The Bangkok protest was organised by Free Youth Group

The demonstration in Bangkok grew from around 500 protesters at the beginning

to more than 2,000. The hashtags #เยาวชนปลดแอก (#FreeYouth) and

#respectdemocracyTH are also trending on Twitter, as they are being used to

share information about the protest.

Panupong Jadnok, one of the activists from the Eastern Youth Leadership group

who protested in front of the the DVaree Diva Central Rayong Hotel during Prime

Minister Gen Prayut Chan-o-cha’s visit on 15th

July also joined the protest.

The rally that was supposed to continue until 08.00 hrs on July 19 was called off

at about midnight on July 18 due to safety reasons. Chuthatip Sirikhan, president

of the Union of Students of Thailand (UST) and one of the protest leaders, told

the crowd that some “men in black”, with crew-cut hair, had tried to use black

cloths to cover surveillance cameras around the Democracy Monument.

Pol Col Itthiphol Pongthorn, superintendent of Samranrat Police Station, denied

protest leaders’ claim about “men in black” at the protest site. He also denied that

the protesters were intimidated and said the event was being held without police

permission.

Present at the protest was an Member of Parliament (MP) of Kao Klai [Move

Forward] Party - Rangsiman Rome.

Protest organisers said they would return to the streets in 2 weeks if their demands

were not met.

Two other protests were also staged over the weekend. Students, activists and

members of the general public also held a rally in Chiang Mai as well as a protest

in Ubon Ratchathani organised by a group of university and high school students.

One of the big issues during this flash mob was some people writing placards which

could have anti-monarchy meaning, in a way breaking the les majeste laws and liable for

imprisonment.

People from various previous protest both on the Red and Yellow side have come

out to warn that such a move could curtail the movement even before it picks up.

The issue of monarchy is untouchable in Thailand and there are laws in place that

could land a person in jail for up to 15-years if they breach those laws.

As the #เยาวชนปลดแอก (#FreeYouth) and #respectdemocracyTH trended with millions of

tweets and retweets even people who have social status got on the bandwagon with

former Miss Thailand Universe – Maria Poonlertlarp, came out to post on her Instagram.

Talks are already floating around that given the anti-government protest that has flared up

over the weekend, it is likely that the government may look to extend Thailand’s state of

emergency that is set to end at the end of this month on July 31.

The Centre for Covid-19 Situation Administration (CCSA) is expected to meet

during the week to consider easing of lockdown restrictions in the sixth phase by

allowing the entry of foreign migrant workers from Thailand’s neighbouring

countries to ease the labour shortage and enable economic rehabilitation, said

CCSA spokesman Thaweesilp Wissanuyothin.

The CCSA chaired by Prime Minister and Defence Minister Prayut Chan-o-cha

will also consider relaxation of entry restrictions on certain foreign tourist

arrivals, visitors to trade exhibitions and film crews at the CCSA meeting.

A subcommittee of the CCSA headed by the Secretary-General of the National

Security Council will meet either today or tomorrow (July 21) to consider whether

the state of emergency will be extended again.

On the new development on a much-anticipated cabinet reshuffle, some Thai media

outlet reported that an imminent cabinet reshuffle will be a small one.

“Siam Rath” newspaper said the upcoming reshuffle will be less than 50% of the

entire Cabinet as hinted by Prime Minister and Defence Minister Prayut Chan-o-

cha who said the quota of cabinet posts for coalition parties will remain the same.

A reshuffle is expected no later than August.

It is now clear that Prasarn Trairatvorakul, a former governor of the Bank of

Thailand (BoT) will not join the Prayut 2 Cabinet due to his family’s request.

Meanwhile, Tossaporn Sirisamphan, the secretary-general of the National

Economic and Social Development Council (NESDC), came out to confirm with

the media that he will not join the Cabinet.

Predee Daochai, a Kasikornbank co-president and chairman of the Thai Bankers’

Association, surfaced as the strongest candidate for finance minister.

