January 12 Luncheon Speaker: Captain John Ring, Commanding Officer USS Nimitz (CVN-68)

The Navy announced on Dec. 22, that the USS Nimitz (CVN 68) will remain stationed in Bremerton, Washington, through fiscal year 2019. Nimitz, the Navy’s oldest aircraft carrier in service, arrived at Bremerton’s Puget Sound Naval Shipyard and Intermediate Maintenance Facility in January for a 16-month extended planned incremental availability (EPIA).

Captain Ring was commissioned via the Naval Reserve Officer Training Corps at the Univer-sity of Arizona. Following flight training in Pensacola and VAW-120, he was designated as

a Naval Flight Officer in 1990.

Captain Ring reported as Executive Officer of Carrier Airborne Early Warning Squadron VAW-113 in September 2004 and assumed command in November 2005. While in command, the Black Eagles flew in support of ground convoys in Iraq.

President’s CornerThe January luncheon is an important event in the life of your Council—the Annual Meeting. We will give a quick review of the year and will have minutes of board meet-ings available to review for anyone who would like to look at them. Dave Ellingson will also be available to answer any budget questions you have. And most importantly, we will be voting in our 2016 slate of officers.

The Board of Directors proposes the following slate of candidates for election as 2016 Officers: President: Tim Katona, Vice President (2 Positions): Jerry Logan, Bob Lamb, Secretary: Cynthia Martin, Treasurer: Dave Ellingson, JAG: George Rose. We will in-

duct the new officers and board members at the January luncheon.

USS Nimitz to Remain in Bremerton Until 2019 to Avoid Homeport Changes Between Maintenance PeriodsThe aircraft carrier USS Nimitz (CVN-68) will remain stationed at a maintenance facility in Bremerton, Wash., through fiscal year 2019 to avoid a back-and-forth between Bremerton and nearby Everett for the crew and their families.

Nimitz, the Navy’s oldest aircraft carrier, has been pushed harder than much of the rest of the fleet in recent years, creating a maintenance backlog that the Navy began to address this year. The Navy inserted a 16-month Extended Planned Incremental Availability (EPIA) into the ship’s schedule, so Nimitz left its Naval Station Everett homeport in January 2015 to come to the Puget Sound Naval Shipyard and Intermediate Mainte-nance Facility for that maintenance period. The ship will also go to its regularly scheduled docked maintenance period in Fiscal Year 2018 – though the Navy had originally thought the ship and its crew would return to Everett for the intervening year or so. Doing so, however, would create three

homeport changes in the next four years, after Nimitz has already had three changes in the last five years.

“The prospect of successive homeport changes and the inevitable impact on sailors and their families resulted in my decision to extend the temporary stationing of USS Nimitz in Bremerton,” Navy Secretary Ray Mabus said in a statement Tuesday. The Navy statement makes clear that Nimitz will move back to Everett at the ear-liest possible opportunity after the FY 2018 availability ends.

The vast majority of Nimitz’s approximately 3,100 sailors and their families reside in the Bremerton area, according to a Navy statement, which is about a two-hour drive from Naval Station Everett. Rather than com-mute four hours a day or move their families to Everett for one year, “sailors can now continue to focus on training and getting the ship ready for future missions without the added stress of relocating themselves and their families,” Nimitz Commanding Officer Capt. John Ring said in the statement.

Program Executive Officer for Aircraft Carriers Rear Adm. Tom Moore said in a House Armed Services Com-mittee hearing in November that Nimitz and USS Dwight D. Eisenhower (CVN-69), the two oldest ships in the fleet, have been run particularly hard since USS Enterprise (CVN-65) decommissioned three years ago. As a result, Nimitz will undergo three year’s worth of maintenance in about a four-year period

Navy League Northwest Region Conference

The 2016 Northwest Regional Conference is scheduled for 11-13 March 2016 at the Seattle Best Western Ex-ecutive Inn Plus (200 Taylor Ave N, Seattle WA Phone: (206) 448-9444 Toll Free Reservations:800-351-9444)

Regional conferences are held annually to bring to-gether council members from the Pacific Northwest to discuss, share, and discover successful ideas that are working in other councils. These opportunities to learn from each other are not restricted to council officers. All Navy Leaguers are encouraged to come, meet one another and learn about the successes of the Navy League.

Hotel Registration:

Hotel rates from March 10-12, 2015 set at $106 per night plus tax. Guests can call in the hotel directly at (206) 448-9444- or 800-351-9444 and ask for the Navy League rate. Parking is Complimentary

Schedule:

The Conference begins on Mar 11 at 1:00 PM with a Region Nominating Committee Meeting.

Immediately following the Nominations Committee meeting we will hold a NW Region Leadership Meet-ing. There will be a Welcome Reception with No Host Bar at 6:00 PM, followed by a No Host Dinner at the Brella’s Restaurant & Lounge Friday Evening. All Navy League Members are welcome to the Reception and Dinner.

Northwest Regional Conference Agenda

Saturday will start at 8:00 AM. The Kick Off session will feature our National President Skip Witunski, speaking on the importance of the Local Councils to our Navy League and a presentation on the Americas Strength Campaign.

The topic of the Second General Session will be on Sea Cadets, and Youth Activities (NROTC, JNROTC, STEM, etc.). Information on each topic will be presented, followed by a group discussion.

The Third General session will deal with Fundraising and Communica-tions. There will be a formal presentation on Communications followed by

a group discussion on Newsletters, Websites, Social Media, News Releases, and Event Announcements. Please bring copies of your newsletters to share.

