Present: Joint Development Authority: Chair David Sand, Commissioner Blake Huffman, Commissioner Brenda Holden, Commissioner David Grant, Commissioner Rafael Ortega Also present: Patrick Klaers, Jill Hutmacher, (Arden Hills); Heather Worthington, (Ramsey County) Roll call taken. Approval of agenda. Motion by Commissioner Huffman seconded by Commissioner Grant to approve the agenda as presented. Motion carried. Approval of June 1, 2015 minutes. Chair Sand noted one change to the minutes on Page 5. Commissioner Grant requested that his absence be noted as excused. Motion by Commissioner Holden seconded by Commissioner Ortega to approve the minutes as amended. Motion carried. New Business Legal Update – Mike Norton, Attorney for the JDA

• Review of Governance Model • Update City/County Meeting Regarding Master Plan

Mike Norton provided the JDA with an update. He discussed the governance model through a flow chart along with the approval process that would be followed for all future TCAAP developments by the JDA. Discussion ensued regarding the preliminary and final approval process for the TCAAP Redevelopment Code (TRC), along with the level of flexibility within the TRC. Commissioner Huffman believed there was a misunderstanding at the last JDA meeting regarding the issue of flexibility. He questioned if the attorneys were able to discuss this matter. Mr. Norton commented that he spoke with City Attorney Jamnik and Assistant County Attorney Paul Zisla regarding the TRC. All were in agreement that flexibility was granted to the JDA within the TRC. Additional flexibility could be gained by removing or modifying some of the items within the TRC that addressed density. For the time being, the JDA only had authority insofar as was included within the TRC. Commissioner Huffman feared that the preliminarily approved TRC would hinder future opportunities for higher intensity developments. Mr. Norton discussed his interpretation of this item with respect to the TRC. He advised that developments would only be reviewed by the City Council if the density requested was higher than allowed within the TRC. All other requests would be reviewed and approved by the JDA. Commissioner Huffman asked if a five-year incremental Comprehensive Plan had been included within the Comprehensive Plan Amendment (CPA). He believed that the TCAAP buildout should include an infrastructure plan that would address the next 5, 10, 15 and 20 years. Mr. Norton did not believe this to be the case. Development Director Hutmacher clarified that this documentation update would be included within the Alternative Urban Areawide Review (AUAR) as it had to be updated every five years. Chair Sand stated it was his hope to relieve some of the dynamic tension in how the JDA moved forward into the future. He wanted to see the JDA, the City and County move forward with cooperation and collaboration as was called out with the JDA documentation.

Development Director’s Report Development Director Hutmacher reviewed her report and discussed in detail the upcoming approval process for the TRC and CPA. She explained that the City was within the initial 60-day comment/waiting period at this time. Administrative Director’s Report Administrative Director Worthington presented the July activity report. She noted the County would be done remediating the soil on site by August. She explained that work may be done at the County Road H interchange in 2015. Commissioner Updates None Future Meeting Schedule The next meeting will be Monday, September 14, 2015, 5:30 pm at Arden Hills City Hall. Meeting adjourned at 6:13 pm.

On June 29, 2015, the City of Arden Hills submitted the TCAAP Comprehensive Plan Amendment (CPA) to all affected jurisdictions including Ramsey County, MnDOT, the Rice Creek Watershed District, the Mounds View School District, and the cities of Shoreview, Roseville, New Brighton, and Mounds View. The 60-day comment period for affected jurisdictions expired on September 1, 2015. Comments were received from every affected jurisdiction except for the cities of Shoreview and New Brighton. All comments received were forwarded to the Metropolitan Council on September 2, 2015, for its 60-day review period. Attachment

Thank you for the opportunity to review the proposed Comprehensive Plan Amendment changes for the Twin Cities Army Ammunition Plant (TCAAP). Please note that MnDOT's review of this Comprehensive Plan Amendment AUAR does not constitute approval of a regional traffic analysis and is not a specific approval for access or new roadway improvements. As plans are refined, we would like the opportunity to meet with our partners and to review the updated information. Additionally, MnDOT has several construction projects planned in the area. Ramsey County, Arden Hills, and MnDOT should continue to work closely in planning for highway changes. MnDOT’s staff has reviewed the Comprehensive Plan Amendment (CPA) and has the following comments:

Freeways/Access:The maps do not clearly show the connecting road from CR H to CR I on the east side, which MnDOT believes is an important element.

