He started riding trails and build- ing small tracks way before he ever heard the term BMX. A close friend of Mike’s raced motocross. In 1975 when Mike was 11, his friend Trent returned from a trip to Southern Cali- fornia, and brought back the knowledge about how to run an official BMX race. Other friends, the Northrop’s, built a track behind the elementary school. Races were every Sunday, and the entry was one quarter. Mike brought out his Mattel BMX bike and finished dead last. Mike was inducted into the new TEXAS BMX Hall of Fame in Pearland, Texas this year as an Industry Leader because of his ef- fectiveness with manufacturing BMX uniforms. Mike has now repurchased the MH Factory brand and is in the process of rebuilding his manu- facturing business in Johnson County. Mike might even bring it back home where it all started, in Keene. Former Keenite inducted in TEXAS BMX Hall of Fame

Like most young boys, Michael Holland dreamed of having a motorcycle. He always looked forward to a trip to town, with his father, and a stop of at the Suzuki motor-cycle shop to set on an Indian dirt bike.

Mike would always pick on older kids, and racing his bicycle down a giant hill right in front of his elementary school, was no different. He remembers leading the race against some of the older kids, and he decided to turn and look back. As he was gloating over his lead, he ran smack dab into the back of a Dodge Dart belonging to the local pharmacist. As he crawled off the back glass he peeked into the car and said “sorry”.

He started riding trails and build-ing small tracks way before he ever heard the term BMX. A close friend of Mike’s raced motocross. In 1975 when Mike was 11, his friend Trent returned from a trip to Southern Cali-fornia, and brought back the knowledge about how to run an official BMX race. Other

friends, the Northrop’s, built a track behind the elementary school. Races were every Sunday, and the entry was one quarter. Mike brought out his Mattel BMX bike and finished dead last. BMX became a sport in Keene.

In the summer of 1978, with no track around, Mike decided to have an exposi-tion race in his Great Aunt Jessie Miles’ back

yard. Dan E Roberts, then Mayor, printed flyers free for Mike and he went door to door to all businesses in town to promote his race. Oden’s service station put up the $10.00 prize money. Mike had a large turn out to check out this unique sport. The local favorite Bobby, who was racing

Schools Celebrate Fire PreventionIn recognition of the Na-

tional Fire Protection Associa-tion’s Fire Prevention Week 2012 the Keene Fire Depart-ment, coordinated by Jake Hopps, Keene Fire Marshal conducted a multi-day event at the Keene Independent School District and Keene Adventist Elementary School. A total of 890 KISD and KAES students participated in this fire aware-ness/prevention training.

The event was designed to call the attention of the students, from pre-K through the 8th grade to what they can do to prevent fires, and how to respond to fires in their homes. Besides learning about fire safety, the students also par-ticipated in a mock fire safety

exercise using the Fire Safety House borrowed from the Burleson Fire Department. The Safety House is a trailer that simulates a home environment.

This allows children to identify and correct everyday household hazards that may lead to fire and burn injuries. The Fire Safety House also simulates a house fire, utiliz-ing a simulated kitchen, smoke detectors, a 9-1-1 phone, a window exit ladder and non-toxic smoke that allows children to virtually experience the event and to practice their home escape plan.

The students were in-serviced by members of the KFD staff on “E.D.I.T.H.” an acronym for “Exit Drills

In The House.” Much to the amusement of the students, the KFD staff recruited from the Burleson Fire Department, the help of “Patches and Pumper” a talking, mini pumper-driving remote controlled Dalmatian.

The students were edu-cated by Patches and the KFD staff on what to do in the event of a house hold fire. They were taught that it is important to (1)

have a two exit strategy, i.e., to know two ways out of the house, (2) feel for heat with the back of their hand prior to opening any closed door and (3) after exiting the burning house, to call 9-1-1. In the event that the child is unable to exit the house, it is important to let the 9-1-1 operator know exactly which room they are in and stay right next to a wall in order to facilitate the firefight-ers in their search and rescue.

“If we were able to save just one life from this train-ing exercise, it will have been

well worth the effort,” stated Hopps.

Handouts were provided to the students so they could color and learn about fire safety when at home. “These handouts are essential. They provide a fun way of learn-ing for each student along with teaching them life safety aspects,” stated Hopps.

The handouts are provided solely by donation from local businesses located in Keene. Keene Fire Department has partnered with National Fire Safety Council Inc., in send-

ing out letters to assist KFD in obtaining additional funds for handouts. “Funds are ex-tremely limited. All donations, through National Fire Safety Council Inc., go directly for fire safety handouts and are an asset to our community,” stated Hopps.

Also participating in the training exercise were Chief Matt Gillin, Lt. Ryan How-erton, Lt. Brad Fortune, Lt. Blaine Stroud and Firefighter/Paramedics George Duron, Ryan Neighbors, Cole Jenkins and Jacob Little.

Mission Statement: The mission of the Keene Junior High Staff is to develop students who are successful in high school. Classes at KJH are offered in the core sub-jects of reading, English and language arts, mathematics, science, and social studies. KJH also offers many elective classes in-cluding art, fien arts, Spanish, Teen Lead-ership, health physical education, UIL, and skills for success. The school specialized programs include the Excel class, English as a Second Language, special education, and gifted and talented programs as well as programs for dyslexia, 504, and at-risk children.

