That the Economic Development Office be instructed to plan, organize, and implement

the 2000 Brampton Farmers’ Market, with the guidance of the Market Steering Committee; and,

That the 2000 Brampton Farmers’ Market be located on Main Street North, between

Queen Street and Nelson Street, with the view of overflowing the event into the new “Central” square when it is completed in 2001.

Brampton Marketing Team, re: BRAMPTON MARKETING CAMPAIGN – 2000 (File M10) (See Item E 1).

Janet Biggart, Brampton Marketing Team highlighted past marketing strategies and

anticipated improvements to the Brampton Marketing Campaign to attract more industry and residents to the City of Brampton. She advised of various surveys the Brampton Marketing Team conducted to assist in determining market targets.

Martin VanZon, Interkom Creative Marketing highlighted their two themes within their

Creative Plan one being Business Development Goals and the other being Community Pride Goals and also highlighted the initiatives they plan to use to achieve these goals.

D. Cutajar, Director of Economic Development detailed the proposed Marketing

Campaign Budget for 2000. D. Cutajar, Director of Economic Development responded to questions regarding

various television-marketing strategies and advised that they are a valuable way of promoting Brampton but are very expensive.

EC016-2000 That the presentation by D. Cutajar, Director of Economic Development and Ms. Janet

Biggart, Brampton Marketing Team to the Economic Development Committee Meeting of February 28, 2000, re: BRAMPTON MARKETING CAMPAIGN – 2000 (File M10) be received; and

That the report from D. Cutajar, Director of Economic Development, dated February 28,

2000, re: MARKETING REPORT: ACTIVITY PROGRAM IN 2000 (File M10) be received; and

That the identity and name recognition component of the campaign include the

distinguishable “All Roads Lead to Brampton” marketing graphic on all economic development literature, collateral material and other economic development items; and

That the “All Roads Lead to Brampton” billboard be renewed at the Lester B Pearson

International Airport; and That Print Advertising to create awareness in ‘vertical’ industrial markets such as

automotive, food and other segments become a part of the 2000 campaign; and

That a new business development lure brochure be developed as a main collateral piece for all business development activities undertaken by the Brampton Economic Development Office and the Brampton Economic Development Team; and

That two existing 30-second commercials developed in 1999 be used on the TV Guide

channel (#5) in 2000; and That a “Business Media Relations” campaign be introduced in 2000 with the objective of

raising the profile of Brampton in the business community through traditional media strategies including business development case histories, regular press releases, release of insightful research, ghost written stories, congratulatory advertising/media advisories for new business; and

That a new campaign focused on Community Pride and Corporate Image be introduced

to the Brampton Marketing Plan, offering a unique creative element focussed on positioning Brampton in mass media outlets, such as newspaper; trade shows and leading magazines. This component represents a new budget allocation; and

That all recommendations associated with the Brampton Marketing Campaign 2000 are

subject to Budget Committee and City Council approval.

CARRIED D. REPORTS D 1. Verbal Report from City Councillor Hames, Chair, re: ABB OPENING/COCA-COLA

(File M00).

City Councillor Hames announced the Official Opening of ABB Industries. She advised that their plant has created 400 jobs for the City of Brampton.

City Councillor Hames also announced that Coca-Cola Industries is locating their newest plant in Brampton for an anticipated opening in 2001. D. Cutajar, Director of Economic Development advised that their plant will be located on the south-west corner of Tomken Road and West Creek Drive.

Committee held a general discussion on the Tourism Marketing Plan, asked questions of City Councillor Hunter and the other members of the Tourism Sub-Committee, and extended thanks to the sub-committee members for their invaluable assistance in the development of a Tourism Marketing Plan for Brampton. The following motion was then considered:

CARRIED C 2. Mr. David Ladd, 15A Fisherman Drive, Unit 17, Brampton, re: INCORPORATION OF

BUSINESS TAXES INTO REALTY TAXES (File F95).

Mr. Ladd appeared before Committee on behalf of several business tenants at 15 Fisherman Drive, seeking clarification in the amounts being requested from the landlord for “additional rent” as a result of recent legislative changes regarding municipal property taxation. He provided Committee with copies of his presentation outlining the tenants’ specific concerns and providing excerpts from an exchange of correspondence between the landlord and several of the tenants. The area representative, City Councillor Linda Jeffrey, advised that the reason Mr. Ladd was appearing before the Economic Development Committee is because this was the first available forum at which they could put forward their concerns on an urgent basis.

