About Our Chapter
Bluebonnet Chapter No. 74, is the Austin, TX, chapter of the International Right of Way Association. Our Chapter was founded in 1985 by professionals in the right of way field to unite members for education, improve service to employers and the public, and to advance our members within the profession. We are part of Region 2 of the International Association. Our current membership includes professionals involved in a wide array of projects requiring real estate and right of way services.

I hope this newsletter finds everyone looking forward to a great year in our industry. Per About.com the top New Year’s resolution is to “spend more time with family and friends”. That is what our Chapter 74 is all about. While planning your year, let the board know how we can better serve you and our membership with specialized educational offerings you may be looking for, as well as networking opportunities. If you are looking for an opportunity to volunteer and get more involved in the next board cycle which begins July 1, 2016, let us know. I had more of-fers for volunteers this year on the board than places for everyone, and I greatly appreciate that. We are here to enhance your professional experience. If you would like to add something to our monthly newsletter, please email Lisa Cooper who does a great job of putting it together every month for us, with support from Michelle Hawkins who has stepped into a supporting committee roll. These ladies try to get us an informative chapter newsletter each month and keep everyone in the loop for Chapter 74 happenings. Your participation in submitting items to the newsletter is welcome as well.

Austin Area Transportation Projects for 2016

NORTH MOPAC BOULEVARD (LOOP 1)
Project: Add a toll lane along the inside median on each side of the highway from West Cesar Chavez Street to Parmer Lane, as well as more than seven miles of sound barrier walls and bike and pedestrian improvements. Length: 11 miles | Projected cost: $137 million construction, $200 million total | Start: Dec. 2013 | Estimated completion: Late 2016 to early 2017
Project Update: Work on added pavement, widened bridges and sound walls continues throughout the project. Construction of under-passes south of Enfield Road, which connect the toll lanes to West Cesar Chavez Street, is well underway but will probably be the last part of the project completed. A simmering dispute between the project’s owner, the Central Texas Regional Mobility Authority, and primary contractor CH2M could further delay what is already an overdue project.
DOWNTOWN AUSTIN
Project No. 1: Extend West Second Street, West Third Street, Seaholm Drive, Nueces Street and West Avenue as part of development projects at the former Green Water Treatment Plant and Seaholm Power Plant sites along West Cesar Chavez Street. Length: Eight new blocks of street and widening of another block | Projected cost: $36.5 million | Start: June 2013 Estimated completion: Late 2016, although many blocks are open or will open sooner.
Project Update: Seaholm Drive and part of Power Plant Drive are open. West Avenue to Cesar Chavez and rest of Power Plant Drive to open in early 2016, but West south of Second might have to be closed for ongoing library construction. Second Street east of Shoal Creek is nearing opening, but bridge over Shoal Creek not likely to open until late 2016.
Project No.2: Reconstruct streets, install utilities and new lighting, add bike lanes and widen sidewalks on Third Street between Trinity and Nueces streets and on Colorado Street from West Seventh to West 10th streets as part of the city’s “Great Streets” program. The project will include storm drain improvements, water lines, wastewater, new sidewalk, curb, gutter, ramps, bicycle racks, benches, trees and trash receptacles. Length: Third Street, eight blocks, and Colorado Street, three blocks | Projected cost: Third Street: $11.9 million; Colorado Street: $5.8 million | Start: Third Street: December 2013; Colorado Street: December 2015 | Estimated completion: Third Street: Summer 2016; Colorado Street: Summer 2017
Project update: Work complete from Trinity to Guadalupe. On remaining two blocks (Guadalupe to Nueces), work is complete on south side of road and still underway on north side of West Third.
TEXAS 71 EAST
Project: Add an express toll lane to each side of Texas 71 from east of Presidential Boulevard to east of Texas 130 near Ross Road, and eliminate a dogleg of FM 973 at Texas 71.
Length: 3.9 miles | Projected cost: $149 million | Start: December 2014 | Estimated completion: Late 2016 Project Update: The overpass at Texas 130 is under construction, and crews have done much of the work on the bridge approaches. The workers are well into grading for the road between Texas 130 and FM 973 and have completed much of the shared-use path. Grading of new path of FM 973 south of Texas 71 is mostly completed, and work on realigning FM 973 is taking place. Crew have also begun work on widening Texas 71 bridge over Presidential Boulevard.

