Terms of Service: Permanent and Pensionable

Grade: KFCB 4

Job Purpose: Provide support in the implementation of Supply Chain Management

s) Ensuring correct specifications and proper requisition authorization for goods,

works and services to be procured;

t) Drafting/reviewing of advertising notices for goods and services to ensure accurate

goods are requested for and quality is delivered;

u) Coordinate pre-bid briefing/pre-proposal meetings, tender opening and tender

evaluation;

v) Addressing clarifications by bidders, review addendums and amendments to tendr

documents;

w) Drafting advisory/professional opinion on procurement matters to the CEO for approval by the Manager, Supply Chain Management;

x) Ensuring maintenance and archiving of documents and records of the procurement

and disposal activities for the required period;

y) Preparing and maintain the Asset Register;

z) Coordinating Periodic stock taking to ensure stores are up to date and regular

inventories are taken;

aa) Contracting implementation and monitoring as per the contract terms;

bb) Preparing contract variations and modification documents for goods, works and

services;

cc) Secretary to Adhoc Evaluation Committees

dd) Preparing and monitoring payments to suppliers; ee) Coordinating sensitization of staff and other stakeholders on procurement related

issues;

ff) Executing procurement work processes efficiently as assigned;

gg) Ensuring users satisfaction on services rendered by the Supply Chain Management

Department.

Specifications/Requirements for Appointment;

a) Bachelor’s Degree in any of the following disciplines: - Supply Chain Management,

Economics, Commerce, Procurement and Supplies Management, Business

Administration, Logistics or equivalent qualification from a recognised institution;

and

b) Master’s Degree in any of the following disciplines: Supply Chain Management, Economics, Commerce, Procurement and Supplies Management, Business

Administration, Logistics or equivalent qualification from a recognised institution

c) Diploma in Supplies Management or equivalent from a recognised institution

d) Registration with Kenya Institute of Supplies Management or its equivalent; and

e) Valid Practicing License.

f) Proficiency in Computer Applications

g) A minimum of eight (8) years relevant work experience, three (3) years should be at

a level of Senior Officer

h) Certificate in Management Course lasting not less than four (4) weeks from a

recognised institution

Job Purpose: Responsible for assisting in implementing the film and broadcast content

regulation policies, guidelines, projects and strategic objectives aimed at child protection

Responsibilities

a) Enforcing broadcasters’ compliance to Cap 222, KICA and other relevant laws aimed

at child protection from potentially harmful broadcast content and promotion of

national values;

b) Monitoring TV channels, radio stations and online video/film streaming

services/platforms twenty-four hour a week (24/7) for compliance to Cap 222 and

KICA provisions on broadcasters’ responsibilities versus child protection from

potentially harmful broadcast content;

c) Compiling weekly media monitoring reports and submit upwards for legal and other

relevant action to be taken;

d) Drafting correspondence for compliance enforcement actions;

e) Retrieving and viewing suspect broadcast/media content as and when required for

advisory and legal purposes;

f) Maintaining a database of suspect content captured from the broadcast stations as

evidence for use in pursuing the violators;

g) Maintaining the broadcasters’ compliance data; h) Compiling the performance reports;

i) Assisting the Senior in running the section;

j) Being in charge of the Unit and making daily operational decisions for the Unit;

k) Allocating the broadcast stations and online platforms to be monitored by the
