The City of Long Beach is seeking a highly qualified and experienced professional Assistant City Traffic
Engineer to work in the Department of Public Works.

The mission of the Department of Public Works is “to maintain and enhance the City’s infrastructure and environment
for the benefit of the public.” The Department’s core services are focused on providing for and maintaining safe and
efficient infrastructure for the community, providing for sustainable environmental protec on including water quality
and waste collec on and diversion, and safely and efficiently designing, construc ng, delivering, protec ng and
maintaining services for public facili es and public rights‐of‐way. The Department has six bureaus: Business Opera ons,
Engineering, Environmental Services, Project Management, Public Service, and Transporta on Mobility. The Department
has 505 posi ons with a Fiscal Year 2020 budget of $242 million, including the Opera ng and Capital Improvement

Long Beach is a full‐service Charter City governed by nine City Council members who are elected by district. The Mayor
is elected at‐large. Elected officials also include the City A orney, City Auditor, and City Prosecutor. The Mayor and City
Council are subject to a three‐term limit, which allows them to serve for a maximum of twelve years. The City Council
appoints a City Manager to oversee the administra on of all City departments, excluding the Office of the City Clerk and
those under the direc on of a separately elected official, Board or Commission. In addi on to its tradi onal services,
Long Beach maintains one of the world’s busiest seaports, which serves as a leading gateway for interna onal trade.
The City also has its own full‐service commercial airport and Energy Resources Department and is one of the only three
ci es in California with its own Health Department. Long Beach is supported by a total Fiscal Year 2020 budget of $2.8
billion, with a General Fund budget of $550 million. More than 5,500 full and part‐ me employees support municipal
opera ons with the majority being represented by twelve employee associa ons.
T H E P O S I T I O N
The Assistant City Traffic Engineer is an at‐will management posi on that
reports to the Manager of the Transporta on and Mobility Bureau (City
Traffic Engineer). The Assistant City Traffic Engineer is responsible for
assis ng the Manager with the overall opera on and performance of the
Transporta on Mobility Bureau. The Bureau is comprised of three
divisions: Mobility Programs, Transporta on Engineering, and
Transporta on Development. The Bureau has 22 budgeted posi ons and
a Fiscal Year 2020 budget of $7.6 million. The Bureau is responsible for
the City’s traffic engineering, transporta on planning, and mul ‐modal mobility programs. The Assistant City Traffic
Engineer will assist the Manager in leading the City’s efforts in the following areas: Vision Zero, traffic design, traffic
studies, traffic control plan review, and individual project management. Vision Zero is a commitment by mul ple
transporta on agencies to eliminate all traffic deaths by 2025.
This individual will coordinate ac vi es with the Port of Long Beach, Caltrans (California Department of
Transporta on), Long Beach Transit, Metro (Los Angeles County Metropolitan Transporta on Authority), Orange
County Transporta on Authority, and other external agencies ensuring that the City’s interests are well‐represented.
In addi on, the Assistant City Traffic Engineer will directly interface with the other Public Works bureaus and City
departments and will manage traffic consultants and vendors.
The Assistant City Traffic Engineer will be a seasoned supervisor or manager with a demonstrated ability to provide
strong leadership in a professional working environment and possess strong organiza onal and interpersonal skills to
serve as a valuable resource throughout the City. The ideal candidate will be customer service oriented with a history
of effec ve partnerships, responsiveness, problem solving, and conflict resolu on. The ideal candidate will have the
ability to fit well within an energe c and dedicated team managing diverse priori es and projects, and embody the
a ributes of principled leadership: trusteeship, values, ethics, commitment, honesty, involvement, and vision. The
ideal candidate will have extensive local government experience direc ng the concurrent implementa on of mul ple
projects, have skills in suppor ng development projects, be familiar with the Municipal Code, and have an excellent
track record for being responsive to internal and external clients. Experience working in a local government agency is
desirable.

Five years of progressively responsible experience working in an environment that administers the opera on of a
traffic engineering or transporta on planning func on. Two years of which must have been at a supervisory or
managerial level. A Bachelor’s Degree in Civil Engineering from an accredited college or university. California registra on as a current Professional Civil Engineer and/or Professional Traffic Engineer. Willingness to work some evenings to represent the Bureau and City at public input mee ngs and external agency
hearings. Possession of a valid Class C Driver License.

The Assistant City Traffic Engineer salary range is $135,000—$148,500. Salary is commensurate with work experience. The City’s compensa on package also encompasses an a rac ve benefits package that includes: Re rement – City offers CalPERS with a benefit of 2.5% @ 55 for Classic members or 2% at 62 for new
members as defined by PEPRA, subject to the limita ons set by PERS. Employee pays the employee por on. The City also par cipates in Social Security.
Vaca on – 12 days (96 hours) a er one year of service; 15 days (120 hours) a er four years, six months of service; 20 days (160 hours) a er 19 years, six months of service.
Execu ve Leave – Forty (40) hours per year.
Sick Leave – One day (8 hours) earned per month; unlimited accumula on; conversion upon re rement to cash credit toward health and/or dental insurance premiums, or to pension credits.
Holidays – Nine designated holidays per year, plus four personal holidays (8 hours per holiday).
Monthly Transporta on Allowance
Health Insurance – Two plans are available: one HMO, and one PPO plan. The City pays major por on of the premium for employee and dependents.
Dental Insurance – Two dental plans are available for employees and dependents.
Life Insurance – City‐paid term life insurance policy equal to three mes annual salary to a maximum of
$500,000.
Disability – City‐paid short‐term and long‐term disability insurance.
Management Physical – Annual City‐paid physical examina on.
Deferred Compensa on – Available through ICMA Re rement Corpora on.
