More than 9.3 millionAmericans have beenvictimized by identityfraud. According to theFederal TradeCommission, thistranslates into losses ofmore than $47 billionto business and $5billion to consumers.
Perhaps even moreunsettling is the factthat 49% of all victimsof identity theft have noidea how their identitywas stolen, and theynever find out. Frank W.Abagnale, one of theworld’s foremostauthorities on forgery,embezzlement andfraud – and a formercon-man himself —shared these and a hostof other incredible factsat a recent Chamberevent sponsored by KeyBank. Abagnale’spresentation not onlymesmerized an audienceof 200 people for morethan two hours, itenlightened them onhow to protectthemselves, theirfamilies and theirbusinesses against theever-growing threat ofidentity theft.
More than 35 yearsago, Frank Abagnalewas known as one of theworld’s most famousconfidence men. Hisstory was told in thebest-selling book andblockbuster movie,“Catch Me If YouCan.” He was releasedfrom prison on thecondition that he wouldhelp the federal
government, withoutremuneration, byteaching and assistingfederal law enforcementagencies. He has beenassociated with the FBIfor more than 25 yearsand has lectured to andconsulted withhundreds of financialinstitutions,corporations and
government agenciesaround the world.
“Stealing wallets orpurses was once theprimary method toobtain another person’spersonal information,”says Abagnale. “Today,‘dumpster diving,’combined with Internetwebsites and searchengines, help criminals
identify and exploit theirvictims.” While the fearof Internet-related fraudis growing, FTCresearch shows thatidentity theft is morefrequently committedoffline. Not only that,family members,relatives, neighbors andfriends make up half ofall known identity
thieves.How do identity
thieves get yourpersonal information?The list seems endless:stealing informationwhere they work;rummaging throughyour trash or engagingin public “dumpsterdiving”; stealing yourmail; “shoulder surfing”
at checkout lines;videotaping transactionsat ATM machines;posing via e-mail orphone as a legitimatebusiness and claimingthere is a problem withyour account (called“phishing”); or simplystealing your wallet orpurse.
According to theFTC, of the 86,168identity thefts reportedin 2001, 42% weremade to access creditcard accounts. Twentypercent were fortelephone or utilityfraud, 13% to accessbank accounts. Ninepercent wereemployment-related,seven percent were forloans, and six percent toobtain driver’s licenses,social security cards, taxreturns or governmentbenefits. Cases ofidentity theft occurredmost frequently in NewYork, New Jersey,Florida, Georgia, Texas,Illinois, Washington,Oregon, California,Nevada and Arizona.
How can you protectyourself against thisrapidly growing type offraud? Frank Abagnalerecommends thefollowing:
Guard your SocialSecurity number. It’sthe key to your creditreport and is thecriminal’s prime target.Do not give it outreadily.
Monitor your creditreport.
Shred all old bankand credit cardstatements, as well as

junk mail credit card offers. Use a crosscut shredder.Remove your name from the marketing lists of the
three credit reporting bureaus to reduce the pre-approved credit offers you receive.
Add your name to the name deletion lists of theDirect Marketing Association’s Mail Preference Serviceand the Telephone Preference Service used by banksand other marketers.
Don’t carry extra credit cards or other importantidentity documents except when needed.
Photocopy the contents of your wallet so you haveall pertinent data if your wallet is stolen.
Don’t mail checks from home. Don’t print your Social Security number on your
checks.Order your Social Security Earnings and Benefits
Statement once a year to check for employers you didnot work for.
Examine the charges on your credit card statementsbefore paying them.
Close unused credit card accounts.Never give your credit card number or personal
information over the phone unless you initiated thecall.
Subscribe to Privacy Guard or another similarservice that monitors inquiries into your credit andprovides regular credit histories and reports.
What should you do if you are a victim of identitytheft?
Place a fraud alert on your credit reports bycontacting any of the three consumer reportingcompanies (Equifax: 1-800-525-6285,www.equifax.com; Experian: 1-888-397-3742,www.experian.com; TransUnion: 1-800-680-7289,www.transunion.com).
Close the accounts that you know, or believe, have
been tampered with or opened fraudulently.File a report with your local police or the police in
the community where the identity theft took place andget a copy of the report.
Call your credit card issuers immediately and followup with a letter and the police report.
File a complaint with the Federal TradeCommission (1-877-438-4338,www.consumer.gov/idtheft).
From a 2004 complaint to the FTC: “Last week, Inoticed that I was getting products in the mail that Ihadn’t ordered. Then I noticed changes on my creditcard statement that I hadn’t made. I spent a whole daycalling the vendor numbers listed on my statement tolet them know someone was using my credit card tomake purchases without my permission. I don’t know
what else this person maybe doing with my accountsor my name, and I’mworried about that.”
According to the FTC, ittakes an average of $1,173and 175 hours activelyworking to clean up creditreports and other relatedcomplications.
A recent amendment to the federal Fair CreditReport Act requires that each of the major nationwideconsumer reporting companies provide you with a freecopy of your credit report, at your request, once every12 months. The directive is being phased in graduallyacross the U.S. and will be effective in New York as ofSeptember 1, 2005. More information is available atwww.annualcreditreport.com or 877-322-8228.
As Frank Abagnale says, “Punishment for fraud andrecovery of stolen funds are so rare, prevention is theonly viable course of action.” ❒❒

You CAN get there from hereBeginning June 30, direct service to Orlando/Sanford and St.
Petersburg/Tampa will once again be available at Stewart Airport. David Fink,President of Boston-Maine Airways, operating asPan Cam Clipper Connection, announced the newservice at a press conference at the airport in April.There will also be connecting service to Puerto Ricoand the Dominican Republic.
When Southeast ceased all operations inDecember, we lost direct service to the Floridadestinations that had proven to be enormouslypopular. National Express immediately beganlooking for carriers that would take over theseroutes. Independence Air did a great job helping tohandle the Florida traffic, and we were all delightedwhen Pan Am Clipper announced service that would
bring back the direct flights. Great strides continue to be made at Stewart Airport. Renovations are
continuing on the terminal, with another concession stand being added to themain level and an additional screening point for security. The remodeling will givethe airlines more room to operate as the airport continues to grow.
In March, urged by Congresswoman Sue Kelly, the U.S. House ofRepresentatives approved $100 million in funding to create a direct railconnection into Stewart. At the time, Airport President Chuck Seliga said,“Creating a multi-modal transportation hub at Stewart International Airport is anexcellent way for the Hudson Valley communities to take full advantage of theStewart area.” Coupled with strong passenger numbers for 2004 and a 10percent increase in cargo, Stewart Airport continues to make great strides towardrealizing its tremendous potential.”
As always, though, the progress will continue if and only if the communitycontinues to support the airport. I can’t say “Use it or lose it” often enough. Nomatter how you look at it, we have an incredible asset in Stewart InternationalAirport. Let’s do all we can to preserve it and help it continue to grow. ❒❒

Middletown Mayor Marlinda Duncanson, Port Jervis Mayor Gary Loprioreand Newburgh Mayor Nick Valentine will discuss each of their respectivecities. Mrs. Duncanson had been a member of the Middletown CommonCouncil for 10 years before taking over as Mayor in April 2005 following theresignation of Joe DeStefano. She is a lifelong city resident and has worked atMiddletown High School for 19 years. A former Councilman-at-Large, Mr.Lopriore became Mayor in January 2004.