Committee held a discussion on this matter and asked questions of both the delegation and staff. Committee acknowledged that this was not the appropriate forum for dealing with this matter, but did offer several suggestions to the delegation on steps that could be taken in an effort to resolve this matter, including contacting the Ontario Property Assessment Corporation, hiring a tax consultant and/or a lawyer. Additionally, arrangements were made for the delegation to meet with City Councillor B. Hunter, who could perhaps provide some guidance. The following motion was then considered:

During discussion of this program, Committee put forward names of suggested participants, and asked questions of D. Cutajar.

She noted further that Jim Carey, Association of Brampton Financial Institutions, had expressed an interest in becoming involved with one of the sub-committees, and given his experience and interest in marketing, it was deemed appropriate to approach him about filling this vacancy. To this end, she was pleased to inform Committee that Mr. Carey has confirmed his willingness to sit as a member on this sub-committee. The following motion was then considered.

Cutajar, Director of Economic Development, provided a quick overview of his report and the rationale for his recommendation for the support of Option #5 – Three Way Municipal Split, the approach he believes is the least disruptive to businesses and residents of Brampton. Committee held a discussion on this matter, asked questions of D. Cutajar, and then considered the following motion.

EC058-2000 That the report from D. Cutajar, Director of Economic Development, dated June 26, 2000, to the

Economic Development Committee Meeting of June 26, 2000, re: PUBLIC NOTICE – CRTC 2000-67 – 905 RELIEF PLANNING (File A42) be received; and,

That staff be directed to forward a letter from the City of Brampton to the CRTC in support of

Option #5 – Three Way Municipal Split, as outlined in the aforementioned report, as this option provides the least disruptive approach for businesses and residents of Brampton; and,

That the City Manager or his designate attend the CRTC hearings, along with representatives of

the Brampton Board of Trade, to represent the City’s position to support Option #5. CARRIED P 2. Discussion re: JULY/AUGUST MEETING DATES FOR THE ECONOMIC

Discussion took place about whether or not there is a need for Committee to meet over the summer months. It was noted that this has generally been a slow period for this Committee, and that the July meeting is scheduled to take place in just over a week from today. The following motion was then considered.

Mayor P. Robertson asked that this item be added for consideration today. He wondered about the possibility of allowing approximately 15 minutes at the end of each meeting for discussion of “new ideas” or “good suggestions”, noting he believes this would provide a valuable forum for the exchange of opinions and ideas. Discussion followed during which time Committee agreed such a forum could be worthwhile, and also put forward several topics for future consideration. D. Cutajar, Director of Economic Development, made note of this request for amendment to the agenda, and asked Committee members to please let him know in advance of any suggested topics for discussion at a particular meeting to allow for preparation prior to the meeting.

BANK COMMUNITY ECONOMIC DEVELOPMENT AWARD (File M30). Committee Chair, City Councillor S. Hames, was pleased to announce that the Economic

Development Office recently won the Economic Developers Association of Canada Royal Bank Community Economic Development Platinum Award for the overall best “Community Economic Development Program” in Canada, as well as the Gold Award for being the best among communities with a population over 150,000. D. Cutajar, Director, Economic Development Office, informed Committee that he was delighted to pick up the awards on behalf of not only the Economic Development Office, but also on behalf of the Economic Development Committee and City Council. City Councillor S. Hames extended congratulations on behalf of Committee and Council.

D 1. Focus Group Discussion re: CITY OF BRAMPTON E-BUSINESS STRATEGY (File G25). Facilitated by Mr. Arn Kashino, KPMG Consulting LLP.

D. Cutajar, Director, Economic Development Office, provided Committee with background information and an update on the e-business strategy being developed for the City of Brampton by KPMG Consulting LLP. He distributed a one-page handout illustrating the new concept for the home page, and provided additional information on upgrades to the City’s website. He introduced Mr. Arn Kashino, of KPMG, who he asked to undertake a small focus group today to facilitate discussion and get input to build into the e-business strategy.

D. Cutajar, Director, Economic Development Office, went over the recommendations in the report and the mandate of the Tourism Sub-Committee. During discussion on this matter, Committee put forward suggestions on ways of attracting a hotel to Brampton; cross-promotion of events; links to the Brampton Downtown Business Association and the Arts Council; electronic signage; satellite kiosks throughout the City; a Tourism Booth in Gage Park and directional signage to the booth. City Councillor B. Hunter, Sub-Committee Chair, and D. Cutajar responded to Committee’s questions. The following motion was then considered.

Committee approval of the proposed annual City commitment of $50,000.00 in program funding; and,

That, subject to Budget Committee 2001 approval, the City’s Chief Financial Officer/Treasurer be

authorized to create a Tourism account within the Economic Development Office, thereby allowing the Director of Economic Development to manage program-based expenditures and revenues; and,

That following the Municipal Election 2000, a new City Councillor be appointed Chair of the