The meeting convened at 7:00 p.m. at the Keene City Hall Council chambers with Mayor John Ackermann, Council members Janes, Perez, Aden, Schram and Roger Ack-ermann present and council member Slough absent.

OF PREVIOUS MINUTES A motion was made by Roger Ackermann and seconded by Chad Aden to accept the previ-ous council meeting minutes as written. Carried unanimously .

PROCLAMATION FOR MUNICIPAL COURT WEEK In honor of Texas Munici-pal Court Week November 5-12 Mayor Ackermann read a lengthy proclamation and expressed special appreciation to Keene’s Municipal Court’s staff. Mayor Ackermann stated “I do recognize this week as Municipal Court Week and I call upon all the residents of Keene to do likewise.”

PUBLIC HEARING ON A REZONING FOR PROP-ERTY LOCATED AT 101 N. FAIRVIEW FROM SINGLE FAMILY TWO TO MULTI-FAMILY, OWNER, DUANE BARNES

Duane Barnes, devel-oper/builder took the floor to forward this proposal. He brought blueprints for the Council’s review and further stated that he proposes to build “an upscale 2 bedroom duplex on the corner of Pecan and Fairview Streets.

He told the council that he would make a sidewalk on the Pecan Street side of the property.

Wes Schram, an attendee voiced a proposal from the floor. He stated “I would like to propose new sidewalks for all new developments.”

No further discussion was made and the Public hearing ended.

DISCUSSION AND POSSIBLE ACTION ON APPROVING A REZONING FOR THE PROPERTY LO-CATED AT 101 N. FAIRVIEW FROM SINGLE FAMILY 2 TO MULTIFAMILY, OWNER, DUANE BARNES

Councilman Aden quickly made a motion to approve the rezoning and was seconded by Roger Ackermann. It was an unanimous vote by the council with no further discussion.

DISCUSSION AND POSSIBLE ACTION ON AP-PROVING $1,500 TO SUP-PORT THE 2012 ANNUAL STARFEST EVENT

Police Chief Rocky Alberti made an appeal to the Council members “to see if you guys can help out with the needed funds. We need a donation of $1,500 from the city of Keene. Normally the committee spends $3,500 to $4,500 for Starfest. I believe this is some-thing we need to commit to for the safety of the kids in our community.” Discussion con-cerning what the dollars would be spent on with Chief Alberti telling council on prizes and rental of some activities pieces.

Councilwoman Schram made the motion to give the Starfest Committee $1500.00 for the October 31st event. Chad Aden seconded the mo-tion and it passed unanimously by the council.

FINANCIAL STATE-MENT REVIEW YEAR TO DATE THROUGH AUGUST, 2021 Peggy Thompson, acting as the Coun-cil Secretary in the absence of Keesha Lay, indicated that “through August we were at 91.67% budget completion and our expenditures were below this. There were no further discussion.

DISCUSSION AND POSSIBLE ACTION ON APPROVING THE KEENE ECONOMIC DEVELOP-MENT CORPORATION EXTENDING THE OPTION TO PURCHASE CONTRACT FOR THE PROPERTY DE-

SCRIBED AS FOLLOWS, 193.7 ACRES SITUATED IN THE W.T. MCMILLO SUR-VEY, ABSTRACT 575, THE B.F. CHILDRESS SURVEY ABSTRACT 174, THE H.T. SHUMAKER SURVEY, ABSTRACT 786, THE ANDREWS PETERS SUR-VEY ABSTRACT 696, THE MARIA TRUNER SURVEYL, ABSTRACT 825 AND THE W. CATER SURVEY, AB-STRACT 149.

David Patterson stated “this is the same contract, we’re just asking for an extension to June 5 of 2013. It is for the purchase of the Joy Graham property that is adjacent to the city’s indus-trial park. No mention of how much the extension was cost-ing the city but Patterson did say they needed the time to get their funding in order. Roger Ackermann made the motion to approve the extension agree-ment with Chad Aden as the second. It passed unanimous by the council with no further discussion.

REVIEW BY THE COUNCIL OF REPORTS BY THE WATER, SEWER, PUBLIC WORKS, PO-LICE, COURT, CODE ENFORCEMENT,AND FIRE/EMS DEPARTMENTS DETAILING MONTHLY ACTIVITY WITHIN EACH DEPARTMENT. COUNCIL MAY CONSULT WITH DE-PARTMENT PERSONNEL, THE CITY ADMINISTRA-TOR, AND THE CITY AC-COUNTANT REGARDING THE REPORTS

Councilman Chad Aden questioned the Council “Is

there any way we could look at our sewer department and find out what is the busiest 3 months in order to put a cap on the sewer rate?” His concern is that when people are water-ing their lawns they are being charged for water that is not being treated at the water treat-ment plant. His opinion, this is keeping people from watering their lawns in the summer and making the town not as appeal-ing.

Bill Guinn, city adminis-trator, responded “We’ll look at that and see.”

Peggy Thompson in-formed the council that there is an existing cap inside the Keene City limits for residen-tial which is $49.10 or 12,000 gallons. After that amount is obtained then there is no more charges for sewer on residen-tial accounts.

“Our sewer plant is cur-rently running at around 40%” informed George Evans Keene Public Works Director.

No further items or discus-sion…..meeting was adjourned by Mayor Ackermann.