Planning:It has been noted that with this update, the old 2030 Socioeconomic (SE) data forecasts are still being used, which is technically ok. However, new 2040 SE data forecasts have been made available. Although the new 2040 SE data forecast control totals are similar to the old 2030 SE forecasts, they do shift some growth away from the exurbs to the urban core and 1st ring suburbs, which results in slightly less negative traffic impacts on the regional system.

Project Update: July/August 2015

Environmental remediation update Environmental cleanup work is nearing completion. Crews are expected to complete the work by the end of September. When the work is complete, approximately 93% of the materials on the site will have been recycled or reused in new roadways on the site and in other parts of the Twin Cities. All recycled materials have been or will be approved for re-use as clean materials by the Minnesota Pollution Control Agency.

Transportation and infrastructure projects Construction at Highway 96 and I-35W is ongoing. By the end of August, the northern half of the new bridge will be ready for traffic. Construction is scheduled to be complete by November 2015. Additionally, the Rice Creek Commons infrastructure team continues collaboration with the Rice Creek Watershed District, the U.S. Army Corps of Engineers, and the Minnesota Department of Natural Resources on a Rice Creek remeander project at County Road H. The project includes creating 500 feet of new creek channel, the creation of wetlands, and the restoration of the flood plain to improve wildlife habitat. It is scheduled to begin in October 2015. Ramsey County continues to make progress on construction plans for the new I-35W interchange at County Road H. Construction for that project will begin in March 2016.

STEAM trailer For the past two years the Mounds View Public Schools have incorporated the Rice Creek Commons redevelopment project into their STEAM curriculum (science, technology, engineering, arts and math). More than 700 middle school students have toured the site and taken part in master planning exercises led by project experts. This fall, through a grant from Cummins Power Generation and support from other corporate and nonprofit partners, we are launching an onsite learning classroom at Rice Creek Commons. In the fall and spring, teachers at the middle and high schools will have access to the classroom, where students can learn about natural resources, utilize specialty equipment to test the water in Rice Creek, and get a front row seat to redevelopment activity at the site.

Once a job generator, always a job generator The Twin Cities Army Ammunition Plant (TCAAP) was constructed between 1941-1942 to manufacture munitions for American and Allied forces during World War II. TCAAP was built as part of the government-owned, contractor-operated (GOCO) war materials production program established by the War Department during World War II. The Minneapolis-Saint Paul area emerged as a potential GOCO candidate due to its supply of good workers – something employers today still find attractive about the area. Construction of the plant began in August 1941. Each of the three main munitions facilities had five production lines, and the entire plant had a total of 35 lines. The plant produced .30, .50 and .45 caliber ammunition. Production of small arms ammunition began on March 9, 1942, and the plant remained in production for 42 months. Between 1942 and 1945, TCAAP produced all five main small arms types: ball, armor piercing, tracer, incendiary, and blanks. At its peak, TCAAP employed about 26,000 people, more than half of whom were women. These employees earned a good paycheck, supported their families, and contributed to the local economy. After World War II, TCAAP was placed in reserve status. It was brought back into service during the Korean and Vietnam wars. The factory became inactive in 1976. When Ramsey County purchased the site in 2013, one of their goals was to return the property to the economic engine it once was, ensuring a new generation of Minnesotans will report to work each day on the site, building a new future for themselves and their families. With clean up almost complete and redevelopment around the corner, we are one step closer to realizing this goal.