Former PTT Plc president and chief executive Pailin Chuchottaworn who is seen

as a potential candidate for energy minister is facing resistance from the Saam

Mitr Group in the Phalang Pracharat Party (PPRP) as the group is trying to secure

the energy portfolio for current Industry Minister Suriya Jungrungreangkit.

“Thaan Settakij” newspaper also reported that Deputy Agriculture and

Cooperatives Minister Capt. Thammanat Prompao wants to swap his seat to

deputy interior minister while Suchart Chomklin, PPRP chief of MPs, is tipped to

replace Capt. Thammanat.

Narumon Pinyosinwat is strongly tipped to the position of prime minister’s

adviser at the PM’s Office with the full backing of Deputy Prime Minister Gen

Prawit Wongsuwan, as Phalang Pracharat Party leader.

The Democrat Party’s annual assembly meeting (AGM) turned out to be a heated one

after Anwar Salaeh, a Democrat MP for Pattani and the party’s deputy secretary-general,

delivered his speech that pointed out causes of divisions within the party.

During the AGM held at Rama Garden Hotel in Bangkok on July 19th

MPs took turn to propose ideas on how to reform the party to its previous glorious

state. The AGM was led by current executive committee members including party

leader Jurin Laksanawisit, party secretary-general Chalermchai Sri-on, party chief

advisor Chuan Leekpai and large numbers of current and former MPs

Anwar, known as a vocal critic of the current Democrat leadership, got up at the

meeting pointing out a number of reasons that caused the party to plunge to its

lowest level. Anwar attacked his own party’s poor political strategy and other

factors that led to its defeat in the March 24 election. He went on to attack the

party executive committee for an unfair allocation of cabinet seats that allowed

rank-and-file members to assume larger roles in the cabinet, citing the selection of

Juti Krairiksh as social development and human security minister (when the party

only won 1 seat in the north), Democrat MP for Rayong Sathit Pitutecha as

deputy public health minister, amid criticism of Sathit’s working style that is as

inert as a civil servant. Anwar also criticised the party’s decision to select

Thaworn Senneam as deputy transport minister and Niphon Bunyamanee as

deputy interior minister as other cases in point. He said Thaworn is a hardworking

man but his performance is rather flat.

Jurin came out to defend the party’s performance, saying that the party adheres to

its political ideology. He is determined to modernise the party to achieve its

political goals in a unified manner.

The other key issue that caused objection among MPs is the party’s plan to

change party logo and online formats on the party’s website, said Anwar.

The party is said to face resistance from MPs for its plan to remove the circle and

rice stalks that surrounded the image of Phra Mae Thoranee, “mother earth”

twisted her hair as well as the party motto that reads ,” Satja Weh Amata Waja”

which means “Truth is Reality” from the party logo.

Former Democrat Party MP Watchara Phetthong revealed that party members

have submitted a letter to the party leader opposing the push for logo change,

saying that a change to party logo must receive an approval from party members

through an internal hearing as required by the party’s regulations. The move is

deemed unlawful, Watchara said.

Economic News

Four commercial banks are set to announce financial results for the second quarter of

2020 today (July 20).

They are Kasikornbank (KBank), Siam Commercial Bank (SCB), TMB Bank

(TMB) and LH Financial Group (LHFG).

An interesting point is that the 2 major banks KBank and SCB are projected to

see lower second-quarter profit based on growth outlook forecasts by Trinity

Securities.

KBank is expected to see a 32% drop to 6.78 billion baht in its second-quarter

profit while SCB a 29% drop to 7.78 billion baht, according to Trinity’s analysis.

Their softer quarter earnings are expected to have impacts on the overall

performance of the market.

The Selection Committee for Governor of the Bank of Thailand is forced to delay tis

consideration into the recruitment of candidates nominated for the position of Governor

of the BoT after it found the qualifications of some applicants did not meet the

requirement set by the committee, Rangsan Sriworasart, the selection committee

chairman, revealed.

