    NEWPORT NEWS,Va. (NNS) With the announcementwe have now commenced fast cruise,Sailors aboard theaircraft carrier USS Theodore Roosevelt (CVN 71) begansimulating an at-sea environment,Aug. 19, in preparationfor their rst underway in four years.

    A fast cruise is a multi-day simulated underway periodconsisting of drills and training evolutions to ensure thecarrier is in good working condition and personnel aretrained to safely operate the ship at sea.

    Fast cruise is the ships nal training event prior to get-ting underway for SeaTrials.

    Its been about four years and literally millions of man-hours of work that have gone intoTheodore Roosevelt toget her where she is today, but we are now there, Capt.Daniel Grieco,TRs commanding ofcer,announced to thecrew over the 1MC.Thank you to everyone who workedextremely hard, especially over the weekend, to get ushere.

    In addition to training evolutions, the crew will also put

    nishing touches on the ship to get her ready for sea andto return to Naval Station Norfolk.

    Everybody is motivated to secure for sea and happyfor the fast cruise, said Logistics Specialist (AW) 1st ClassAkwasi Gymah.Everybody is happy to be here.

    Not only does fast cruise train and test the procien-cy of the crew, it also gets them back into an operationalmindset.This is critical since Theodore Roosevelt is com-pleting a nearly four year Refueling and Complex Over-haul (RCOH) at Huntington Ingalls Industries - NewportNews Shipbuilding (NII-NNS). During RCOH, the shipsinfrastructure and systems are upgraded to ensure the car-rier lasts another 25 years.

    The distance weve come in the last ve months is trulyimpressive, said Grieco in an announcement to the crew.I appreciate each and every one of your efforts to get usto where we are today to make sure that this ship is readyfor fast cruise, ready for sea trials, and ready to join theeet.

    Fast cruise runs about four days, with a pause in themiddle to repair any discrepancies found during testingand training.

    Over the past few weeks, Ivebeen doing some introspectionon leadership and teamwork aspart of an online course on con-ict resolution. I came across aquote in my studies from JohnMaxwell who said teamworkand personal rigidity just dont

    mix.As I look at the early Christian church, I see times of

    sadness where great teams such as Paul and Barnabussplit up over personal rigidity, not fundamental issues.I also look to the disciples of Jesus and see a great di-versity of personalities, trades and cultures; yet we alsosee the importance of unique individuals effectivelyworking together as a team with a common goal de-spite those differences. Sure, they had squabbles aboutwho would be the best or sit at the right hand of themaster, but they were able to work through their owndifferences and selsh motives, and return back to theteam mentality, united in purpose because they were apart of something bigger than themselves. I think thekey here is an old Marine proverb I learned in my rsttour which was blessed are the exible, for they shallnot be brokenor in simple terms,Semper Gumby.

    Maxwell quotes Inexibility is one of the worst hu-man failings.You can learn to check impetuosity, over-come fear with condence,and laziness with discipline.But for rigidity of mind there is no antidote. It carriesthe seeds of its own destruction.

    To be a team player, Ive always learned that I mustadjust to my seniors, but Ive also learned that peopleare motivated by different things, so to be a good teamleader or member; you have to adjust to the team it-self.This means the key to a good team is adaptability.Adaptability means that we have to be teachable, wehave to be creative and think outside of the box, wehave to get into the habit of learning and growing; andnally we must be service minded and think about oth-ers, not just ourselves.This is when a team functions atits best.

    WASHINGTON (NNS) The Department of De-fense announced its plan to extend benets to same-sexspouses of uniformed service members and Departmentof Defense civilian employeesAug.14.

    After a review of the departments benet policies fol-lowing the Supreme Courts ruling that SectionThree ofthe Defense of MarriageAct (DOMA) is unconstitutional,and in consultation with the Department of Justice andother executive branch agencies, the Defense Depart-ment will make spousal and family benets available nolater than Sept. 3, 2013, regardless of sexual orientation,as long as service member-sponsors provide a valid mar-riage certicate.

    The Department of Defense remains committed toensuring that all men and women who serve in the U.S.military, and their families, are treated fairly and equallyas the law directs.

    Entitlements such asTRICARE enrollment,basic allow-ance for housing (BAH) and family separation allowanceare retroactive to the date of the Supreme Courts deci-sion.Any claims to entitlements before that date will notbe granted. For those members married after June 26,2013, entitlements begin at the date of marriage.

