The term ‘New Economy' was first usedto describe high-growth industries onthe cutting edge of technology.

It’s now become shorthand for a vision of thefuture based on universal values and shapedby fast-converging social and economictrends. Many of these trends are driven byemerging technologies and demographicchanges. This has created massive complexityand a volatile operating environment forleaders and significant new opportunities fororganisations able to respond. These include:

• Agile competitors creating new businessmodels to capitalize on a growing desireamong consumers for collaborativeconsumption rather than outrightownership

• Development of a number of growth-metricalternatives - the Happy Planet Index,Bhutan's Happiness Index, the EthicalMarkets Quality-of-Life Index - that betteracknowledge and reflect levels ofcommunity and environmental wellbeing

• The emergence of technologies and platformsthat enable rapid crowd-based fundraising,micro-loans and community-based currenciesthat bypass banks altogether

• Growing broad-based support forinvestments that produce social andenvironmental benefits as well as financialreturns, necessitating a rethink of how wedefine ‘value'

Such activities reflect two things: a refusal toaccept the status quo, and a desire for a morehuman-centred, sustainable economic system.

POSITIVE AGEING CONSULTATIONBaby Boomers, mature consumers,older adults, senior customers --whatever one names them - thismarket is large and growing!

We know that older people represent asignificant segment of our economy and thatmany have significant disposable income.

Kingston Council is embarking on aconsultation process to inform thedevelopment of their second positiveageing plan and is interested in the views of local business people to identify howbusinesses can be assisted to tap into thismarket. The Council’s approach is based on theWorld Health Organisation’s “Global Age-Friendly Cities: A Guide”. The purpose ofthe Guide is to engage cities around theworld to become more ‘age-friendly‘ so asto tap into the potential that older peoplepresent for communities.

• the proportion of older people in ourcommunities is growing and willcontinue to grow (the City of Kingstonhas a higher than Victorian andAustralian average number of peopleover the age of 70)

• older people have much to contribute to their communities

• older people are involved with the fullgamut of life activities as leaders, parents,customers, employees, students and more

• facilitating positive ageing has impactsand benefits beyond the olderpopulation for the broader community.

Consultation will focus on eight interrelatedfactors which have been identified by theWorld Health Organisation as impacting on the experience of ageing, includingemployment.

EditorialAs we approach the end of anotheryear, it is timely to look back at theobjectives that you set for yourbusiness at the beginning of 2013and assess whether those objectiveshave been met.

Did you take advantage of any of thebusiness development programs that wereprovided by the City of Kingston and theState and Federal governments? Theseprograms are delivered locally to make itas easy as possible for you to participate.

The Economic Development team iscurrently putting together acomprehensive program of businesseducation and networking events for 2014and would welcome any suggestions thatyou may have.

There will be a particular focus on the useof technology to improve businessefficiency. Business operators in everyindustry face a sometimes bewilderingarray of new digital opportunities.Kingston will be working with VECCI todeliver the Federal Government’s DigitalEnterprise Program which will includeinformation sessions, workshops andindividual coaching on all things digital.

Despite the uncertainty surrounding theroll-out of the national broadbandnetwork, there are many things thatbusinesses can do now with current andemerging technologies. Make 2014 theyear that you embrace the future – whichis really the present!

SUNSMART TRAINING - WORKPLACE EDUCATION PROGRAM In Australia it is estimated thatapproximately 200 melanomasand 34,000 non-melanoma skincancers per year are due tooccupational exposure toultraviolet (UV) radiation.

When do I have to give a refund? Under the Australian ConsumerLaw (ACL), when a product orservice fails to meet a consumerguarantee, your obligation toprovide a type of remedy willdepend on whether the failure is major or minor.

A MMaajjoorr FFaaiilluurree with a product orservice is when:

• a reasonable consumer would nothave bought the product or acquiredthe service if they had known aboutthe problem

• the product is significantly differentfrom the description, sample ordemonstration model shown to theconsumer

• the product or service supplied issubstantially unfit for its normalpurpose and cannot be made fitwithin a reasonable time

• the product is unsafe or the servicesupplied has created an unsafesituation.

• reject it and choose a refund oridentical replacement, or

In either circumstance, the consumer canseek compensation for any otherreasonably foreseeable loss or damage.

A minor failure occurs when a problemwith a product can be fixed easily and in areasonable time and does not have thecharacteristics of a major failure.

In the case of a minor failure, you canchoose between providing a repair oroffering the consumer a refund or anidentical replacement (or one of similarvalue if it is reasonably available).

If you have identified a minor fault, buthave not been able to fix it within areasonable time, the consumer can chooseto get the job done elsewhere and chargeyou reasonable repair costs.

Alternatively, if the fault cannot berepaired within a reasonable time, or atall, the consumer can choose to reject the

Be careful about what you say toconsumers about their refund rights. This includes the wording of any signs,advertisements or any other documents.

