Journey Time Analysis - Waterloo
Rail Baseline - Passenger Demand Review
All journeys into Waterloo
remain quicker using existing
routes on the South West Main
Line, which continues to offer
a direct connection into
Waterloo station.
52
Journey Time Analysis - Tottenham Court Road
Rail Baseline - Passenger Demand Review
Passengers in Suburban areas
served directly by Crossrail 2 (such
as Shepperton, Epsom) will have a
quicker journey via Crossrail 2.
Marginal areas beyond the extent
of Crossrail 2, notably between
Esher-Woking, and on the
Portsmouth Direct Line to
Effingham Junction.
53
Journey Time Analysis - Victoria
Rail Baseline - Passenger Demand Review
Crossrail 2 will deliver journey
time savings to Victoria to stations
throughout Surrey, with the
exception of stations well served
by frequent fast trains (Woking).
This is due to two interchanges
required from SWML to Victoria,
given that all services do not stop
at Vauxhall and/or Clapham
Junction during the peak hour.
54
Journey Time Analysis - Euston
Rail Baseline - Passenger Demand Review
Passenger travelling to Euston
from Suburban areas will benefit
from direct trains and reduced
journey times.
As with the Tottenham Court Road
analysis, there is an area whereby
journeys via Crossrail 2 will be
comparable with SWML – notably
on the SWML to Woking, and on
the Guildford New Line to
Effingham Junction.

Journey Times
Rail Baseline - Passenger Demand Review
• A number of Suburban stations will benefit from quicker journey times to areas across Central London, such as
Chessington South and Kingston.
• There is a group of stations beyond the proposed Crossrail 2 route that will see marginal journey time difference
in comparing their existing and via Crossrail 2 routes – including the SWML section between Esher and
Woking, and the Portsmouth Direct Line route to Guildford.
• Beyond this marginal area, passengers will generally have a quicker journey via SWML This is because
Crossrail 2 is likely to be a stopping service, with slower speeds than fast line trains (even though interchange
times are reduced).
56
Journey Times - SWML
Rail Baseline - Passenger Demand Review
• Compares journey times along the SWML route for stations that
are not planned to be served directly by Crossrail 2
• Tables show existing journey times without Crossrail (Slow
services, Fast services), and with a direct Crossrail 2 service.
• Journeys to Victoria generally will benefit from Crossrail 2, with
Esher, Walton-on-Thames and Byfleet and New Haw also
generally faster to Tottenham Court Road and Euston.
57
Journey Times – Guildford New Line
Rail Baseline - Passenger Demand Review
• Compares journey times along the Guildford New Line with a
direct Crossrail 2 service, without Crossrail (Slow services) and
without Crossrail (Fast services).
• Hinchley Wood passengers will benefit, particularly to Victoria.
Moving further down the line the journey time benefits reduce,
and at Guildford the journey is no longer quicker via Crossrail 2.
58
Station Usage - Hierarchy
Rail Baseline - Passenger Demand Review
• The following slides present an analysis of current station usage volumes, and
historical trends.
• This provides an indication as to which stations are heavily used, and where future
growth can be accommodated or used as a catalyst to developing a station hub.
• The data has been extracted from the ORR data portal and is categorised as follows:
- London: stations within Central London and Greater London
- Surrey: stations within Surrey, disaggregated by line
- South West: stations beyond Surrey, disaggregated at county level
• Appendix A2 lists all stations used within the analysis.
59
Station Entry/Exits – Existing – Surrey Only
Rail Baseline - Passenger Demand Review
Source: ORR
• The chart shows all Surrey stations on the SWML.
• The main suburban SWML stations (Epsom,
Worcester Park, Hampton Court, etc) and outer
stations (Woking, Weybridge) are the most used.
• However, a number of branch line stations are
subject to relatively high demands, notably:
- Portsmouth Direct (Haslemere, Godalming)
- Windsor Lines (Staines, Egham)
- Alton Lines (Farnham, Aldershot)
60
Station Entry/Exits – Existing – Wessex Route
Rail Baseline - Passenger Demand Review
• The chart shows on the top 30 stations in terms of
total entry/exit volumes (above 2.2million annual
trips), and includes all SWML (aside from Waterloo
Station which experiences 98million trips)
• The busiest stations are dominated by London
stations (Clapham Junction, Wimbledon, Putney),
and regional centres (Reading, Southampton
Central)
• The busiest stations in Surrey are Guildford and
Woking, which reflects their status as population
and employment hubs.

61
Station Interchanges – Existing – SWML Route
Rail Baseline - Passenger Demand Review
• The chart shows the top 20 stations on the SWML
measured by interchange volumes.
• Aside from the major interchange stations within
Greater London, the chart does show the extent of
interchanging occurring at regional centres within
Surrey:
- Woking (3.0million): between Portsmouth
Direct line and SWML services
- Guildford (2.1million): between Portsmouth
Direct line, Guildford New line and North
Downs Line services
- Weybridge (1.3million) between Windsor
lines and SWML services
- Staines (0.7million): between Windsor
branch line services
- Epsom (0.4million): between Southern and
South West mainline services

