EME which he continued till todate.”. He further men-tioned his major extra ordinary contributions towards bet-terment of Corps of EME in particular and for the army in general. “He resisted the unconsidered and ill-conceived measures of restructuring with short term and limited

benefits to Army. His one of the landmark achievements has been getting the con of the prime input of spare parts, against all odds and resistance from many quarters. The short sighted and imprudent moves to dismantle the 4th line repair capability of Corps through closure, merger or drastic reduction in size of Base Wksps were successfully resisted by the Gen Offr and besides proc of modern machinery for B Wksps there has been unprecedented induction of Rec VEhs, Shop Vans and Mob Wksps in EME thus enhancing the potential of the Corps.”. The Accompanied Dinner was attended by large no of serving and retired officers of EME Corps which, in addition to an excellent acknowledgment of Gen Fazl’s services, proved to be a very good get together.

HOD Mts Office: Na-tional Engineering Robot-ics Contest 2008 was or-ganized by STEM Career Project, HEC and NUST at the College of Electrical & Mechanical Engineer-ing (EME) Rawalpindi on 5th July 2008. The Head of Mechatronics Department Brig. Dr. Ak-htar Nawaz Malik, in his opening address, wel-comed all the teams and honorable guests. He stated that Mechatronics is a fast growing discipline of engineering with wide-spread applications in industry and that the con-test is aimed to train the individual for engineering services in Pakistan. The Chief Organizer of the contest Lt Col Dr Javaid Iqbal informed that 78 teams from different Engineering Universities, Colleges and Institutes from all over the country participated in the qualify-ing rounds. The dine out of the posted out Lt Col/Cols was hosted by college on 16th of July here in beau-tifully decorated campus officers mess. These offi-cers include Lt Col Riaz moving to Karachi, Lt Col Abid moving to Peshawar on promotion, Lt Col Sha-hid Muzaffar moving to Quetta on promotion, Lt Col Khalil-ur-Rehman to I of A on promotion and Lt Col Shehbaz Sohail to Kohat. It was an accompa-nied dinner and was com-plemented with the very warm wishes and excel-lent comments by the commandant in honour of the posted out officers. Lt Col Riaz, SI ASG, being

senior most thanked eve-ryone for being there and wished the college, a pros-perous future. Other junior officers who have been posted out will be dinned out at depart-mental level by the re-spective chief and senior instructors. These officers include Maj Syed Mu-hammad Saqlain Zaidi, Maj Kawan Iqbal going to Karachi, Maj Mu-hammad Ali Iftikhar going to Avn setup in Rwp, Maj Khurram Sher leaving for Gujran-wala, Maj Muhammad Shoaib for Mangla, Maj Adnan Mehboob for Hyerabad, Maj Imran Shafi for Avn Setup in Rwp and Maj Bilal Ir-shad Malik for Gujran-wala.

Needless to say, youth crime is rampant in our society today. Unfortu-nately though, the modus operandi in dealing with it has simply been to shove it under the carpet because the crimes that relate to the youth are usually of little tangible conse-quence, and ‘matters of greater national impor-tance’ are there to attend to. Sixty or so years should have taught us that although ignoring such a matter might appear insig-nificant in the short run, such a policy should ac-crue disastrous results become the future. The obvious and some-what natural response to crime is punishment. Pun-ishment serves as a lesson to the perpetrator and acts as a deterrent to everyone else from committing the crime. All fine, but what of the punishment that never attempts to set things right? What of pla-cebos that are given as placebos? Clearly, there is an urgent need to under-stand things right: Punish-ment is al good and fine when dealing with recidi-vist criminals, given that the intention is to provide justice, but when dealing with juvenile crime, it is imperative to deal with the issue in a different light. To understand the causes of youth crime in carving out a proper scheme to deal with youth crime is