    The Department of Defense recognizes that same-sexmilitary couples who are not stationed in a jurisdictionthat permits same-sex marriage would have to travel toanother jurisdiction to marry. That is why the depart-ment will implement policies to allow military person-nel in such a relationship non-chargeable leave for thepurpose of travelling to a jurisdiction where such a mar-riage may occur.This will provide accelerated access tothe full range of benets offered to married military cou-ples throughout the department,and help level the play-ing eld between opposite-sex and same-sex couples

    RED SEA (NNS) Ships and embarked squadronsfrom Harry S.Truman Carrier Strike Group (HST CSG)entered U.S. 5th Fleets area of responsibility (AOR)Aug.18, after completing a routine transit through the SuezCanal.

    Our Sailors and Marines executed a safe and profes-sional transit through the Suez Canal and we are nowoperating in the 5th Fleet AOR, said Rear Adm. KevinSweeney,commander,HST CSG.Weve trained hard andwere ready to operate alongside our coalition partnersto conduct maritime security operations to ensure sta-bility and build trust and condence throughout the re-gion.

    HST CSG is on a scheduled deployment conductingmaritime security operations, theater security coopera-

    tion efforts and support missions for Operation Endur-ing Freedom.

    HST CSG includes Carrier Strike Group (CSG) 10;aircraft carrier USS Harry S.Truman (CVN 75); guided-missile cruisers USS San Jacinto (CG 56) and USS Get-tysburg (CG 64); guided-missile destroyers USS Bulke-ley (DDG 84) and USS Mason (DDG 87); embarked 1stCombined Destroyer Squadron staff; and embarked Car-rier Air Wing (CVW) 3 and its squadrons: Strike FighterSquadrons (VFA) 32 Swordsmen,VFA-37 Ragin Bulls,and VFA-105Gunslingers,Marine Fighter Attack Squad-ron (VMFA) 312 Checkerboards,Airborne Early Warn-ing Squadron (VAW) 126 Seahawks, Electronic AttackSquadron (VAQ) 130 Zappers, Helicopter Sea CombatSquadron (HSC) 7 Dusty Dogs, and Helicopter Mari-time Strike Squadron (HSM) 74Swamp Foxes.

    First term Sailors get career decision helpBY SUSAN D. HENSONCenter for Personal and Professional DevelopmentPublic Affairs Ofcer

    Sailors in their rst enlistment have better informationon which to base career decisions with the release of theFirstTerm SuccessWorkshop (FTSW), said Center for Per-sonal and Professional Development (CPPD) ofcialsAug.15.

    The revised version of the workshop is now availablefor use by commands across the eet, according to Mas-ter Chief Navy Counselor (SW/AW) Michael Sekeet,Com-mand Career Counselor Course manager at CPPD.

    While this is a revision to a previous version of FTSW,Sekeet said the course is much more than an update tocontent.This is the rst truly developed FTSW in that ithas the target audience in mind and is more than just apresentation,he said.

    The improved workshop is designed to provide basiccritical and timely information on the Career Develop-ment Program, computer- and web-based resources, up-ward mobility and advancement, and also retention andtransition information,according to Sekeet.This informa-tion will enable Sailors to make sound career decisions inreaching their full potential during their rst tour,he said.

    FTSW is a command-delivered training product admin-istered by the command career counselor with the help

    of the commands Career Development Team. The con-tent consists of a lesson plan,a presentation and a traineeguide. It is available for download on Navy KnowledgeOnline (NKO) for career counselors to use in coordina-tion with their commands in delivering the workshop lo-cally to Sailors.

    The release of the updated workshop content is part ofthe continual revision process to better meet the eetstraining needs.We encourage people to use the feedbacklink for Navy Counselor/Command Career Counselor(NC/CCC) training on NKO to provide CPPD with feed-back on current training products or suggestions for fu-ture ones,Sekeet said.

    To fulll the eetwide requirement for this training,commands must document FTSW completions in FleetTraining Management and Planning System (FLTMPS), hesaid.

    Capt.John Newcomer,CPPDs commanding ofcer,saiddelivering the new version of FTSW reects CPPDs com-mitment to providing Sailors with the tools they need tomake informed decisions.CPPD teaches Sailors to assessrisk and apply critical thinking skills to make sound per-sonal and professional decisions.FirstTerm SuccessWork-shop is a perfect example of providing Sailors with thebest information available to develop their skills in riskassessment and critical thinking as they relate to servicein the Navy and beyond.

