May16,2016Purpose.ThepurposeofthislocalplantemplateistoprovideinstructionstolocalworkforcedevelopmentboardsregardingthesubmissionofTransitionalLocalPlans(TLP)forprogramyear(PY)2016.FollowingtheDepartmentofWorkforceInvestment(DWI)approvalofanarea’sPY2016TLP,theworkforceplanningregionmustbegintomakepreparationsforthedevelopmentandcompletionofWIOA(three-year)planningrequirements.Suchplanningrequirementsaresatisfiedthroughanexpansionoftheone-yearTLPintocomprehensivemulti-yearlocalandregionalplans.Guidanceregardingcomprehensivemulti-yearlocalandregionalplanningrequirementswillbeprovidedbyOct.3,2016.A.TransitionalLocalPlan.Atransitionalone-yearPY2016localplanforeachlocalworkforcedevelopmentboardwithinadesignatedlocalworkforceareamustbedevelopedbythelocalboardsandtheirrespectivechieflocalelectedofficial(s).Atransitionallocalplantemplate,whichtakesintoaccountthetransitionfromWIAtoWIOA,hasbeendevelopedandisincludedbelow.TransitionalLocalPlansmustbesubmittedtotheKentuckyDepartmentofWorkforceInvestmentbyJune15,2016inordertoreceivefunding.TheTLPwillbeeffectiveJuly1,2016throughJune30,2017.TheTLPmaybepostedsimultaneoustothesubmissiontoDWIfora15-dayperiodofpubliccomment.DWIwillacceptsubsequentmodificationstothelocalplansasnecessitatedbypubliccomments.Itisunderstoodthatthisplanas“transitional”willbesubsequentlymodified,expandedandimprovedwiththeissuanceoffurtherregulationandguidance.B.ComprehensiveLocalPlan.AComprehensiveLocalPlantocoverPY2017-19foreachlocalworkforcedevelopmentboardwithinadesignatedlocalworkforceareamustbedevelopedbythelocalboardsandtheirrespectivechieflocalelectedofficial(s).TheseComprehensiveLocalPlanswillbebasedonaforthcomingtemplatetobeprovidedbyOctober3,2016andwillincorporateissuesandopportunitiesidentifiedwithintheTLPs,guidancefromfinalWIOAregulationsandfeedbacktoKentuckyonitsWIOAStatePlan.ComprehensiveLocalPlansmaybesubmittedtotheKentuckyDepartmentofWorkforceInvestmentasearlyasJan.1,2017andnolaterthanJune1,2017.C.RegionalInnovationPlan.Eachlocalworkforcedevelopmentboardanditsrespectivechieflocalelectedofficial(s)mustcollaboratewiththeotherlocalworkforceboardsandchieflocalelectedofficialswithinarespectiveplanningregiontoprepareandsubmitaRegionalInnovationPlanthatidentifiesopportunitiesforregionalcollaborationandinnovationandincorporatesprioritiesandopportunitiesidentifiedwithintheTLPs,guidancefromfinalWIOAregulationsandfeedbacktoKentuckyonitsWIOAStatePlan.RegionalInnovationPlanswillbesubmittedtotheKentuckyDepartmentofWorkforceInvestmentasearlyasJan.1,2017andnolaterthanJune1,2017.

Note:PerWIOASec.108(c),existingeconomicregionaland/orlocalareaanalysesmaybeusedifsourceddataand/orderivedanalysesareeconomicallyrelevantandcurrent(i.e.,withintwoyearsoftheissuanceofthisguidance).In2016EasternKentuckycontinuedtolagbehindtheCommonwealthofKentuckyandtheUnitedStatesinjobgrowthandeconomicexpansion.However,thecontinuedgrowthofthehealthcaresectorandthevastarrayofjobopportunitiesthatcomewithincreasedconnectivityprovideanewhopethattheregioncanriseaboveitshistoricalroleasageographicallyisolatedeconomyandbecomeafullandequalparticipantintheworld’sInternet-basedeconomy.UnemploymentcontinuestobeamajoreconomicissueinEasternKentucky.InApril2016,thepreliminaryunemploymentrateswerebetween6.8%and15.8%forall23countiesEKCEPserves.For20oftheEKCEP’s23counties,theratewas7.8%orhigher.Thiscomparestoastatewidepreliminaryrateof4.6%.Onlytwoofthe97KentuckycountiesoutsideoftheEKCEPserviceareahadAprilunemploymentratesatorabove7.8%.Nationwide,theunemploymentrateforAprilwas4.7%.Thenumberofjobsintheregionfellto111,306inthefirsthalfof2016,adecreaseof1,015jobs(-0.9%)fromtheregion’s112,321jobsin2015.Duringthesameperiod,Kentuckygained32,763jobs(1.8%)andtheUnitedStatesgained2.8millionjobs(2.0%).Ofthe23countiesthatEKCEPserves,15showedanetlossinjobsfrom2015to2016,withfiveofthosecountiespostingathree-figurejobloss.InEasternKentuckythemostjobswerelostfromtheemploymentcategoryMining,Quarrying,andOil/GasExtraction,whichincludestherapidlydecliningcoalindustry.However,despitelosingnearly9,000jobsinthepastthree-plusyears,thiscategorystillaccountsforthefifth-mostjobsintheregion.TheemploymentcategoriesthatprovidethemostjobsinEasternKentuckyin2016(andtheiraveragewages)are:

1. Government--26,312jobs(avg.wage$51,110)2. HealthcareandSocialAssistance--21,763jobs(avg.wage$51,283)3. RetailTrade--18,603jobs(avg.wage$28,211)4. AccommodationandFoodServices--8,585jobs(avg.wage$15,663)5. Mining,Quarrying,andOil/GasExtraction--5,886jobs(avg.wage$74,965)6. Manufacturing--4,326jobs(avg.wage$47,200)7. Professional,Scientific,andTechnicalServices--3,542jobs(avg.wage$50,181)

(ThebestaveragewageintheregionisprovidedbyjobsintheUtilitiesemploymentcategory,at$91,067,butthatcategoryaccountsforonly907jobsregion-wide.)Ascouldbeanticipatedfromtheoveralldeclineoftheminingindustry,themostjobopportunitieslostinEasternKentuckywereinmining.From2015to2016,795jobsinBituminousCoalUndergroundMiningand469jobsinBituminousCoalandLigniteSurfaceMiningwerelost.Thespecificoccupationsthatlostthemostjobopportunitieswerealsoinorrelatedtomining;from2015to2016,theregionlost193jobsasOperatingEngineersandOtherConstructionEquipment

Operators,145jobsasHeavyandTractor-TrailerTruckDrivers,and121jobsasRoofBolters.Althoughmorerecentfiguresarenotavailable,thecategoryofMining,Quarrying,andOil/GasExtractiontodayundoubtedlyrepresentsasignificantlysmallerportionoftheEKCEPregion’s$11.195billionGRP(GrossRegionalProduct)thanthe24%itrepresentedin2014.However,othersectorsoftheEKCEPregion’seconomyaregrowing,andthereispotentialforrapidgrowthinsectorsthatarejustbeginningtoemerge.HealthcareandInformationTechnologyaresectorsthathaveshowngrowthinEasternKentuckyandpromisefurtherexpansion.JobsinHealthcareandSocialAssistancerepresent10%oftheregion’semploymentopportunities,andthissectorcontinuestogrow.Between2015and2016,theemploymentcategoriesGeneralMedicalandSurgicalHospitalsgained411jobsandServicesforElderlyandPersonswithDisabilitiesgained165jobs.Thiswasalsoreflectedinthefactthattheregiongained162jobsforRegisteredNursesand71jobsforPersonalCareAidesduringthatsameperiod.Thetopfourareabusinessesintermsofemployeesareallinhealthcare:• PikevilleMedical–2,400jobs.• HazardARHRegionalMedicalCenter(andaffiliates)–1,530jobs.• PikevillePharmacy–1,500jobs.

