VDOE School Reopening Requirements• Requirements outlined in 136 page “Recover, Redesign,

Restart” plan • Aligns to phases of Governor’s COVID-19 reopening plans • New instruction required for all students• In-person is allowed but must adhere to strict social

distancing requirements• Requirements will make “normal” opening impossible • Virtual instruction, or hybrid, such as staggered or

alternating allowed

VDOE School Reopening Requirements• Assumes Prince William County in Phase III when school is scheduled to begin in August • Daily health screening requirements for students and staff• Students must be kept six feet apart including classrooms and school buses• Reduced building capacity limits • Classes should not be mixed (such as cafeteria, recess, assemblies, hallways)• Face coverings may be required by students and staff• Remote learning exceptions and teleworking should be options for students and staff who

are at a higher risk of severe illness under CDC guidelines including anyone 65 and older, and those persons with underlying health conditions

• Per the State requirements, mitigation strategies may impact school operations and student capacity limits

• Large gathering limits will be determined by Executive Order in effect at that time

VDOE School Reopening Requirements

• Per VDOE athletics and extracurricular activities may continue with some mitigation measures, this includes limiting athletes’ contact with each other, perhaps only allowing for some sports training rather than competitions, more guidance will be forthcoming from the State.

• Before entering Phase III every school in Virginia will be required to submit to the VDOE a plan outlining their strategies for mitigating public health risk of COVID-19.

• Public school divisions will be required to submit a plan for providing new instruction to all students in the 2020-21 academic year, regardless of phase or the operational status of the school at the time. This plan must also include strategies to address learning lost due to spring 2020 school closures and plans for fully remote instruction should public health conditions require it.

Needs of PWCS to Meet Reopening Requirements

• Physical distancing, bus, building capacity requirements, and health considerations of staff and students, will unfortunately make it impossible to have all students and staff in buildings at any one time

• PWCS will need to implement some variation of distance learning, alternating schedules, and telework

• Plans under development and will be provided to School Board in mid-July

Potential Needs of PWCS to Meet VDOE Reopening Requirements

Operational• Cleaning supplies and hand sanitizer• Additional bus drivers and/or overtime• Additional custodians and/or overtime• Facility enhancements (such as plexiglass)

Student and Employee Health and Well-being • Daily health screenings/thermometers• PPE for staff and students, nurses, food services• Additional nurses and clinic personnel to assist in monitoring isolation

rooms and student health• Additional counselors to support mental health of students

Employee/Community Support • Childcare support for variable schedules• Temporary backfill for employees on FMLA• Substitutes with ability to support virtual instruction• Meal support for students on alternating schedules or virtual

Special Education• Additional staff for our most vulnerable students while maintaining social

distancing and supports • Additional Extended School Year (ESY) or opportunities for supplemental

learning opportunities • Accessible technology for students with special needs, additional

communication devices, technology, subscriptions to support virtual learning

Instruction• Additional temporary support to assess students who are registering,

identify English Learner students, support for central registration • One-time development costs associated with building learning modules and

interactive activities and translation of content across content areas Division-wide within learning management system
