16 Dec 09: CG, TRADOC defined success as when Soldiers use a virtual-TOC vice going to an actual TOC to train

Implied mission is to virtualize where possible both individual tasks (NET) and collective/leader tasks (DTT)

Solution: Creation of a Persistent Learning Environment/Capability (PLC):-Web-enabled (usable on DoD networks)-24/7 & supporting mLearning-Low overhead & rapid development/delivery
