The Bike Plan focuses on Kern's unin- corporated areas, including communities adjacent to Bakersfield, the Greater Tehachapi area, Indian Wells Valley, Tejon Mountain Village and the Kern River Valley. All told, the master plan proposes over 664 miles of improvements - more than a twelve-fold increase over the coun- ty's 55 miles of existing bicycle infrastructure. If fully built, the projects listed in the document would cost more than $26 million. Largely due to dogged participation by a number of KRV con- cerned citizens, the new bike plan does a lot bet- ter for the Kern Valley. The 2001 Kern County Bicycle Plan had less than one mile of bike lane for the KRV. The new Bike Plan includes more than 90 miles of bike facilities within the Kern Valley and about 60 miles along State Highway's connecting the KRV to Bakersfield and Ridgecrest. Class I Bike Path is a paved right-of-way for exclusive use by bicy- clists, pedestrians, and those using non-motor- ized modes of travel. Funding for the projects comes from California's Transportation Development Act Article 3 Program, which uses a fraction of state sales tax dollars to pay for bicycle- and pedestrian-related improvements. Even the U.S. Army Corps of Engineers will take note of the new Bike Plan; page A-29 of the Final Environmental Impact Statement on the Isabella Lake Dam Safety Modification Project states: "A Recreation Plan will be prepared after the Record of Decision on the Preferred Alternative and would include Kern County's bicycle master plan." As you sped down thehighway you would see six signsthat said this as you droveby..."The bearded lad/ tried a jar/she's now/ a famous moviestar/Burma Shave."

Started in 1925 by Alan Odell,this owner of a little knownBrushless Shaving Cream called“Burma Shave" borrowed $200and had a series of six advertis-ing signs made up and placedalong several roadside edges.

Each had a rhyming storymade to sell 'Burma ShaveCream. For example:"She eyedhis beard/and said no dice/thewedding's off/,I'll cook the rice/Burma Shave!" or this one:"Past/ schoolhouses/ take it slow/let the little/ shavers grow/Burma Shave!" Or this onewarning of forest fires: "Many aforest/ used to stand/ where a/lighted match/ got out of hand/Burma Shave!"

In those days roads wereusually two lane and the signseasy to see and read at 45 milesper hour. Many children learnedto read by sounding out thoseditties. Here are a few more ofthose funny, nostalgic signs: "Ishe lonesome/ or just blind/ theguy who/ drives/ so close behind/Burma Shave?" I like this one: "Ifdaisies/ are your favorite flower/keep pushing up those/ miles-per-hour/Burma Shave!" and this:"If your peach/ keeps out ofreach/ better practice/ what wepreach/ Burma Shave!

As roads improved andbecame freeways the signs werehard to read and getting permis-sion from property owners andlocal government officialsbecame more difficult Odelldecided to sell the business andin 1963 sold it to Phillip Morriswho made a corporate decisionto end and remove the over 7000signs scattered over the country.

A few have escaped and areclaimed as seen by a fewmotorists, but by and large theseclever and entertaining signshave disappeared. So the chancesare as you drive across the desertyou will not see six signs thatmight say, "The whale/ putJonah/ down the hatch/ butcoughed him up/ because hescratched/ Burma Shave!"

Will the highways be impacted?

Highway 155 and 178 will be impacted; however, the level of impactdepends on which alternative is selected. Modifications to the highwayscould include flood gates or a potential realignment. The 16-foot raisealternative would likely have the largest impacts and may require high-way realignments.

Supporting our communitySeveral months ago, traveling through Wofford Heights, I stopped at the

Texaco Gas Station and Minimart, finding that the price of gas was close to $.30cents per gallon less expensive than what was being charged in Lake Isabellaand around the lake. When I thanked the woman at the register for havingsuch a low price, I was informed that new owners had taken over the businessand were keeping the prices, and profits, low to serve this community whichhad many financially struggling members. She expanded that the minimart,everything inside and out, was being offered at the lowest possible price andprofit as a community service. Wow!

Loyalty was inspired and it has been my pleasure to consistently supportthese kind individuals by driving from Lake Isabella to Wofford Heights to getmy gas and to impart this knowledge to everyone I can. All but one time overthe following months, they have without fail had lower prices for gas than anyother provider I have found throughout the valley and sometimes they actual-ly beat the prices in Bakersfield. A couple times I have seen the local competi-tion in their attempt to meet their challenge but not regularly. Could we haveour own little gas war, born out of goodness, here in our own valley?