    Cmdr. Dan Hughes was relieved by Cmdr. Nicholas D.Good as Strike Fighter Squadron (VFA) 15s commandingofficer during a ceremony held at the Center for NavalAviation Technical TrainingUnit at Naval Air StationOceana July 18.

    During his command,Hughes led the Valionsthrough a successful pre-deployment work-up cy-cle, which included theNavys air-to-air and air-to-surface strike fighter ad-vanced readiness programs(SFARP). During his tour,the command accumulat-ed more than 3,300 flighthours, while flying 2,700sorties and employed morethan 17,000 20mm rounds in combination with 300 preci-sion and unguided munitions.

    During the ceremony,Hughes spoke proudly of servingwith the men and women ofVFA-15.TheValions have oneobjective: Dominate. There truly is none finer!

    Hailing from Waycross, Ga., Hughes graduated fromthe U.S. Naval Academy in 1995. Hughes served with theGolden Warriors of VFA-87 and as an instructor at VFA-106. Completing the Navys fighter tactics instructor(SFTI) training in 2002, Hughes returned to the fleet andserved with both the Blue Blasters of VFA-34 and theVigilantes of VFA-151. Additionally, Hughes served as astaff officer at the U.S. Joint Forces Command at Norfolk.Hughes served as VFA-15s executive officer from March2011 to May 2012.

    Good is a native of Sherman,Texas and a 1996 graduateof the U.S.Naval Academy. He has served with theRaginBulls of VFA-37 and instructed at the Naval Strike and AirWarfare Center (NSAWC) where he completed the NavysFighter Weapons School (TOPGUN). After orders to theShrikes of VFA-94 and the Blue Diamonds of VFA-146,he reported to the U.S.NavalWar College,earning a Masterof Arts in National Security and Strategic Studies.

    Prior to reporting to VFA-15, Good served with Expedi-tionary Combat Readiness Center at Joint ExpeditionaryLittle Creek-Fort Story. Good assumed the responsibilitiesof executive officer in May 2012.

    VFA-15 is assigned to Carrier Air Wing 8 and CarrierStrike Group 2 and is currently preparing for deployment.In 2014, the squadron will embark aboard USS George H.W. Bush (CVN 77), and support national interests in the5th and 6th Fleet areas of responsibility.

    Continued from page 1Goose ran a great squadron then and I knew he was

    going places,said OHanlon.One of those places eventu-ally was to AIRLANT,where Geis served as the executiveassistant to OHanlon.

    After taking command of NAS Oceana on March 8,2012, less than a month later on April 6, Geis had to dealwith the crash of an F/A-18 from Strike Fighter Squadron(VFA) 106 at NAS Oceana into the Mayfair Mews apart-ments.

    Goose and the Oceana team, in full partnership withthe dedicated rst responders of Virginia Beach, wentto task.The teamwork was remarkable, a product of thesubstantial training between the Navy andVirginia Beachrst responders,he explained.

    The admiral also noted how Geis worked hard to con-tinue to build on the relationship between the Navy andVirginia Beach and also developed a strong bond withChesapeake.He also praised Geis for dealing with numer-ous budget issues with dwindling resources,always keep-ing his eye on the people programs, so vital to Sailorsand their families Bob always had his priorities right.

    As he wished Geis success in his next assignment atCommander, Navy Installations Command, OHanlonconcluded withBob Geis is handing down to Kit Chopean extremely well-run air station, lled with motivatedpeople and ready to support naval air operations wellinto the future.

    Commander, Navy Region Mid-Atlantic Rear Adm. Dix-on Smith then presented Geis with the Legion of Meritfor his many accomplishments as the commanding of-cer of Oceana, Dam Neck Annex and Naval AuxiliaryLanding Field (NALF) Fentress.

    Geis began his nal remarks as Oceanas commandingofcer by explaining he was accepting the award on be-half of the Oceana team.

    He recognized many of those team members in the au-dience, including former Oceana Command Master ChiefBill Smalts,now on USSTheodore Roosevelt (CVN 71), aswell as current Command Master Chief Eric Clark.

    He also singled out Oceanas new ombudsman CarrieLloyd and his executive assistant Sue Guilbault with pre-sentations of owers.You are absolutely the best gate-keeper in the United States Navy,he joked to Guilbault.

