Responsibilities:Provides a wide variety of administrative and staff support services for the SSPARS site offices under the general guidance and direction of the site office Site Manager. These services include:

Performs custodian control for assets of the Integrated Tactical Warning & Attack Assessment (ITW/AA) Missile Warning and Space Surveillance site.

Maintains configuration management for all Government IT hardware and software assets (to include desktop computers) and perform annual and/or out-of-cycle inventories as required.

Maintains a copy of the most current baseline software and support documentation.

Maintains an inventory of all simulation media including ITW/AA scenario information.

Performs varied duties in such fields as administration, timekeeping, employee relations, business and financial management, procurement and property accountability, etc.

May assist in preparing and controlling records, statistics, and reports regarding operations, personnel changes etc.

Serves as administrative liaison with others within and outside the company regarding administrative issues related to purchasing, personnel, facilities and operations. The nature of the duties requires a familiarity with company policies and practices and calls for independent judgment within the scope of established policies. Work is accomplished by assisting in providing, obtaining, or coordinating company policies and procedures and/or local procedures, and integrating them to the specific work requirements of the department.

Leads the coordination of unescorted entry, visit requests, maintenance of badges including those for restricted areas and supports the tracking and maintenance of various security trainings and support compliance to physical and industrial security requirements including coordination and maintenance of security plans.

Maintains the physical fitness equipment in a safe and operable manner and will coordinate needed repairs and identify unserviceable equipment per PWS paragraph 2.15.5. This equipment will be taken out of service and the COR will be notified of the equipment status. Provides equipment replacement cost input to the Site Manager and Government. Develops and coordinates any fitness equipment removal with installation schedules. Ensures the weight rooms are available on a 24/7 basis.

Is the POC for site Information Management and Records Management requirements and will meet the performance standards identified in PWS paragraph 2.9.1. Will work in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Will maintain all contractor records associated

Serves as the designated primary RC for the maintenance and disposal of official records created by contractor users which are developed during contract performance. Will accomplish IAW stated performance standards. Will work in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Will accomplish initial and annual ADLS CBTs for Records Custodian and Protecting Sensitive Information. Will exhibit copies of all training certificates received. Will submit required Records Custodian Appointment Memorandums.

Serves as the designated the primary Functional Area Records Manager (FARM) and accountable for all contractor managed official records meeting all performance standards identified in PWS paragraph 2.9.1.2. Will accomplish initial and annual ADLS CBTs for FARM and Protecting Sensitive Information. Will exhibit copies of all training certificates received. Will submit required FARM Appointment Memorandums.

Works in concert with the SSPARS PMO contracting office guidelines to forward requests to the on-site COR. Will be compliant with protecting PA and FOUO records and information. Meets the required performance standard referenced in the SSPARS DD Form 254.

Develops, uses, and keeps accounts for department and field publications. Paper-based publications requests will be made from the DLA Document Services. Will review product announcements and the Product Index on the e-Publishing web site. Will evaluate and inventory the contents of FPL to keep publications recent and necessary.

Email the 21 AMDS Bioenvironmental GSU Manager upon receiving notification of any federal, state, or local agency inspections or visits related to OEH matters. Provide any documentation related to these visits to the 21 AMDS Bioenvironmental GSU Manager (PWS 2.6.3). Notify the IRSO and on-site COR of changes in practices or procedures involving radiation sources, unsafe work practices that could affect radiation exposure to personnel, or accidents or incidents involving radiation (PWS 2.6.7). Notify the IRSO, 13 SWS/CC and 21 AMDS/SGPB immediately (without delay) of any incident or accident involving ionizing radiation, or when any personnel may have received a dose above the applicable limits (PWS 2.6.8). Provide initial and refresher EMFR Safety Awareness training to personnel with the potential to exceed the Lower Tier MPEs. Training will be commensurate with the potential for exposure within the workplace. Provide training to visitors to lower and upper tier MPE areas. Document all training provided for base assigned personnel; proof of implementation of awareness training for visitors is acceptable (PWS 2.6.9).

Relevant Experience:Ten years of related experience. In lieu of education, 18 years of directly related, progressively complex work experience. Provided senior technical guidance/direction to staff, typically managers and supervisors. Developed and implemented department initiatives.

Demonstrated human relation skills in the coaching and development of managers and seasoned technical professionals. Process integration skills. Team building and strong team facilitation skills. Knowledge of advanced concepts in the field engineering discipline and an understudying of related engineering disciplines. Supervisor/management experience. Ensures that employees complete hand-held fire extinguisher training.

