Job Title: Principal Supply Chain Management Officer – REF: KFCB/HR/1/2021
Terms of Service: Permanent and Pensionable
Grade: KFCB 4
Job Purpose: Provide support in the implementation of Supply Chain Management
services to User Departments by facilitating the procurement processes in accordance with
the Public Procurement & Asset Disposal Act and Regulations. The officer will be assisting
the Manager, Supply Chain Management in providing procurement professional advice and
to coordinate all procurement and asset Disposal activities.
Responsibilities;
a) Coordinating procurement and disposal activities;
b) Monitoring and evaluating performance of systems in supply chain to ensurethey
are working well and giving good output; c) Managing the department’s performance management process in line with the
functions, objectives and deliverables;
d) Monitoring supplier performance and prepare periodic supplier performance
reports;
e) Improving measures to enhance partnership with suppliers to enhance working
relationships
f) Implementing the Public Procurement and Assets Disposal Act, 2015 regulations
and guidelines;
g) Interpreting other laws and statutes that relate to Supply Chain Management
matters;
h) Ensuring compliance with all applicable procurement laws, circulars and
regulations; i) Preparing the consolidated annual procurement and disposal plans;
j) Preparing and continually update list of registered suppliers;
k) Coordinating market surveys and research for goods, works and services;
l) Supervising departmental officers working under him/her;
m) Preparing contract documents in liaison with user departments and consultation
with legal department;
n) Preparing accurate, timely and relevant draft statutory and management reports for
submission to the relevant authority;
o) Managing procurement-related risks; and
p) Deputizing the Manager, Supply Chain Management
q) Implementing the consolidated annual procurement and disposal plans; r) Preparing tender documents for procurement of goods, works and services;

s) Ensuring correct specifications and proper requisition authorization for goods,
works and services to be procured;
t) Drafting/reviewing of advertising notices for goods and services to ensure accurate
goods are requested for and quality is delivered;
u) Coordinate pre-bid briefing/pre-proposal meetings, tender opening and tender
evaluation;
v) Addressing clarifications by bidders, review addendums and amendments to tendr
documents;
w) Drafting advisory/professional opinion on procurement matters to the CEO for approval by the Manager, Supply Chain Management;
x) Ensuring maintenance and archiving of documents and records of the procurement
and disposal activities for the required period;
y) Preparing and maintain the Asset Register;
z) Coordinating Periodic stock taking to ensure stores are up to date and regular
inventories are taken;
aa) Contracting implementation and monitoring as per the contract terms;
bb) Preparing contract variations and modification documents for goods, works and
services;
cc) Secretary to Adhoc Evaluation Committees
dd) Preparing and monitoring payments to suppliers; ee) Coordinating sensitization of staff and other stakeholders on procurement related
issues;
ff) Executing procurement work processes efficiently as assigned;
gg) Ensuring users satisfaction on services rendered by the Supply Chain Management
Department.
Specifications/Requirements for Appointment;
a) Bachelor’s Degree in any of the following disciplines: - Supply Chain Management,
Economics, Commerce, Procurement and Supplies Management, Business
Administration, Logistics or equivalent qualification from a recognised institution;
and
b) Master’s Degree in any of the following disciplines: Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business
Administration, Logistics or equivalent qualification from a recognised institution
c) Diploma in Supplies Management or equivalent from a recognised institution
d) Registration with Kenya Institute of Supplies Management or its equivalent; and
e) Valid Practicing License.
f) Proficiency in Computer Applications
g) A minimum of eight (8) years relevant work experience, three (3) years should be at
a level of Senior Officer
h) Certificate in Management Course lasting not less than four (4) weeks from a
recognised institution

Responsibilities
a) Enforcing broadcasters’ compliance to Cap 222, KICA and other relevant laws aimed

b) Monitoring TV channels, radio stations and online video/film streaming
services/platforms twenty-four hour a week (24/7) for compliance to Cap 222 and

relevant action to be taken;

e) Retrieving and viewing suspect broadcast/media content as and when required for