    He thanked his father for being his rst and most inu-ential teacher, who taught him about strength, commit-ment and courage.As he recognized his wife Teresa anddaughter Megan in the front row,Geis explained why hisson Bob couldnt attend. Recently commissioned, EnsignBob Geis, is attending Ofcer Development School inNewport, R.I. in preparation for medical school atWalterReed National Military Medical Center in Bethesda,Md.

    His friendship and respect for Chope, whom he re-ferred by his call sign ofGator,was obvious.Thanks formaking this job fun It was amazing to me how well

    weve meshed right from the start. Its pretty obvious toanyone whos seen us during our tour that we not onlyenjoy doing our jobs, but we enjoy being together doingour job. I cant think of anyone I would rather trust work-ing on our team than you my friend. I know the team isgoing to get even better, said Geis.

    Geis expressed his appreciation to the enlisted Sailorsand ofcers and civilians;many of those civilians were inattendance on their furlough day.Weve built a team thatworks for each other and with each other to get the jobdone.Weve worked to make sure everyone knew theywere valued, said Geis.

    Geis praised the civilians for being thecontinuity andcorporate knowledge that prevents us from making thesame mistakes we made in the past, again.

    His concern when he took command was how to takea team as good as Oceanas and keep it moving forward.I chose to keep moving on the things we did well andtry to keep it moving outside of the fenceline.I wanted tocontinue to nurture relationships that we have and takeit to the next level,he explained.

    No one knew just how much the teams relationshipwith the community would be tested during the aircraft

    mishap and in the days and weeks afterwards.The ability of Oceanas team to work together,both on

    base and with city ofcials, reafrmed Geis core valuesof always doing the right thing, even when its not easyand when there are challenges, such as the ones he en-countered in his 18 months as commanding ofcer.

    Even though the team,which will now be led by Chopeand new Executive Ofcer Capt. Louis Schager, will facemany challenges, Im certain there isnt anything thisteam cant accomplish as long as we have the power toset goals and give them the tools they need to do theirjobs, said Geis in conclusion.

    Chope began his brief remarks by noting that theday following the ceremony would mark 70 years sinceOceana was rst established as a Navy base during themiddle of World War II. Weve come a long way sincethen at Oceana, Dam Neck and Fentress, and their com-mitment to our nation and our Navy has never wavered,said Chope.

    Recognizing former commanding ofcers, retired cap-tains Dexter Rumsey, JohnAllen and Mark Hunter, as wellas Cmdr. George Michaels, representing his father Capt.Danny Michaels, who recently died, Chope said Imhumbled to follow in your footsteps and I promise to bean attentive skipper of this legendary base.

    He also plans to honor Oceanas heritage by continu-ing professional customer service, with new initiativesalready in the planning stages.

    Displaying his sense of humor, Chope then poked alittle fun at himself. Taking a knuckle-dragging aviatorwith a North Carolina and South Carolina public schooleducation and molding him into an installation leader isnot a simple task,he said.

    Like other installation commanders, Chope knows hewill be surrounded byan extraordinary group of profes-sionals who go well above and beyond what their jobdescription states to provide the nest customer serviceto the eet.

    As he thanked family, friends and former shipmates,Oceanas new commanding ofcer joked how they werereally there for the free food and beer, and to prove toyourself this actually transpired.

    Chope recognized several of his former A-6 Intrudershipmates in the audience, wondering if there was animpromptu Intruder reunion, taking place later. Chopebegan his career as a naval ight ofcer in the Intruder attheBlack Panthersof Attack Squadron 35, before transi-tioning to the F-14 Tomcat and eventually to the F/A-18Super Hornet, where he commanded the Fighting Red-cocks of Strike Fighter Squadron (VFA) 22 at NAS Lem-oore,Calif.

    He concluded by thanking Geis.I will miss your calmapproach Im looking forward to you doing greatthings at CNIC and watching you rise through the ranks,he said to his former boss.

    To continue preparing for the upcoming ResidentEnergy Conservation Program (RECP) roll-out in theMid-Atlantic Region, beginning in October, the rstmock bill is scheduled to be sent to residents livingin Public/PrivateVenture (PPV) housing this month.

    RECP is an Ofce of the Secretary of Defense en-ergy conservation initiative rst introduced to PPVresidents in Hawaii in January 2011.

    For the next three months, the mock bill will an-notate resident energy consumption used in the pre-vious month and will be identical to the actual billresidents will start to receive in November.

    The mock bill will give residents the opportunityto see their energy consumption habits and give themthe opportunity to help identify any possible mainte-nance issues within the unit,said John Morello,direc-tor of Regional Family Housing.