AlthoughithasrepresentedaverysmallpercentageofjobsinEasternKentuckytodate,InformationTechnology(IT)isarapidlygrowingsector–andappearstohaveanunlimitedceiling.ThedevelopmentoftheInternet-basedeconomyhaspresentedEasternKentuckywithanunprecedentedopportunitytocompeteuponalevelplayingfieldwiththerestofthenation,becausetheInternetmakesgeographyandphysicalproximitytobusinesscentersirrelevant.Foroverfouryears,EKCEPanditsTeleworksUSAinitiativehavebeentrainingEasternKentuckianstocompeteforandobtainInternet-basedcustomerservicejobsthatcanbeperformedfromtheirhomes.RecentimprovementsinboththeTeleworksUSAcurriculumandrelationshipswithemployershavebroughtsignificantsuccesstotheinitiative.Duringthepast18months,theeffortsofTeleworksUSAhavebroughtjobswithremoteemployerstoover295residentsoftheEKCEPservicearea.Thesejobsrepresentnearly$6millioninnewwagesbroughtintotheregion.MostofthesenewteleworkershavebeentrainedandplacedthroughtwoTeleworksUSAhubs(inJacksonandPerrycounties).EKCEPwillopenatleastthree(butpossiblyasmanyassix)additionalTeleworksHubsduringcalendaryear2016,withtheexpectationthattheplacementsandeconomicbenefitswillmultiplyaccordingly.InMarch2015,theWhiteHousealsonamedEasternKentucky—withEKCEPdesignatedasleadentity—asoneoftheoriginal21TechHireCommunitiesintheUnitedStates.ThepremiseoftheTechHireinitiativeisthatmanyindustries,notjustIT,arestrugglingtofindworkerswithproventechskills.Companiesinhealthcare,banking,andadvancedmanufacturingallemployfront-enddevelopers,medicalrecordstechnicians,andotherIT-relatedworkers;unfortunately,theyoftenfindtheymustresorttooutsourcingtoforeignlabortofillthoseneeds.TheTechHireinitiativecallsforTechHireCommunities(whichnowtotal50)toforgepartnershipsbetweenworkforcedevelopment,education,andprivateemployerstocreatepathwaystoacceleratedtraining,work-basedinternships,andon-the-jobtraining(OJT)opportunitiesfortechcareers.Thesepathwayswillleadpeopletoemploymentinmiddle-skilltohigh-skillIToccupationsinH1-B-relatedindustries,withtheintentofreducingtheneedtoimportskilledforeignworkersundertheH1-Bvisaprogram.AsaTechHireCommunity,theEKCEPregionhasaccesstograntsandotherassistanceintendedtohelptheregionmeetthesegoalsanddevelopjobopportunitiesinITfields.EKCEP’splansforcapitalizinguponthis

designationandsupportincludeworkingwithatleastoneprivate,Kentucky-basedsoftwaredevelopingcorporation—thathasexistingbusinesstiestoGoogle,Salesforce,NestLabs,andotherSiliconValleytechleaders—toestablishatalentpipelinewithatrainingsupportsystemthatcanleadarearesidentstocareersincodingandsoftwareprogramming.Liketheteleworkjobs,thereareawealthofcodingandprogrammingjobsthatcanbeperformedaseasilyfromEasternKentuckyasfromanywhereelseintheworld.Theplannedconstructionofahigh-capacity“darkfiber”trunklineintoEasternKentuckywillincreasetheremote-employmentopportunitiesavailabletothelocalworkforce,aswellasmakingitmorefeasibletoattractemployerstophysicallylocatewithintheregionbecauseofitsconnectivity—whichwillthenbetheequalofanywhereelseintheUnitedStates.ThroughitsworkwithTeleworksUSAandTechHire,EKCEPishelpingpreparetheregion’sworkforcetomeettheseopportunitiesastheyarrive.TheEKCEPWorkforceInnovationBoardhasrecognizedthecurrenteconomicconditionsbyestablishingthefollowingfoursectorsasitsprioritiesforsupportandtraining:• Healthcare• SkilledTrades• EnergyProductionandTransmission• BusinessServices,includingInformationTechnologyandCustomerServiceTomeetthecomingemploymentopportunitiesinthesesectors,jobseekerswillneedassistancewithsettingattainablecareergoals,focusingtheirjobsearches,andchoosingappropriatetraining.Jobseekersareoftennotawareoftherangeofavailableoccupationsintheregionthatcanofferalivingwageandeconomicstability—especiallywiththeregularexpansionofjobopportunitiesavailableonline.Jobseekersalsoneedguidanceinplanningandpreparingfortheirjobsearchandinexecutingthestepsintheirjobsearchprocess,suchaswritingresumes,developingjobsearchstrategies,findingjobleads,andlearninginterviewingtechniques.Insum,jobseekersneedassistancewithcareerexplorationandguidance,occupationalinformation,accesstoresources,informationaboutandaccesstotrainingoptions,jobsearchassistance,workexperience,andeducationinsoftskillsandworkplacebehaviors.ItisforthesereasonsthattheEKCEPWIBhasemphasizingtheroleCareerAdvisingplaysinjobseekers’successes.Fundsthatenabletheworkforcesystemtotheremovethebarriersthatpreventsomejobseekersfromemploymentsuccesscontinuetobeastrongneedinourregion.Alongwithincreasingneedsforservicessuchasinternships,on-the-jobtraining,workexperience,andotherwork-basedlearningplacementsthatcanopenthedoorstonewcareeropportunities,EKCEPanticipatesanincreasingneedforthesupportiveservicesthatmakeiteconomicallyfeasibleforadultstocompletetrainingsfornewcareers.Astheneedtomasternewtechnologiesandskillsbecomesincreasinglyimportant,workerswillrequiresupportwhilepursuingtrainingtieddirectlytoemploymentopportunities.Consistently,employersarerequestingtraininginsoftskillsinadditiontospecificoccupationalskills.EKCEPcontinuestomakesoftskillstraining–inconjunctionwithwork-basedlearning—animportantserviceelement.1.2 Provideananalysisoftheknowledgeandskillsrequiredtomeettheemploymentneedsofthe

employersinthelocalarea,includingemploymentrequirementsforin-demandindustrysectorsandoccupations.[WIOASec.108(b)(1)(B)]and[proposed20CFR679.560(a)]

ThejobskillsnecessarytoobtainthecurrentandemergingemploymentopportunitiesinEasternKentuckyvarywidelybyoccupation.However,alloccupationsrequirebasicskillsinmath,readingandcomprehension,writtenandoralcommunications,problemsolving,reasoning,andhumanrelations.Basiccomputerliteracyisbecomingarequirementforasteadilyincreasingpercentageofthejobsintoday’seconomy,andespeciallyinthehome-basedcustomerservicejobsEKCEPispromotingthroughitsTeleworksUSAinitiative.Inaddition,employerscontinuetoasktheworkforcesystemtohelptrainjobcandidatesinbasicworkethicsandsoftskillssuchasattendance,punctuality,andteamwork.Insomesectors,thepathstothenecessaryskillsareclearlydefined.Forexample,almosteveryjobinthegrowinghealthcaresectorhasadefinedacademictrainingprogramandcertificationthatprovidesjobseekerswiththeskillsthatqualifythemforwork.Inothersectors,therearemultiplepathsthatcanleadtoasuccessfulcareer.Forexample,inthenascent—butgrowingandpotentiallyhuge—ITsector,definedtwo-yearandfour-yearacademictrainingprogramsarebecomingincreasinglylessimportanttosometech-centricemployersthanspecificskills-basedcertifications,internships,andotherwork-basedlearningsituationsthatallowworkerstoproduceactualproductswhiledemonstratingtheirabilities,capacitytolearn,andcreativitytopotentialemployersand/orcustomers.Someofthesehigh-techinternshipsmaylastoverayear—suchasprogramsthattraincomputerprogramming/codinginterns—whileatthelowerendoftech-basedcareers,unskilledjobseekerscanlearnenoughbasiccomputerskillsandcustomerserviceskillsinafour-weektrainingtolandhome-basedteleworkjobsworkingforremoteemployers.FormanyEasternKentuckianswhohavebeendisplacedfromtheirpreviousjobsbytheregion’seconomicdownturn,thebestpathtoacquiretheskillstheyneedforanewcareermaybeawork-basedlearningplacement(i.e.,workexperience,internship,on-the-jobtraining)inwhichtheycanearnwhilelearningandprovingtheirvalueandworkethicstotheiremployer.1.3 Provideananalysisofthelocalworkforce,includingcurrentlaborforceemployment(and

unemployment)dataandinformationonlabormarkettrendsandtheeducationalandskilllevelsoftheworkforceintheregion,includingindividualswithbarrierstoemployment.[WIOASec.108(b)(1)(C)]and[proposed20CFR679.560(a)]

Professional,Scientific,andTechnicalServices--3,542jobs(avg.wage$50,181)MedianhourlyearningsfortheEKCEPregionare$16.48perhour,comparedto$21.27perhournationally.AccordingtoEMSIdatabaseduponreportsfromtheKentuckyOfficeofEmployment&Training(OET),therewere7,052uniquepostingsfor786jobsintheEKCEPregioninMarch2016.FromJanuary2015throughMarch2016,theoccupationsthataveragedthemostjobpostingswere:• HeavyandTractor-TrailerTruckDrivers(2,319avg.postings/month)• First-LineSupervisorsofRetailWorkers(409avg.postings/month)• RegisteredNurses(277avg.postings/month)• RetailSalesPersons(184avg.postings/month)• CustomerServiceRepresentatives(160avg.postings/month)• First-LineSupervisorsofFoodPreparationandServingWorkers(118avg.postings/month)From2015to2016inEasternKentucky,thenumberofavailableworkersatalmosteverylevelofeducationalattainmentdecreased,inkeepingwiththedropof3.8%intheregion’spopulationduringthepastfiveyears.Theloneexceptionwasaslightincreaseinworkersholdingabachelor’sdegree.Thelevelsofeducationalattainment,andthenumericalandpercentagechangesbetween2015and2016are:• GraduateDegreeorHigher:decreased0.17%,from16,848to16,821.• Bachelor’sDegree:increased1.12%,from19,447to19,665.• Associate’sDegree:decreased0.9%,from18,283to18,120.• SomeCollege(NoDegree):decreased0.59%,from52,291to51,982.• HighSchoolDiploma:decreased0.39%,from116,405to115,961.• NinthGradeorLess:decreased1.8%,from48,854to47,977.However,duetothechangeinpopulationandworkforce,noneofthesecategorieschangedasapercentoftheavailableworkforcebyanymorethanone-quarterofonepercent.