The thing that boggles my mind is that the place does not have lines in wait-ing. This past week, fuel prices were over 20 cents higher at the less pricey sta-tions and 32 cents at name brand locales. Even on my trip to Bakersfield a fewdays ago, the lowest cost was met by our Texaco.

Therefore, I challenge this community to support those who are going wayout to support us. If we do not…we do not deserve to have this kindnessbestowed on us.Donna FitchLake Isabella

God be thanked forthe privilege we enjoy in a culturenot closed to the proclamation ofthe love of Jesus, but our nation oforigin does not equate to our beingbelievers in the Lord Jesus Christ.Personal heritage may indeed be ablessing to celebrate (I celebratebeing a 4th generation pastor!), or itmay not be, but our family of originneither qualifies or disqualifies us asthose who can find eternal lifethrough the saving work of JesusChrist on Calvary.

What magnificent truth, what lifechanging truth, what eternity secur-ing truth is contained in the simplewords of the above passage. Fromthe beginning of life's journey, tothe end of our days, we are beingguided by the love of the Father toembrace this truth, and as we con-tinually proclaim this to others, wecan do so with the firm convictionthat the pronouncement may beours to make, but the transforma-tion of the human heart by suchtruth is always the Father’s to apply.

John L. (Big John) DavisMarch 6, 1939 - November 2, 2012

John Davis of Kernville, who passed away onNovember 2, 2012, got the name "Big John" when he wasthe owner of the Peacock Inn from 1984 to 1999. He issurvived by his wife of 35 years, Mei, sons John Davis IVand Eric Davis, and grandchildren Ashley, Ericka andHunter Davis.

John was born in Columbus Ohio. He retired fromthe Air Force after 21 years of military service. He servedas Santa Claus in the military and then in numerous KernValley Christmas parades and annually at Christmas inKernville.

A memorial service will be held on SaturdayNovember 17, 2012 at the Odd Fellows Hall, 50 Tobias, Kernville at 11 a.m. John willbe greatly missed.

Katharine (Katie) GallagherJuly 15, 1922 - October 27, 2012

Katie - a loving mother, grandmother, great-grand-mother and sister - went to be with her Lord and Savior,on October 27, 2012, nine days after being diagnosedwith Acute Leukemia. She died peacefully in her homesurrounded by her family.

Katie was born Katharine Anne Isaacs in Monrovia,CA, to Victor and Myra Isaacs. Katie was the fourth offive children. Katie attended grammar school in Covina,CA, and graduated from Compton High School in 1939and Compton Junior College in 1941. Katie met herfuture husband, Dick Gallagher, when Dick's brother Edwas dating Katie's sister Virginia. Dick and Katie were

married in 1941. Dick played the piano throughout the United States and Katie stayedhome with her four children in Paramount, CA. Katie sewed beautiful dresses for her-self and her three daughters and taught them how to sew. After the youngest(Michael) started school, Katie worked as a window decorator at Dunlap'sDepartment Store in Compton. She and Dick became licensed Realtors and workedtogether in Lynwood, CA. They bought a small motel in Lake Isabella and movedthere with son Michael in 1964. Katie became the first female deputy Sheriff in theKern River Valley in 1967, and in 1976 became a Nurse Supervisor in the Kern CountyHealth Department, retiring in 1989. She remained a reserve deputy until 1986.

Katie joined the South Fork Woman's Club and the First Baptist Church of LakeIsabella in 1964 and remained active in both until her death. She joined the KawaiisuChapter of DAR in 2010. Katie enjoyed many types of crafts but her specialty wasbuilding and decorating miniature doll houses. She loved to work in her garden; andloved all the flowers, especially California poppies. Katie was a friend to all, and wasgreatly loved. Her greatest joy was time spent with her family.

Dick preceded her in death in 2001 shortly after they celebrated 60 years of mar-riage. Katie is survived by her children, Judy Smyth, Pam (Brian) Hermansader,Wendy (Doug) Quine and son Michael (Pat) Gallagher, three grandchildren, threegreat-grandchildren, her sister Jane Vivian, and many nieces and nephews. Her fam-ily and friends will miss this beautiful, precious loving lady.