Project: Replace bridge over the Colorado River and straighten the highway north of the river where an S-curve existed, widening two-lane road to four lanes. Length: 1.2 miles | Projected cost: $13.8 million | Start: June 2014 | Estimated completion: Late summer 2016 Project Update: Bridges essentially complete, as are the new sections of FM 973 cutting the corner to the north. But final connections at

Written By: Ben Wear, Austin American Statesman BARTON CREEK/SOUTH MOPAC Project: Build 14-foot-wide concrete bicycle/pedestrian bridges over Barton Creek and Loop 360 in the South MoPac Boulevard right of way, totaling about 1,500 feet in length, connecting them with surface trails and extending the trail northward to Tuscan Terrace. Length: 1.5 miles | Projected cost: $14 million | Start: February 2014 | Estimated completion: Spring 2016
Project Update: Crews have built columns for Barton Creek bridge and begun installing beams for bridge deck. Loop 360 bridges are close to completion, and surface trail work between Barton Creek and Loop 360, and north of 360, is close to completion.
FISCHER STORE ROAD Project: Rebuilding bridge over Blanco River in Hays County that was washed out in the Memorial Day flooding. Length: 970 feet | Projected cost: $1.53 million | Start: November 2015 | Estimated completion: Late winter 2016 Project Update: Workers have removed the old bridge structure and are in the early stages of construction on the replacement bridge.
METRORAIL Project: Track/car upgrades: Upgrade 2.5 miles to heavier rail; strengthen 45 bridges; add two 3,200-foot sidings at Crestview and How-ard stations, and lengthen Lakeline station siding by 5,400 feet; make improvements to MetroRail cars. Plaza Saltillo: Move MetroRail track south to run near East Fourth Street in the Plaza Saltillo site east of Interstate 35. Projected cost: Track/car upgrades: $35 million; Plaza Saltillo: $5.4 million | Start: Track/car upgrades: Fall 2014; Plaza Saltillo: September 2015 | Estimated completion: Track/car upgrades: Spring 2018; Plaza Saltillo: February 2016 Project Update: Track/car upgrades: Crews have replaced all 2.5 miles of lighter grade rail. Capital Metro is in final design for sidings, bridges and other track changes, and has awarded contract for train car upgrades. Plaza Saltillo: Workers have completed grading and base, and have begun track installation on site route.
TEXAS 71 WEST Project: Widen existing four-lane road to five lanes with wide shoulders from west of Oak Hill “Y” to Southwest Parkway, and add a traf-fic signal at the Texas 71/Southwest Parkway intersection. Length: 2.7 miles | Projected cost: $15.9 million | Start: June 2014 | Estimated completion: Late spring/early summer 2016 Project Update: Workers have completed most widening and paving from east of Thomas Springs Road to Southwest Parkway. Now in early stages of adding a center turn lane from Thomas Springs to just west of U.S. 290 at the “Y.” Crews will repave entire length of the project and stripe it for five lanes when all construction is completed. The signal has been installed at Southwest Parkway.
SOUTH CONGRESS AVENUE Project: Widen South Congress from two lanes to five, with bike lanes and sidewalk additions, from Eberhart Lane to Foremost Drive. Length: 1.25 miles | Projected cost: $6.3 million | Start: October 2014 | Estimated completion: Spring 2016 Project Update: Grading of the added pavement has occurred throughout the project, along with some sidewalk construction. Paving to begin as weather and temperatures allow.
RM 967 Project: Widen two-lane road with limited shoulders to three lanes, including a center turn lane and paved shoulders, from FM 1626 to Cole Springs Road in Hays County with sidewalk, curb and gutter along one side of the road. Length: 2.6 miles | Projected cost: $4.5 million | Start: September 2014 | Estimated completion: Early 2016 Project Update: Construction is 70 percent complete.
TEXAS 195 Project: Complete four-lane divided bypass of Florence and expand two-lane highway to a four-lane divided road from near Texas 138 to Ronald Reagan Boulevard, completing an expansion from the Bell County line to Interstate 35. Length: 6.8 miles | Projected cost: $34.2 million | Start: January 2014 | Estimated completion: Spring 2016 Project Update: Northern and southern sections of Texas 195 expansion opened to traffic in 2014. Contractor has finished paving the middle section, and it is now open to traffic. Currently, the contractor is finishing placing permanent striping, signs and punch list items, and expects to be done in early 2016.