    RECP establishes like-type groups (LTGs) of hous-ing units and measures the average usage for eachLTG every month.A 10 percent buffer is added aboveand below the average to create a normal usage band.Residents will receive monthly statements on howtheir usage compares to the normal usage, and those us-ing more than the normal usage, will have to pay for theexcess, whereas those using less will receive a rebate orcredit for the difference.

    RECP will encourage our PPV residents to regulatetheir units energy usage. The program is designed tobring PPV utility usage in line with usage in private com-munities, with savings results reinvested to improve PPVcommunity quality of life, said Rear Adm.Dixon R. Smith,commander, Navy Region Mid-Atlantic.The mock billing

    phase of RECP will provide residents a sense of how theyare doing in their PPV units and allow them the opportu-nity to adjust consumption behavior as necessary.This isa great tool to help us all modify our behavior to be moreenergy aware.

    In the rst phase of RECP, PPV housing units were in-stalled with individual meters to measure residential en-ergy usage, and in phase two, information about the pro-gram was provided to residents in the PPV communities.Following the mock billing phase, the nal phase livebilling will begin.

    Mock billing is the third phase in the four-phaseRECP roll-out, intended to give residents an oppor-tunity to observe and curtail energy consumption intheir housing units prior to live billing in November.

    Morello encourages residents to become familiarwith RECP and the billing process prior to receivingtheir rst bill and suggests the following tips to helpwith familiarization:

    Know what appliances you are using and beaware of how often you are using them.

    Become familiar with the mock bill. Register on the Resident Portal. Monitor your energy consumption.The Resident Portal is important because it al-

    lows residents to view and track their consumptionthroughout the month,said Morello.Its another wayfor residents to manage their utility usage and makeadjustments as needed.

    The portal allows not only a current view of usage,but also lets residents view past and projected usageas well.When live billing begins, the portal will alsoshow utility statements and account balances.

    Residents must register on the portal to start moni-toring their usage.A resident ID is needed to register.The resident ID and link to the Resident Portal are

    on each mock bill.The portal, also referred to as the YESPortal, is managed byYardi Energy Solutions and provides24/7 customer support to more than 55,000 residents ofPPV housing nationwide.

    Pierside Gymnasium atJoint Expeditionary BaseLittle Creek (JEBLC) wasturned into a multi-func-tional tness arena. Thisfacility is one of the mostreliable training facilities inthe area because of the mul-tifaceted approach to train-ing that has been adoptedat Pierside gymnasium.

    The services offered atthe gym include tnesstraining, command PT andmulti-functional training.Since the Navy does notrecognize CrossFit, JEBLCMWR has come up with amulti-functional tness are-na and classes that are de-signed to train muscles towork together and preparethem for daily tasks by simu-lating common movementswhich someone might do athome, at work or in sports.

    While using various mus-cles in the upper and low-er body at the same time,multi-functional tness ex-ercises also emphasize corestability.By training musclesto work the way they do ineveryday tasks, participantsare preparing their bodiesto perform well in a variety of common situations.

    MWR tness recognizes the diversity of their patrons in terms of their training needsand schedule, so the classes are designed for universal scalability, making it the perfectapplication for any committed individual, regardless of experience.

    The new tness classes offered at Pierside are on Monday andWednesday at 11:30 a.m.and Friday at 6 a.m. The new tness classes incorporate rowing, sprinting, jumping, ropeclimbing, tire ipping, olympic lifting, weightlifting, kettlebell, barbells, dumbbells, gym-nastic rings,pull-up bars,TRX and medicine balls.

    The Portsmouth Naval Shipyard Museum, the Light-ship Portsmouth, and the Portsmouth Art & CulturalCenter continue to offer free admission to all active dutymilitary personnel and their families from now throughLabor Day, Sept. 2. Leadership support has been provid-ed by MetLife Foundation through Blue Star Families.

    The museums, part of the Blue Star Museums, a part-nership with the National Endowment for theArts,BlueStar Families, and more than 2,000 museums acrossAmerica, ofcially launched this years program on Me-morial Day. In the past few years, Blue Star Museumswelcomed more than 300,000 active duty military per-sonnel and their families during the summer seasons.

    The Portsmouth Art & Cultural Center, (PACC),housed in the historic 1846 Courthouse, is devoted tooffering quality educational, cultural and aesthetic ex-periences through rotating visual art and cultural ex-hibits, lectures, classes and performances.