not merely expedient, but absolutely essential. The causes of youth crime are quite many and equally diverse: from ob-ject poverty to widespread corruption to a lack of education and literacy. Out of Pakistan’s popula-tion of around 165 mil-lion, almost half or 49% are under the age of 18 years while 22% are ado-lescent (10-18 years of age). A vast majority of this segment of the popu-lation lives below the pov-erty line. With even-increasing inflation rates and an expanding divide between the rich and the poor, the situation for the poor makes them all the more vulnerable. Poverty can even make man do often unimaginable things; looking for shortcuts, however morally and le-gally wring, is by no means unimaginable. Frustration can be vented out in criminal behavior. For the middle class the not-so-round-economy means unemployment, even for young and ener-getic people with degrees. The lack of employment, and need, drives the youth onto the streets as some-what residual members of the society, already vic-timized but troublingly so, predisposed to crime. Similarly, in many s c h o o l s , e s p e c i a l l y madressahs, the teaching techniques employed can

sometimes be quite inhu-mane. When the threat of the cane looms, and a stu-dent just can not bear the brunt of rote anymore, running away is always an option. Interestingly so, many households even, especially in the rural ar-

eas, still prefer to cling to an overly strict interpreta-tion of spare the rod, spoil the child. The problem was not ini-tially addressed and now, whether we like it or not, we have managed to en-trap ourselves in a vicious

self-repeating cycle. Given that a youth is re-sponsible for some mis-deed, is punishment on the same lines as those for hardened criminals appli-cable to juveniles as well? The juvenile justice sys-tem should differ from the standard justice system in having the rehabilitation of the juveniles as the primary goal. Sadly, though, implementation on these lines have never been done, Juvenile delin-quents are treated as just other criminals; when this happens, a breeding ground for hardened criminals develops. A yet new strain of young delin-quents is initiated: and we keep going round this sanctimonious circle. All this culminates in the mental health and moral development of the youths

being affected adversely. Children are the invest-ment of any nation for its future but the illiteracy-plagued, corruption-afflicted and poverty-ridden children suffer from the very onset of their lives. Denied basic amenities, food and clean water, the streets turn them into criminals and the justice system makes them professionals that have little to offer to soci-ety except more misery. It is vital that educational and criminal justice sys-tem be revamped as soon as possible. Without it, a change for good can not be expected. However, attitudes must have to be changed. To see a problem as a problem is the crux of the matter, and necessary for further implementa-tion.

A simple and graceful clos-ing ceremony was also arranged at NUST HQ on 24th Jul 08 which was attended by all the partici-pating students, Comdt and dean EME College and Rector NUST beside all the faculty involved in arranging and teaching the classes. This step of ar-ranging prep has been appreciated by all the par-ents / guardians of these children.

That day would come one day Kiosk

Editors Dairy: Work on kiosk started in jun last year. The main purpose was to have an eatery right in the middle of the aca-demic blocks and it was expected to start its operation by end of last year. The design was made after due consideration of its location and usage. In nut shell, everything was done in true spirit to get this kiosk on ground and fully functional as soon as possible. But today, even after lapse of seven months there are no signs of its completion. Campbuzz also played an important role in realizing the importance of having an outlet near the class rooms and advertised the kiosk in its initial issues. The Students wish to have it functional as they fall back in October this year.

U-fone sponsors 450 chairs for college sports stadium GSO-1 Office: In a pleasant develop-ment Ufone, the one of the largest cellular company around, has sponsored around 450 plastic chairs decorated with the decent monogram of Ufone. The chairs will be installed in college sports ground and near the basketball court. Beside this , they also sponsored an orange col-ored pre-fab fiber glass stage shed in back drop of tall green trees. And they will also decorate the bas-ket ball court with their

trade mark colors. The work is expected to start soon and will serve as the first step of the ladder. Ufone is expected to ulti-mately make sitting ar-rangement for the whole of sports complex beside showing their presence in the crowdy Cafeteria and Utility area in the form of Umbrellas and chairs.

College Sports Officer: A very desperate call for having a gym in YOs Mess, right beside the Young Offi-cers Acco-modation is going to fin-ish as a mod-ern yet smart gym is in making at Block-L. The decision was taken after an elabo-rate meeting at college HQs where different op-tions for the purpose were discussed and finally it was decided to join last two rooms of Block-L. The recent picture shows

the work already done. “More than 50% of work

has already been done. Soon vinyl flooring will be done and weight gain-ing gym machines will be placed”, as stated by Col-lege Sports offr Capt Zeeshan. So the YOs will be mus-cular and spectacular.
