I don’t know where to start…the new Saskatchewan Aviation Council
website, Pamela Wallin attending the Wings of Saskatchewan Conference
in October, the Community Airport Partnership Program, a rural airports
initiative, the Prince Albert Centennial of Flight days. There is just so much
news.
Let’s start. Please check out the new website, same address,
www.saskaviationcouncil.ca but new logo, new look, more information, more
opportunity for our members and others to get involved. SAC also has a
Facebook page which you can link to from the website. Anyone who has
interesting photos, news events please get them to Marilyn so they can be
uploaded onto the website. And, most importantly, if you know of a young
person interested in aviation as a career, send him or her to the website as
there is a whole section on careers. That’s really why the website was
overhauled so that our young people could find information in one place
about the wonderful career opportunities available in our industry.
When you’re checking out the new website, click on the link to the PA
Centennial of Flight website and then be sure to mark August 4-5 for a visit
to Prince Albert to join in the celebrations of 100 years of flight.
Once again the Community Airport Partnership Program was oversub-
scribed. Projects approved this year will continue to make our community
and regional airports safer for all who use them. Since the inception of the
program in 2007, over $6 million has been spent on our community and
regional airports and although there is much left to accomplish, slowly and
surely improvements are being made.
SAC has started working with MHT, Enterprise Saskatchewan and the
Area Transportation Planning Committees in facilitating round table
discussions with smaller airports. We’re wondering what the issues are and
how SAC can be of assistance is finding solutions, all the while promoting
air transportation as the driver of growth it is. If your area would like to
organize a workshop and/or round table discussion, contact us.
SAC directors along with with other organizations from Alberta, Manitoba,
and the North continue to meet with Transport Canada on airport SMS
implementation. Any questions or if you want further information please let
me know and I’ll point you to the right people.
Spring is upon us, summer is coming soon this year. Dust off the airplane,
call your friendly instructor, get current and go flying. BE SAFE

Stony Rapids, Swift Current, Yorkton, Key Lake and Estevan, Saskatchewan
NAV CANADA, the country's provider of civil air navigation services, conducted a review of aviation
forecast requirements at Stony Rapids, Swift Current, Yorkton, Key Lake and Estevan, SK.
To improve aircraft operator operating efficiency and provide pilots and dispatchers with increased
flight planning options, the following change will be made to the aerodrome forecasts (TAF):
Estevan – introduce a 12 hour/day TAF
Key Lake – introduce a 14 hour/day TAF
Stony Rapids – increase TAF from 12 to 24 hours/day
Swift Current – increase TAF from 18 to 24 hours/day
Yorkton – revise hours of TAF from 10-04Z to 12-06Z
This change has taken effect February 9, 2012 at 0901 Coordinated Universal Time (UTC).
The appropriate aeronautical publications will be amended.

The Board of Directors of the B.C Aviation Council (BCAF) is
pleased to announce the appointment of Teara Fraser as Executive
Director of the Council. Ms. Fraser has served as a board member
on the Council over the past year and will move into her new role
effective March 15, 2012 in advance of the Council’s Annual Gen-
eral Meeting on March 30. She holds a commercial pilot’s license
and an MA in Leadership from Royal Roads University.

Saskatoon International Airport (YXE) is set to undergo an
extensive expansion, with Phase I scheduled to commence
April 2012 and run through June 2013. The expansion is
focused on enhancing the passenger travel experience and
will include the following highlights:
• Expanded and enhanced food, beverage and retail
amenities post-security;
• Additional passenger gates and ground load options;
• Increased seating post-security which incorporates
comfortable seating, business stations, a fireplace and
children’s play areas; and
• A business lounge.
The expansion will be funded through current airport
revenues, including the airport improvement fee (AIF).
Traffic has grown 63% since the last expansion eight years ago.

Highways and Infrastructure Minister Jim Reiter announced today 15 airports have been approved for grants through
the Community Airport Partnership (CAP) program, which is designed to help offset costs for upgrades.
"I'm very pleased the provincial portion of the 50-50 cost sharing initiative will remain at $700,000 this year after be-
ing increased 40 per cent last year to meet the demand of this program," Reiter said. "By partnering with communities,
we're ensuring a network of airports with dependable infrastructure is in place to enhance economic development in
sectors like tourism, oil and gas and agriculture as well as assist in delivering air ambulance, medivac and STARS
emergency services."
The approved funding amounts and planned projects for 15 community airports are as follows:
· Assiniboia, $25,000 for Automated Weather Observing System (AWOS);
· *Biggar, $25,000 for runway repairs;
· *Birch Hills, $25,000 for runway and apron crack sealing;
· Estevan, $131,231 for rehabilitation of the main apron;
· *Gravelbourg, $66,500 for lighting, taxiway and apron repairs resurfacing;
· Lucky Lake, $45,000 for crack seal runway, asphalt repairs and repainting runway lines;
· Maple Creek, $21,629 for runway and tarmac resurfacing, and repainting runway lines;
· *Melfort, $22,000 for a GPS system;
· North Battleford, $25,000 for runway repairs;
· Rural Municipality of Frontier, $2,690 for repainting runway lines;
· Shaunavon, $35,313 for slurry seal and paint runway lines;
· Swift Current, $32,500 for pavement overlays and perimeter fence;
· Unity, $37,500 for runway repaving;
· Weyburn, $40,000 for completion of runway recapping; and
· Yorkton, $165,637 for runway and taxiway repairs, drainage rehabilitation, fencing, apron and taxiway
expansion.

