1. Project Overview
1.1 Project Scope
This document has been prepared to outline the South Kempsey Pressure Sewer (the Project)
Project Management Plan. The Project is located in Kempsey, NSW and will service the South
Kempsey Employment Lands Hub.
The South Kempsey Employment Lands Hub covers an area of 520 ha on the southern side of
the Kempsey township. The area has been split into nine sub-areas which are presented in Figure
1-1.
The main system components of the Project (presented in Figure 1-2) are as follows:
Rearrangement of existing discharge arrangements and installation of new pressure pod
and grinder pump systems for existing properties within the proposed service areas.
New pressure sewer collection pipes to existing individual allotments.
Installation of a new sewer main from the South Kempsey Service Centre, along Macleay
Valley Way, discharging into a man hole at the extent of the existing sewer system on
South Street, South Kempsey. Flows would then gravitate to the existing South Kempsey
Sewage Treatment Plant.
Provision of a duplicate main on Macleay Valley Way to provide flexibility for development
staging and therefore designing for future business development in the area
Associated components including a flow meter, valve boxes, flushing arrangements and
air release valves at significant high points.
Installation of the system will comprise trench excavations on land and horizontal
direction drilling (HDD) beneath the Pacific Highway and Macleay Valley Way at South
Street. HDD would also be used to install the pipeline in areas that preclude trenching.
Discharge of sewerage from the nominated service area will be into the existing South Kempsey
Sewage Treatment Plant.
The Project has been developed to service the following development stages:
Stage 1 – 3 to 10 year horizon – Current development (86 ET) plus growth of 255 ET.
Stage 2 – 10 to 20 year horizon – Full Development of 1,1813 ET.
The estimated capital cost of the scheme is $1,468,330. The project is seeking funding of
$734,165 from the Federal Government’s Building Better Regions Fund. As such, strict
adherence to the project budget will be a high priority throughout the procurement phase. It is
also essential to ensure the Project is delivered in accordance with the time and quality
requirements of the grant.
1.2 Project Objective
The key objective of this project is to resolve deficiencies associated with the existing effluent
management system and stimulate economic growth through development opportunities.
There is currently no centralised sewage collection and disposal system in the South Kempsey
Employment Lands area. Existing sewerage infrastructure extends as far south as South Street,
South Kempsey. The holiday park on the corner of Macleay Valley Way and South Street is
connected into the council sewer via a private pumping station and rising main. All other
allotments are serviced by on-site sewage (septic) management systems.

2. Implementation Methodology
2.1 Staging strategy
Due to the uncertainty of the timing of development in the South Kempsey employment hub a
concept design has been developed to provide Council with as much flexibility as possible for
existing and future system operation.
A key feature of providing this future flexibility is the provision of a duplicate pressure sewer main
on Macleay Valley Way. The required diameter for the duplicate main is DN110, however during
the initial Stage 1 connection period, flows can be conveyed via a single main.
Council have also assessed the alternative option of constructing a single main in the near term,
with appropriate fittings to enable ready cross connection with the second main in the future.
Following this approach, Council would be confident of the “actual” flows / discharge patterns from
the already connected properties before finalising the sizing of the duplicate main.
There are significant cost savings in installation of duplicate pipes with one of the pipes effectively
valved off until required for Stage 2 (Area 6 and 7) development. The known timing/nature of
development in Area 6 & 7 is less defined than the Macleay Valley Way and hence no staged
construction strategy has been developed for this area at this time, however the installation of
duplicate mains has been included in this project scope in order to increase the long-term viability
of the Project.
2.2 Implementation targets
The Project timeline has been developed to align with the operational needs of the community
and the requirements of the Building Better Regions Fund program, which has a target delivery
before 31st Dec 2019, and a project commencement of 12 weeks post grant approval.
In line with the requirements of the Building Better Regions Fund guidelines, commitment is
provided to operate and maintain the nominated project for a minimum period of 5 years.
2.3 Funding availability
The proposed Project schedule (refer Appendix A) is reliant upon co-funding from the Australian
Government’s Building Better Regions Fund.
2.4 Timeframes
An indicative program and methodology for implantation of this Project is provided in Appendix A.
The program has been developed giving consideration to the above strategic needs and
constraints.
A typical design flow process is also shown that illustrates the design sub-tasks that are not shown
in the overall Project program.
The timeline for the Project has been developed to be as reasonable as practicable.

3. Project Costing
3.1 Cost Estimates
A concept cost estimate for the sewerage reticulation was developed by Urban Water Solutions
(UWS) for the Kempsey South PSS Concept Design Report (2016). These costs were further
refined by GHD giving consideration to additional components required for the Project. The cost
estimate for the project is summarised in Table 3-1 below.

3.1.1 Basis of estimates
Cost estimates for the pressure sewer pipe costs have been calculated based on the NSW
Reference Rate Tables, June 2014. The recommended capital cost factor has been applied to
the rates to reflect 2016 costs.
The sewer rising main rates in the NSW Reference Rate Tables are based on DICL pipe
material. As the pressure sewer mains will be HDPE, it was reasoned that the rates for uPVC
water mains would be more appropriate. The water main rates include an allowance for air
valves, scour valves and isolation valves.
The reference rates include an allowance for survey, investigation and design. 20% construction
contingency has been added.

