Foreword

These GASTEC QA Approval Requirements have been accepted by the Board of Experts of the GASTEC QA Quality mark, wherein all the relevant parties in the field of gas related products are represented. This Board of Experts also supervises the certification activities and where necessary require the GASTEC QA Approval requirement to be revised. All references to Board of Experts in this GASTEC QA Approval requirement pertain to the above mentioned Board of Experts. This GASTEC QA Approval requirement will be used by Kiwa Nederland BV in conjunction with the “KIWA regulations for carrying the GASTEC QA Quality mark”. This regulation details the method employed by Kiwa Nederland BV for conducting the necessary investigations prior to issuing the (technical approval-with) product certificate and the method of external control. The inspection frequency is determined by the above mentioned Board of Experts. Approved by Board of Experts : April 2

1 Introduction

1.1 General These GASTEC QA Approval Requirements replace the GASTEC QA Approval Requirements 168, Self-closing gas valves for hot tapping and installing of inflatable pipe plugs , dated March 1996. During the execution of the certification work, Kiwa is bound to the requirements as laid down in the chapter “Agreements on the performance of certification”.

1.2 Scope These Approval Requirements apply to self-closing gas valves to be mounted in high-impact polyvinylchloride (PVC-HI) tapping saddles for hot tapping high-impact polyvinylchloride (PVC-HI) distribution lines and hot installing of inflatable pipe plugs. The maximum operating pressure is 200 mbar. The self-closing gas valve may only be used in combination with GASTEC QA approved tapping saddles. The tapping saddles shall meet the GASTEC QA Approval requirements 58 for saddles with clamp connection of high-impact polyvinylchloride (PVC-HI) of April 2011 and NEN 7232. The self-closing gas valves are for use in gas installations for 2

nd and 3

rd family gases according to NEN-EN 437 for

gas pressures up to and including 200 mbar. The specific functional recommendations for application of these self-closing valves in gas systems are described in NEN 7244 and national and international standards and/or regulations.

1.3 Acceptance of test reports provided by the supplier The rules for acceptance of test reports provided by the supplier are laid down in the “KIWA regulations for carrying the GASTEC QA Quality mark”.

2 Product Requirements

2.1 General In this chapter the functional and performance requirements imposed on Self-closing gas valves for hot tapping and hot installing of inflatable pipe plugs are included, as well as the determination methods in order to be able to determine whether the requirements are fulfilled.

2.1.1 Assembly The assembly, dimensions and tolerances of the components shall comply with the construction drawings approved and certified by Kiwa Nederland.

2.1.2 Reliability and suitability The self-closing gas valve shall be reliable and well-suited for the intended purpose. It shall be possible to drill safe and reliable taps under practical conditions and to set inflatable plugs with virtually no gas being released.

2.1.3 Provision for pressure test The manufacturer shall provide a plug for the pressure test equipment, or provide another provision that makes it possible for the service line to be pressure tested at 1 bar without creating a pressure difference over the self-closing gas valve.

2.1.4 Use of self-closing gas valves in combination with top pieces of tapping saddles The self-closing gas valve may only be used in combination with GASTEC QA approved top pieces (Dutch: opzetstukken) for tapping saddles. The top pieces shall meet the GASTEC QA Approval Requirements 58 for saddles with clamp connection of high-impact polyvinylchloride (PVC-HI) and NEN 7232 “Plastics piping systems for gas supply – Saddles with clamp connection of modified poly(vinylchloride) (modified PVC) - Requirements and test methods”.

2.1.5 Use of top pieces in combination with tapping saddles The above mentioned top pieces with built-in self-closing gas valve may only be used in combination with GASTEC QA approved tapping saddles. The tapping saddles shall meet the GASTEC QA Approval requirements 58 for saddles with clamp connection of high-impact polyvinylchloride (PVC-HI) and NEN 7232 “Plastics piping systems for gas supply – Saddles with clamp connection of modified poly(vinylchloride) (modified PVC) - Requirements and test methods”.