E-mails 21 AMDS Bioenvironmental GSU Manager and respective host base Bio-environmental office and obtains Government approval prior to procurement of these devices. Maintain records of all procurements and devices in use.

Provides initial and refresher EMFR Safety Awareness training to personnel with the potential to exceed the Lower Tier MPEs. Training is commensurate with the potential for exposure within the workplace.

Uses the Cyberspace Infrastructure Planning System (CIPS) to create requirements and manages projects from initiation of requirements through project implementation.

Creates project dashboards in CIPS for USAF Cyberspace Infrastructure projects. Enters project objectives, contacts and milestones on the Dashboard tab and general correspondence/documentation on the Details tab. Updates the project log on the Schedule tab and manages project information on the Manage tab.

Performs as the Installation/Site CSIR Manager. Updates and maintains existing legacy CSIRs until they are incorporated into CIPS, or are no longer required.

Monitors all implementation actions for completion prior to system acceptance, process applicable system acceptance documentation, and provides copies to all agencies involved.

Updates and maintains a local master file of drawings for all AF-owned, contractor-maintained, fixed C4 systems. Coordinates updated or new drawings with the 38 EIG Cyberspace Systems Integrator (CSI), if assigned, and processes data to update drawings.

Acts as Occupational and Environmental Health (OEH) POC and oversees OEH activities.

Provides monthly performance data to Mission Assurance Manager for Quality Status Report.

Maintains accurate and timely documentation of all user problems and resolutions.

Notifies/coordinates ASI to minimize impact on base-level mission. Obtains approval from the Installation/Site Commander prior to scheduling any network system or service outages.. Upon approval, notifies the 21 CS CFP and all installation network users who could be affected by the ASI. If the network has a router, coordinates maintenance and administration of the router through SSG (Standard Systems Group)/SINS, Maxwell AFB, Gunter Annex AL. For AFIN, coordinates maintenance and administration through the Air Force Information Warfare Center (AFIWC) Lackland AFB, TX.

Notifies all network users who could be affected by host base ASIs.

Coordinates with host LRAs in support of site PKI requirements.

Backs up all networks to provide for restoration in the event of failure. Keeps records of back-ups and restorations performed.

Updates anti-virus signature files and scan for viruses to protect network resources. Immediately reports and coordinates incidents involving viruses or classified data with base network security personnel and keeps a record of viruses detected.

Configures and implements automated IS controls to check and disable IS user accounts that have been dormant more than 30 days. Validates user-access privilege levels to include accountability, access rights (based on user clearance, access approval, and need to know), and special handling requirements.

Establishes, configures, maintains, and tracks all SIPRNet user accounts. Establishes procedures for users to request new SIPR accounts, and to modify or delete existing user accounts.

Submits requests to modify or delete existing user SIPRNet accounts to CNOC/USAFE.

Monitors disk storage capacities and maintains adequate disk storage availability for all users and applications

Responsibilities: Monitors radar real-time control and status, signal processing equipment, and related computing systems for trend analysis of system performance, outages, and equipment failures. Assists radar/computer/network maintenance teams in equipment repairs and reconfiguration actions as tasked.

Participates in radar system calibrations, evaluates results, and performs trend analysis on calibrations with respect to established system specifications, and track noted anomalies.

Tracks radar control and status, and signal processing system operating performance metrics and generates periodic reports and briefings for customer review.

Supports the configuration management and sustainment of radar system training suites and associated equipment. Collects performance data on training suite equipment and software, and provides periodic reports on these metrics for customer review. Assists maintenance teams in the repair and reconfiguration of these systems as tasked.

Participates in scheduled customer system exercises and test activities as tasked. Collects and analyzes system performance data for such events, and provides technical reports for customer review.

Assists in the generation and update of radar and operations systems training materials. Participates in the conduct of system orientation training for customer personnel.

As part of a system operations and maintenance team, utilizes generated test data and analyses to track system anomalies, generates solutions or mitigations, and provides lessons learned as required.

Security Clearance:US Citizen. Top Secret/SCI, Single Scope Background Investigation (SSBI).

Responsibilities:Evaluates local network equipment and capabilities, monitors performance of LANs, and identifies anomalies or discrepancies that appear in network availability, capacity, or Quality of Service (QoS) metrics. Performs root-cause analysis and provide recommendations to the customer on needed repair actions or upgrades to network equipment, software, or architecture.

Evaluates and reports system security incidents, virus attacks, classified message incidents; and identifies threats, vulnerabilities, and associated countermeasures using the policies, procedures and report formats provided by the servicing WCO. Cleans or sanitizes information systems as required. Tracks and disposes of unclassified IS storage media previously contaminated with classified data as classified media.

