1. Steadfast Pyramid and Steadfast Pinnacle 2019 (STPYPI 19) serve as building blocks to help prepare officers who have been selected to assume senior command or staff appointments within the NATO Command Structure (NCS) and the NATO Force Structure (NFS). STPYPl19 will train senior leaders to successfully exercise command and control during the planning, preparation and execution of current and future operations. Both exercises will be conducted in September 2019 in Riga, Latvia (Ref. A). The Officer Conducting the Exercise (OCE) responsibility is assigned to the Joint Force Training Centre (JFTC). 4. The aim of STPYPl19 FCC is to confirm requirements, develop commitments and capture pertinent information required to advance in the exercise preparation process, and in particular to:

a. review the Action Items and output from MPC.

b. review the status of facilty.

c. review CIS.

d. review the room layout plan.

e. identify the new Action Items for preparation phase (rehearsal).

f. establish a roadmap to the execution.

g. outline and, if possible, confirm support to training.

h. update the Training Audience overview.

i. update SME support requirements and sources overview.

j . present plan on Real Life Support and Protocol.

k. confirm analysis and post-exercise documentation requirements.

5. Coordinating Instructions. The following are key tasks and organisations assigned to deliver them.

a. The Officer Scheduling the Exercise (OSEI SHAPE) is requested to:

(1) provide planning direction, guidance and theatre perspective for the conference.

(2) collaborate with JFTC on the preparation of necessary documents prior to the conferences.

(3) provide an update on availability of budget and external support.

(4) provide an update on number of participants and composition of syndicates.

b. JFTC will:

(1) chair the conference.

(2) provide administrative support as needed (in line with Enclosure 1).

(3) provide necessary documentation to all attendees prior to the conference (e.g. draft agenda, see Enclosure 2).

(4) ensure appropriate representation at the conference (in line with Enclosure 3).

(5) brief on any personnel, fiscal , logistic, or other support necessary to execute the exercises.

c. LJHQ will :

(1) host the conference.

(2) provide logitics support as needed (in line with Enclosure 1 ).

6. Administrative Instructions and Draft Schedule. Noting the above, the personnel wishing to attend the STPYPl19 FCC are advised to read the JFTC Administrative Instruction at Enclosure 1 together with the Tentative Agenda at Enclosure 2.

JFTC ADMINISTRATIVE INSTRUCTIONS

Enclosure 1 to JFTC-TD-19-0657

1. Registration. Please create a User Account and complete the electronic registration form with all required data at https://events.jftc.nato.int. The registration should be completed NL T Wednesday 19 June 2019. If not all requested information is available at the time of registration , it can be updated later.

2. Accommodation. Attendees will book hotel rooms through JFTC Protocol and Conference Support POC 1. Rooms are assigned on the first come, first served basis. Once successfully registered , attendees will receive an e-mail with admin instructions and a reservation number. Confirmation of the reservation and payment are an individual responsibility and must be done in EUR or via credit card . If the individual fails to confirm the room by 21 June 2019, the booking will be cancelled. The following hotel is recommended :

3. Transportation. Transportation to the FCC will be provided from the Elizabete Hotel to the LJHQ according to the attached agenda. If you choose not to stay at the Elizabete, you will be responsible for your own transportation to and from the LJHQ/Elizabete. The bus will depart at 0800 and return at 1600. Transportation to/from the airport is an own responsibility, there are numerous taxi/green shuttle buses and rental cars available.

5. Meals, In-Processing and Costs. The in-processing will be conducted upon arrival at the LJHQ. There will be no mandatory administration fee. The cost of optional lunch and coffee/ beverages is an individual expense and is paid in cash (EUR).

6 . Security Clearance. The event will be conducted in a Class 1/11 Security Area. Unescorted visitors must have NATO Secret Security Clearance as a minimum. Attendees must hand carry their travel order, NATO or Military ID card and a Security Clearance to Riga. Attendees from NATO bodies, who have a NATO Security Clearance, shall attach it during the registration process, either a copy of their actual Security Clearance Certificate, or a Certificate of Security Clearance signed by their Security Officer.

7. Information Security. Hand carried baggage will be subject to search. Mobile phones, USB sticks, laptops, photographic or video equipment will not be allowed into the FCC area and must be stored in lockers in the lobby/at the entrance or in the hotel.

8. Transfer of Briefings/ Documentation. Participants are requested to send presentations and/ or documents they will use during the conference prior to conference to JFTC CR via unclassified network or NATO SECRET Network: [email protected]. Please enter STPYPl19 FCC in the subject line. Another alternative is to upload the documents to the STPYPI TRANSNET site.

9. Status of Forces Agreement. Under Article 3 of the NATO Status of Forces Agreement (SOFA), military personnel are not required to obtain a visa to enter Latvia while travelling on official business provided that they possess a travel order and their national identification cards. Although not required under NATO SOFA, it is recommended that military personnel also bring their passports.

10. Dress Code. The dress code during the conference will be national daily duty uniform or civilian equivalent.
