The King County Department of Information Technology (KCIT) manages the County’s information technology (IT) infrastructure, resources, and investments to support 18 County departments and agencies in their provision of quality services to County residents. Specifically, KCIT develops and implements countywide IT standards, policies, and guidelines in line with industry standards and best practices. It advises all County elected officials, departments, and divisions on technology planning and project implementation. It also implements measures that ensure the security and integrity of County IT systems and data critical to the day-to-day operations of County departments.

ABOUT THE POSITIONThe CIO is the principal technology leader for King County with overall responsibility for the vision and leadership of the information technology strategy. The CIO oversees the delivery of all technology services, leads an organization of 450 employees and manages an annual operating budget of $186 million.

The CIO serves as a visionary leader who provides management oversight of IT resources and who leads the development and ongoing updates of the KCIT strategic plan. The CIO works collaboratively with County leadership, staff, and stakeholders to continue to transform technology services and investment into highly visible, effective, and efficient assets.

• The CIO will fulfill the IT mission and strategic plan by providing resources, products and services that departments, staff and citizens depend upon for their business needs while bringing a deep understanding of future technology trends and acting as a proactive advisor to help constituents anticipate problems and develop solutions.

• Develop an in-depth understanding of the County’s priorities and set clear information technology goals that anticipate needs and are responsive to the County’s strategic plan and goals.

• Create and identify and evaluate new technological tools and advise on their appropriateness for the County and their alignment with the KCIT strategy.

• Provide the leadership and vision for IT strategic and tactical planning, including managing appropriate governance structures to address goals to foster innovation, prioritize initiatives, and manage current and future IT systems and resources that assure continued high-quality services provided on the county network, data centers, and systems.

• Develop plans, policies, and standards for acquiring, implementing, and operating IT systems and other technology assets;

• Have knowledge of trends and issues in the IT industry, including technologies and pricing, especially as they relate to government.

• Recruit, hire, and retain talented division leaders.

• Assure the security and integrity of all County information resources.

• Assure that IT-related compliance requirements are met and that IT best practices are applied.

• Identify opportunities for appropriate IT investments and funding strategies. Ensure ongoing operational costs and appropriate technology refreshes occur.

• Develop and implement a framework and evaluation system of accountability that will not only promote diversity but also serve as an action plan for the County.

• Foster and promote technology access to support a more diverse and equitable community.

Key priorities for the CIO:




DESIRABLE QUALIFICATIONSFor this important role King County is seeking candidates with a combination of technical, business, and emotional intelligence. The successful candidate will possess a record of professional experience that demonstrates progressive responsibilities and significant senior-level management experience in a complex IT environment. The CIO should have experience providing an environment which facilitates and supports both intra and inter agency collaboration, using secure methodologies, providing access to resilient and fault tolerant systems, and promoting enterprise systems which support County government.

The ideal candidate will have a passion for public service and will lead by example to gain the confidence of the public, elected officials and staff.

The ideal candidate will possess a bachelor’s degree with at least seven years experience in a senior IT leadership role within a substantial and complex government agency, a not-for-profit or a for-profit corporation that involves leading a diverse staff and management of significant funds. A master’s degree is preferred. Candidates should bring strengths in both external relations and high-level internal management, with an ability to balance the two. Critical to this role is the ability to use technology to translate client needs into workable business solutions. The successful candidate will report directly to the County Executive and serve on his cabinet. This position requires County Council confirmation.

• Highly collaborative style; experience developing and implementing IT strategies.

• Excellent writing, editing and verbal communication skills.

• A strong track record as an implementer who thrives on managing a variety of key initiatives concurrently.

• Relationship builder with the flexibility and finesse to manage by influence.

• High energy, maturity, and leadership with the ability to serve as a unifying force and to position technology discussions at both the strategic and tactical levels.

COMPENSATIONThe annual salary range for this position is $180K -$228K. Benefits are among the best in the region and include comprehensive medical, dental, vision and life insurance, public employee retirement system contributions, holiday, vacation and sick leave.