A Memorial Service will be held at the First Baptist Church of Lake Isabella onSaturday, November 17 at 1:00 PM. In lieu of flowers, the family will appreciate dona-tions made in Katie's memory to the First Baptist Church of Lake Isabella, the SouthFork Woman's Club, or the Kern River Valley Historical Society.

The lake bite has been the victim ofthose passing weather fronts whichaffect us during the fall and winterseasons. The guys that are crappiefishing around the standing timber tellme the crappie is out there but you

have to find a school that is hungry.The bass guys are saying pretty muchthe same thing, "we see'em but nocatch'em." The catfish bite is stillstrong with nice fish being taken fromall around the lake. This time of yearthe trout start to cruise those sandybeaches. Just look for areas where thefishermen have bunched togetherwhich should indicate the trout bitehas started. Please remember to becourteous and use good judgmentwhen accessing these groups.

Take time to fishVeterans Day weekend fees waved

The Kern River Ranger District will waive fees for its standard amenity fee sitesat Auxiliary Dam, South Fork Recreation Area, and Old Isabella from Saturday Nov.10 to Monday Nov. 12 in honor of Veterans Day. Fees will also be waived for Camp9 Day Use Area and Upper Richbar for these same days. Normal fees at all otherlocations on the Kern River Ranger District of the Sequoia National Forest willapply.

Wild Turkeys make fall debutAs the season changes, so do the habits of wildlife. Bears stock up on calories for

winter hibernation, birds migrate to warmer climates and wild turkeys seem tocome out in droves.While these wild game birds may seem harmless and approachable, they can causeproblems. Many homeowners can't resist feeding them. What starts out as inno-cent fun can become a nuisance if the birds start destroying flower and vegetablegardens, leaving their droppings on patios and decks or roosting on cars wherethey may scratch the paint.

This time of year, the Department of Fish and Game typically sees an increase incomplaints about nuisance wild turkeys. DFG recommends the following: Neverfeed wild turkeys; if turkeys are causing problems in your yard, remove all sourcesof food such as bird feeders and/or pet food, and consider motion-detecting sprin-klers to discourage visits. Know that wild turkeys typically will not enter yards withdogs. If confronted by a wild turkey behaving aggressively, slowly back away.Turkeys often strut and gobble at people, but very rarely actually come into contactwith them. If you find an injured turkey, report it to your nearest DFG regionaloffice. Depredation permits can be issued if wild turkeys are causing excessiveproperty damage.

The mean, pulpy-looking action heroesof yesteryear are back for anotherlighthearted bullet-fest. SylvesterStallone, Bruce Willis, Ah-nuld, Jet Li,Dolph Lundgren and some otherdudes join up with Chuck Norris todefeat the evil Jean Villain, (Jean-Claude Van Damme, and yes the badguy of the movie is really named"Villain.")

This is not a revival of the tough-guys, huge-guns action genre of the'80s, but more of a self-mockingreunion special. Schwarzenegger andWillis have to cram into a tiny car.They trade dozens of one-liners refer-encing more famous one-liners. Thingsexplode quite frequently. It's a lot offun, depending on how much youenjoy jokes about Predator andTerminator.

"Grave of the Fireflies" [Blu-ray] -- Originally released in 1988, thisclassic work of dramatic animation iscoming to Blu-ray. Set in the final daysof World-War II, Seita and Setsuko arechildren from a small town on themainland of Japan. The children aretorn from their home by bombingraids and must find their way to safetyas more of the countryside is engulfedin flames.

Ghibli Studio produces amazinganimated films. This movie is moreserious than its usual work, but keepsthe same artistic standard. It's atremendously sad story, filled withglimpses of intense beauty.

"Bringing Up Bobby" (PG-13) --Olive (Milla Jovovich of "ResidentEvil") is a Ukranian-born con artist andsingle mother. Her precocious 10-year-old boy, Bobby (Spencer List), has abowl cut and a million lines of adora-tion for his mother. The two are part-ners in crime, scamming their wayacross the American Midwest. Thingsturn from overtly cute to ham-handedmelodrama when an accident getsBobby in trouble and Olive has tobecome a lawful, non-scheming per-son. The whole affair has an awkward,first-time director feel to it. A goodchoice if you want to catch a nap dur-ing a movie and not feel too left out.

