Solutions through partnerships:
Secured $5 million in Defense Economic
Adjustment Assistance Grant (DEAAG) funding.
AACOG took lead in drafting the proposal.
CoSA waived $5.5 million in impact fees.
SAWS provided oversight and construction
management for projects around installations.
JBSA commander and engineers are coordinating
planning efforts for work inside the fence line.

Governor Abbott Applauds Rep. Huberty, Sen. Campbell’s Intention To Author Annexation Legislation
June 22, 2017 | Austin, Texas | Press Release | Legislative
In the upcoming special legislative session, Rep. Dan Huberty and Sen. Donna Campbell will author legislation to reform and restrict the municipal annexation process. This is one of 20 items that Governor Abbott previously announced will be added to the special session agenda. Governor Abbott issued the following statement applauding Rep. Huberty and Sen. Campbell for tackling this issue in the upcoming special session.“Cities abusing their authority with forced annexation practices is nothing more than a form of taxation without representation,” said Governor Abbott. “Cities that annex property without the approval from those affected is piracy by government, and it must end. I am grateful for the leadership of Rep. Huberty and Sen. Campbell to reform this unfair practice, and I look forward to working with them and members of both chambers to ensure this legislation reaches my desk.”

In the upcoming special legislative session, Sen. Bob Hall and Rep. Paul Workman will author legislation to prevent cities from regulating what property owners do with trees on private land. This is one of 20 items that Governor Abbott previously announced will be added to the special session agenda. Governor Abbott thanked Sen. Hall and Rep. Workman for fighting on behalf of property owners in Texas.“Government has a responsibility to protect the rights of its citizens,” said Governor Abbott. “Unfortunately, local governments throughout Texas are infringing on private property rights and prohibiting Texans from being able to do what they want with their own land. That is why I have added this item to my special session call, and I’m grateful to Sen. Hall and Rep. Workman for their efforts to end this regulatory overreach.”“Local tree ordinances blatantly violate individual property rights by saying that you don't actually own or control natural resources on property that you have purchased. This uncompensated taking of private property directly contradicts Article 1, Section 17 of the Texas Constitution and can increase the cost of housing in certain areas.

Dark Skies Update
Agenda Item #2
Dark Skies ordinances need to be adopted to enact buffers
around remaining JBSA military installations (Randolph,
Lackland Annex, Ft. Sam Houston). Currently only CoSA,
Bexar and Comal county have an enforceable MOU within
the 5-mile buffer around Camp Bullis.

Light Attenuation On/Off Base:1) Camp Bullis Outdoor Sign Lighting
All signs within ¾ mile of Camp Bullis shall be positioned and have
“Dark Sky” approved shielding devices and should not be positioned
parallel to installation.
On premise, the signs may only operate during business hours and ½
hour after closing.
2) Outdoor Sign Lighting
Conventional non-digital off-premises signs must use not more than 2
(400 W) luminaires.
3) Street Lighting
Standard street lights shall be Full Cutoff.
Laser source light shall not be used above horizontal plane.
Searchlights strictly prohibited.
Exception for law enforcement, medical activities, etc.

Sec. 35-339.04 (b)(15).
4) Commercial Property
All fixtures shall be “Full Cutoff”.
Intermittent lighting shall be controlled by motion sensor and not exceed 5-
minutes following last activity.
Outdoor lights, except for security and parking lot illumination businesses
must turn off lights after 11:00 PM.
5) Commercial – Parking Lots
Pole height limited to 30 ft.
All fixtures in surface lots and top decks of parking garages shall be Full
Cutoff.
Asphalt reflectivity would be minimized
One hour after closing, businesses must turn off at least 50% of lighting
luminaires, but luminaires may be set to turn back on with a motion
sensor.

The FAA set up a new Aviation Rulemaking Committee that will help the agency
create standards for remotely identifying and tracking unmanned aircraft during
operations. This committee will be tasked with identifying, categorizing and
recommending available and emerging technologies for the remote identification
and tracking of UAS. Identify requirements for meeting the security and public
safety needs of law enforcement, homeland defense, and national security
communities for remote identification and tracking. Evaluate the feasibility and
affordability of the available technical solutions, and determine how well they
address the needs of law enforcement and air traffic control communities.
HB 1643 would add concentrated animal feeding operations to areas over which
certain operations of unmanned aircraft are a criminal offense under Government
Code, sec. 423.0045. Structures used as part of a system to provide wired or wireless
telecommunications services would be added to the provision that prohibits
unmanned aircraft operations over a telecommunications switching office. The bill
would take effect September 1, 2017.
HB 3238 would prevent political subdivisions like cities, counties, or school districts
from passing regulations about the ownership or operation of an unmanned aircraft.
That would make the state and the federal government the sole governmental
entities that would regulate drones. It did not pass in the State legislature.

SW Area Developments
Solano Ridge subdivision located off SW Loop 410 and Ray Ellison starting 2 new phases of residential construction after a rezoning approval. Each new phases will establish approx. 100 to 125 homes.
New CentroMed Clinic campus to be constructed at 5439 Ray Ellison. It will offer Health and Dental services for low income families. Facilities will also include a fitness center.
Southwest ISD preparing for the grand opening of its 2nd high school campus located on Somerset Rd and Watson Rd. This high school will focus more on STEM related classes.
“The Preserve” at Medina River off Watson Rd and Hwy 16 it’s a community master plan proposing over 2000 residential homes. The Master plans calls for several phases of construction. 1st phase breaks ground in 60 days.
Hunters Pond subdivision is completing its full build out with 134 new home construction.

was commissioned in order to integrate JLUS
recommendations which are contained in three separate
JLUS’s, developed for installations that comprise Joint
Base San Antonio (JBSA). The Regional JLUS
synthesizes into 20 strategies those which have a
regional impact.

Metropolitan Planning Organization
(MPO) projects, and various school
district expansion projects.

Development Codes (UDC) and zoning
ordinances of local impacted jurisdictions to
incorporate dark sky lighting controls and
develop an outreach program to educate
regional JLUS partners about sensitive lighting
applications.
Which communities in the AACOG region
have UDC requirements? Do each have
timelines for completion?
The next meeting for the Dark Skies
initiative is July 18, 2017 at the San Antonio
Development Services Department. CoSA
Office of Sustainability is taking the lead
with the discussion and has been working
closely with Developers, JBSA and AACOG.

(GIS) database that can benefit both the

compatibility planning.
The Regional JLUS program is reaching out
to surrounding counties, municipalities, and
other public sector entities to request GIS
information. There is potential to enhance
our military influence map (Reference: MIA
map). The process will include overlaying
data that would include light/sound
attenuation, vertical limitations, urban and
commercial, and AICUZ/APZ information.

Lackland Kelly Field on
Nov. 4 - 5 from 1000 to 1700 hrs.
The two-day event will include support from all JBSA services. Headlining the schedule are the U.S. Air Force Thunderbirds, with the F-35 Heritage demonstration flight team. The air show will also feature civilian flying acts, Heritage aircraft static displays and other active duty aircrafts. Children activities and food will also be available.
