    DAET, CNorte -- Prize-winning script-writer Ricky Lee expressed over the week-end his dismay over the omission of Nora Aunor in the roll of National Artists re-cently proclaimed by President Noynoy Aquino.

    The City Government of Naga, headed by May-or John Bongat recently gave recognition to the five athletes who represented this city and the Bicol re-gion in the Palarong Pambansa held last May 4-10 in Sta. Cruz, Laguna.

    Those honored were: Bronze medalist Angeline Gragasin (NCS I), for gymnastics (individual and team categories); Bronze medalist Helena Kaye Secillano, (NCS I) for gymnastics (individual and team catego-ries); Silver and bronze medalist Shaira Gabrielle Gue-vara, (NCSHS) for gymnastics (individual and team categories); Bronze medalist Crystal Joy Imperial, (NHCS) for swimming, and: Bronze medalist Angelito

    Daet, CNorte --- In these competitive times, Local Government Units (LGUs) will do better if they adopt information technology (IT) and so that tomorrow will be much better than today.

    This is the gist of the terse message of Undersecretary Austere Panadero of the De-partment of Interior and Local Government during the 17th Bicol Cities and Urban Mu-nicipalities Sharing Confer-ence held here at the Pineapple Island Resort in Barangay Ca-lasgasan of this town.

    It is about time. We cant live without IT. It has become a necessity and it offers a limit-

    SUGAR: Local prices of all types of sugar will soon increase. This is because world sugar supply has gone down thanks to the reduced exports from sugar big producers Brazil and India. Brazils fuel program calls for the use of sugar molasses for conversion into ethanol as ingredient for motor fuel. This year a bigger percentage of Brazils fuel will be sugar-based, unlike in the USA where ethanol is sourced from corn.

    Yet, why do publishers continue to scrounge for fund or dip in their own pockets just to ensure the next weeks issue will hit the news stand?

    there are as many reasons as there are stars in heaven.

    take for instance, this paper, which is observing its 21st year this month.

    the Bikol Reporters publisher, personally peddled copies of the first issue during the visit of former President Fidel V. Ramos in Naga city in June 1993.

    Since then, the Bikol Reporter had come out weekly, sometimes early, sometimes late. But it continued to go to print, nevertheless, past typhoons and commodity price increases, past elections winners and losers. in short, through the proverbial good times and bad times.

    Largely, this is due to the personal touch and devotion of its publisher and his wife, as well as to its lean staff, whose dedication had made this paper a winner of the St. Peter Baptist-catholic Mass Media Awards five times over.

    As we observe this score of a year, therefore, we can only thank you our dear readers and advertisers, for keeping the faith in us, which in turn, keeps the fire of community journalism burning in us.

    We still believe as our first editorial put it, that the public has the right to know and the media is that bridge towards that knowledge.

    We shall continue to keep that promise and faith.

    Higher prices of sugar will mean minor bonanza for sugar planters and millers. Reduced consumption of sugar (due to high prices) is also good for people like me shying away from sugary food. All told our sugar production technology from cane planting to milling to refining must be improved. Our neighbors who started planting sugar cane much later than us are producing more piculs of sugar from their farms and from their mills.

    GEOTHERMAL: Underground heat can be made to surface as energy source. There are new plans for the tapping of low enthalphy geothermal areas principally for power supply in remote areas hosting the production. Enthalphy is synonymous to high heat with lower geothermal power. Coming from shallow reservoirs the power can be used for spa, tourism, crop drying and other uses for agriculture.

    Three new areas are being developed for additional geothermal power, albeit with limited capacity. These are those in Banton Island in Romblon, Balut Island in Davao del Sur and Maricaban Island in Batangas. The projects will be open for competitive bidding among private investors. The sooner these projects are implemented the better for our energy situation and for more effective control of energy distribution and pricing!

    P150B PROJECTS: The National Economic and Development Authority (NEDA) approved this week four new infrastructure projects worth P149.123 billion. The approval is timely since the Aquino regime is ending in two (2) years. Implementation of the projects also means disbursements that will further stimulate economic activities - not to mention big commissions from these government projects!

