The identified driveway access has been used unofficially by the current owner of 2301 Netherland Inn Road for many years.
2301 Netherland Inn Road is currently pending a sale and in need of definitive public street access
Staff Field Notes and General Comments:
The site for the easement has served as unofficial access to 2301 Netherland Inn Road for many years. The original and current main purpose of the access road contained inside the proposed easement is to provide city maintenance crews access to the greenbelt. Approving the easement will make this access to 2301 Netherland Inn Road official. The issue is time sensitive due to a pending sale of the property.
The Tennessee Property Assessor’s site currently identifies the parking contained in the proposed easement as being in private ownership. After review by the City Attorney, it has been discovered that the parcel that contains the parking lot is in fact owned by the City of Kingsport. The parking lot is included in the easement and is restricted to residential use. If approved by the Planning Commission, the easement proposal will be considered by the Board of Mayor and Aldermen during their Dec 17, 2019 regular meeting.
