major incident are substantial – need rapid IT support
Differences in the Canadian OSC's jurisdiction and incident management systems pose obstacles to forging effective joint ICP and require large facility.
Consider option of separate ICPs with joint JIC, strong liaison and joint mtgs.
Joint Environmental Section worked well

Lessons Learned (JES)Lessons Learned (JES)
Provide JES individual to support Planning Section and OSC and maintain JES connectivity
Lead and deputy assignments of JES will aid in direction and communications of JES