    The NEDA-approved projects are Laguna Lakeshore Expressway-Dike (P123B), Laguindingan Airport Development, Operations and Maintenance (P15B), Light Rail Manila Consortium for the LRT Line 1 South Extension (P9B), and the New Bohol Airport Development, and O&M (P2.5B). All four (4) projects are in line with the Updated Philippine Development Plan 2011-2016. Note that the plan ends exactly in time with the expiration of the P-Noy Administration.

    SHORTAGES: Even as government claims economic successes with higher GNP and GDP the recent price increases in most commodities including staples (rice and sugar) put to naught said achievements. So also, the lame excuses that: now is lean season or that the traders and middlemen are to blame only highlight the inefficiency of our cabinet. Effective management

    Carpio also shows 34 maps drawn between 1636 and 1933 by Philippine authorities and foreigners, all showing Scarborough Shoal, named or unnamed (Punto de Mandato, Panacot, Bajo de Masinloc), as part of the Philippines.

    Another point on Scarborough: It was used from the 1960s-1980s as an impact range for US and Philippine warplanes (pictures of wreckages of dummy ordnances in the waters). Neither China nor any other country protested these bombing practices, despite worldwide prior notices to mariners, through the International Maritime Organization of the United Nations, for them to keep away from Scarborough Shoal during the practices. If the Philippines can bomb a shoal repeatedly over decades without any protest from neighboring states, it certainly must have sovereignty over such shoal.

    Item: constitutions. Carpio quotes from five constitutions of China since the fall of the Qing Empire in 1912, which reiterates that its territory remained the same as the territory of the Qing Dynasty (which means that Hainan Island is Chinas southernmost territory).

    Carpio then shows that under international law, the territory of the Republic of China as of the effectivity of these constitutions is limited to the territory of the Qing Dynasty (with Hainan Island as its southernmost territory).

    Item: Official pronouncements. As late as 1932, China was telling the world that its southernmost border was

    Hainan Island (now including the Paracels), and Carpio quotes from a note verbale issued to the French government on Sept. 29, 1932, protesting the French occupation of the Paracels: These groups lie 145 nautical miles from Hainan Island, and form the southernmost part of Chinese territory.

    If Hainan Island and the Paracels constitute the southernmost part of Chinese territory per the official declaration of the Chinese government in 1932, asks Carpio, how can Scarborough Shoal, which is 380 NM from Paracels and 500 NM from Hainan, be part of Chinese territory?

    Yet, that is what Chinas 9-dash-line claim asserts. And Chinas basis for this is historical facts and international law, as stated by its foreign minister. Carpio demonstrated that actual historical facts belie Chinas claim.

    But even if the historical facts were consistent with Chinas 9-dash-line claim, it still would not be enough. Historical facts have no bearing whatsoever under the United Nations Convention on the Law of the Sea (Unclos). In the same way that the 1481 Papal Bull, which divided the undiscovered world between Spain and Portugal, has no legal effect today; and the sea voyages of Chinese Admiral Zheng He from 1405 to 1433 cannot be a basis for Chinas claim to the South China Sea, which is where it has its 9-dash line. Furthermore, Zheng Hes voyages did not result in any claims of sovereignty, or colonies or anything. South China Sea was used as trade routes by the Austronesians a thousand years before Zheng He. (Carpio makes an interesting point about Filipino traders in balangay sailing between the Philippines and China 400 years before Zheng He, and Visayan caracoas pillaging the Fukien coast of China).

    Unfortunately for China, international law is also against its 9-dash-line claim. Under the Unclos, countries have 12 NM of territorial sea, 200 miles of EEZ, and another 150 miles of ECS. Under Chinas claim, James Shoal, the southernmost territory is 950 NM from China (within Malaysias EEZ). Moreover, it is a fully submerged reef, 22 meters underwater. Ridiculous.

    Thank you, Justice Carpio, for showing us that the emperor has no clothes.

    Why does China refuse to participate in the International Arbitration Court where the Philippines filed its claims of its Exclusive Economic Zone and 100% of its extended continental shelf in the West Philippine Sea in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS)? UNCLOS is the primary international law governing the use of the oceans and seas of our planet. UNCLOS provides for a compulsory settlement over martime disputes. It is the legal way.