Signs that state ‘No refunds’, ‘No refundon sale items’ and ‘Exchange or creditnotes only’ are unlawful because theyimply that it is not possible for consumersto get a refund under any circumstance –even when there is a major problem witha product.

Retailers migrate online to keep up with trendsResearch indicates that bricks-and-mortar retailers have beenslow to adopt multichannelstrategies, overlooking theopportunities available in newonline strategies.

Many bricks-and-mortar stores havelagged behind online retailers. This isgradually changing, however, astraditional retailers migrate online tocomplement their existing sales.

Heavy investment into new e-commerceplatforms has assisted traditionaloperators to evolve into successful ‘bricksand clicks’ retailers, winning back marketshare from online-only retailers thatpreviously dominated the online market.IBISWorld research indicates thesemultichannel retailers now account for42.8% of online women’s clothing salesin Australia and are quickly gainingground on the online only retailers,which represent 57.2% of sales. *

Australian retailers still lag significantlybehind our international counterpartsthat have migrated online. Globalretailers generally offer competitiveprices, wider product ranges andadvanced online platforms.

Despite this, the outlook for domesticretailers is optimistic, as continuedinvestment in online platforms isexpected to contribute to strongerconsumer demand. As our retailersstrengthen their market presence, it isanticipated that competition frominternational online retailers will soften,while the growing use of smartphonesand tablets for mobile shopping willfuel demand.

THE CHRISTMAS CUSTOMERChristmas is a critical tradingperiod for most retailbusinesses with many retailersmaking the bulk of theirprofits during these crucialfew weeks.

As you are setting up your store forChristmas, keep in mind that yourChristmas customer is probablydifferent from your day-to-daycustomer. Your day-to-day customer is likely to be someone who knows,understands, enjoys, and uses themerchandise you sell. Your Christmascustomer isn't usually the end-user,they are a gift-giver!

Christmas customers are shopping witha specific problem to solve. Provide thesolution to their problem and you havemade a sale. Display and sign yourmerchandise to make the experiencesuper easy for your Christmas customerto find the gift they are looking for.

Research indicates that storeenvironment is an important elementin retailing given that around 70% ofpurchases are an impulse or unplannedpurchase. Think about the way yourshop is laid out with Christmasmerchandise. Which products arecustomers most likely to visit you for?Consider putting these further fromthe door, while putting ‘impulse’ itemsnear the till and enticing products bythe door.

Great customer service becomes evenmore important during the Christmasperiod. Your customer may be a littlemore stressed than usual and givingfantastic service is amongst the bestways to relieve this stress and make thecustomer want to return to your store.

Creating New BusinessOpportunities for Industry

Kingston businesses will soonhave access to a new trainingprogram aimed at helpingorganisations become moredigitally aware.

Under Federal Government funding,Kingston has joined with other keycouncils and the Victorian Employers’Chamber of Commerce and Industry(VECCI) to provide this traininginitiative to local businesses.

Business owners and their employees willhave the opportunity to attend thetraining programs which will runthroughout a two year period. There willalso be one-on-one mentoring servicesavailable throughout the program.

Training will range from informationon developing an e-strategy to globalonline opportunities and managingcustomer relationships online.

Online training on the way forbusinesses

EmploymentStart up Programfor Business - NOW OPEN

The State Government hasrecently launched a newemployment program aimed atsupporting young unemployedpeople into jobs and training.

The Employment Start Up for Businessprogram offers a direct response toVictorian small and medium sized (SME)businesses that are experiencing difficultyin filling job vacancies. The program willassist eligible small to medium businessesacross Victoria to employ young peopleaged between 15-25 years.

Each new employment placement will befull time, of at least 30 hours per week,and will involve accredited training for thenew employee that is appropriate to theworkplace and the job description.The program offers up to $4,000 for eachsuccessful employment placement. Fundingwill support employers with therecruitment process and with the trainingand retention of a new young employeewithin their business.

Companies canpre-register to become a potentialprovider of products or services to theGames using a portal on the official Rio2016™ website, which details selectioncriteria as well as required goods andservices. Pre-registered companies can participatein the Supplier Development Programwhich walks potential providers throughsustainability requirements and otherdetails. “Through the SupplierDevelopment Program, we intend tostrengthen relationships with suppliers inorder to use the demand of the Rio 2016Olympic and Paralympic Games toencourage the sustainable developmentof the national market,” Rio 2016™ saidon its website.

The website also details the suppliermanagement framework for companies

that qualify as providers.

The Australian Trade Commission(Austrade) in Brazil can assist Australiancompanies with finding local partners.They stated that there is a strong pushfrom the organisers for the developmentof the local industry so a partnership withlocal companies will be key for winningsome of the contracts.