2.2Describehowthelocalboard’svisionandgoalsrelatetotheCommonwealth’sgoals,initiativesandprioritiesasoutlinedintheWIOAStatePlan.ThegoalsandvisionoftheEasternKentuckyWorkforceInnovationBoard(EKWIB)alignwellwiththeinitiativesandprioritiesoftheCommonwealthofKentuckyasoutlinedinthe“WorkSmartKentucky”planadoptedbytheKentuckyWorkforceInnovationBoard(KWIB).ManyoftheinitiativesandservicesimplementedinEasternKentuckybytheEKWIBaligndirectlywithKWIB’sinitiatives,includingtheseexamples:Entrepreneurship—TheWorkSmartKentuckyplanstatestheKWIB’s“desireistodevelopacultureofentrepreneurshipintheCommonwealthofKentucky,“addingthatthereisaneedto“createasupportsystemthatmaximizescollaborationandtheabilityforindividualstoaccessservices.”InEasternKentucky,EKCEPhaslaunchedthePlusOneprogramtosupportemergingandexistingentrepreneursbyencouragingthemtouseWIOAon-the-jobtrainingtoexpandandgrowtheir

workforce.ThePlusOneprogramtargetsbusinessesinthesectorsofhealthcare,IT,energy,businessservices,andskilledtradesthathavebeeninexistenceforfiveyearsorless.Additionally,underKentucky’sEDAPowerGrant,EKCEPisprovidingtrainingandconsultingine-commercestrategiesinordertoincreaseglobalmarketingcapability,productdevelopment,andproductionandprocessefficienciesforsmallandemergingbusinesses.InpartnershipwithAdvantageKYAlliance,EKCEPistrainingentrepreneursine-commercestrategiesbasedongrowthmanagementandresearchofnewmarkets.EKCEPagreeswiththeKWIBthatentrepreneurshipandsmallbusinessgrowthwilldrivethestate’seconomicrecovery.Earn&LearnOpportunities—TheWorkSmartKentuckyplanstatestheKWIB’sdesirefor“partnershipstomarketthebenefitsofavarietyofearnandlearnopportunities,includingregisteredapprenticeships(unionandnon-union)toKentuckybusiness.”Theplangoesontostatethatthe“’earnwhileyoulearn’approachtoskillsdevelopmentforawidevarietyofoccupationsinKentuckyhasnotcomenearreachingitspotentialasatoolforbuildingahighlyskilledworkforce,helpingbusinessandindustryincreasetheircompetitiveness,andprovidingsustainablewagesforKentuckianswillingtoworkhardtoraisetheirstandardofliving.”TheKWIBplanemphasizesthatearnandlearnopportunities“mustbeunderstoodandpromotedbythebusinessserviceteamsofeachlocalworkforceinvestmentboard,KentuckyCommunityandTechnicalCollegeSystem’sWorkforceSolutionsandotherstatepartneragenciestobecomeanintegralpartofthesolutions-basedbusinessservicesmodel.”Despiteadearthofapprenticeshipprogramsinitsregion,theEKWIBhaslongemphasizedwork-basedlearningopportunitiesasoneofthebestvaluesitcanofferitsjob-seekingclients.Workexperience,internships,andon-the-jobtrainingaremajorelementsinEKCEP’sservicemodel,providinganopportunityforbusinessesofallsizesto“roadtest”potentialemployeeswhileensuringthattheygetthepreciseandspecifictrainingthattheyneedtobestbenefitboththeworkerandtheemployer.EKCEP’semployerliaisonsworkcloselywithEasternKentucky’sEmployerServicesTeams(comprisedofthebusinessservicesrepresentativesofKCTCSinstitutionsandotherworkforcesystempartners)tostayabreastoftheworkforceneedsoftheregion’semployersandtoworkwithemployersandeachothertocrafttrainingsolutionsthatmeetthoseneeds.Inadditiontosupportingemploymentinexistingbusinesssectors,EKCEPhasinvestedsignificantresourcesincreatingearnandlearnopportunitiesintheregion’snascentInformationTechnology(IT)sector.Oneexampleisthegroupof10computercoderswhoseon-the-jobtrainingatBitSourceEKCEPissupporting.(BitSourceisasmallcodingstartupbusinessfoundedbytwoformercoalexecutives.)AnotherexampleisthegroupofsoftwaredevelopmentpositionsthatEKCEPwillsupportatthenewEasternKentuckylocationofInterapt.Throughtheseandotherefforts,EKCEPisusingearnandlearntrainingtobuildnewITjobopportunitiesinitsregion.AcceleratedGED—AccordingtotheWorkSmartplan,“ForKentuckytobesuccessful,thenearly410,000Kentuckiansage18-64(15percentoftheworking-agepopulation)withoutahighschoolcredentialmusthavetheopportunitytopreparethemselvesforcollegeandcareers,anopportunitythatKentuckyAdultEducationprogramsprovide.”EKCEPrecognizestheimportanceoftheGEDandworkscloselywithAdultEducationprovidersthroughoutitsregion.Infact,inHazardEKCEPhasoneoftheveryfewlocationsintheCommonwealthwhereAdultEducationactuallyresidesatandprovidesservicesinafullserviceone-stopcenter.AcceleratingOpportunity—TheKWIB’sAcceleratingOpportunityinitiative“isaimedatcreatingeffectivepathwaystocredentialsforlow-skilledadults...sotheycanearnthecredentialstheyneedtogetafamilysustainingjob.”Theinitiativedoesthisby“integratingbasicskillseducationwithtechnicaltrainingwhileprovidingwraparoundservicesthatincludeinstructionalandcareersupportsforadultlearners.”EKCEPhasbeenanenthusiasticsupporteroftheAcceleratingOpportunityinitiativesinceits

inceptionandhascollaboratedwitheachoftheKCTCSinstitutionsinitsregiontodeliverit.2.3Describehowthelocalboard’svisionandgoalsarerelatedtoand/orwillbedeterminedinrelationtootherkeypartnersandstakeholdersinthelocalarea.ThevisionandgoalsoftheEasternKentuckyWorkforceInnovationBoard(EKWIB)wereestablishedthroughaninclusivestrategicplanningprocessthatinvolvedawidearrayofstakeholderswithintheEKCEPregion.EKCEP’sprocesswasdesignedtocreateastrategicplanthatdefinednotonlythewaysEKCEPspendsthedollarsitcontrolsintheregion,butalsothewaysitsactionsandprogramsreflectprioritiessharedwithitspartnerorganizationsandthereforeinfluencethewaystheyspendtheirallocationswithintheregion.Todevelopaconsensusonregionalvisionandplan,EKCEPpolleditspartnersandregionalstakeholdersinworkforcedevelopment,secondaryeducation,postsecondaryeducation,government,communityaction,andbusinesstodeterminetheirprioritiesandstrategicobjectives,andtoquizthemontheirvisionforroleandmostimportantfunctionsoftheworkforcesystemandtheWIB.Theresultingstrategicplanissimpleandveryfocused,clearlystatingfourprimaryresults-basedgoals,aswellasdefiningEKCEP’scorevalues,mission,andvisionforthatregion,theworkforcesystem,andtheWIB(see2.1above).Becauseitisastrategicdocument,theplandoesnotincludetacticstoaccomplishgoalsorspecificmethodsofmeasurement.However,theplandoesreferencethesedetailsastheyappearinseparatebackgroundsupportdocumentsthatclearlyillustratehowthehighlightedgoalswillbetrackedandmeasured.Italsoincludesaversionofa“reportcard”showinghowtheregionandworkoftheworkforcesystemratewhencomparedtoothercomparableregionsandsectors(forexample,areassuchastheLakeCumberlandLWIAandotherstateslikeWestVirginia)inordertocomeupwithabaselineagainstwhichtocompareEKCEP’sregionalsuccess.ThecompletedplanwassharedwithEKCEP’spartners,andfurthercommentswereallowed.TheplanwasthenadoptedbytheWIB.Byusingthisstrategicplantoguideitsdecisions,theEKCEPWIBisincorporatingtheinputandvisionofitspartnersandotherinterestedstakeholdersintoitsexpendituresandguidanceoftheworkforcedevelopmentsystem.SincetheEKCEPStrategicPlanwascompleted,EKCEPhasbeencloselyinvolvedintheSOAR(ShapingOurAppalachianRegion)initiative,whichhasworkedtobuildconsensusandasharedvisiononanevenlargerscaleaboutwhattheEasternKentuckyregionwillbecomeinthewakeofthecollapseofcoalasaneconomicdriver.EKCEP’sStrategicPlanhasservedastheframeworkformuchofitsinvolvementintheSOARinitiative,anditsvalidityhasbeenreinforcedbythefactthatthemission,vision,andgoalsdevelopedandadoptedbySOARcloselyresemble—andcomfortablyalignwith—thevisionandgoalsinEKCEP’sStrategicPlan:

• AppalachianRegionalCommission(ARC)TeleworksHubsIIGrant--Thisfundstreamisa$200,000grantfromtheAppalachianRegionalCommission(ARC)tosupportEKCEPinestablishingtwonewTeleworksUSAHubs.ThesehubsareproducingdramaticresultsinbringingwagesfromremotelybasedemployersintoEasternKentuckybytraininglocalworkerstocompeteforhome-basedjobs.Thusfarincalendar2016alone,theTeleworksUSAHubsinJacksonandPerrycountieshaveplacedover91localworkersinInternet-deliveredjobs,representingover$1.8millioninnewwagesinthosecounties(derivedbyusinganestimatedentry-levelannualteleworksalaryof$20,000).

