BOARD OF DEPARTMENT OF HUMAN SERVICES AGENDA:

The Department Head Meeting was hosted by Commissioner Cory Wall, as it continued

with the Department Head reports at 9:35 AM. Those present were Collin Koop, Paula Weeks,

Terry Hubbell, Randy Gorton, Pam Mills, Abbey Mullis, Korena Laue, Scott Stinnett, Tony

Rodriguez, Dawn James, Susan Corliss, Cory Wall, Dave Hornung, and Gary Koop. The

Department Head reports followed the review and resolutions of the 2020 Reorganization.

DEPARTMENT HEADS MEETING

Collin Koop – Grounds & Buildings – reported that he will be looking for summer help

since Eddie put in his two week notice. Work on the ticket booth going good and Dale is

plumbing the second women's bathroom at the fairgrounds.

Paula Weeks – Admin – shared that the office is busy with End of Year processes that

include printing W2s today. Updates to policies have been keeping them busy as well.

Terry Hubbell – Weed District – indicated that he is getting ready for the new year and

probably will kick off spraying the end of February if the weather continues and the wind doesn't

blow. Randy Gorton – Landfill / Coroner – has been working on end or year reports for the

landfill and picking up the trash when the wind blows.

Pam Mills – Treasurer – reported that to wrap up 2019 the county had collected 99.9% of

the taxes and there were 20 Foreclosures. There pre-payment deposits was $630,000 in January but

it has also seen the largest accounts payable January 2 of over 1.2 million dollars. They have been

working on End of Month and End of Year with Tyler so reports will be late. There are lots of calls

right now about taxes.

Abbey Mullis – Assessor – indicated that they are really busy when the tax notices go out.

The Tyler system is working out nicely and she really likes it. Commercial appraiser noted that a lot

of counties converted to Tyler and Kit Carson County was one of the cleanest conversions. She has

been involved with the Tyler User Group that help with training and updates. The group also votes

on enhancements and changes.

Korena Laue – Ambulance – reported that the ambulances passed all inspections and are

certified for 2020. The new ambulance has now went out on its first official run.

Scott Stinnett – Extension – shared that Ron is on the agronomy speaking trail. 4-H will be

finishing up re-enrollment on January 15th with approximately 60 adults and looking at 180-190

youth. There will be 25 kids going to Youth Fest camp in February and it will be busy through fair

time.

Tony Rodriguez – Department of Human Services Director – indicated that a new

person will be starting next week and interviewing for one more open position.

Dawn James – Public Health & Environment Director – shared that the new

Electronic Health Record conversion has started with super user training for Valerie and Whitnei

and all end-user training to follow at the end of January. The system is scheduled to go live the

end of February. They passed the immunization program inspection by the State held recently.

She will be busy starting continuation grant writing the first of February to be completed by end

of April for state contracts with the State fiscal year end coming in June. The home visiting

program has converted to new data system that is labor intensive for the nurses and support staff.

Susan Corliss – Clerk and Recorder – explained that the Presidential Primary is in full

swing. One change that has been made is that Crystal programmed the ballot in the Dominion

system; this process will save a lot of time waiting on programmers and allow more time for

proofing and printing. Unaffiliated voters will have the opportunity to vote in the Primary elections;

most will receive both ballots. It will be very important to promote and advertise that only one

ballot is to be returned. If both ballots are voted, neither ballot will be counted. The office has been

busy in all departments and they are still short one staff member.

Gary Koop – Commissioner District 1 – shared information about his son and the

recovery time that has taken a lot of time and not as much spent with the county this month.

Dave Hornung – Commissioner District 3 – had Paula remind the Department Heads

that the Strategic Plan will be on next month’s agenda. Things to include in your part of the plan

are accomplishments and plan for the future including goals. Dave continued, 2019 was a good

year for the county and with the new development, thing look bright for the future.

Cory Wall – Commissioner District 2 – indicated that the Road & Bridge have been

hauling a lot of gravel with a full staff. They plan to begin fixing the shoulders on County Road 40

following the pavement project from last year.

A question was asking about the upcoming Census. The Board of County Commissioners

will be hiring a person to coordinate promotion material indicating that the easiest way is to fill out

the forms online. Materials will not be mailed to PO Boxes. Workforce has information about being

hired at a good wage to help with the Census.

The Kit Carson County Department Head Meeting adjourned at 10:00 AM.

Next meeting is Wednesday, February 12, 2020, with Clerk & Recorder Susan Corliss as

the host.

The annual tour of the jail was held for the Board of County Commissioners following

the Department Head meeting.

