The Regular Meeting of the Bethlehem Area Vocational-Technical School Joint Committee was held on the evening of the above date, beginning at 7:00p.m. at the Bethlehem Area Vocational-Technical School, 3300 Chester Avenue, Bethlehem, PA, for general purposes.

Members Present: Directors Faccinetto, Neiman, Sinkler, Longacre, Gogel, Eichfeld, Dowling- seven; Absent: Director Ortiz, Thomasik- two.

Others Present: Mr. Adam Lazarchak, Executive Director ofBAVTS; Mr. Donald F. Spry, II, Solicitor, Mrs. Susan Fahrenkopf, Secretary/ Treasurer; Mrs. Debra Miller, Business Administrator; and interested staff members.

The agenda was approved on the motion of Directors Faccinetto and Dowling and unanimous voice vote.

An Executive Session was held before the regular meeting regarding personnel matters.

4. CLOSE OF FISCAL YEAR 2016-2017

INFORMATION:

The audit of the fiscal year ended June 30, 2017 is complete. The revenues in excess of expenditures for the general fund have been calculated at a net of $422,860.57. We are recommending the excess funds be transferred to the Capital Reserve Fund for future building expansions and renovations.

RECOMMENDATION:

It is recommended that the Joint Committee approve the transfer of excess funds, in the amount of $422,860.57 for the fiscal year ended June 30, 2017 to the Capital Reserve Fund.

5. SCHOOL LUNCH PROGRAM PURCHASING COOPERATIVE

INFORMATION:

School Districts and Vocational-Technical Schools in Northampton County, Lehigh County and surrounding areas have developed a cooperative for the procurement of school lunch program food and supplies. The cooperative serves to efficiently and economically fulfill both the school's procurement needs and the requirements of federally funded program. Le-N or-co utilizes a company, K12 Services, Inc., to manage the bidding process. The expenses associated with Le-N or-Co are shared equally among the participating schools. BAVTS has the opportunity to join Le-N or-Co for the 2017-2018 school year and utilize K12 Services, Inc. starting with the 2018-2019 procurement cycle.

RECOMMENDATION:

It is recommended that the Joint Committee approve BAVTS' participation in Le-N or-Co Purchasing Cooperative and authorize the signing of agreement with Le-N or-Co.

It is further recommended that the Joint Committee approve the K12 Services, Inc. agreement, subject to solicitor review, and authorize administration to execute.

6. CONFERENCE REQUESTS

RECOMMENDATION:

That Me1odie Bloszinsky and Jenifer Stilgenbauer, Health Careers Instructors and HOSA Advisors, be granted permission to attend the PENN HOSA's Future Health Professionals Workshop in Lancaster, PA from October 5-6, 2017. The approximate cost for both to attend is $578.46.

That the following instructors be granted permission to participate in a Program of Study Committee through the Pennsylvania Department of Education (PDE). There is no cost to the school for the participants to attend. All expenses will be paid for or reimbursed directly by PDE.

9. CONTINUING EDUCATION

a.) ENRICHMENT CLASSES

RECOMMENDATION:

The Continuing Education Department is planning to offer short, non-career related enrichment classes. It is requested that the Joint Committee approve these classes, which will be offered throughout the year, provided each class meets the minimum enrollment necessary to be profitable. The salary for instructors of these classes will range from $23 to $25 per hour, depending on the skill set and experience of each instructor.

J.(2.) HOUSE PROJECT REPORT

Mr. Lazarchak informed the Joint Committee members present that Administration has met with representatives from VanCleef Engineering on two occasions; these meetings were also attended by Directors Faccinetto and Longacre. A presentation was originally scheduled for this evening; however, not all of the information needed to make an informed decision is available. Although there are more issues to be considered, it was discovered there is a possibility that the swales can be taken out and replaced by underground water retention systems; however the cost of this has yet to be determined. Additionally, the value of the property has not yet been established.

At the request of Director Longacre, it was reported that water and sewage hookups are being scheduled so students can begin plumbing and HVAC work. Additionally, the framing for the foundation for the garage and addition is expected to begin shortly.

UNFINISHED BUSINESS As previously discussed, Mr. Lazarchak is scheduled to present at the Integrated Learning Conference from November 8-10, and would be unable to attend the November Joint Committee which is scheduled for Wednesday, November 8. Therefore, on a motion by Director Neiman, seconded by Director Faccinetto and unanimous voice vote, it was decided to reschedule the November Joint Committee meeting to Tuesday, November 7, 2017.

NEW & MISCELLANEOUS BUSINESS Mr. Lazarchak informed the Joint Committee member present that the Navigator 5k event to benefit HOSA was held on Saturday, September 30, with Director Neiman being the overall winner among approximately 60 participants.

Mr. Michael Galler, BA VTS Supervisor of Curriculum, reported on the baking and culinary students' participation in the Taste and Tunes event, which is an annual fundraising event sponsored by the Bethlehem Rotary. He also informed the Committee members present that the annual car show held in September raised approximately $5,000 for Skills USA. An invitation was extended to the Joint Committee to attend the following upcoming events:

National Technical Honor Society Induction on Thursday, October 19 at 6:00p.m. BAVTS Open House on Wednesday, October 25, from 6:30p.m. to 8:30p.m.

The meeting adjourned at 7:24p.m. on motion of Directors Dowling and Faccinetto and unanimous voice vote.