• POWER(PartnershipforOpportunityandWorkforceandEconomicRevitalization)Grant--This$2,000,000fundstreamrepresentsatrioofgrant-fundedinitiativesthatfocusuponeconomicdevelopmentthroughthedeploymentanduseofbroadbandtechnology.ThesePOWERgrants—fundedcollaborativelybytheU.S.DepartmentofLabor,U.S.EconomicDevelopmentAdministration,

andtheAppalachianRegionalCommission(ARC)—seektoexpandanddiversifytheregion’seconomy.EKCEPisdirectlyinvolvedinthePOWERgrantinitiativesinpartnershipwithSOAR(ShapingOurAppalachianRegion),theKentuckyCommunityandTechnicalCollegeSystem(KCTCS),theKentuckyOfficeofEmploymentandTraining,andtheKentuckyFinanceCabinet.

• NewYorkCommunityTrust—This$150,000fundstreamisaprivate-sectorgrantfromTheNewYorkCommunityTrusttosupportEKCEP’seffortstowarddevelopingadigitaleconomyinEasternKentucky.Aportionofthismoneysupports“SellingtotheWorld,”anEKCEPinitiativethatimprovestheincomesofEasternKentuckyartisansandcraftspeoplebyprovidingthemwithentrepreneurialworkshops,mentoring,andahands-onintroductiontoInternetmarketingandsalesoftheirproducts.TheremainderofthismoneygoestowardEKCEP’sroleinsupportingBitSource,anemergingcomputercodingtrainingandcontractingfirminPikeville.

conversationsaboutbusinessneedsandhowtheworkforcedevelopmentsystemmightaddressthoseneeds.JobfairsprovideadditionalopportunitiesfortheWIB’srepresentativestonetworkwithbusinesses.Also,membersoftheRegionalEmployerServicesTeamareinconstantcommunicationwithbusinessesinsideandoutsideoftheEKCEPregion.Thesebusinessengagementsarediscussedattheteam’sbi-monthlymeetings,wherestrategiesaredevelopedtomeetidentifiedbusinessneeds.Theseresultingstrategiesarecommunicatedtotrainingproviderstoensurethattrainingprogramsareemployer-driven.EKCEP’sstaffisalsoplanningeventswherebusinessescanlearnabouttheworkforceandeducationservicesthatareavailabletothemandtoprovidefeedback.Theseeventswillbeorganizedbybusinesssectors,oneofwhichmaybeasmallbusinessgroup.Additionally,EKCEPhaslaunchedthePlusOneOJT(On-the-JobTraining)ProgramtoattractsmallbusinessesandentrepreneurstomakeuseofopportunitythatOJTservicesprovidestohelpthemgrowand/orexpandtheirbusinesses.ThePlusOneprogramtargetssmallemployersandentrepreneursintheindustrysectorsofhealthcare,IT,energy,businessservices,andskilledtrades.B.EKCEPstaffwillcontinuetomeetbusinessleadersandownersface-to-facetodiscoveranddiscusstheircurrentandfutureworkforceneedsanddevelopanddelivertimelysolutions.EKCEPwillalsocontinuetoserveastheconvenerandsupportstaffforthethreeRegionalEmployerServicesTeamsthatservetheregion.Theseteamsconsistofemployerandbusinessservicesrepresentativesfromworkforcesystempartners,educationandtrainingproviders,andotherstakeholders,whoareinconstantcommunicationwithbusinessesinsideandoutsideoftheEKCEPregion.Informationfromthesebusinesscommunicationsarediscussedattheteams’bi-monthlymeetings,wherejointstrategiesaredevelopedtomeetidentifiedbusinessneeds.BusinesseswillbeinvitedtoEmployerServicesTeammeetingsperiodicallytoallowthemtoprovidefeedbackandsuggestionsforimprovingourservices.EKCEPwillusethisinformationtodevelopworkshopsaroundtheneedsofbusinessandtoimproveservicedelivery.C.EasternKentuckyC.E.P.hasbeendeeplyinvolvedintheSOAR(“ShapingOurAppalachianRegion”)initiativesinceitsinception.OneofSOAR’sprimeobjectivesistoguidetheregion’sleaderstoaconsensusvisionofwhatshapetheregion’seconomyshouldtakeinthefuture—andthestepsrequiredtomakethatvisionbecomeareality.SOARhasbeencharacterizedbyunprecedentedcollaborationbetweeneconomicdevelopment,workforce,education,privatebusiness,andgovernment,andEKCEPhasbeenanactiveandcontributingparticipantateverystep.RelationshipsbetweenEKCEPandeconomicdevelopmententities(e.g.,KentuckyHighlandsInvestmentCorp.andMACED)havebeendeepenedandexpandedastheyhaveworkedinpartnershiptoidentifyandaddressthearea’sneedsandopportunities.EKCEPleadershipwillcontinuetobeavailabletoworkwithanyeconomicdevelopmententitythatservesEasternKentuckytohelpbuildtheneweconomythatwillbegintofillthegapleftbythedeclineofthecoalindustry.D.CustomersmaycurrentlyreceiveassistancetofileunemploymentclaimsinKentuckythroughcallcentersoronline,aswellasinpersoninanyoftheKentuckyCareerCenter(KCC)locationsinthestatewhereUnemploymentInsurance(UI)staffarestationed.However,havingUIstafflocatedintheKCChascreatedanexcellentopportunitytodevelopstrategiesandservicesthatarebeingusedtostrengthenlinkagesbetweentheone-stopdeliverysystemandUIprograms.IntheEKCEPregion,thisincludesco-locationofUIstaffintheKentuckyCareerCenter(KCC)JobSightfullserviceandaffiliatesites.ManyunemployedjobseekercustomersprefertofileaclaimforunemploymentbenefitsattheKCCJobSightlocationsotheycanspeaktoaUIrepresentativefacetoface.ThisgivesKCCJobSightstafftheopportunitytoprovideathoroughorientationaboutall