4. Roles, Responsibilities and Delegation
Procedure
Project Manager / Leader
The Project Manager provides all commercial, contractual and managerial support for the project.
All formal communication to the client shall be via the Project Manager. All other project-related
communication between any of the parties is to be copied to the project manager.
In general terms, the project manager is also responsible for authorising any changes in scope,
time or deliverables for the project.
Design Engineer
The design engineer is responsible for developing the Client’s requirements into design and
installation package and ensuring the design meets all relevant specifications. The design
engineer shall provide to the construction manager, a set of appropriate drawings / technical
details for the subject works and assist with resolution of technical queries, which may arise during
the execution phase of the work.
Construction Manager
The construction manager is responsible for the day-to-day execution and management of this
work package. This role is focussed on providing the necessary on-site project management
presence to ensure safe, effective execution and the construction manager is authorised to
coordinate all project management aspects related to this Project.
Commissioning Engineer
The commissioning engineer is responsible for preparing commissioning documentation relevant
to the project and ensuring that the Client’s requirements with regards to the Process are
implemented. The commissioning engineer shall be responsible for commissioning the equipment
and assisting with the preparation of handover documentation.

5. Health, Safety & Environment
Health, safety and environment considerations for each aspect of the Project will be managed
under the design Consultant and Contractor’s Health, Safety and Environment policies and
systems relevant to the phases of the works.

6. Approvals
Preliminary assessment of the required approval process has determined that Council, as a
government department, are the determining authority under Part 5 of the Environmental
Planning and Assessment Act 1979. The Project fits within the definition of development for the
purpose of sewage reticulation systems as defined in clause 106 (3) of the State Environmental
Planning Policy (Infrastructure) 2007.
A Review of Environmental Factors (REF) will be undertaken upon receipt of successful funding
advice. The REF will include a review of relevant legislation and permits, the existing
environment, an impact assessment and mitigation measures to be implemented throughout the
construction and operational phases of the Project.
The REF will also consider the results of community and stakeholder consultation in order to
provide Council with sufficient detail to determine the Project.

7. Quality Management
7.1 General
The Contractor will control the quality of the work and must have a fully implemented quality
management system in accordance with the requirements of the current Australian and
International Standard AS/NZS ISO 9001:2000.
The Contractor must submit to the Council one controlled copy of the Project Quality Assurance
Plan within 14 days of Contract Commencement.
The Project Quality Assurance Plan must cover all relevant quality system elements applicable to
this Contract.
As a minimum, the Project Quality Assurance Plan must contain the following information:
A Project Organisation Chart or list of nominated Project Personnel showing their positions, lines
of communication and details of the responsibilities of the positions.
1. Details of the qualifications and experience of key team members.
2. Inspection and Test Plans for the various phases during design, construction and
commissioning are to be provided to the Council at least 7 days prior to commencement of
relevant activities;
3. A copy of the NATA Terms of Registration for the Contractor’s Compliance Testing
laboratory (Internal or Sub-Contract);
4. Project specific operating procedures or descriptions outlining as a minimum, details of
activities, who is responsible for implementation/verification, identification of relevant
Quality Records and distribution and of such records, to be submitted at least 7 days prior
to commencement of relevant activities;
A Register of all intended Quality Records to be used on the project, together with proformas.
7.2 Conformance Reports
Conformance Reports must be forwarded to the Council for each designated work lot or work item
on a weekly basis by COB Monday for the previous week’s work.
Conformance Reports must include a verification statement certifying that the relevant work lots
or work items have been inspected and/or tested in accordance with the Contractor’s Inspection
and Test Plan(s) applicable to this Contract and that they comply with the specified
requirements of the Contract Documents.
7.3 Non-conformance Reports
For non-conforming work, the Contractor must submit a Non-conformance Report to the Council
on a weekly basis by COB Monday for the previous week’s work.
7.4 Hold and Witness Points
A Hold Point is defined as a position in the progress of the work under Contract, beyond which
further work must not proceed without mandatory verification by the Quality Assurance
Representative, the Designer and/or the Council.
A Witness Point is defined as a position in the progress of the work under Contract, where the
Contractor must notify the Quality Assurance Representative, the Designer and/or the Council
prior to proceeding and provide the option for attendance for witnessing any inspection or test. If

any do not attend, then work may nevertheless proceed unless otherwise instructed. Witness
Points are to be used to verify compliance of the constructed works with the approved design
drawings.
Mandatory Hold Points must be as specified in the Contract or by the Designer to ensure
compliance with the intent of the designs and with other specified requirements, and to ensure
that critical and/or irreversible activities are not constructed incorrectly. Mandatory Hold Points
apply prior to commencement of designated work lots or work items.
7.5 Quality Records
The Contractor’s quality system must include sufficient quality records to provide objective
evidence that the requirements of the Contract are met. This includes Designers’,
Subcontractors’ and Suppliers’ records relevant to the Contract. The Contractor must, when
requested by the Council, provide access to all quality records relevant to the Contractor’s quality
system under this Contract.
The Contractor must maintain records for a minimum period of two years from Commissioning
Completion or in accordance with the Contractor’s statutory requirements if the latter exceeds the
minimum period required for this Contract.
Records for equipment and parts subject to inspection and approval by the relevant regulatory
authority must be made available on site at the time of arrival of all relevant items at site, or after
inspections have been carried out on site (if applicable).
7.6 Quality Audits
The Contractor must submit an audit schedule to the Council at the time of submission of the
Contractor’s Quality System documentation. This should include internal audits and external
audits on Designers, Suppliers and Subcontractors.
The Contractor must carry out at least one audit on each of these groups over the duration of
the Contact and submit all audit records to the Council including objective evidence for any
necessary follow up corrective actions attached to close out corrective action reports.
7.7 Inspection and Test Plans
Inspection and Test Plans and examples of their relevant activities checklists established for this
Contract must be submitted for Endorsement. Where considered necessary, the Council may
request the Contractor to insert additional Hold Points or Witness Points. Provisions must be
made for the Contractor or Designer and the Council to sign off at these points.