Coordinates with the host base CFP to ensure continuous network access and to perform troubleshooting and touch maintenance required to restore network service, improve security, reliability and performance. Installs Air Force Standard Desktop Configuration (SDC) on user systems as required. Manages squadron NIPRNet/SIPRNet accounts interfacing with the Host as needed. Manages all squadron file/print services and shared network drives and permissions.

Maintains the ASIM, which interfaces with the AFIWC at Lackland AFB TX and the Network Operations and Security Center (NOSC) at Peterson AFB CO. Implements configuration changes, evaluates, and implements defensive actions as directed by AFIWC or the NOSC.

Installs, maintains and repairs all NIPRNet/SIPRNet cabling, including multimode fiber optic cabling, for effective operation of workstations and systems. Coordinates all cable installations with the Beale AFB NCC.

Complies with AFIWC at Beale AFB network security policies and procedures to detect unauthorized network activity. Implements INFOCON checklists and NOTAMs during contingencies, exercises, or other real-world information attacks.

Updates the existing, primary NIPRNet/SIPRNet information system (IS) AF A&A package. Submits changes as necessary to the 21 SW/IA Office for review and DAA signature. Provides applicable IS A&A data and drawings for incorporation into the A&A (for Beale AFB and RAF Fylingdales). Includes the following in primary NIPRNet/SIPRNet IS A&A packages: Computer Security (COMPUSEC), TEMPEST (to include current certification memorandum), Communications Security (COMSEC), Cybersecurity Assessment and Assistance Program, and Telecommunications Monitoring and Assessment Program (TMAP).

Functions as Primary Information Systems Security Officer (ISSO) and a primary Cybersecurity Liaison. Executes cybersecurity responsibilities protecting and defending information systems by ensuring the availability, integrity, confidentiality, authentication, and non-repudiation of data through the application of cybersecurity measures. Protects ISs, their operating system, peripherals (media and devices), applications, and the information it contains against loss, misuse, unauthorized access, or modification. Ensures all users and ISSOs receive COMPUSEC training. Performs as the liaison between the Site and the 21 SW WCO for COMPUSEC matters.

Maintains an inventory of all equipment that processes or handles classified information. Coordinates equipment inventory with 21 SW/WCO for validation and final approval (9 CS at Beale AFB).

As directed, participates in the design, implementation, and test of LAN upgrades, including upgrades to network server, router, and switch equipment, TEMPEST requirements, operating systems and software applications, network firewalls, virus protection, data transfer protocols; evaluation of cybersecurity configurations for equipment and software; implementation of cybersecurity measures; and collection of security data and artifact analysis for verification. Monitors all implementation actions for completion prior to system acceptance, process applicable system acceptance documentation, and provides copies to all agencies involved.

Evaluates existing LAN backup procedures, practices, and storage capabilities to assure that all networks can be restored in the event of failure. For noted deficiencies in storage capacities, procedures, or practices, provides recommendations for improvement or upgrade.

For LAN upgrades or expansions, analyzes the impact on bandwidth utilization and overall network performance to assure continuance of established metric performance for availability, capacity, and QoS.

Coordinates with the host base CFP to evaluate WAN access performance via the Base Information Transport Infrastructure (BITI) interfaces for system LANs and collects and documents metrics on WAN access troubleshooting and touch maintenance required for access restoration, QoS, and security. Monitors and maintains performance metrics for customer NIPRNet/SIPRNet services. Submits requests to modify or delete existing user SIPRNet accounts.

Performs COMSEC duties.

Evaluates and establishes validity and technical solutions for network-related C4 System Requirements. Attends meetings and provides technical inputs as required for the evaluation of existing system requirements and new requirements generation.

Creates USAF Cyberspace Infrastructure requirements. For each project package, includes the Government requester with the SSPARS contractor as the Project Manager. Uses the Cyberspace Infrastructure Planning System (CIPS) to create requirements and manage projects from initiation of requirements through project implementation

Performs as the Installation/Site CSIR Manager. Receives training from the 38th Engineering Installation Group (38 EIG). Updates and maintains existing legacy CSIRs until they are incorporated into CIPS, or are no longer required.

Updates and maintains network and engineering drawings, maps, and tables and maintains and provides copies of red-lined drawings to affected interface agencies.

Assist sin the accounting of all Government IT hardware assets (to include desktop computers) and performs annual and/or out-of-cycle inventories as required.

Ensures all network users complete initial, annual, and applicable remedial DoD IAA Cyber Awareness Challenge Training via ADLS before granting or continuing network and systems’ access. Tracks training completion information for all users.