    The following column of Solita Collas-Monsod in the Philippine Daily Inquirer dated June 21, 2014 entitled Historical Facts, Historical Lies and Historical Rights in the West Philippine Sea is very informative:

    The country owes Justice Antonio Carpio a debt of gratitude for his recent lecture, titled Historical Facts, Historical Lies, and Historical Rights in the West Philippine Sea, in De La Salle University. Its 62 pages (about 40 of which contain maps dating from 1136 AD during the Song Dynasty and through the Yuan, Ming and Qing Dynasties) provide the most lucid and exhaustive exposition of those topics I have come across. Brilliant.

    Given its importance to current and future generations of Filipinosput simply, Chinas 9-dash-line claim deprives the Philippines of 80 percent of its exclusive economic zone (EEZ) and 100 percent of its extended continental shelf (ECS) in the West Philippine SeaI strongly suggest that Education Secretary Armin Luistro and Commission on Higher Education Chair Tati Licuanan make sure it is required reading in all schools. The rest of us, including the Chinese-Filipino community, can access it from the Internet, but it should be published as a monograph. Knowledge is power.

    Carpio demolishes, point by painful point, the Chinese governments assertion that historical facts justify its 9-dash-line claims, by citing actual historical facts based on Chinas own (a) historical maps, (b) constitutions, and (c) official pronouncements, which are all glaringly inconsistent with Chinas current position.

    Item: Maps. Carpio shows 16 maps drawn by Chinese authorities or individuals, from 1136 to 1933. These maps show that Hainan Island is the southernmost territory of China. He also shows three maps drawn between 1700

    DAET, CNorte. A con-testant earlier asked to be disqualified due to ques-tions about her birthplace, eventually ended up wear-ing the Ms. Pinyasan crown at the pageant held at the Provincial Sports Center here on Friday (June 20).

    Princess Cecilio bested eight other finalists out of the seventeen total number of can-didates in the beauty pageant bearing the signature festival of this town which is observ-ing its 22nd year this month.

    Cecilios response on the question of the role of wom-en which she said should not only be seen as a child-bearer but also as a nurturer, clearly impressed the board of judg-es headed by Director Rory Quintos of the popular TV soap, My Legal Wife.

    Anne Jeniel Avecilla, who also won the Ms. Photogenic and Best in Production Num-ber awards, was chosen as Ms. Daet; while Joyce Baclili

    DAET, Camarines Norte --The local governments of Daet and Valenzuela City entered into a Memoran-dum of Agreement (MOA) on Sisterhood or Town Twinning during the In-formation Communication Technology (ICT) confer-ence here recently.

    The MOA was signed by Mayor Tito Sarion of Daet and Rep. Sherwin T. Gachalian of the first district of Valenzuela City, who was given the authority of the local council of Valenzuela City to enter into MOA on Sisterhood with Daet.

    Gachalian, also the for-mer mayor for three years of Valenzuela City, said that Sisterhood is sharing of ex-periences of municipalities that would help in the devel-opment of partner town.

    He said that during his term in 2007 they launched the Governance Through Technoligical Innovation using 3S or simple, speed and service in dealing with their taxpayers or custom-ers.

    For days I had been in feeling low. My right eye bothered me for sometime and I thought I was going blind for good. No, it is impossible. I could see very well except that I had become very nearsighted. I was not so before I underwent eye operation. With my nearsightedness I can read font size 6 without the aid of eyeglasses. I had not worn spectacles for years and if I sport one, pangforma lang. But I could hardly recognize people who are only some three meters away. However, I am learning to live with it. At least, I can still see. Thank God.

    I had been very busy with the Ms. Iriga/Ms. Rinconada/Ms. Bicol Tourism 2014 as I had always been a part of the committee that works for it. I write the script as has been my work since six years ago but this time I was given a very intelligent young man to write with me. He is Ric Gamurot who is Gammy to everyone. But he is simply great to work with. He used to be Dean of the UNEP College of Arts and Sciences but is now working full time at the CSPC in Nabua. With the pageants Tech Team members who are on their toes all the time, I wonder where they are getting the energy to workLouie taduran, Nono Lopez, cloyd Lagyap, Ayie Abao, Darwin Buena, Digoy Salando, Gener Navales. Lordan Navales, Nenet Beria and cy Borromeo. And Lading Nagrampa is surely missed. Peter Lagyap, a most organized man is calling the shots.