The Fourth Session will be on Council Best Practices. Each council will be given an opportunity to present two practices that they are most proud of. There will also be a Sea Cadet Break Out Session to allow the various squadrons to get together.

Plan on staying for a Saturday Dinner and Dancing after the conference. We are working on a band for the evening. Sunday’s activities include a Seattle Bus Tour, A tour of US Coast Guard Seattle facilities, a tour of a Cutter and possibly an Icebreaker if they are in port.

Bremerton Navy League Tour PlanningI try to arrange tours up to 6 months in advance so there is time to work with schedules & plan days off (if necessary), but sometimes the facility being toured can’t specify a date & time that far in ad-vance. In those cases, I’ll send out at least which month we will be going to the places listed.

Tours can be for the benefit of our members, to acquaint them with the people & organizations we support. They are also a way for the command to acquaint us with their capabilities, people & mis-sion. Our tours are also a potential recruiting format for Navy League membership, so we usually want to include non members who might become members when they see what an interesting time we have.

Jan 25 - Vigor Industrial Portland Tour. Vigor Industrial Portland (Formerly Oregon Ironworks) is on the cutting edge of small combatant design. Vigor and Leidos are teamed on the DARPA Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (AC-TUV ), an unmanned surface vessel USV optimized to robustly track quiet diesel electric submarines. The Concept Vessel is 140 tons and 132 feet in length and should be capable of remaining at sea for weeks at a time. The construction phase of the program is essen-tially complete and testing will begin early next year.

Feb 3 - Washington State Ferry Tour Kingston We will walk onboard the ferry at Kingston. On the trip over we will go to the Pilot House, where we’ll see how the Ferry is navigated, and hear about the very interesting things they deal with on the boat (and did you know that some of the crew comes from a few states away & lives on board for a week or so at a time? They have a berthing area, day room & mini-kitchen). On the return trip from Edmonds we’ll tour the engine room.

March 12 (Sat) - Kitsap 911 Center

April 7 - Trident Training Facility Bangor & Trident Subma-rine Tour This is by far our most popular tour and the one that re-quires the most paperwork. This tour is limited to US citzens only. We meet in parking lot of the Navy Undersea Museum and travel to Naval Base Kitsap Bangor by bus.

This tour to will take most of the day as we will be touring mulitple facilities. The Trident Training Facility will display several of their trainors and simulators using state of the art technologies. We will not know the identity of the submarine involved until right before the tour. Please sign up for this tour early as space is limited and it fills up fast.

Bremerton Navy League Tour Planning (Cont)

May 23 - USS Turner Joy Tour Vietnam era destroyer at the Bremerton waterfront http://www.ussturnerjoy.org/ $10 fee. USS Turner Joy was the last ship in the Forrest Sherman – class of destroyers and the first ship in the Navy to bear the name. Her keel was laid down on September 30, 1957 in Seattle, Washing-ton by the Puget Sound Bridge & Dredging Company, launched on May 5, 1958, and commissioned on August 3, 1959.

Turner Joy’s distinctive service included a double-duty role as flagship for Destroyer Squadron 13 and Destroyer Division 131 with several tours in the Pacific.

On Aug 4, 1964 The USS Turner Joy and the USS Madox repo-ted being attacked by North Vietnamese Torpedo boats in what came to be called the “Tonkin Gulf Incident”. The Gulf of Tonkin Incident prompted Congress to pass and President Johnson to sign the Tonkin Gulf Resolu-tion, the legal foundation for increased American involvement in the Vietnam War.

June 17 - Seattle USCG Sector Puget Sound Tour, Seattle’s pier 36 is the home for USCG Sector Puget Sound. I am arranging for a tour of the Vessel Traffic Control System, a Command brief, and tours of Patrol Boats, Cutters and an Icebreaker. This will include lunch at the dining facility.

July 15 - USCG Maritime Force Protection Unit Bangor MFPU Tour. MFPU Bangor is a Coast Guard unit stationed at NBK Bangor. This unit provides dedicated security for all Trident submarine transits in and out Puget Sound.

We’ll have a briefing at headquar-ters, then be bussed down to the boats for tours & a ride, followed by a no host lunch at the galley.

Naval Base Kitsap Sailors of the Year

Naval Base Kitsap’s (NBK) Bluejacket of the Year Master-at-Arms Seaman Shelby C. Woodson, a native of Garfield Heights, Ohio, joined the Navy in 2013. She has served with Marine Corps Security Force Battalion at the Strategic Weapons Facility Pacific on NBK-Bangor, and is currently working as a patrolman at the NBK Security Department.

NBK’s Junior Sailor of the Year Aviation Boatswain’s Mate (Equipment) 3rd Class Adeyinka Adegoke, also a native of Houston, joined the Navy in 2012 and has served aboard the USS John C. Stennis (CVN 74). She is currently serving in NBK’s Funeral Honors Division, participating in military funerals and other ceremonies meant to honor those who have served.

Master-at-Arms 1st Class Jason Stafford, a native of Houston, Texas, who joined the Navy in 1997, was recognized as NBK’s Sailor of the Year. Throughout his 18 year ca-reer, he has served in many overseas locations including Bahrain, Afghanistan, and Italy. He is currently the Leading Petty Officer of NBK’s Security Department.

These Sailors were honored at the Bangor Plaza Ballroom on NBK -Bangor. CMC David C. Lynch and Capt. Tom Zwolfer, Commanding Officer, NBK are on hand to celebrate this achievement.