Tiny Homes
The Valuation Committee reports Tiny Homes are growing in Austin, Texas.
What is this “Tiny House Movement” and how are they appraised?
Per “The Tiny Life” website:
Simply put, it is a social movement where people are choosing to downsize the space they live in. The typical American home is around 2,600 square feet, whereas the typical small or tiny house is between 100 and 400 square feet. Tiny house come in all shapes, sizes, and forms, but they enable simpler living in a smaller, more efficient space.
There are several builders in the Austin area expanding into building and/or selling their plans to build tiny homes. In addition, there are financial mortgage lenders marketing them-selves as “tiny home lenders”. Once built and owned, some of the structures are being rented. And if you are looking to buy, there are websites listing to sell. Here is one as an example: Tiny House Listings. This website showed 49 for Austin, Texas.
When appraising, it is important to remember that they can be real property or person-alty. Many are built on a trailer base, easy to move, easy to relocate, whereas others are built on a permanent foundation. Heads up Appraisers, these movable or permanent structures can be built “on or off grid”. If off-grid, they are utility independent, or par-tially independent, meaning they may have solar panels to supply the home’s electricity, an eco-friendly toilet (i.e. composting, incinerator, or other), propane tanks, and water conservation systems.
The tiny home concept is growing nationwide, including Austin, and as an appraiser it is on the bucket list to appraise! Have a happy appraising day!

The responsibilities of the course coordinator include:
Coordinating with course location to ensure the room is set up. Ordering course materials through IRWA Headquarters.
Receiving course registration forms and answering participant questions. Providing drinks/snacks for course participants (reimbursed by the Chapter).
Working with instructor to fill out roster. Ensuring participants have everything they need during the class.
Working with instructor after course completion to ensure that all necessary paperwork is submitted to Headquarters.
The benefits of being the course coordinator include taking the course for free!
It is also a great net- working opportunity, and a good way to become more involved with the chapter.

Robert Prentice is a lawyer with a focus on corporate governance, regulatory oversight and ethical decision making. He is an expert on securities fraud, insider trading, the value of securities regulation and the legal liabiltiy of accountants. He is the founding chair of the newly-created department at McCombs: Business, Government and Society.
Prentice has won numerous teaching awards and is a member of UT's Academy of Distinguished Teachers. Professor Prentice has published more than 30 major law review articles on such topics as securities law litigation, tender offers, insider trading, securities regulation and the Internet, accountants' legal liability, and products liability.

Must be able to work within a team environment to accomplish organizational goals, be an effective communicator, and have strong time management skills with the ability to establish priorities and meet project deadlines. Require-ments: Must have excellent com- puter skills (minimum MS word / excel) Minimum three (3) years of experi-ence as a Right of Way Relocation Agent, Senior Right-of-Way Agent (SR/WA) designation through the In- ternational Right of Way Association not required but preferred. Course Description: This course presents the processes necessary to relocate a business. Participants will learn how to apply provisions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, in conjunction with the Surface Transportation and Relocation Assistance Act of 1987, and subsequent revisions, to the relocation of non-residential entities.

Course Instructor: John F. Reed, SR/WA, R/W-RAC, R/W-URAC recently retired after 25 years of service with the Texas Department of Transportation, and has founded Compliant Relocation Services. LLC located in Round Rock, Texas. Prior to his retirement, John served as the Relocation Assistance / Valuation Administrator for the Texas Department of Transportation, Right of Way Division in Austin, Texas. During his25 years with TxDOT, he worked in the relocation assistance and acquisition field developing and implementing policies/procedures. During this time, he also developed an in-house relocation training program for District personnel, served as LPA coordinator to the Districts, supervised the appraisal staff and worked closely with FHWA/NHI/TTI in compliance review, and developing classes and video presentations. John is a current member of the International Professional Development Committee past-member of the International Relocation Assistance Committee, certified as an IRWA Instructor in 2003 and the President of Chapter 74 for 2008. He is a 1976 graduate of Southwest Texas State University with a bachelor¶s degree in Business Administration. In 2008, John was named Chapter 74¶s Professional of the Year and, in 2009, received the same honor from Region II.
Cancellation Policy: All classes scheduled by IRWA are subject to cancellation. All class registrants must contact the Course Coordinator prior to making travel arrangements, keeping in mind that the class may be cancelled at any time (for reasons including, but not limited to, insufficient registration, Instructor emergencies or other issues beyond the control of the chapter and/or IRWA). Fully liquidated damages for any losses incurred by a class registrant are limited solely to a refund of the registrant¶s prepaid class tuition. Course Description: This course begins with a pre-assessment of the participants¶ knowledge, followed by case study analysis of complex business relocation issues which require a thorough understanding of the relocation process and the Uniform Act.