theservicesatthecenterthatareavailabletomeettheneedsoftheUIcustomer.TheUIcustomerhasaccesstothebasiccareerservicesand/ortheindividualizedcareerservicesthatareoutlinedintheWorkforceInnovationandOpportunityAct(WIOA).AllservicescanbecustomizedthroughanIndividualCareerPlan(ICP)thatWIOACareerAdvisorshelptocreatewithassessmentresultsandcustomerinput.Beginning,intermediateandadvancedgoalsmaybecreatedintheICPtohelpthecustomerreachhis/heremploymentgoal.Customersmayupgradebasicskills,employabilityskillsaswellastechnicalskillsthroughadditionaltraining,ifneeded.HavingUIstaffinKCCJobSightlocationsaddsvaluebycreatingopportunitiestorefercustomerstootherworkforceandeducationpartnersonsiteforservicesthatcanleadtoajobmuchfasterthanifallUIclaimshadtobefiledthroughcallcentersoronline.E.EKCEPiscollaboratingwiththestate’sOfficefortheBlind,DepartmentforVocationalRehabilitation,toimprovethecareerpathwayopportunitiesavailabletodisabledEasternKentuckians.EKCEPisparticipatingin“ProjectC.A.S.E.(CareerandSuccessfulEmployment),”afederal-grant-fundedprojecttohelpconnectKentuckianswithdisabilitiestotraining,careers,andworkexperiencesinhealthcare,manufacturing,andinformationtechnology.EKCEP’sinvolvementincludeshiringthreeCareerPathwayCoordinatorswhowillcontactEasternKentuckyemployerstoinformthemaboutthecapabilitiesofthedisabledandtheresources—includingassistivetechnologies—thatareavailabletohelpthemsucceedinemployment.TheCareerPathwaysCoordinatorswillalsoexplorewithemployersthewayscareerpathwaysandtrainingprogressionscanbedevelopedfordisabledworkers.Asapartthecollaborativeeffort,thenewCareerPathwayCoordinatorswillattendthemeetingsofEasternKentucky’sthreeregionalEmployerServicesTeams,whicharecomprisedthebusinessservicesrepresentativesofareapartnerssuchas:ChambersofCommerce,OfficeofEmploymentandTraining,KentuckyCommunityandTechnicalColleges,CabinetforEconomicDevelopment,JobCorps,andothers.ThemembersoftheseEKCEP-foundedteamsmakeacollaborativeefforttobeinthefieldregularly,talkingwithemployerstoidentifyemergingindustries,hiringneeds,andtrainingneeds,andtodetectdecliningbusinessesandindustriesasearlyaspossible.3.5Describelocalandregionaleffortstosupportand/orpromoteentrepreneurialskillstrainingandmicroenterpriseservicesincoordinationwitheconomicdevelopmentandotherpartners.[WIOASec.108(b)(5)]Insupportofemergingandexistingentrepreneurs,EKCEPhaslaunchedthePlusOneprogramtoencouragesmallbusinessestouseWIOAon-the-jobtrainingtoexpandandgrowtheirworkforce.ThePlusOneprogramtargetsbusinessesinthesectorsofhealthcare,IT,energy,businessservices,andskilledtradesthathavebeeninexistenceforfiveyearsorless.Thesebusinessescanrequestreimbursementofupto50%ofthewagesofnewemployeesduringtheiron-the-jobtrainingperiod.AnearlyexampleofabusinessbenefittingfromPlusOneisVizadocofManchester,KY.Vizadoc’sbusinessisconvertinginstructionaldocuments(e.g.assemblyinstructions)intoaproprietaryformatthatmakesitpossibleforthemtobedisplayedonsmartphones.VizadocrecentlyreceivedOJTfor20newemployeesunderPlusOne.Additionally,aspartoftheKentucky’sEDAPowerGrant,EKCEPisprovidingtrainingandconsultingine-commercestrategiesinordertoincreaseglobalmarketingcapability,productdevelopment,productionefficiencies,andprocessimprovements.InpartnershipwithAdvantageKYAlliance,EKCEPistrainingentrepreneursine-commercestrategiesbasedongrowthmanagementandresearchofnewmarkets.Additionaltrainingistakingplaceintheregionforbusinessestoadoptandsetupe-commercewebsites.Sevenactivecompaniesarecurrentlyreceivingtrainingandconsultinginan

efforttosave53EasternKentuckyjobs.KentuckyHighlandsInvestmentCorporationisworkingwithEKCEPtoestablishEntrepreneurResourceCentersthatwillprovideentrepreneurialtrainingandresourcestothepublic.HazardandPaintsvillehavebeenidentifiedasthesitesforthetwopilotcenters.Workshopsandtrainingwillbeprovided,alongwithaccesstotheresources.3.6Describethe[youth]workforceactivities,includingactivitiesforyouthwithdisabilities.Identifysuccessfulmodelsandbestpracticesforyouthworkforceactivitiesrelevanttothelocalarea.[WIOASec.108(b)(9)]EKCEP’sWIOAYouthprogramisalignedwithitsoverallservicemodel,emphasizingcareeradvisingandtransitionintoemployment.AlthoughEKCEP’syouthprogramsensurethateligibleyouthhaveopportunitiestodevelopandachievecareergoalsthrougheducationandworkforcetraining,theyalsoemphasizeshorter-term,moredirectpathstoemployment,especiallyforout-of-schoolyouth.ProvidingYouthServices—EKCEPprovidesyouthservicesthroughcontractorswhohireyouthstaffanddeliverservicesintheirlocalareas.EKCEPprogramcoordinatorsworkcloselywiththesecontractorstoimplementEKCEP’spoliciesanddevelopstrategiesforyouthservicesthat:• Effectivelyconnecteligibleyouthtoavailableservices.• Provideathoroughreviewoftheoccupationalandworkforceserviceneedsofeachyouth.• Provideanindividualizedservicestrategyforeachyouththatincludesappropriatecareergoalsand

activitiesencouragingresponsibilityandotherpositivesocialbehaviors;7. Supportiveservices;8. Mentoringforadurationofatleast12monthsthatmayoccurbothduringandafterprogram

participation;9. Follow-upservices;and10.Comprehensiveguidanceandcounseling,includingdrugandalcoholabusecounseling,aswellas

referralstocounseling,asappropriatetotheneedsoftheindividualyouth.EKCEP’sWIOAYouthservicesaredesignedto:• Helphighschoolstudentswhofacebarrierstoscholasticoremploymentsuccesstotransitionfromhighschooltoemploymentand/orpost-secondaryeducation.

post-secondaryeducation.Out-of-SchoolYouthServices—BecauseoflimitedfundingandtherequirementunderWIOAthat75%ofYouthfundsbespentonOut-of-SchoolYouth,EKCEPistargetingitsOut-of-SchoolYouthservicestoyouthages18to24—theportionoftheeligiblepopulationthatismostcriticallyinneedofrapidassistancetoenteremployment.Tomaximizetheassistanceavailabletohelptheseyouthtransitionintoemployment,EKCEPhasblendeditsOut-of-SchoolYouthserviceswithitsAdultandDislocatedWorkerservicemodel.DespitehavingdifferentWIAeligibilityrequirementsandperformancemeasures,olderOut-of-SchoolYouthneedbasicallythesameworkforceservicesasAdultandDislocatedWorkerstoenablethemtoovercometheirbarrierstoenteringandsucceedingintheworkforce.Inadditiontothefullarrayofcareeradvisingandplanning,skillsdevelopment,job-searchassistance,JobClubs,andotherservicesthatareprovidedtoAdultsandDislocatedWorkers,workexperienceopportunitiesarefeaturedprominentlyforOut-of-SchoolYouth.Workexperienceplacementsintroduceandacclimateparticipantstotheworldofworkandtogivethemexperienceinspecificcareerfieldsorwithspecificemployerswhomaybehiringsoon.Althoughitdoesnotexcludeotheroptions,EKCEP’sOut-of-SchoolYouthprogramemphasizesreallocalemploymentopportunitiesandtheshort-termskillsdevelopmentthatwillqualifyclientstotakeadvantageofthoseopportunities.In-SchoolYouthServices—Toensureafocusontransitionintoemploymentand/orpostsecondaryeducation,EKCEPlimitsitsIn-SchoolYouthservicesalmostexclusivelytoseniorsinhighschool.EKCEPhasblendeditsIn-SchoolYouthserviceswithitsAdultandDislocatedWorkerservicemodel.AlthoughIn-SchoolYouthreceiveavarietyofservicestohelpthemovercomebarrierstocareeroracademicsuccess,theprogramemphasizesworkexperienceplacements,theskillsnecessarytoacquireajob,andcareeradvisingtohelptheyouthmakeinformedcareerandeducationalchoicesanddefinethestepsneededtopursuethecareeroreducationalgoals.Inadditiontothefullarrayofcareeradvisingandplanning,skillsdevelopment,job-searchassistance,JobClubs,andotherservicesthatareprovidedtoAdultsandDislocatedWorkers,workexperienceopportunitiesarefeaturedprominentlyforIn-SchoolYouth.Workexperienceplacementsintroduceandacclimateparticipantstotheworldofworkandtogivethemexperienceinspecificcareerfieldsorwithspecificemployerswhomaybehiringsoon.PerformancePartnershipPilot(P3)Grant--TheIn-SchoolandOut-of-SchoolYouthinEKCEP’ssevenPromiseZonecounties(Bell,Clay,Harlan,Knox,Leslie,Letcher,Perry)willalsobenefitfromaPerformancePartnershipPilot(P3)Grant,whichEKCEPhasreceived.This$700,000planninggrantfromtheU.S.DepartmentofEducationwillsupportapilotprogramandstudyinwhichEKCEPwillblenditsWIOAYouthProgramswitheducationalsupportprogramsrunbyBereaCollege’sPartnersforEducationinordertoimproveoutcomesfordisconnectedyouthages14-24inthePromiseZone.Theobjectiveofthegrantisclosercollaborationbetweenprogramsandservicesforyouthwhoareinschool,havecompletedschool,orhavedroppedoutofschool,inhopesofleveragingallprograms’fundstoproducebetteroutcomeswithfewergapsandsmoothertransitions.3.7Describehowthelocalboardcoordinateseducationandworkforceinvestmentactivitieswithrelevantsecondaryandpostsecondaryeducationprogramsandactivitiestocoordinatestrategies,enhanceservicesandavoidduplicationofservices.[WIOASec.108(b)(10)]

