Dickinson Management District #1 Regular Meeting

September 23, 2021

The Dickinson Management District #1 held a regular board meeting on Thursday, September 23, 2021, at 7:00 p.m. at 4403 Hwy. 3, Dickinson, Texas 77539 for the purpose of considering the following numbered items. In accordance with the order of the Office of the Governor issued March 16, 2020, the City Council of the City of Dickinson, Texas, conducted the meeting by telephone and video conference in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19).

ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM

President Simpson called the meeting to order at 7:02 P.M. Four members of the board were present with Charles Suderman absent. Present: Johnnie Simpson, Nita Clements, Perry Fulcher, Brittany Bishop Absent: Charles Suderman

President Simpson led the invocation. The Pledges to the United States and Texas flags were recited

ITEM 4.) CONSIDERATION AND POSSIBLE ACTION CONCERNING:

A. Approval of the Minutes of the Regular Meeting on August 19, 2021.

Perry Fulcher- Motion to approve the minutes with corrections. Nita Clements- Motion seconded. President Simpson called for a vote.

VOTE: 4 AYES (Simpson, Clements, Fulcher, Bishop) 0 NAYS MOTION PASSED

ITEM 5.) CONSIDERATION AND POSSIBLE ACTION CONCERNING:

A. Approval of Financial Reports/Updates

Brittnay Bishop- Line-item discrepancy under professional services for $15,000, with actual paid to date at $28,726, and the percentage is listed at 100%. Brittnay Bishop- Motion to approve the financial reports and updates with corrections. Nita Clements- Motion seconded. President Simpson called for a vote.


B. Verification that all approved Management District Funding has been processed and paid.

President Simpson- The only outstanding expense is Galveston County Recovery Group and everything else has been distributed.

NO ACTION ITEM 6.) REPORT: A report from Board Member Johnnie Simpson on his monthly

presentation to City Council regarding DMD activities.

President Simpson- Report was submitted to City Council for their upcoming meeting and that meeting was canceled due to weather. It will be presented at the next upcoming meeting. We finalized the application and have our bylaws which will be posted by the City Secretary. NO ACTION

ITEM 7.) DISCUSSION AND POSSIBLE ACTION CONCERNING: Board Member Insurance

Renewal Perry Fulcher- Motion to approve the insurance renewal

Brittnay Bishop- Motion seconded.

President Simpson called for a vote.


ITEM 8.) DISCUSSION AND POSSIBLE ACTION CONCERNING: FY 2021-2022 Budget Items President Simpson- I got a call from the City Manager and wanted to notate in the

minutes that at the last meeting we talked about getting some things finalized budget wise and also about adding some items to the budget that we know people ask for on a consistent basis. After being impowered by the board, I met with the City Manager and the Finance Director and they were helpful. What you’re looking at in your packet is two action items. The first one is a true up our current fiscal year. City Council did this as well. We must vote on a FY 2021 Amendment and then there is the actual FY 2021-2022 Budget.