    But the busiest are the people at the City Tourism Office and I am a part of their busyness(?). Nona Vanessa Santiago, the indefatigable city tourism officer, Jess Gonzales (the voice of Iriga), Myrna Larcena, Dominic tino, Romy Lorenzana, chito Rempillo and Butch Abonite. With them, nothing can go wrong with the pageant when everything is placed in order from the screening until the coronation rites.

    I seldom go to Manila but I was there on a very urgent business. Three weeks ago I witnessed the Philippine National Games held at the Philippine Sports Commission complex. Team Iriga competed in the cheerdance competition and as expected bagged the grand prize. The dancers, just high school kids are representing the Philippines in the 2015 international cheerdance competition in Germany,. Speaking of international representation, the Iriga Singing Ambassadors that won the Grand Prix in the International Choir Competition in Vietnam last year is leaving next month for Riga, Latvia to represent the Philippines in the International Choir Games competition afterwhich the group will move to Florence for another competition, Kudos to cris caryl Yu who is choir director. Cris is already an internationally known choir director.

    Kitang Taga-Iriga, Inc. (KTII) held its annual Paurulian ( a homecoming) with a ballroom dancing affair for a cause held June 12. Ballroom dancing is always a most welcome event for those who do not have two left feet and there are many judging on the number who trooped to Fulgers Place for the exercise. Sonja Barbara Muoz is still the president for the second time and I bet if she will not be the same president for the third time. Spotted during the night were Nancy Oliva, Marie Oliva, irene hermoso, claribel Bonnevie, tita Garcia, Mila Andalis, Leda Gonzaga. There has been a move to organize a KTII Iriga chapter. The organization is an offshoot of Bubby Dacers Pagiribang Bicolnon which successfully for many times gathered many Bicolanos in Manila.

    Mrs. Marina Abao Neri (my dear friend and kumadre) celebrated her 79th birthday with a big bang at her very posh residence in San Miguel, Iriga City. Food was good, the night was not very hot, music of the 50s; 60s and 70s was very nostalgic and the birthday celebrator was very pretty, still the same pretty Mrs.Neri during her younger days, Of course, Pading Norio is still the youthful looking husband of the celebrator. I wish her many more years to come. Happy birthday, Madi.

    The Little Angel Kiddie School (LAKS) opens this school year at the ground floor of the same building it used to occupy. The new rooms are simply perfect for kids. Newly-painted, well furnished and very well ventilated. trisha N.Doctor-Amaranto has every reason to be happy. Kumons owner Rose Blasco corporal was around for the blessing of the new school site.

    I have been asked to join a group which is undertaking a big project. It is a renovation of a very historical chapel which is a very prominent landscape in Iriga. More about this next time.

    Balancing DomesticLife and career

    Its wonderful to be a mother. It is equally wonderful to be teacher. Most teachers are mothers and there are many mothers who are in the teaching profession. I do not like to set limits, neither do I want to establish a difference one from the other. Motherhood or domestic life and teaching are both are very noble calling.

    Teaching and motherhood, they do not run contrary to each other but they complement each other. The teacher can derive strength from motherhood and vice versa. To say that a teacher has no more time for domestic duties and responsibilities, to claim that her hands are tied to her teaching and she hardly finds time to take care of her home and children is something that should be told to the marines. Because one can be effective in

    Machines were made by men to make work easier or perhaps make life easier. In the modern times, especially today, technology seems to bloom every second, seemingly progressing towards a bright future. Computers now abound in society and through this the gaps in communication became emaciated, people can now converse with their significant others in overseas as if they are just inches away from each other, electronic mails and even texting have made communication a lot faster now, a library can now fit inside your pocket, and social networking has taken group interaction, news and commercialism into a whole new dimension. Computer and the internet have made all these things possible.

