It is with an undisposed pride that the French Water-ski and Wakeboard Fédération (FFSNW) will welcome this September the 2019 IWWF World Water-ski Racing Championships.The Federation, with the club of Vichy, and it’s all team of volunteers, has a great experience in the organization of racing events with several stops of European cup in this venue. For the second time on the French soil in 25 years, and once again in Vichy, the club, the organizing committee, the city of Vichy, the Federation and all the volunteers will be keen to offer the best race’s conditions to the ath-letes and to propose the best show with a lot of activities to insure this event to be a true popular feast.This Championships will be an occasion to share the French know-how and hospitality in a world-class sport event and, more in a long-term vision, to show our sup-port for the IWWF bid for the 2024 Paris Olympics. This 4 days of races, from September 7 to September 15, 2019, will bring together 180 men and women athletes and teams from 10 nations.The French Federation, the Club of Vichy, the City of Vi-chy and all the volunteers are very happy to welcome all the athletes and team in France, in Vichy, for this Wa-ter-ski Racing major event and wish them to realize great performances.

INTROWelcome to the 2nd bulletin for the 2019 IWWF World Water Ski Racing Championships. We are proud to be hosting the IWWF World Championships in France for the first time since 1993. It will also be the second time that an IWWF World Championship will be hosted in the Vichy area, a favourite spot of many travellers known for its beautiful places. We look forward to putting on an awesome event and in the coming months will keep you updated on the progress that has been made.

Superlatives have accompanied the epic story of the « Queen of spa-towns », from the small Cinderella-like watering-place turning into a city-star thanks to a few thermal cures followed by Napoleon the Third. Vichy is the most important and prevailing spa-city in the « département » of Allier as well as an unavoidable meeting-place in the Au-vergne region. Vichy is full of an abundant and rich ar-chitecture, a patrimony of excellence emphasized by its location on the banks of the Allier river, a renown opera-house, thermal facilities, parks with remarkable trees, movie-like strolling gangways. All of these ame-nities are in an unrivalled setting which gives Vichy the charming appearance of a mainland « French Ri-viera », a kind of hedonistic oasis which has fully assi-milated the end of its thermal golden age.

DOPING CONTROLIn accordance with the IWWF Anti-Doping Rules, Doping controls will be conducted during the com-petition. By entering this competition, all athletes agree to be subject to doping control. Information about the IWWF Anti-Doping program, the current IWWF AD Rules and links to the list of banned substances can be accessed on iwwfed.com in the «Athletes» drop down menu on the homepage, under the Anti-Doping tab.http://iwwfed.com/athletes/anti-doping/

GASDear competitors, during the water-ski speed world championship in Vichy next September, we need a great amount of unleaded gas (SP 98). The organization committee has reserved with our partner Total Lagarde Distribution the needed quantity for the whole championship because the oil refining and the lubrifiants are of a better quality with this professional and the brand Total. Your engines require an important quality in comburant with a really high octane number. To make refue-ling easier for you, you can already book with the organization committee and pay with a bank card, gas vouchers (cards) with which you would be able to help yourselves in gas at any time in the Total gas-stations which are very close (the closest is less than 800 m from the racing spot and the boat storage).

ATHLETE CONSENT FORM

As a member of the International Waterski & Wakeboard Federation and/or a participant in an event authorized or recognized by the IWWF, I hereby declare as follows:

1. I acknowledge that I am bound by, and confirm that I shall comply with, all of the provisions of the IWWF Anti-Doping Rules (as amended from time to time), the World Anti-Doping Code (the “Code”) and the International Standards issued by the World Anti-Doping Agency (“WADA”), as amended from time to time, and published on WADA’s website.

2. I acknowledge the authority of IWWF [and its member National Federations and/or National Anti-Doping Organizations] under the IWWF Anti-Doping Rules to enforce, to manage results under, and to impose sanctions in accordance with the IWWF Anti-Doping Rules.