Bodfish Bob’s Chicken Livers with garlic

1/2 lb chicken livers 1 tablespoon olive oil 1 teaspoon lemon juice 1/2 teaspoon salt 3 cloves garlic (chopped)

Wash, trim and dry the ChickenLivers. DRY fry them, NO OIL, in a fry-ing pan, for three or four minutes untilcooked through. Whilst still on thecooker add the oil, lemon juice and saltto taste. Stir once gently to mix. Serveimmediately into a single portion dishand sprinkle liberally with choppedgarlic, the more the better. The dry frytechnique prevents the liver frombrowning and keeps it tender enoughto melt in your mouth.

Bodfish Bob’s Chicken Livers with bacon

1 pound fresh chicken livers1 cup all-purpose flour1 teaspoon garlic powder

salt and pepper to taste

4 slices bacon

Rinse livers, pat dry and place in aresealable plastic bag. In a small bowlmix the flour, garlic powder, salt andpepper and add mixture to chicken liv-ers. Seal bag and shake bag to coat. Setaside. Place bacon in a large, deep skil-let. Cook over medium high heat untilevenly brown. Remove bacon, leavingbacon fat in skillet, and set aside.Cook coated chicken livers in bacon fatcovered over medium high heat untilalmost done, about 17 to 20 minutes.Add bacon strips and cook togetheruntil chicken is cooked through andjuices run clear.

Bodfish Bob’s Chicken Liver Pate

1/2 lb. Chicken livers (1 cup)1 cup water6 slices lean bacon, cooked4 cloves garlic, pressed or finely minced2 hard boiled eggs1/2 cup real mayonnaise1 large onion1 stack Ritz Crackers

Cover livers with water and bring toa boil; reduce heat and simmer for 10to 15 minutes, or until tender. Drain.Meanwhile, sauté bacon until crisp. In a food processor, combine all ingre-dients and process until smooth, scrap-ing down sides of bowl if necessary. Taste and adjust seasonings; garlicpowder, onion powder, salt, and pep-per may be added to taste if needed. Shape mixture into a round and refrig-erate. Garnish with sliced hard boiledeggs.

Shopping for aMedicare Part DPrescription Planis a theme I havebeen mentioningin this column onseveral occasionsover the past fewmonths. Today Iopened the AARPBulletin to readtheir cover storywhich also emphasizes shopping.They provide some statistics whichare striking. Of the top 10 planssold in 2012, seven of those planswill be hiking their rates from 11 to23 percent. Yet, when you read sta-tistics from the government, theytell you that monthly premiums willbe about the same. How can theydo that? There are many new plansform established companies whohave come out with lower costingplans.

Personally, my plan when downin cost from $29.90 to $24.40 for2013. But I am changing plans forthe New Year. My plan provides mygeneric drugs for a $0 co-pay ifpurchased from some of the largerchains like Walmart, Walgreen's,Target, and Ralphs. However, I amnot going to drive the canyon justto save a few bucks. The planallows me to fill my prescriptionslocally at any of the three pharma-cies here in the Valley for $7 or less.

Then why change, you might ask?The reason is simple. There will

be a new plan this year where I canuse The Drug Store in Kernville, orthose in Lake Isabella or Mt. Mesa,and my generic medications will be$0. The monthly premiums are a lit-tle higher, but with the $0 co-paylocally, why would you choose drivethe canyon?

Now, admittedly, this plan is notfor everyone. Like all MedicarePart D plans, it does have a formu-lary, so all drugs are not available;but all drugs are not available on allthe plans. It takes shopping.

There are plans where the brandname drugs may cost less, andthere are some plans that evencover some costs in the coveragegap (donut hole). You will pay morea month for this benefit, and oftenthe savings does not offset the high-er monthly cost.

You probably will be hearingform me again on this topic. I havealready researched plans for over900 people this year, and expectseveral more hundred to ask for thisfree service over the coming weeks.

Interested pet owners must makean appointment with AngelDogs Foundation for the surgery. The number to con-tact for appointments is 1-888-504- SPAY (7729)."Responsible pet ownership, including spaying and neutering pets, is an importantcomponent for reducing the number of unwanted animals entering our sheltersevery year," said District 1 Supervisor Jon McQuiston.

In addition, owners of spayed and neutered dogs that have proof of their Rabiesvaccination can also receive a free one year County license. Owners of spayed orneutered dogs that do not have a current Rabies vaccination can still receive a freeone year County license by stopping by the AngelDogs Foundation spay/neutermobile clinic to purchase a Rabies vaccination for $10 and, then they will receivetheir free one year County license.