    This new era of technological advancement however depends on machine and most machines rely on users; us, thus computer literacy becomes a necessity. Teaching computer education to the young is understood to be with paramount urgency since they will be the one who will inherit the future. It is not difficult to teach the young ones how to interact with the new technology that we have, such as computer and the internet, even newer ones such as android or smart phones, tablets and the likes. They seem to have a natural affinity towards such facility. However, they also need to understand the responsibility that goes along such technology. It is not simply the practical know-how or the ability to manipulate and master the object that they should learn but also the ethical parameters of those technologies.

    Usually, it is often just the technical aspects of technology that is mostly highlighted in computer education and sometimes with little emphasis on the ethical aspects and responsibility connected on using such faculty. Children today as young

    as three years can use a laptop already. This is why they need supervision in order for them to not stumble on some knowledge that is not yet appropriate for them. The problem here is that there are some parents who are not that adept in limiting the access in their computers. This is why parents should also be knowledgeable about this technology in order for them to safeguard their children from unwanted and misleading information in the internet. Seminars can be given to parents on how to do this.

    Students should also be taught about avoiding using the internet or other technology on harming others, such in the case of cyber bullying where victims of such acts ends up being humiliated and dishonored. Children and teens are the usual prey of cyber bullying, and this is so distressing because information in the internet spreads like a wildfire. The same could be said to video scandals, which also permeate not just in the net, but also in cell-phones where the data could be just transferred easily via Bluetooth or through flashdrives in the case of PCs and laptops.

    Students should also learn the other advantages of computers and internet; not only that they can learn, they can also earn through it. They can be taught of how to utilize the technology for commercial purposes like getting simple online jobs and selling their commodities through the net. This way they can capitalize on the economic advantages by using those technologies.

    However, despite this seemingly golden age of technology, teaching students about these things are still somewhat challenging because of some hindrances and the bleak reality faced by the educational milieu. The facility for teaching computer education still seems to be not sufficient to some degrees. But it is good that the educators teaching such subject are compensating through their efforts and zeal. For now, we will make do and maximize with what we have.     As a teacher and a mother, I have learned to adjust my life holding both responsibilities. i make it a point to prepare my school works before I retire in the evening. Before I leave home, everything at home has been prepared for my family, for my husband and for my daughter. Since both ot them also leave for school, the three of us are very certain, everything has been taken cared ofthe meals of the day and other necessities.     The University of North-eastern Philippines (UNEP) made another significant leap to promote culture and the arts by launching another cultural group that would embody our rich eth-nic inheritance from Luzon, Visayas and Mindanao.

    Dubbed ADARSARI, which stands for the three (3) mythical birds from Lu-zon, Visayas and Mindanao, the group was created to promote the different beliefs and traditions of our ances-tors and depict them through body movements and grace-ful sway of the hands of the dancers.

    UNEP CCA Artistic Di-rector Rudyard Boboy Pesimo said that this is UN-EPs way of celebrating our rich cultural heritage by let-ting UNEP students perform various folk dance renditions from the three islands that comprise the Philippine ar-chipelago.

    ADARSARI was derived from the names of the three

    UNEP endeavors to bring to the core the beauty of folk-dance in the country by in-corporating the age-old tradi-tions in various dance moves and present them to audience of different genres.

    For many decades, Phil-ippines had been known for its rich cultural inheritance and folkdances formed an integral part of these vast heritage. Also called The Pearl of the Orient, folk dance performers through the sway of their hands and graceful body movements

    can convey messages of survival, faith and custom to their audience.

    Pesimo said that he have thought of combining the names of Ibong Adarna, Ibo-ng Malaya and Sarimanok to emphasize the powerful char-acters of the aforementioned birds and express these pow-ers in dances.

    Ibong Adarna is the sub-ject of a Tagalog epic of the same name. It tells a story of a magical song of Ibong Adarna which will send its listener to a deep slumber and will turn anyone to stone once the Adarnas droppings fall into the unfortunate hu-man.