ThestaffoftheEasternKentuckyWorkforceInnovationBoard(EKWIB)coordinateseducationandworkforceactivitieswithAreaTechnologyCenters,KentuckyCommunity&TechnicalCollegeSystem(KCTCS)institutions,andotherpostsecondaryeducationprovidersintheregion.Coordinationwitheducationalagenciesmayinclude:regularmeetingsforimprovedcommunicationanddevelopmentofstrategiesandgoals;jointplanningandimplementationofprofessionaldevelopment/training;collaborativeworkonimportantinitiativessuchasWorkReadyCommunities;jointplanningofandparticipationincareerfairsandjobfairs;sharinglabormarketinformationandemployerfeedbackabouthighdemandtrainingleadingdirectlytojobsinordertoimprovetrainingofferingsintheregion;andpartneringoncustomizedtrainingprojectstomeettheneedsofkeyemployersintheregion.AsthenumberofsuccessfullycompletedprojectshaveincreasedandimportantoutcomeshavebeenachievedinEasternKentuckyastheresultofthesepartnerships,staffandleadershipwitheducationandworkforceagencieshavebecomemoreandmorecommittedtoworkingtogethertoachievecommongoalsandsharedvisions.Thiscontinuouscollaborationenhancesservicedeliveryforcustomersandclientsandavoidsduplicationofservicesthroughenhancedcommunicationandpartnership.3.8Describeeffortstocoordinatesupportiveservicesprovidedthroughworkforceinvestmentactivitiesinthelocalareaincludingfacilitatingchildcareandtransportationforcustomers.[WIOASec.108(b)(11)]WIOAsupportiveservicesarecoordinatedthroughEKCEP’scontractorsandtheirCareerAdvisorsaccordingtoEKCEPlocalpolicytoensurethatjobseekersreceivethesupporttheyneedtoreachtheircareergoalsandcompletetheirIndividualCareerPlan(ICP).Supportiveservicesmayincludehelpwithgascardsortravelreimbursementiftheclientisattendingtraining,reimbursementforitems(tools,utilityboots,scrubs,etc.)neededtoattendtrainingorforemployment,testingcostsforcertificationuponcompletionoftraining,DOTphysicals,CDLpermitfees,andCDLlicensingfeestonameafew.Childcarecostsmaybecoordinatedwithpartnerswhohavebudgetstoprovidethesesupportiveservices.WIOACareerAdvisorsalsocoordinatewithotherKentuckyCareerCenterJobSightpartnersthathaveco-enrolledtheclienttoassistinprovidingservicesandteam-basedcasemanagement.Themostimportantconsiderationforsuccessfulcoordinationofsupportiveservicesamongpartnersisregularcommunicationandfollow-uponthepartofstaff.Thisensuresthatclientswhoareco-enrolledreceivethebestpossibleoutcomeforemployment.3.9Describestrategiestoimplementtheoperationalgoalsofthelocalone-stopsystem,maximizingcoordinationofservicesprovidedbyDWI’smeritstaffandthelocalboard’scontractedserviceproviderstoimproveservicesandavoidduplication.[WIOASec.108(b)(12)]ThestaffoftheEasternKentuckyWorkforceInnovationBoard(EKWIB)workscloselywithDWI’smeritstaffinthelocalareaandwithEKCEP’scontracteddirectserviceproviderstoimplementtheoperationalgoalsofEasternKentucky’sone-stopsystem.TheMOU(includingtheResourceSharingAgreementsforfull-timepartnersco-locatedinaFullServiceorAffiliateCenter)thatprovidestheframeworkforallpartnerstoshareinthecollaborativeoperationoftheKentuckyCareerCenterJobSightone-stopoperationandthejointlyplannedandimplementedprofessionaldevelopmenttrainingforpartnerstaffallensurethattheworkforcesystempartnersworkfluidlytogether,avoidduplicationandrepetition.On-goingpartnermeetingsatthecountyandregionallevelalsoensurethat

detailedcommunicationtakesplaceonaregularbasistoimprovecoordinationandimplementthebeststrategiesforoperationalgoalswithintheEKCEPlocalone-stopsystem.Additionally,thevisionandgoalsoftheEasternKentuckyWorkforceInnovationBoard(EKWIB)wereestablishedthroughaninclusivestrategicplanningprocessthatinvolvedawidearrayofstakeholderswithintheEKCEPregion.EKCEP’sprocesswasdesignedtocreateastrategicplanthatdefinednotonlythewaysEKCEPspendsthedollarsitcontrolsintheregion,butalsothewaysitsactionsandprogramsreflectprioritiessharedwithitspartnerorganizationsandthereforeinfluencethewaystheyspendtheirallocationswithintheregion.Todevelopaconsensusonregionalvisionandplan,EKCEPpolleditspartnersandregionalstakeholdersinworkforcedevelopment,secondaryeducation,postsecondaryeducation,government,communityaction,andbusinesstodeterminetheirprioritiesandstrategicobjectives,andtoquizthemontheirvisionforroleandmostimportantfunctionsoftheworkforcesystemandtheWIB.Theresultingstrategicplanissimpleandveryfocused,clearlystatingfourprimaryresults-basedgoals,aswellasdefiningEKCEP’scorevalues,mission,andvisionforthatregion,theworkforcesystem,andtheWIB.Byusingthisstrategicplantoguideitsdecisionsandoperationalstrategies,theEKWIBisincorporatingtheinputandvisionofitspartnersandotherinterestedstakeholders,creatingahigherlevelof“buy-in”andunifiedspirit.3.10DescribehowthelocalboardwillcollaboratewithWIOATitleIIAdultEducationandLiteracy,consistentwiththelocalplan(asdescribedinWIOASec.107(d)(11)andWIOASec.232.[WIOASec.108(b)(13)]TheEKCEPlocalboardwillcollaboratewithWIOATitlellAdultEducationandLiteracyprovidersatboththelocallevelandstatelevel.KentuckyAdultEducationcontractswithaserviceproviderforeachofthe23countieswithintheEKCEPlocalarea.BothEKCEP’sstaffandcontractorsworkwiththeseserviceproviderstocoordinatethereferralsofclientsforassessments,testinganddiagnostics,GEDinstruction,andremediationservicestobringbasicskillsupinordertoenableclientstocontinuetopostsecondaryeducation.LocalAdultEducationprovidersarelocatedonsiteandprovideservicesatboththeKentuckyCareerCenter(KCC)JobSight,FullServiceCenter,inHazard,andtheKCCJobSight,AffiliateCenter,inPikeville.IncountieswherethelocalAdultEducationproviderisnotco-locatedwiththeotherworkforcepartners,allpartnersworktogethertoplanandexecuteregularmeetingstoimprovecommunicationandreferralsamongpartnerstaffforgreatercustomerserviceandsatisfactioninthelocalworkforcedevelopmentsystem.EKCEPlocalboardstaffalsoworkwithKentuckyAdultEducationleadershipstafftoimprovecoordinationandplanning,andtodiscussappropriatetrainingand/orprofessionaldevelopmentforone-stopstaffintheregion3.11Identifythetargetedpopulationsthatthelocalboardplanstofocusadditionaleffortandresourcestowardandbrieflydescribethelocalboard’sobjectives,goals,strategies,operationaltacticsandresourcesitwilldeployandbrieflydescribeassociatedinvestmentstrategies.ThetargetedpopulationsthattheEasternKentuckyWorkforceInnovationBoard(EKWIB)planstofocusadditionaleffortandresourcestowardservingare:WorkersDislocatedfromtheCoalMiningIndustry--Duringthe2016-17ProgramYear,the

• EKCEP,YouthBuildJackson—YouthBuild[WIOATitle1–YouthBuild–WIOASection171]4.2Describethelocalboard’sassessmentofthetypeandavailabilityofadultanddislocatedworkeremploymentandtrainingactivitiesinthelocalarea.[WIOASec.108(b)(7)]TheEasternKentuckyWorkforceInnovationBoard(EKWIB)hasdeterminedthatitslocalareaneedsmoreindustry-drivenandworkplace-basedtraining,inordertoadequatelypreparethearea’sworkforcetocompeteforjobsandprovidethecapacityforexpansionfortheregion’sgrowingand/oremergingindustriesandbusinesses.Forexample,theEKWIBfindsthatthe“off-the-shelf”trainingsavailableininformationtechnology,computercoding,computerprogramming,andapplicationdevelopmenttrainingsareinadequatetopositionjobseekersforsuccessintheserapidlyevolvingoccupations.Therefore,theEKWIBisusingtheon-the-jobtrainingmodel,internships,andotherinnovativemethodologiesinpartnershipswithITemployerstopreparetheregion’sworkforcetopreciselymeetthoseemployers’needs.Examplesofpartnershipswhereanemployerisprovidingworkplace-basedtraininginahands-on,mentoringfashionincludeEKCEP’sworkwithsoftwaredeveloperInteraptandcomputercodingfirmBitSource.TheEKWIBalsobelievesthelocalareacouldusemoremicro-enterprisetrainingandentrepreneurialtrainings.TheEKWIB—andtheKWIB—believethatentrepreneurshipandsmallbusinessgrowthwillplayamajorroleindrivingtheeconomicrecoveryoftheEasternKentuckyregionandtheentireCommonwealth.TheEKWIBalsobelievesthatthenumberofunfilledregisterednursingjobsinthelocalareaindicatesthattheregisterednursetrainingsinthelocalareaarenotadequatetomeetthedemandofthearea’shealthcareindustry.AdditionallytheEKWIBrecognizestheneedtocontinuetoemphasizeandexpandtheavailabletrainingsthatcanensurehighschoolstudentsareabletograduatewithacertificationorotherrecognizedworkplacecredentialthatwillallowthemtomoredirectlyintoajob.4.3Describehowthelocalboardwillcoordinateworkforceinvestmentactivitiescarriedoutinthelocalareawithstatewiderapidresponseactivities.[WIOASec.108(b)(8)]TheLocalAreaRapidResponse(LARR)CoordinatorandthestateRapidResponseCoordinatorworktogethertoacquireinformationthatisneededwhenamasslayoffispending.Ifeitheronefindsoutimportantinformationregardingamasslayoff,theynotifytheother,toensurethateveryonehasthelatestinformationaboutthelayoff.ServicesarecoordinatedbytheLARRCoordinatorandthelocalRapidResponseteammembersasneededfollowingtheactuallayoff.RegionalEmployerServicesTeammembersarealsonotifiedforadditionalassistancethatmaybeneededforlaid-offworkers.LocalWIOA,OETandotherKentuckyCareerCenterJobSightpartnerstaffintheEKCEPregionareinstructedtonotifytheLocalAreaRapidResponse(LARR)Coordinatoraboutanypending/actuallayoffs.TheLARRcoordinatornotifiesthestateviaemailwithin24hoursofreceivingnotificationofanactualorpendinglayoffthatmaypotentiallyimpact50ormoreemployees.TheLARRCoordinatornotifiesthestateRapidResponseCoordinator,MichelleDeJohn,bye-mailofalllocalRapidResponseeventsthatareplannedanddelivered.TheRapidResponseCoordinatorormemberoftheLARRteamwillenterallinformationintoEKOSundertheRapidResponsetab.