Dave Hornung moved to go into the Board of Human Services meeting at 10:29 AM,

seconded by Gary Koop. The motion carried.

Review for the Department of Human Services.

Tony Rodriguez provided updates on Centennial Mental Health and other items

affecting the Department of Human Services.

Dave Hornung moved to adjourn the Board of Human Services meeting at 10:55 AM,

seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.

The Board of County Commissioners meeting reconvened at 11:00 AM in the Board of

Commissioners Room with Jeff Cure attending.

JEFF CURE – COUNTY ATTORNEY

Jeff Cure gave updates on the road project. Cheyenne County will be discussing it at their

meeting today. Pest control of prairie dogs, the marijuana moratorium, Bethune Tower lease, and

Flagler Tower taxes were discussed.

The Board of County Commissioners meeting recessed at 12:20 PM for lunch.

The Board of County Commissioners returned for work session at 1:20 PM.

The Board of County Commissioners meeting reconvened at 2:51 PM. Those present

were Cory Wall, Gary Koop, Dave Hornung, Paula Weeks, and Susan Corliss.

CONSENT AGENDA

The following items were reviewed by the Board of County Commissioners: Minutes of

January 8, 2020, and Accounts Payable.

Gary Koop moved to approve minutes of January 8, 2020, and to pay the Accounts

Payables in the amount of $152,074.95, seconded by Dave Hornung. The motion carried by

unanimous vote by Cory Wall.

CORRESPONDENCE

The Board of County Commissioners received a thank you card from Extension Agent,

Scott Stinnett.

OVERSIZE PERMIT HARLAN OPITZ

Dave Hornung moved to recognize the January 13th Special Transportation Permit for

Equipment Transport Inc. (Harlan Optiz Sr.) to move a Liebherr 1350 Crane House starting at

the junction of County Road J and County Road 11 ending at the junction of County Road J and

CO Hwy 59 signed on January 10th, seconded by Gary Koop. The motion carried by unanimous

vote by Cory Wall.

811 LETTER OF SUPPORT

Gary Koop moved to sign the letter of support to revise the current 811 Statute SB18-67

through House Bill 20-0750 that would exempt Counties from acquiring underground utility

locates when grading the top 6” of the surface in County rights-of-way, seconded by Dave

Hornung. The motion carried by unanimous vote by Cory Wall.

DISPATCH OVERTIME REQUEST

Sheriff Tom Ridnour presented a letter of request for overtime payout due to dispatch staff

shortage.

Dave Hornung moved to approve overtime as of January 2, 2020 in the appropriate

amount for Deputy Dispatcher Shawn Franz – 18 hours of overtime, carry over 19 hours of

vacation, Deputy Dispatcher Laura Arrigia – 9 hours of overtime, and Deputy Dispatcher Jackie

Freiman – 10 hours of vacation time, seconded by Gary Koop. The motion was carried by

unanimous vote by Cory Wall.

CLERK OVERTIME REQUEST

Susan Corliss presented a request for all overtime and extra holiday to be paid out for

2020 instead of offering compensatory time to staff with the increase time needed for the

Presidential Primary, Special District, Primary, and General Elections.

Gary Koop moved to approve payment of 2020 overtime and extra holiday for the Clerk

and Recorder’s staff, seconded by Dave Hornung. The motion was carried by unanimous vote

by Cory Wall.

CSU OVERTIME REQUEST

Scott Stinnett sent a letter requesting that compensation for comp time during certain

times of the year that it is not feasible for them to take all of their comp time.

Dave Hornung moved to approve payment of 2020 unused comp time for the Extension

Office support staff, seconded by Gary Koop. The motion was carried by unanimous vote by

Cory Wall.

SOLID WASTE OVERTIME REQUEST

Randy Gorton presented a request for all overtime to be paid out for 2020 instead of

offering compensatory time to staff since the landfill is open 5 ½ days a week.

Dave Hornung moved to approve payment of 2020 overtime for the Solid Waste staff,

seconded by Gary Koop. The motion was carried by unanimous vote by Cory Wall.

SNOW PLOW BID

Road & Bridge District 2 submitted three bids for a snow plow: Legacy Plow & Trailer -

$7,113.48, Western - $7,865.00 and Auto Truck Group - $9,444.90.

Gary Koop moved to accept the Legacy Plow & Trailer bid for 8.2 Boss DXT with

Dodge kit and installation for a total of $7,113.48, seconded by Dave Hornung. The motion

carried by unanimous vote by Cory Wall.
