3. GOOD WORK DONE:
Scrap Generation – Best Ever as on date in the year
• Ferrous scrap offered for scrap was 1459.9 MT in July’14 against the target
of 958 MT (Vide L.No.MRW/216/I dated 29.04.14). This is the BEST EVER for the current financial year and 52.4% higher than target. Instructions of General Manager on this matter are being seriously followed.
Grievance Camp
• Grievance Camps were organized on 03.07.14 for the staff of Crane Shop
and on 17.07.14 for the staff of TTS, TMS, MS & MCTR where a total of 27 grievances were received. A large Nos. of these was resolved on the spot.
Quality Co-ordination Meeting on Diesel Loco POH
• Jamalpur workshop is organizing quarterly meeting regarding quality issues
pertaining to off-POH Diesel Locos. On this line, on 25.07.14 this meeting was organized where representatives from all the Sheds of Eastern Railway and East Central Railway participated.

Record Nos. of TM Armature re-shafted
• In July, 20 Nos. of Traction Motor Armatures were re-shafted greatly increasing Diesel Loco availability. This activity was hitherto being done by DMW/Patiala and has been restarted in JMP quite recently.

Inauguration of High Capacity Road Mobile Cranes
• 1st High Capacity Road Mobile Crane (16 Ton) along with other 12 Ton Crane has been introduced for easy and quick disposal of condemned wagons by their synchronised use. Earlier this was being done by 140 Ton crane which was not always available. Thus scrap offering has been maximized by keeping off railing the wagons before offering for sales.
Flagging off of Tower Car fitted with Upgraded Elec tricals
• Tower car No.847/M-III/DNR fitted with upgraded electrical has been flagged off on 11.07.14. This fitment has incorporated operational ease as well as safety. Upgraded electrical fitted are as under: i) Electro pneumatic throttle system fitted in place of mechanical lever
type. ii) Additional safety solenoid valve fitted in throttle circuit to avoid
throttling through both cabins at the same time. iii) Toggle switches provided in both the cabins for interlocking electrical
circuit. iv) Ammeter circuit modified (Connection done in series instead of
parallel) for both the control stands.

Opening of two additional ATMs
• Two more ATMs (One of Allahabad Bank and another is of Union Bank of India) will be operational soon in the workshop for the benefit of employees. Formal acceptance letter has been handed over on 11.07.14 to the Banks’ Regional Head.
4. ASSISTANCE REQUIRED: 4.1 Severe material crisis of C&W Safety Items
Recent instructions that have been issued by HQ Stores Officers impacted the procurement of safety items resulting into serious repercussions on train safety. The issue of procurement of C&W safety items has already been taken up with appropriate level needs to be redressed. The same concern over procurement has also been expressed by CWM/LLH also vide his DO No.LRC.79/Pt.XVIII dated 31.07.14.
4.1.1 C&W items are required to be made available as per AAC:
Matching of AAC with budgetary grant is an ongoing process and is continuing and shall be completed soon, as targets have been received from Railway Board recently. Till such time procurement as per AAC is requested.
It is requested, COS and FA&CAO be suitably apprised, to take corrective actions immediately and leave out safety items and must change items completely from the purview of any cut whatsoever.

The outlay proposed from this end for 2014-15 was ₹ 1,07,00 (in thou) vide FME of RSP, but only ₹ 1000/- has been reflected against PBI No. 556 of 2014-15 in RSP (interim budget). Radiographic test of joints through outsourcing as done here for ICF Bogie and bending of plates for transom through outsourcing are being held up for want of fund.

4.3 ASSISTANCE - CUG SIM: 147 SIM cards out of the allotment of 471 Nos. needs to be issued urgently. This
has been already appraised through my letter No.F/CC/CUG/41 dated
18.11.13 to CSTE.
4.4 ASSISTANCE - STAFF:
RRB indents
Posting against RRB indents needs to be cleared urgently. Filling of DR quota
vacancies of technical supervisors (JE & SSE) - Mech (Workshop) as given
underneath will be of great help.

i) Diesel POH:
• The outturn of Diesel POH has been 06 against target of 6.33 for the month. However cumulative outturn upto the month is 27 against proportionate target of 25.33.
• The average cycle time for July’14 is 33.2 Calendar days and 25.0 Working days for all type of repairs.