WhentheLARRCoordinatorfindsoutaboutaplannedlayoff,theemployeriscontactedtosetupaninitialinformationalmeeting.Duringtheinitialemployermeeting,theLARRteammemberwillprovideTradeinformationtotheemployerrepresentative.WebsiteinformationisgiventotheemployertocompleteaTradepetition,ifsodesired.WhentheLARRCoordinatoracquiresinformationthatacompanyoritsemployeesareintheprocessoffilingatradepetition,thestateTradeActstaffisnotifiedbye-mail.LARR,WIOAstaffandstateTradeActstaff(RegionalTradeFacilitatorandOETlocalstaff)wouldbeonstandbyforthefinaldecisiontocertifythecompanyanditsemployeesasTradeeligible.4.4Provideananalysisanddescriptionofyouthworkforceactivitiesincludingactivitiesforyouthwithdisabilities.Identifysuccessfulmodelsandbestpracticesforyouthworkforceactivitiesrelevanttothelocalarea.DescribestrategiestheLWDAwilluseforincreasingtheWIOAminimumOut-of-SchoolYouthexpenditurerateto75percent.Provideinformationontypesofwork-basedlearningactivitiesplannedforyouth.[WIOASec.108(b)(9)]EKCEP’sWIOAYouthprogramisalignedwithitsoverallservicemodel,emphasizingcareeradvisingandtransitionintoemployment.AlthoughEKCEP’syouthprogramsensurethateligibleyouthhaveopportunitiestodevelopandachievecareergoalsthrougheducationandworkforcetraining,theyalsoemphasizeshorter-term,moredirectpathstoemployment,especiallyforout-of-schoolyouth.ProvidingYouthServices—EKCEPprovidesyouthservicesthroughcontractorswhohireyouthstaffanddeliverservicesintheirlocalareas.EKCEPprogramcoordinatorsworkcloselywiththesecontractorstoimplementEKCEP’spoliciesanddevelopstrategiesforyouthservicesthat:• Effectivelyconnecteligibleyouthtoavailableservices.• Provideathoroughreviewoftheoccupationalandworkforceserviceneedsofeachyouth.• Provideanindividualizedservicestrategyforeachyouththatincludesappropriatecareergoalsand

plansforovercomingbarriers.• IntegrateWIAserviceswithotherappropriatecommunityservices.• Prepareyouthtomeetemployers’needs.EKCEP’sWIOAYouthprogramsprovideaccess(baseduponindividualneed)tothese10serviceelements:1. Tutoring,studyskillstraining,andinstructionleadingtosecondaryschoolcompletion,including

dropoutpreventionstrategies;2. Alternativesecondaryschoolofferings;3. Summeremploymentopportunitiesdirectlylinkedtoacademicandoccupationallearning;4. Paidandunpaidworkexperiences,includinginternshipsandjobshadowing;5. Occupationalskilltraining;6. Leadershipdevelopmentopportunities,whichincludecommunityserviceandpeer-centered

activitiesencouragingresponsibilityandotherpositivesocialbehaviors;7. Supportiveservices;8. Mentoringforadurationofatleast12monthsthatmayoccurbothduringandafterprogram

participation;9. Follow-upservices;and10.Comprehensiveguidanceandcounseling,includingdrugandalcoholabusecounseling,aswellas

referralstocounseling,asappropriatetotheneedsoftheindividualyouth.

EKCEP’sWIOAYouthservicesaredesignedto:• Helphighschoolstudentswhofacebarrierstoscholasticoremploymentsuccesstotransitionfromhighschooltoemploymentand/orpost-secondaryeducation.

•HelpOut-of-SchoolYouthtoovercomebarriersandsuccessfullytransitionintoemploymentand/orpost-secondaryeducation.

Out-of-SchoolYouthServices—BecauseoflimitedfundingandtherequirementunderWIOAthat75%ofYouthfundsbespentonOut-of-SchoolYouth,EKCEPistargetingitsOut-of-SchoolYouthservicestoyouthages18to24—theportionoftheeligiblepopulationthatismostcriticallyinneedofrapidassistancetoenteremployment.Tomaximizetheassistanceavailabletohelptheseyouthtransitionintoemployment,EKCEPhasblendeditsOut-of-SchoolYouthserviceswithitsAdultandDislocatedWorkerservicemodel.DespitehavingdifferentWIAeligibilityrequirementsandperformancemeasures,olderOut-of-SchoolYouthneedbasicallythesameworkforceservicesasAdultandDislocatedWorkerstoenablethemtoovercometheirbarrierstoenteringandsucceedingintheworkforce.Inadditiontothefullarrayofcareeradvisingandplanning,skillsdevelopment,job-searchassistance,JobClubs,andotherservicesthatareprovidedtoAdultsandDislocatedWorkers,workexperienceopportunitiesarefeaturedprominentlyforOut-of-SchoolYouth.Workexperienceplacementsintroduceandacclimateparticipantstotheworldofworkandtogivethemexperienceinspecificcareerfieldsorwithspecificemployerswhomaybehiringsoon.Althoughitdoesnotexcludeotheroptions,EKCEP’sOut-of-SchoolYouthprogramemphasizesreallocalemploymentopportunitiesandtheshort-termskillsdevelopmentthatwillqualifyclientstotakeadvantageofthoseopportunities.In-SchoolYouthServices—Toensureafocusontransitionintoemploymentand/orpostsecondaryeducation,EKCEPlimitsitsIn-SchoolYouthservicesalmostexclusivelytoseniorsinhighschool.EKCEPhasblendeditsIn-SchoolYouthserviceswithitsAdultandDislocatedWorkerservicemodel.AlthoughIn-SchoolYouthreceiveavarietyofservicestohelpthemovercomebarrierstocareeroracademicsuccess,theprogramemphasizesworkexperienceplacements,theskillsnecessarytoacquireajob,andcareeradvisingtohelptheyouthmakeinformedcareerandeducationalchoicesanddefinethestepsneededtopursuethecareeroreducationalgoals.Inadditiontothefullarrayofcareeradvisingandplanning,skillsdevelopment,job-searchassistance,JobClubs,andotherservicesthatareprovidedtoAdultsandDislocatedWorkers,workexperienceopportunitiesarefeaturedprominentlyforIn-SchoolYouth.Workexperienceplacementsintroduceandacclimateparticipantstotheworldofworkandtogivethemexperienceinspecificcareerfieldsorwithspecificemployerswhomaybehiringsoon.PerformancePartnershipPilot(P3)Grant--TheIn-SchoolandOut-of-SchoolYouthinEKCEP’ssevenPromiseZonecounties(Bell,Clay,Harlan,Knox,Leslie,Letcher,Perry)willalsobenefitfromaPerformancePartnershipPilot(P3)Grant,whichEKCEPhasreceived.This$700,000planninggrantfromtheU.S.DepartmentofEducationwillsupportapilotprogramandstudyinwhichEKCEPwillblenditsWIOAYouthProgramswitheducationalsupportprogramsrunbyBereaCollege’sPartnersforEducationinordertoimproveoutcomesfordisconnectedyouthages14-24inthePromiseZone.Theobjectiveofthegrantisclosercollaborationbetweenprogramsandservicesforyouthwhoareinschool,havecompletedschool,orhavedroppedoutofschool,inhopesofleveragingallprograms’fundstoproducebetteroutcomeswithfewergapsandsmoothertransitions.The75%/25%FundExpenditureRequirement--EKCEPhasanticipatedforseveralyearsthata