2.2 Materials

2.2.1 Plastic components Plastic components of the construction that make contact with gas shall be made of high-impact PVC, in accordance with the GASTEC-QA Approval Requirements 58 for saddles with clamp connection of polyvinylchloride (PVC-HI). The material shall be free of contamination and resistant against the action of gas and its components.

2.2.2 Elastomeric components Elastomeric sealing components shall conform to the requirements of NEN-EN 682, Type GAL or GBL.

2.3 Construction

2.3.1 Pressure accommodation during use The construction shall be made in such a way that no pressure difference is created over the self-closing gas valve under operational conditions.

2.3.2 Pressure accommodation during pressure testing The construction shall be made in such a way that when the service line is pressurized to 1 bar from the gas meter side, no pressure difference is created over the self-closing gas valve. When pressurizing to 1 bar from the side of the top piece, this can be achieved with a provision in the connector of the pressurizing device on the top piece.

2.4 Marking and documentation

2.4.1 Marking The following information shall be permanently applied to the construction:

1. Name of the manufacturer or supplier and/or the registered trademark

2. The GASTEC QA word mark or logo mark;

2.4.2 Instructions The manufacturer shall also supply assembly instructions in Dutch. The documentation shall provide clear instructions for tapping, pressurizing and placement of inflatable pipe plugs. The following shall be indicated in the documentation:

The types of top pieces and tapping saddles for which the constructions are suitable;

What cutters and devices for the placement of inflatable pipe plugs may be used;

The type of fitting and connector to be used for the pressure testing equipment

The maximum allowable pressure for pressurizing and placing inflatable pipe plugs.

3 Testing methods

3.1 General All measurements shall be performed at 23 ± 2 °C. Pressures shall be measured using a precision manometer as specified by NEN 927, class 1. Leakage losses shall be measured with an accuracy to ± 5 cm

Tests shall be done in triplicate.

3.2 Testing of top pieces of tapping saddles for self-closing gas valves for the placement of inflatable pipe plugs The top pieces, including the corresponding caps, shall fulfil the relevant parts of the GASTEC-QA Approval Requirements 58 for the GASTEC QA product certificate for saddles with clamp connection of high-impact polyvinylchloride (PVC-HI) and NEN 7232 “Plastics piping systems for gas supply – Saddles with clamp connection of modified poly(vinylchloride) (modified PVC) - Requirements and test methods”.

3.3 Leak tightness test after tapping The high-impact polyvinylchloride (PVC-HI) main line should be tapped at an operating pressure of 25 +5/-0 mbar using through the self-closing gas valve with the drill provided for this. The seal of the valve shall be checked for leak tightness. The leakage loss may not exceed 1000 cm

3/h.

3.4 Leak tightness test at 200 mbar After being subjected to the leak tightness test mentioned in paragraph 3.3, without installation of the screw cap, the construction shall be able to withstand an internal pressure of 200 +10/-0 mbar for a period of 24 hours under the self-closing gas valve. The construction shall remain intact. The test is performed by measuring the leakage loss over the self-closing gas valve from the start of the test to the end of the test. The leakage loss from the start to the end of the test period may not exceed 1000 cm

3.5 Leak tightness test after repeated use After being subjected to leak tightness test mentioned in paragraph 3.4, the construction shall be tested after repeated use. Tapping shall be done 10 times at an operational pressure of 200 +10/-0 mbar through the self-closing gas valve with the drill provided for this. The self-closing gas valve may not show any damage after completion of the tappings. The test is performed by measuring the leakage loss over the self-closing gas valve. The leakage loss may not exceed 1000 cm

3/h.

3.6 Testing for pressure difference over the self-closing gas valve during pressurizing of the service line The construction is brought to 1 bar with an even pressure build-up from the service line connection. The duration of this pressure build-up is 15 seconds. No pressure difference may arise across the self-closing gas valve during this process.

3.7 Leak tightness test after pressure test Directly after being subjected to the pressure test mentioned in paragraph 3.6, the leak tightness of the self-closing valve shall be tested. The seal of the valve shall be checked for leak tightness during 1 hour at 200 +10/-0 mbar and 1 hour at 25 +5/-0 mbar. The leakage loss may not exceed 1000 cm

3/h. The self-closing gas valve may not show any

damage or malfunction after completion of the test. This shall be checked by way of a visual test.