Station Usage – Historical Growth – Surrey Stations
Rail Baseline - Passenger Demand Review
Source: ORR
• The chart shows the 2013-2014 growth
rate for all SMWL stations in Surrey with
a moderate usage (assumed to be annually
above 0.5 million passengers).
• It is evident that that highest rate of growth
has been experienced on the Main
Suburban stations (Hampton Court,
Thames Ditton, Worcester Park), which
are located closest to London.
• The Windsor lines (Chertsey, Ashford)
also have experienced relatively growth,
as has London Road station in Guildford
(5.3% compared to Guildford itself at
3.8%).
63
Station Usage – Historical Growth
Rail Baseline - Passenger Demand Review
• The chart shows stations growth between 2004-2014 by line in Surrey, and by geographical groupings elsewhere
• On average, station usage in Surrey grew by 3.7% across the period, which is lower than the England average
(6.0%)
• The rate of growth within Surrey is quite varied, and is higher on the routes closest to London (suburban lines
grew at 5.3%, Windsor lines at 4.8%). The regional branch lines grew at a slower rate (3.1% on the Alton line,
Portsmouth Direct at 3.5%)

Wessex Route.
65
Summary: Service Operations and Infrastructure Baseline
Rail Baseline - Summary
• The Wessex Route is subject to a number of capacity constraints which need to be mitigated in
order to deliver additional SWML capacity, and ultimately to enable Crossrail 2.
• A number of interventions are planned/proposed:
- CP5 (2014-2019) will deliver improvements to lengthen services through platform and
turnback lengthening. This will allow an increase in services into Waterloo from 57tph to
62tph.
- CP6 (2019-2024) is assumed to deliver the priority interventions identified in the Wessex
Route Study, which includes grade separations and further platform improvements. Subject
to testing, service frequency into Waterloo could increase from 62tph to 64tph. This will
deliver an increase of 7tph in comparison to existing.
• However, there are additional capacity constraints that need to be addressed within the timeframes
(i.e. prior to Crossrail 2 opening in 2030), and that will affect the opportunities offered by
Crossrail 2:
- ETCS will improve signal controls and improve efficiency, reducing headways. Without
ETCS the Main Line cannot deliver capacity above that proposed with CP6.
- The Waterloo Station throat which constrains fast line services into Waterloo.
- With both of the above interventions, Crossrail 2 is able to deliver up to 64tph into
Waterloo, in addition to 30tph through the Crossrail 2 tunnel into Central London.
66
• The existing network provides a direct connection into Waterloo, with fast journeys for passengers
travelling on long distance trains from well served stations such as Woking and Guildford.
• However, passengers travelling to destinations in other parts of Central London are required to
interchange, notably at Clapham Junction or Waterloo.
• Crossrail 2 will provide a direct connection to many parts of Central London, but is likely to be a
stopping service.
- Passengers travelling from existing suburban stations will benefit from time saved due to a
direct connection avoiding the need to interchange.
- Passengers travelling from well served longer distance stations (Woking, Haslemere) will
benefit from released Main Line capacity, potentially offering a more frequent service into
Waterloo.
- Passengers travelling from less well served longer distance stations (West Byfleet,
Aldershot) who are served by slower trains on the Main Line, will benefit from the reduced
number of interchanges with Crossrail 2, which has a comparable train speed.
Summary: Passenger Demand Baseline
Rail Baseline - Summary
68
• A number of capacity enhancements are needed to realise the full benefit of Crossrail 2. A
number of interventions are proposed in CP5 and CP6, but further constraints will need to be
overcome.
- Without ETCS (signalling improvements) the capacity will be limited to 28tph into
Waterloo on the SWML.
- Without Waterloo throat improvements 34tph.
- With all interventions and Crossrail 2, 36tph could be achieved.
• Crossrail 2 will significantly increase rail capacity for services from Surrey into Central
London, offering the potential to reach 94tph during the peak period (currently 57tph).
• Direct connections into a number of Central London locations will be provided for Surrey
stations along the Crossrail 2 route.
• Other Surrey locations will benefit from interchange opportunities between Crossrail 2 and
SWML services.
• Longer distance services will benefit from released capacity on the SWML.
• Population and employment growth is forecast across the South West, with urban areas along the
Portsmouth Direct Line (Portsmouth), SWML (Winchester, Southampton) and West of England
line (South Somerset/East Devon) all growing significantly.
Key Conclusions of the Baseline Review
Baseline Review - Summary
69
• There are a number of opportunities for Surrey from Crossrail 2 – stations highlighted as
marginal journey time benefit based on current Crossrail 2 plans could gain benefits if given a
direct Crossrail 2 service – notably on the Main Line route towards Woking, and on the Guildford
New Line.
Key Conclusions of the Baseline Review
Baseline Review - Summary
• The SWML section between Surbiton and Woking has
a number of high usage stations (Walton-on-Thames is
2.8m, Weybridge 2.5m, West Byfleet 1.3m, Esher 1.2m).
Population and employment growth is forecast to be very
high (12-14%) for the Byfleet/Weybridge area, and 7-9%
between Walton-on-Thames and Esher.
• Guildford New Line would experience journey time
savings, but only serves a number of medium usage
stations (aside from Guildford, the range is 0.7m at
Claygate to 0.2m at Clandon). Historical growth on the
line has been relatively typical of Surrey at 3.8%.
Relatively low net growth is forecast to 2031.
• Options relating to Crossrail 2 configuration and use of
SWML released capacity will be explored and assessed in
more detail in the next stage (options development).