changewascomingintherequiredpercentagesforexpendituresonIn-SchoolYouthvs.Out-of-SchoolYouth,andthereforehasbeenshiftingtheemphasisofitsWIAYouthprogrammoreheavilytowardOut-of-SchoolYouth.IntheprogramyearbeforeWIOApassed,YouthexpendituresintheEKCEPlocalareaweremorethan50%Out-of-School.UnderWIOA,staffwillcontinuetorecruitjobseekersintheexpanded18-to-24agerangeforOut-of-SchoolYouthservices,andexpendituresonIn-SchoolYouthclientswillbelimitedandcloselymonitoredasapartofthecontractors’budgets.Additionally,EKCEPhasreceivedawaiverofthe75%/25%requirementfromtheU.S.Dept.ofLaborforthesevencountiestobeservedundertheP3grant;inthesecountiestherequirementforbalancingYouthexpenditureswillbe50%/50%,becauseoftheWIOAprogram’sclosecollaborationwithin-schoolservicesprovidedbytheBereaCollegePFEprograms.4.5Describelocalboardactionstobecomeand/orremainahigh-performinglocalboard,consistentwiththefactorsdevelopedbytheKentuckyWorkforceInnovationBoard.TheEasternKentuckyWorkforceInnovationBoard’sopportunitytoparticipateintheKentuckyWorkforceInnovationBoard’sformalprocessandprotocolforbeingevaluatedanddesignatedasahigh-performinglocalworkforceboardhasbeensupersededbytheEKWIB’sinvolvementin:• Obtaining,designing,andadministeringaNationalEmergencyGrant(NEG)totrytohelpthousandsofunemployedcoalindustryworkersfindtheirwaybackintotheworkforceandreplacethebillionsofdollarsthatthecoalindustrycollapsesubtractedfromEasternKentucky’seconomyoverthepastthreeyears;

• Obtaining,designing,andadministeringanNEGtotrytohelphundredsofunemployednon-coalworkerswholostjobsasaresultoftheeconomic“dominoeffect”thatfollowedthecoalindustrycollapsefindtheirwaybackintotheworkforceandreplacetheirwagesthathadbeensubtractedfromEasternKentucky’seconomyoverthepasttwoyears;

• Supporting,participatingin,andmanaginganinformation-collectionandworkgroupfortheSOAR(“ShapingOurAppalachianRegion”)initiative.

• Coordinatingcloselywitheconomicdevelopment,includingidentifyinganddealingdirectlywithemergingandexpandingemployers,inanattempttoseedandpreparetheworkforceforneweconomicopportunities.

• ServingastheWhite-House-appointedleadentityforEasternKentucky’sdesignationasaTechHireregion,includingpreparingapplicationsforTechHirefundingtosupportthedevelopmentofITjobsinthelocalarea.

• Servingastheleadentityforthe$20million“Paths2Promise”pilotstudygrantfromU.S.SupplementalNutritionAssistanceProgram(SNAP)EmploymentandTrainingfunds,underwhichEKCEPwillattempttoget2,000SNAPrecipientsintoemploymentandreducetheirdependencyonSNAP.

• Obtaining,designing,andadministeringa$200,000grantfromtheAppalachianRegionalCommission(ARC)tohelpfundtheexpansionofEKCEP’sTeleworksUSAinitiative’snetworkofhubs,whichinthelast18monthshavepreparedandplacedover295EasternKentuckiansintohome-basedjobs,representinganinfusionofnearly$6millioninnewwagesintotheregion.

• Designingandimplementingservicesunderthe$2millionPOWER(PartnershipforOpportunityandWorkforceandEconomicRevitalization)grant,consistingofatrioofgrant-fundedinitiativesthatfocusuponeconomicdevelopmentachievedbyexpandinganddiversifyingtheregion’seconomythroughthedeploymentanduseofbroadbandtechnology.

• AndadministeringandrunningEKCEP’sWIOAformula-fundedprograms.WhilewebelievethattheEKWIBiswidelyperceivedashighperforming,wehopetobetterdocumenthigh-performingprocessesconsistentwiththefactorsdevelopedbytheKWIBinthefuturewhenthis

canbeaccomplishedwithoutsacrificingtheEKWIB'sinvolvementintheregion'stransformationasnotedabove.4.6DescribehowtrainingserviceswillbeprovidedinaccordancewithWIOASec.134(c)(3)(G),theprocessandcriteriaforissuingindividualtrainingaccounts.[WIOASec.108(b)(19)]

In cases where training is not provided through a work-based training placement (e.g., on-the-job training, work experience) or other contract for training services, EKCEP funds training services for eligible individuals through the use of individual training accounts (ITAs). In Eastern Kentucky, the workforce system funds trainings only in the industry sectors or occupations that the Eastern Kentucky Workforce Innovation Board (EKWIB) has identified as in-demand because they are either growing or emerging and have a high potential for sustained demand in the local area. ClientSelectionProceduresforITAs:WIOAAdults—TheWorkforceInnovationandOpportunityAct(WIOA)requiresthatlocalworkforceareasgiveprioritytorecipientsofpublicassistanceandlow-incomeindividualswhenselectingqualifiedadultsintotraining.Veteransmustalsobegivenpriority.Programoperatorsandcareeradvisorsmustprovidedocumentationthattheirclient-selectionprocessforIndividualTrainingAccounts(ITAs)givesprioritytothesegroupsinthefollowingorderofpriority:AdultProgramOrderofPriorityforITAs

ClientSelectionProceduresforITAs:WIOADislocatedWorkers—WIOArequiresthatlocalworkforceareasgiveprioritytoveteranswhenselectingqualifieddislocatedworkersintotraining.ProgramoperatorsandcareeradvisorsmustprovidedocumentationthattheirclientselectionprocessforITAsgivesprioritytothesegroupsinthefollowingorderofpriority:DislocatedWorkerProgramOrderofPriorityforITAs

Inordertoadheretothispolicy,careeradvisorsarerequiredtokeepacompleterecordofthequalifiedOut-of-SchoolYouthclientswhowerebeingconsideredforITAsatthetimeofeachselectionprocess.4.7Ifcontractsfortrainingservicesareused,describeprocessesusedbythelocalboardtoensureinformedcustomerchoiceintheselectionoftrainingprograms,regardlessofhowthetrainingservicesaretobeprovided.[WIOASec.108(b)(19)]Formanyoccupationsandcareerfields,therearefewifanyduplicatetrainingoptionswithinEasternKentucky.Inthesecases—wherethereisbasicallyoneoption—ensuringinformedcustomerchoiceisnotarealisticconcern.However,whentherearechoicesbetweenavailableprovidersofthesametraining,EKCEPcontractors’frontlinestaffusethestate-maintainedEligibleTrainingProviderList(ETPL)topresentclientswiththeoptionsandthefactors(e.g.,cost,placementrate)thattheycanusetomakeaninformeddecision.4.8Describetheprocessusedbythelocalboardtoensurethattrainingprovidedislinkedtoin-demandindustrysectorsoroccupationsinthelocalareaorinanotherareatowhichaparticipantiswillingtorelocate.[WIOASec.108(b)(22)]and[WIOASec.134(c)(3)(G)(iii)]Underitsformula-fundedprograms,EKCEPissupportingtrainingonlyinthesectorsidentifiedasgrowthorexpansionsectorswithintheregionbytheEasternKentuckyWorkforceInnovationBoard(EKWIB).Therefore,formulafundsdonotsupportanytrainingsthatrequirerelocationtoanotherregioninordertofindemployment.TheEKWIBtakesthispositionbaseduponthebeliefthatitsfundsarebestusedinwaysthatwillbenefittheeconomyoftheregionandtheworkforcethatwillremainintheregion.EKCEP’sprogramcoordinatorsanditscontractors’front-lineprogramstaffinformclientsoftherestrictionoftrainingassistancetotheregionalsectorsofemphasis,andidentifywhatthosesectorsare.StaffhavebeeninstructedtodenyrequestsforfinancialsupportfortraininginfieldsthatarenotinEasternKentucky’ssectors.SomefundsunderEKCEP’sNationalEmergencyGrants(NEGs)havebeenusedtoassistclientswithout-of-areajobsearchesandrelocationtoanotherregionforemployment.However,thosefundshavesupportedonlyclientswhoalreadyholdcertificationsorskillsthatqualifythemforjobsinotherareas.NoneoftheseNEGfundshavebeenusedtotrainclientstorelocateoutoftheregion.4.9ProvidethecurrentTradeRegionalPlan.Theplanmustinclude:

• updatedwiththelatestTradeLaw,asamended.• processemployedfromthepointofPetitionCertificationtoTradeparticipant

post-exitfollow-up.• rolesofbothOETandWIOAandotherpartnersasapplicable;and