"We appreciate the support from the Ministry of Highways and Infrastructure and the various communities through
this program," Saskatchewan Aviation Council President Janet Keim said. "Aviation plays an important role in the
transportation sector and the Community Airport Partnership program assists in improving the overall safety at these
airports."
Eligible airports were able to apply for this provincial program funding for projects supporting economic develop-
ment, general access to surrounding communities, air ambulances, commercial operations and aviation safety.

Due to the equipment working on the runway it will be impossible to accommodate special requests for
aircraft wanting to land. Please use alternate Airports when the runway is closed.
There are Emergency Protocols in place and the runway will be made available for use within 45 minutes of
being notified of an critical outbound medical transport flight, critical inbound emergency flight, or aerial
firefighting flight only.
Please make alternate arrangements to take patients to Saskatoon Hospitals.

1. The rally is a circuitous course of 8 competition flight legs, preceded by a very short hop to the Start Point
(SP) and finishing with a short leg back to Tisdale from the Finish Point (FP), a total of 10 actual flight legs. The
total distance is approximately 128 nautical miles and will consist of calculations, navigation and observation.
There will be questions to be answered along the route and photos to be identified.
2. Pilots may use a GPS and may use all resources available to them. This would include a co-pilot/navigator
as well as passengers.
3. Teams will be provided with a package containing route directions, questions, 2 maps (one is 1/250,000
and one is 1/500,000), photographs and a SOS, “help me find the Turning Point (TP)” envelop. (Open only if
necessary, it will cost you penalty points).
4. For those who have not had a lot of experience with 1/250,000 maps the faint blue grid squares are one
square statute mile. The maps are very easy to work with. The square miles will come into play when plotting
pictures and being scored.
5. For planning purposes it is recommended to have a sharp pencil with eraser and a straight edge for draw-
ing tracks and a protractor to measure track angles. A clip board is also a good idea.
6. Time clock will be from the GPS satellite system.
7. Before departure each pilot will advise the judge of their planned Estimated Enroute Time, EET, (from lift
off to overhead or abeam on downwind return) and their planned fuel consumption in litres to the nearest
half litre. Every aircraft should depart with full tanks and refuel again to full tanks on arrival back in Tisdale.
Each pilot will refuel their own aircraft and for the final refuelling it will be done with the pump quantity
gauge covered. Accuracy of fuel consumption estimates and EET will be scored. Those wishing to depart with
partial fuel loads may dip their tanks and refuel to the dipped level. You must have your own dip stick.
8. Photos from along the route are to be plotted on the provided map. This is where rear seat passengers
may be of assistance. Accuracy will be scored.

CENAIKO, Dr. Fred
It is with great sadness that the family of Dr. Fred Cenaiko
announces his passing at the age of 86. He died peacefully in
his sleep on Friday, May 4, 2012. He is survived by his loving
wife Helen of 62 years, sons David (Bev), Lloyd (Ulyana),
Harvey (Cheryl), daughter Ruth and 13 grandchildren, Chris,
Daniel, Colin, Mark, Mia, James, Jason (Marion), Justin, Scott,
Mark, Kirk, Rachelle and Ashley. "Dr. C" was born in the
village of Chesterhorb, Poland (formerly Ukraine) in 1926. His
father, mother and two older brothers John and Peter
immigrated to Canada in 1929 where they homesteaded in the
Quill Lake region of Saskatchewan. Fred had several passions
in life. One of them was medicine and his desire to care for and
heal people. He was a life-long student of medicine who was not
afraid to try alternative forms of medicine as long as the desired result was accomplished. He will be
remembered for his devotion as a family physician to the community of Wakaw and area for 56 years.
Fred's other passion was his walk with his Heavenly Father, evidenced by his love for people,
especially the disadvantaged. He was the driving force behind starting the Wakaw Baptist Church in
1956 and faithfully taught an adult Sunday School class for 56 years. He served as president of the
Baptist Union of Western Canada and also was a life- long member of the Gideons. His passion for
serving others extended globally through his numerous Medical mission trips to the country of
Honduras. He established the Cenaiko Foundation which provides funding for numerous Christian
agencies working in the world to alleviate poverty, pain and suffering for thousands of people each
year. Fred also served Wakaw in numerous community positions including town mayor, president of
the school board etc. His life-long achievements did not go unnoticed, as he was awarded the
Saskatchewan Order of Merit in 1990, and the Order of Canada in 2006. Fred was multi-talented, he
was a painter, a photographer, a gardener, a businessman and as a young man, an avid sports fan. He
loved to laugh and will be remembered for his sense of humor. No doubt his patients will remember
that ever-present whistle as he walked up and down the hospital corridors. Dr. Cenaiko will be sorely
missed by the countless lives he touched during his life of service. A celebration of Dr. Fred's life was
held at the St. Theresa's Roman Catholic Church in Wakaw, May 9th, at 2:00 p.m. Friends wishing to
make a tribute, may do so to the Cenaiko Foundation (Box 39, Wakaw, Sask. S0K 4P0) or a charity of
your choice.