• Outturn is Nil against the monthly target of 25. Execution of work will be on works contracts basis. Tender case that was floated in this regard has been discharged.
vi) Retrofitment of Twin Pipe into BOXN HL/BVZI:
• Outturn is Nil against the monthly target of 16.17. Execution is being done by M/s. Engineers Concern/Kolkata through Works Contract. Part material (100 wagon sets) has been received and work is under progress.
vii) Manufacture of Jamalpur Jack:
• 13 Nos. of Jamalpur Jacks have been manufactured against the target of 12.5.
viii) Manufacture of 140 Ton Crane:
• Outturn is Nil against Annual Target of 2. Estimate (04 Nos.) sent to HQ on 24.06.14.
ix) Manufacture of 20 Ton Crane:
• One crane has to be manufactured during 2014-15 for which the required materials are under process of procurement.
x) Manufacture of BLC wagons:
• No BLC wagons could be manufactured against the target of 30 as 10mm size Steel Plates were received in the last week of July’14 and Plates of other sizes were received in June’14. However manufacturing of BLC components have been started.
xi) Manufacture of BOXN HL wagons:
• 30 Nos. of BOXN HL wagons have been manufactured against the target of 25.

xii) Manufacture of ICF Bogie Frame:
• No ICF Bogie Frames could be manufactured against the target of 15. Yearly target is 180 whereas order exists for 113 (100 Nos. against PBI No.718/2014-15 and 13 Nos. out of the order of 100 as per PBI No.738/2014-15). Estimate is under HQ sanction.

xiii) Manufacture of HCC Bogies:
• Manufacturing of 2 Nos. of HCC Bogies is nearing completion against the target of 6.67. However 10th Bogie Bolster work is in progress. Further component fitting work in 9th Bogie Bolster and 6th Bogie Side Frame is going on. For 2 Nos. of Prototype Bogies Check Sheets have been prepared (As instructed by RDSO) as well as stage and final inspection have been carried out locally. Inspection by RDSO is expected to be completed in August’14. Thereafter work will suffer for want of fund.
xiv) POH/SR/MLR of 140 T Cranes:
• SR of 140 T Crane No.144007/RPH/ER has been completed during the month and the crane has despatched.
• 140 T Crane No.142036 received on 09.07.14 for SR (Wire Ropes and some Structural Items damaged at SPJ/ECR). Repairing work of the crane is to be completed by 11th August’14.
• 140 T Crane No.142040/LDH/NR is under Special MLR. Structural Audit completed. Other Repair works nearing completion. It is waiting for JIB (procurement is under process through HQ), JIB Stopper and Overhauled Engine from M/s. CIL.
• 140 T Crane No.144009/JU/NWR received on 27.02.14. POH work is nearing completion. Engine of the crane is under POH by M/s. CIL.
• 140 T Crane No.142269/NJP/NFR received on 05.06.14 for MLR. Repairing work of components is going on.
xv) POH/Retrofitment/SR of 20 T / 10 T Cranes:
• POH/Retrofitment/SR outturn of 20 T Crane was Nil during the month.
• 20 T Crane No.10280/C&W/CH/SDAH has been received on 30.05.14 and taken for POH with Retrofitment on 03.07.14. Crane is now under repair (Certificate of Lifting Tackle and Wire Ropes is yet to be submitted by consignee).
xvi) POH of Tower Car:
• No Tower car was POHed during the month.
xvii) Divisional Compliances:

10. TRAINING AND DEVELOPMENT:
To improve efficiency and to upkeep the hands training arrangement is being made regularly through BTC, PTS and Simulator . Details are in Annexure - 22.
11. ENERGY MANAGEMENT:
Following action has been taken in the workshop as well as colonies for energy conservation:-
Justified power regulation has been introduced to earn more benefit through energy conservation. Regular raids are being conducted to debar energy theft. In addition undernoted planning is in force to conserve energy.

15. ISO 9001 OF 2008:
• Jamalpur workshop obtained its ISO certification (9001-2000) on 28th May 2003 which got subsequently upgraded to ISO 9001-2008 during 2010-11. Thus, now this workshop has become at par with any other heavy engineering industry.
• Functioning of ETP plant – The discharge of the workshop is being treated through this plant and thus only safe discharge is being allowed to flow out confirming to the standard as laid down by Govt. of Bihar. The plant is functional since 01.09.2006, capacity - 1.5 MLD.
