INTERNATIONAL MERCHANDISE TRADE STATISTICS (IMTS) JANUARY 2017
Highlights
The total trade for the month of January 2017 was BND1,020.7 million, comprising exports
totaling BND694.9 million and imports valued at BND325.8 million. This represented an increase
of 24.1 per cent compared to the previous month. On a y-o-y basis, total trade decreased by 7.4
per cent from BND1,102.4 million during the same month in 2016.
The trade balance in January 2017 amounted to BND369.1 million, an increase of 81.6 per cent
compared to BND203.3 million in December 2016. Meanwhile on a y-o-y basis, the trade
balance recorded an increase from BND334.2 million in January 2016 to BND369.1 million
(January 2017).

Merchandise Exports
Exports by Commodity Section
On a m-o-m basis, the merchandise exports grew by 35.5 per cent from BND512.9 million in December
2016 to BND694.9 million in January 2017. Mineral Fuels recorded the highest contribution of total
exports with BND644.5 million followed by Chemicals (BND30.3 million) and Machinery and Transport
Equipment (BND13.0 million).
Meanwhile on a y-o-y basis, the merchandise exports declined by 3.3 per cent from BND718.3 million in
January 2016 to BND694.9 million in January 2017.

Major Exports
On m-o-m basis, major exports increased by 43.8 per cent in January 2017. This was mainly due to
increases in the exports of Crude Oil and Liquefied Natural Gas (LNG) by 24.9 per cent and 67.1 per cent
respectively.
The increase in the exports of Crude Oil was due to an increase in the trade volume of of Crude Oil from
103.55 kbbl per day (December 2016) to 122.67 kbbl per day (January 2017). The export price of Crude
Oil also increased from USD53.92/bbl (December 2016) to USD56.98/bbl (January 2017).
Meanwhile, the increase in the exports of LNG was due to an increase in trade volume LNG from
592,917 MMBtu per day (December 2016) to 960,231 MMBtu per day (January 2017). The export price
of LNG also increased from USD7.56/MMBtu (December 2016) to USD7.85/MMBtu (January 2017).

Compared to January 2016, major exports decreased by 2.8 per cent (y-o-y). This was due to a decrease
in the trade volume of Crude Oil and LNG.

Destinations of Exports
By country of destination, the highest share of exports in January 2017 went to Japan (31.2 per cent).
This was followed by Republic of Korea (21.6 per cent), India (20.4 per cent) and Thailand (11.0 per
cent).

Merchandise Imports
Imports by Commodity Section
In January 2017, merchandise imports grew by 5.2 per cent (m-o-m) from BND309.6 million in
December 2016 to BND325.8 million. Machinery and Transport Equipment recorded the highest
contribution of imports with BND124.1 million followed by Food (BND54.8 million) and Manufactured
Goods (BND53.8 million).
On a y-o-y basis, total imports decreased by 15.2 per cent as a result of lower imports of Mineral Fuels
by 51.8 per cent. This was followed by Manufactured Goods (46.5 per cent) and Crude Materials
Inedible (29.8 per cent).

Imports by End-Use Category
In January 2017, imports of Intermediate Goods accounted for 60.6 per cent of the total imports. This
was followed by Capital Goods and Consumption Goods, with 30.4 per cent and 9.0 per cent
respectively.

The main imports of Capital Goods were Machinery and Transport Equipment, Manufactured Goods
and Chemicals. Of these, the largest share was Machinery and Transport Equipment valued at BND55.9
million.
Meanwhile the highest share of Intermediate Goods imports was Machinery and Transport Equipment
(BND63.3 million). This was followed by imports of Food (BND42.0 million) and Mineral Fuels (BND30.6
million).
On the other hand, Consumption Goods imports were household items such as Food (BND12.7 million),
Machinery and Transport Equipment (BND5.0 million) and Manufactured Goods (BND3.2 million).

The highest share of imports in January 2017 came from Malaysia accounting for 17.7 per cent, followed
by Singapore (17.0 per cent), China (14.5 per cent) and United Kingdom (12.6 per cent).

TECHNICAL NOTES
1. Introduction
The International Merchandise Trade statistics (IMTS) are compiled on a monthly basis based on the
import and export data submitted by the Royal Customs and Excise Department, Ministry of Finance
through customs declarations and from the Energy Department, Prime Minister’s Office. The general
system of recording IMTS adopted by Brunei Darussalam covers imports, domestic exports and re-
exports that have been cleared through customs.
2. Coverage of Merchandise
All goods imported into or exported from Brunei Darussalam are included in the IMTS. The following classes of goods are excluded:
currency notes and coins in circulation;
personal and household effects which do not incur any Brunei Darussalam customs duty and which are taken by passengers for their own use;
stores and fuel supplied to Brunei ships and aircraft;
articles on loan or rent for example, equipment for oil surveys and experimental drilling, etc.;
goods in transit;
fish and other marine products landed from Brunei Darussalam fishing vessels direct from fishing grounds;
goods imported and exported by or on behalf of diplomatic services; and
goods imported by the armed forces.
3. Time of Recording
Brunei Darussalam uses the ‘release date’ as its time of recording, which provides the time/date that
stipulated in source documents when goods enter or leave the economic territory.
4. Valuation
Imports are valued at CIF, that is, the value of goods at the frontier of the exporting country plus the cost of insurance and freight and any other charges when sold for export to Brunei Darussalam. Custom duties are not included in the value of imports. Exports are valued at FOB, that is, the value of goods to be purchased abroad up to the point where the goods are deposited on board the outgoing vessel, aircraft and/or vehicle. Goods on consignment are valued at the current import price for imports and the current export price for exports.
Goods are recorded at their market value. Values are reported in millions of Brunei dollars. Data
reported in foreign currencies are converted into local currency at prevailing market exchange rate on
the date of permit clearance.

5. Commodity Classification
Commodity items reported are classified in accordance with the Brunei Darussalam Trade Classification and Customs Duties 2012. This classification incorporates the ASEAN Harmonized Tariff Nomenclature (AHTN), which is based on the 6-digits Harmonised Commodity Description and Coding System Nomenclature (H.S) developed by the World Customs Organisation (WCO).
For International comparability in this report import and export are classified according to the United Nations Standard Trade Classification, Revision 4 (SITC Rev. 4) for the purpose of international comparability of statistics on external trade.
The imports data can also categorized according to their end-use categories, namely Capital,
Intermediate or Consumption based on Brunei Darussalam’s Broad Economic Categories (BDBEC), which
is adapted from United Nation, the Fifth revision of Broad Economic Categories.
The BDBEC is classified in accordance to Broad Economic Category introduced by the United Nations
and as a means for converting data compiled in terms of SITC into end-use categories.
The BDBEC provides categories which can be aligned into 3 large classes of goods in the System of
National Accounts (SNA):
Capital Goods are used as means of producing other goods or services.
Intermediate Goods are semi-processed, semi-manufactured and industrial-supplies; and
transformed or used up in the production of goods and services.
Consumption Goods are final product mainly used by households for final consumption.
