• A number of Suburban stations will benefit from quicker journey times to areas across Central London, such as

Chessington South and Kingston.

• There is a group of stations beyond the proposed Crossrail 2 route that will see marginal journey time difference

in comparing their existing and via Crossrail 2 routes – including the SWML section between Esher and

Woking, and the Portsmouth Direct Line route to Guildford.

• Beyond this marginal area, passengers will generally have a quicker journey via SWML This is because

Crossrail 2 is likely to be a stopping service, with slower speeds than fast line trains (even though interchange

times are reduced).

Summary: Service Operations and Infrastructure Baseline

Rail Baseline - Summary

• The Wessex Route is subject to a number of capacity constraints which need to be mitigated in

order to deliver additional SWML capacity, and ultimately to enable Crossrail 2.

• A number of interventions are planned/proposed:

- CP5 (2014-2019) will deliver improvements to lengthen services through platform and

turnback lengthening. This will allow an increase in services into Waterloo from 57tph to

62tph.

- CP6 (2019-2024) is assumed to deliver the priority interventions identified in the Wessex

Route Study, which includes grade separations and further platform improvements. Subject

to testing, service frequency into Waterloo could increase from 62tph to 64tph. This will

deliver an increase of 7tph in comparison to existing.

• However, there are additional capacity constraints that need to be addressed within the timeframes

(i.e. prior to Crossrail 2 opening in 2030), and that will affect the opportunities offered by

Crossrail 2:

- ETCS will improve signal controls and improve efficiency, reducing headways. Without

ETCS the Main Line cannot deliver capacity above that proposed with CP6.

- The Waterloo Station throat which constrains fast line services into Waterloo.

- With both of the above interventions, Crossrail 2 is able to deliver up to 64tph into

Waterloo, in addition to 30tph through the Crossrail 2 tunnel into Central London.

• The existing network provides a direct connection into Waterloo, with fast journeys for passengers

travelling on long distance trains from well served stations such as Woking and Guildford.

• However, passengers travelling to destinations in other parts of Central London are required to

interchange, notably at Clapham Junction or Waterloo.

• Crossrail 2 will provide a direct connection to many parts of Central London, but is likely to be a

stopping service.

- Passengers travelling from existing suburban stations will benefit from time saved due to a

direct connection avoiding the need to interchange.

- Passengers travelling from well served longer distance stations (Woking, Haslemere) will

benefit from released Main Line capacity, potentially offering a more frequent service into

Waterloo.

- Passengers travelling from less well served longer distance stations (West Byfleet,

Aldershot) who are served by slower trains on the Main Line, will benefit from the reduced

number of interchanges with Crossrail 2, which has a comparable train speed.

• Other Surrey locations will benefit from interchange opportunities between Crossrail 2 and

SWML services.

• Longer distance services will benefit from released capacity on the SWML.

• Population and employment growth is forecast across the South West, with urban areas along the

Portsmouth Direct Line (Portsmouth), SWML (Winchester, Southampton) and West of England

line (South Somerset/East Devon) all growing significantly.

marginal journey time benefit based on current Crossrail 2 plans could gain benefits if given a

direct Crossrail 2 service – notably on the Main Line route towards Woking, and on the Guildford

New Line.

Baseline Review - Summary

• The SWML section between Surbiton and Woking has

a number of high usage stations (Walton-on-Thames is

2.8m, Weybridge 2.5m, West Byfleet 1.3m, Esher 1.2m).

Population and employment growth is forecast to be very

high (12-14%) for the Byfleet/Weybridge area, and 7-9%

between Walton-on-Thames and Esher.

• Guildford New Line would experience journey time

savings, but only serves a number of medium usage

stations (aside from Guildford, the range is 0.7m at

Claygate to 0.2m at Clandon). Historical growth on the

line has been relatively typical of Surrey at 3.8%.

Relatively low net growth is forecast to 2031.

• Options relating to Crossrail 2 configuration and use of

SWML released capacity will be explored and assessed in

more detail in the next stage (options development).