    Ibong Malaya on the other hand is an epic written in the 18th Century about an epony-mous magical bird, Adarna. It tells of the tale of three broth-ers, Pedro, Diego & Juan who were sent to catch the Ibong Adarna. The trio had to do it for the sake of their ailing father. The song, according to the epic, is the only cure to

    the kings illness. The Sarimanok is also a

    legendary bird and an ubiqui-tous symbol of the Maranao people who originated from Mindanao. It comes from the

    words sari and manok. Sari means cloth or gar-ment, which is generally of assorted colors. Mank, is the Filipino word for chick-en.

    The combination of these rich classic stories once con-verted into dances, Pesimo believed will further uplift our identity as Bicolanos and Filipinos.

    It is love that keeps us, mothers domesticated and even become temporary homebodies and it is love that keeps us teachers look at the children in school in much the same manner and with the same concern as we have for our own children. Children in school are no different from our own children at home. The home is no different from the school. Both are breeding grounds for the future leaders of our country. As mothers, we are happy to see our own children reap success and as teachers we are equally happy to see our children in school reap success too.

    Domestic life and career, they are what makes us teachers truly balanced individual, holding both of them with the same kind of nobility and that is why as teachers and mothers, we deserve our own kudos.

    MERCEDES, Camarines Norte- Fishing is the source of livelihood in this town and the most important tool for their source of income is of course a boat.

    Realizing this, the Depart-ment of Labor and Employ-ment Provincial Field Office of Camarines Norte (DOLE Cam. Norte) headed by Provincial Field Officer (PFO) Jane Rol-da, under the Grassroots Par-ticipatory Budgeting Program (GPBP), awarded a total of P1,884,115.00 worth of high quality boats, locally known as banka, to 100 fisherman-beneficiaries.

    The P1.8M boat project was personally turned-over by DOLE-Bicol regional director Nathaniel V. Lacambra to LGU Mercedes, Camarines Norte Mayor Alexander Pajarillo.

    The 100 beneficiaries came mostly from the coastal Ba-rangays of Catandunganon, Mandisok and Kulasi of said town. Although there are few who have their own old boats, most of them are fisherfolks either renting boats or working on another mans boat.

    The 100 fishing banka is a fusion of both traditional and modern design made by a local craftsman from the same town. The banka is said to be bet-ter, faster and smoother since it is made of the latest fibber glass technology and an aero

    held last June 5 at the Mer-cedes Town Hall, said that the fishermen can expect a better catch.

    Norte -- The Philippine Coconut Authority (PCA) regional office in Bicol has launched early this month in this municipality an information campaign to prevent the infestation of coconut scale insects in coconut plantations in the

    area and in the region.PCA Bicol regional man-

    ager Mateo Zipagan urged the media to help in the infor-mation dissemination drive to make the farmers more aware of the possible infestation of the coconut scale insect or cocolisap in the region.

    Zipagan said that the pro-

    vincial office of PCA in Ca-marines Norte will transfer to the Kalingan Center of Daet for the mass breeding of predators like coccinelid bee-tles that will be used to fight the cocolisap.

    Earlier, PCA already raised more than 24,000 coccinelid beetles and were released in the field to help in control-ling the cocolisap infestation in some areas but this is not enough to control the pest.

    Zipagan said that they had already organized task forces in Del Gallego in Camarines Sur and in Sta. Elena, Cama-rines Norte wherein the local chief executives in these areas are very supportive. The mon-itoring in the defense line will be assisted by the respective local government units.

    PCA has also set up a quarantine area in Tabugon, Sta. Elena and will guard the domestic transport of the co-conut products.

    He said that they will or-ganize task forces at the lo-cal level composed of the the PCA, Bureau of Plant Industry (BPI), Department of Agricul-ture (DA), Philippine Nation-al Police (PNP), Department of Trade and Industry (DTI), Philippine Information Agen-cy (PIA) and the media.

    The cocolisap is an in-sect that sucks the leaf of the coconut that makes it yellow-ish then later causes the falling of the coconut fruits. The coco scale insect spreads through

    air that is why it is difficult to control the infestation.

    The coconut scale insects also attacks other fruit trees and crops including avocado, guava, mango, papaya and among others or some 68 plants by feeding on sap from a plants vascular system, he said.

    He said that the cocolisap has started in the Calabarzon with a 3.62% infestation. This is also a threat in Tagkawayan, Quezon wherein they had put
