The government should prioritise peoples’ right to privacy even if this limits the efforts to track down terrorists and serious criminals]

The government should prioritise reducing the threat posed by terrorists and serious criminals even if this erodes peoples’ right to privacy

Q6

It was recently highlighted in the media that UK laws allow the British intelligence agencies to collect information in secret about who made and received telephone calls (but not their content), including internet communications (such as emails or Skype calls) if the authorities believe this is necessary for national security or to prevent and detect serious crime including terrorism.

Before taking part in this survey, had you heard about these revelations?

Q12 In order to protect the general public the British intelligence agencies may need to access and store the internet communications of criminals or terrorists.

Do you think that the British intelligence agencies should or should not be allowed to conduct this surveillance?

Should be allowed

Should not be allowed

Don't know

Q13 In order to conduct surveillance on criminals or terrorists it may be necessary for the British intelligence agencies to capture much of the internet communications passing over fibre optic cables (such as those across the Atlantic) and which is bound to include communications made by the general public. This information would be stored for a limited amount of time so that British intelligence agencies can sieve through it all in order to find the information that they need.

Do you think that the British intelligence agencies should or should not be allowed to conduct surveillance in this way?

Should be allowed

Should not be allowed

Don't know

IF “SHOULD NOT BE ALLOWED” AT Q13 ASK Q14, ELSE SKIP

Q14 You said that you did not think British intelligence agencies should be allowed to conduct surveillance which involves capturing and storing internet communications that might contain those of the general public in order to find the communications of their suspects.

If you had assurance that controls were in place, such as oversight by a senior judge to check that gathering this data was legal and that only material necessary for keeping the general public safe was actually looked at.

Would this make you change your mind and be in favour of this surveillance?

Yes

Q15 In recent years there have been some stories in the media based on information that has come to light as a result of whistleblowing. For instance Edward Snowden leaked information to the media about how the US and British intelligence agencies went about monitoring telephone calls, emails and other internet activity and how they spied on foreign governments. A number of leaks have also been made through the Wikileaks website which is operated by Julian Assange.

How far do you agree or disagree that what Edward Snowden and Julian Assange have done…

GRID - RANDOMISE

Is justified as only revelations like that keep the government in check?