The committee convened a meeting to discuss qualifications of 6 applicants but

found that some failed to meet requirements and therefore asked the Fiscal Policy

Office (FPO) to review qualifications of problematic contenders before

resubmitting to the committee.

The government is in hot water again as their planned giving incentives to help the

tourism industry after many of the hotels that had sought the help of the government have

now raised their room rates back to normal.

The registration for “Tiew Pun Sook” campaign, with a budget of 22.4 billion

baht, began on last Wednesday and will run through July and October. The

campaign include the “Rao Tiew Duay Gun” package which introduces a 40 per

cent refund for air ticket up to 1,000 baht. Other deals include a 40 per cent co-

payment for participating hotel rooms with a limit of 3,000 baht per night per

room and an e-voucher of 600 baht per person.

This issue has created a big buzz about how the operators are now taking

advantage of the new scheme.

As Thai Airways International Plc (THAI) is required to complete the drafting of its

rehabilitation plan to submit it to the Central Bankruptcy Court at its first hearing on

August 17, reports have come out that conflicts have arisen between members of the

committee overseeing the rehabilitation plan.

Reports said the committee overseeing the airline’s rehabilitation is now

divided into 2 sides. There are also reports that one side is pushing for Prime

Minister Prayut Chan-o-cha to remove Piyasvasti Amranand, a board member

of the airline, from the rehabilitation committee and appoint Supattanapong

Punmeechaow, an advisor to the Prime Minister and president of PTT Global

Chemical Plc, to replace him.

The issue that caused rifts inside the committee is said to be caused by

Piyasvasti’s move to hire Seabury Consulting in addition to EY Corporate

Advisory Services Co as a legal advisor.

Piyasvasti is said to clash with Pirapan Salirathavibhaga who viewed that the

hiring of McKinsey & Company is sufficient to cooperate with EY with a

budget of 17.5 million baht as an airline expert while Seabury comes with a

much higher cost at 80 million baht, with 5% service fees in the next 7 years.

In the end, the committee chose McKinsey & Company.

The Vayupak 1 Fund (VAYU 1) is reported to acquire an additional of 200 million shares

of TMB Bank (TMB), worth more than 200 million baht, in the past week, making it

TMB’s second-largest shareholder, according to a source with the capital market.

The move came following reports that Thanachart Capital (TCAP) has announced

plans to acquire additional shares in TMB. TCAP is currently TMB’s third largest

shareholder after the Finance Ministry and VAYU 1.

The Fund is monitoring closely if TCAP will acquire additional shares in TMB or

not.

As of July 9, 2020, Dutch bank ING Bank N.V. has a 23.03% stake in TMB

Bank, followed by the Finance Ministry together with VAYU 1 22% and TCAP

22.12%.

DBS Vickers Securities (Thailand) predicted that 7 SET-listed commercial banks’

net profits will fall 32.5% year-on-year to 28.8 billion baht in the second quarter

but said TMB will be the only one that sees profit growth driven by the merger of

TMB and Thanachart Bank (TBank) in December 2019.

The Centre for COVID-19 Situation Administration (CCSA) reported 3 new COVID-19

cases---all are Thai returnees from abroad, and zero fatalities over the last 24 hours, bringing

the cumulative total to 3,249 cases with 58 fatalities.

The new cases are 2 Thai men aged 43 and 64 who returned from Singapore and a 39-

year-old Thai man who arrived back from Sudan, according to CCSA spokesman

Thaweesilp Wissanuyothin.

A poll by Dusit Rajabhat University showed 94.51 per cent of Thais wants foreigners

to be banned from entering the kingdom to prevent a second wave of COVID-19.

The poll was conducted online from July 14 to 18 on 1,459 people nationwide.

To prevent a new wave of COVID-19 outbreak, 86.41% said the process of screening

and quarantine of Thai returnees from abroad must be stringent and 83.80% agreed all

must continue to wear face mask and frequently wash their hands while 76.73% said

the government should provide free COVID-19 test.