4 Quality system requirements

4.1 General This chapter contains the requirements that have to be fulfilled by the manufacturer‟s quality system.

4.2 Manager of the quality system Within the manufacturer‟s organisational structure an employee shall be appointed who is in charge of managing the quality system.

4.3 Internal quality control/quality plan As part of the quality system the manufacturer shall implement an internal quality control schedule (IQC-scheme). In this IQC-scheme the following shall be demonstrably recorded:

which aspects are inspected by the manufacturer;

according to which methods these inspections are carried out;

how often these inspections are carried out;

how the inspection results are registered and stored. This IQC-schedule shall be in the format as shown in the annex. The schedule shall be detailed in such a way that it provides Kiwa sufficient confidence that requirements will be continuously fulfilled.

4.4 Procedures and work instructions The manufacturer shall be able to submit:

Procedures for: - the handling of non-conforming products;

- corrective actions in case non-conformities are found;

- the handling of complaints regarding the products and / or services supplied;

the work instructions and inspection sheets in use

instructions for packaging and closing off of products during storage and transport.

4.5 Other Quality system requirements The quality system of the production location shall be ISO 9001 certified. Part of the ISO 9001 certified quality system can be combined with the IQC scheme.

5 Summary of tests and inspections

This chapter contains a summary of tests and inspections to be carried out during: Initial evaluation: the investigation necessary in order to determine whether all requirements of the evaluation

guideline are fulfilled, Inspection visit: the surveillance inspections carried out after issuing the certificate in order to determine whether

the certified products continuously fulfil the requirements of this evaluation guideline. The inspections are carried out according to the frequency indicated. Inspection of the quality system: inspection with regard to the correct implementation of the IQC-schedule and

procedures.

1) In case the product or production process changes significantly, the performance requirements shall be determined again with respect to paragraph 13 of the “Kiwa regulations for product certification”.

2) All product properties that can be determined within the visiting time (maximum 1 day) are determined by the inspector or by the supplier in the presence of the inspector. In case this is not possible, an agreement will be made between the certification body and the supplier about how the inspection will take place.

5.2 Evaluation of the quality system During each inspection visit the quality system of the supplier shall be examined and evaluated.

6 Agreements on the performance of certification

6.1 General This chapter contains the by the Board of Experts elaborated agreements on the performance of certification by Kiwa.

6.2 Certification staff The staff involved in the certification process is sub-divided into:

Certification engineers: in charge of carrying out the pre-certification tests and assessing the reports of the inspectors;

Inspectors: in charge of carrying out external inspections at the supplier‟s works;

Decision-makers: in charge of taking decisions in connection with the pre-certification tests performed, continuing the certification in connection with the inspections performed and taking decisions with regard to corrective actions.

6.3 Qualification requirements for executive staff of CI that fulfil the requirements of EN 45011 The qualification of the executive staff of a CI shall fulfil the requirements of EN 45011. The way qualification of the staff is performed shall be described in the quality manual of the CI.

6.5 Qualification Certification staff shall be demonstrably qualified by evaluation of education and experience of the above-mentioned requirements. In case qualification takes place on the basis of other criteria, then this has to be recorded in writing. The authority for qualification rests with:

The Valves shall be marked with the following information:

Manufacturer‟s name or trademark

Batch number or identification number

GASTEC QA word mark or logo mark.

Place of the mark:

On the product.

Method of marking:

Permanent marking.

RECOMMENDATIONS FOR CUSTOMERS:

1. Check at the time of delivery whether:

1.1 the manufacturer or supplier has delivered in accordance with

the agreement;

1.2 the mark and the marking method are correct;

1.3 the products show no visible defects as a result of transport

etc.

2. If you should reject a product on the basis of the above, please

contact:

2.1 Manufacturer

and, if necessary,

2.2 Kiwa Nederland B.V.

3. Consult the producer's processing guidelines for the proper storage

and transport methods.

4. Check whether this certificate is still valid by consulting Kiwa