3. I acknowledge and agree that any dispute arising out of a decision made pursuant to the IWWF Anti-Doping Rules, after exhaustion of the process expressly provided for in the IWWF Anti-Doping Rules, may be appealed exclusively as provided in Article [13] of the IWWF Anti-Doping Rules to an appellate body, which in the case of International-Level Athletes is the Court of Arbitration for Sport (CAS).

4. I acknowledge and agree that the decisions of the appellate body referenced above shall be final and enforceable, and that I will not bring any claim, arbitration, lawsuit or litigation in any other court or tribunal.

5. I understand that:

a. my data, such as my name, contact information, birthdate, gender, sport nationality, voluntary medical information, and information derived from my testing sample will be collected and used by IWWF [and its member National Federations and/or National Anti-Doping Organizations] and WADA for anti-doping purposes;

b. WADA-accredited laboratories will use the anti-doping administration and management system (“ADAMS”) to process my laboratory test results for the sole purpose of anti-doping, but shall only have access to de-identified, key-coded data that will not disclose my identity;

c. I may have certain rights in relation to my Doping Control-related data under applicable laws and under WADA’s International Standard for the Protection of Privacy and Personal Information (ISPPPI), including rights to access, rectification, restriction, opposition and deletion, and remedies with respect to any unlawful processing of my data, and I may also have a right to lodge a complaint with a national regulator responsible for data protection in my country;

d. if I object to the processing of my Doping Control-related data or withdraw my consent, it still may be necessary for my [IF/MEO] [and its member National Federations and/or National Anti-Doping Organizations] and/or WADA to continue to process (including retain) certain

parts of my Doping Control-related data to fulfill obligations and responsibilities arising under the Code, International Standards or national anti-doping laws notwithstanding my request; including for the purpose of investigations or proceedings related to a possible anti-doping rule violations; or to establish, exercise or defend against legal claims involving me, WADA and/or an Anti-Doping Organization.

SAFETY INSTRUCTIONS ABOUT THE PADDOCK

Access :

• No public is allowed in the paddock. The access is only granted to people with an official accreditation delivered by the organization team.

• Obligation to present one’s accreditation to the security agent at the entrance of the paddock.

• The paddock will be open on Wednesday September 4th 2019 from 8 AM to 8 PM until Monday September 16th 2019 at 12 AM (noon)

• Vans and motorhomes are forbidden in the paddock.

Installation

• Each team is placed in the paddock according to the organization team instructions.

• The use of GAZ is strictly forbidden (cylinder, cooker, soldering station…)

• It is forbidden to use barbecues in the paddock or in the vicinity of the paddock

• The electric connections to the panels provided by the organization team must be fully secured and not overloaded

• The installation of the racing team’s stands must comply to the security rules.The stands must be ballasted with weights on each pillar (25kg minimum on each).

• Each team must keep its stand tidy.

Parking

• The boat’s trailers must be stored in the service car-park (parking Darragon, 500 meters from the paddock).

• Light vehicles (cars, pick-ups….) must be parked in the street of Quai d’Allier (just above the paddock) or in the service car-park (parking Darragon, 500 meters from the paddock).

SAFETY INSTRUCTIONS ABOUT THE PADDOCK

Fire safety

• The storage of gas-tanks on the paddock is strictly forbidden. A limited amount of gasoline can be tolerated within a strict limit (1 or 2 boats) and unconcentrated on one spot.

• Provision of gasoline has to be made every day. The TOTAL gas-station in Bellerive sur Allier (22 avenue de la République) is the closest to the paddock about 2 kilometers far from it. (There is a possibility to buy gas-refueling cards through the organization team)

• Each team will have fire-extinguishers on its stand (the extinguishers will be provided by the organization team). Each team is responsible for the extinguishers during the whole world championship ( theft, damages …)

Boats launching

• The launching of boats will be done :

- with the help of 2 cranes (one fixed the other mobile). It is strictly forbidden for the teams to use these cranes themselves. Only the members of the organization team are entitled to operate these devices.

- by the launching slope at the end of the paddock. Each team has to assume its personal responsibility while using the slope.

——————————————————————————————————- A security-checking control will be carried out by the organization team as soon as the racing teams will be settled on the paddock.

Other controls could be carried out at any time by the organization team during the championship.
