Innovation and Entrepreneurship Competition

Directly Affiliated Departments of Nanning Municipality, Science and Technology Departments of Counties (Districts) in Nanning, Associations for Science and Technology, Economic Development Departments of Development Areas, Talent Introduction Stations, Higher Education Institutions, Research Institutions, Innovation and Entrepreneurship Platforms, enterprises and individuals:

To create a more favorable working environment for International Elites and accelerate industrial transformation and upgrading in Nanning, 2018 Nanning International Elites Innovation and Entrepreneurship Competition will be held. Details of the competition are as follows:

1. Name of Competition2018 Nanning International Elites Innovation and Entrepreneurship

2. Time of CompetitionJuly 2018 to September 6 (refer to attachment 1 for detailed schedule)

3. Eligibility(1) Participants can be group, individual and enterprises registered in Mainland China, key members of team should have work/study experience in country/region out of Mainland China for at least 1 year. No limitations for nationality of participants.

(2) For enterprises registered in Mainland China participating in the competition, registration time should not exceed 10 years (Industrial and Commercial Registration date no earlier than July 1, 2008); Sales volume of 2017 should not exceed 200 million RMB; Enterprises should not be listed.

(3) Groups/Enterprises/Individuals participating in the competition should abide by Chinese laws, enjoy good reputation and have no bad record. Participating enterprises should keep lawful business operation.

(4) Those who have accepted fund from Nanning High Level Talents Project should not participate in the competition using the same project.

4. Content of CompetitionThe Competition will be focusing on electronics and information, software and integrated circuits, advanced equipment manufacturing, new material, new energy, energy-conservation and environmental protection, medical apparatus and instruments, biology and/or pharmaceutical R&D, scientific and technological finance, science and technology service.Participants will be divided into 2 groups, Science & Technology Innovation and Entrepreneurship Group and Science & Technology Joint Research Group.

(1) Science & Technology Innovation and Entrepreneurship Group: Participating groups (enterprises or individuals) attend the competition with technological innovation achievements with clear patent and industrial prospect, and plan to start a business and industrialize the achievement in Nanning.

(2) Science & Technology Joint Research Group: Focusing on technological need of key industries in Nanning, Participating groups (enterprises or individuals) cooperate with local enterprises to tackle technological difficulties or make plans for platform construction.

5. Awards(1) Prizes and bonus. The competition has 12 prizes, each group (Science &

Technology Innovation and Entrepreneurship Group and Science & Technology Joint Research Group) has 1 first prize, 2 second prizes and 3 third prizes.a. First Prize winners will be automatically included in Nanning Innovation

and Entrepreneurship Leaders “Yong Jiang” Project with 500 thousand to 5 million RMB awarded as fund. For those world-class talents and groups with potential of creating huge economic and social benefit, assisting fund can be 10 million RMB. The exact amount will be determined through examination.

b. Second and Third prize winners will be recommended for ‘Yong Jiang” Project and will receive priority over other competitors in examination. Fund for this category elected for “Yong Jiang” Project will be 500 thousand to 5 million RMB. The exact amount will be determined through examination.

c. Second and Third prize winners who are not successfully elected for ‘Yong Jiang” Project will receive fund (300 thousand RMB for second prize winners and 150 thousand RMB for third prize winners) from Nanning

special fund for science and technology.(2) Award Application Eligibility. Winners from Technology Innovation and

Entrepreneurship Group should register an enterprise in Nanning within 1 year after receiving the award (it can be subsidiary company but not branch company), or invest in a local company with the award receiving project and cooperate with the company in project transformation, then apply for fund with a newly registered enterprise or joint venture enterprise. Winners from Science & Technology Joint Research Group can apply for fund together with local partner enterprises.

6. Supportive Policies(1) Consultation Service. Projects that go to the final round will be invited to 2018

Nanning Overseas High Level Talents and Relevant Projects Convention. Organizing Committee will give fund to one key member from each group for consultation service and will bear board and lodging expenses during the 3 days of the event (hotel to be determined by organizing committee).

(2) Supportive Policies for non-award winning projects. Non-award winning projects in the competition will be included in the Nanning International Elites Innovation and Entrepreneurship Project Library and will enjoy preferential policies for enterprise registration, project application, technological and industrial development, trade and commerce, property purchasing, education for children and healthcare.

(3) Preferential Policies for International Elites working in Nanning. Refer to attachment 2 for details.

7. Application Instruction(1) Applicants should submit materials as required in attachment 3. Mandatory

materials include Application Form for 2018 Nanning International Elites Innovation and Entrepreneurship Competition (attachment 4), Business Plan (Word or PDF format), scanning copy of ID and degree certificate (institution certification for enterprise participants). Selective materials include roadshow documents (PPT format), scanning copy of patent acquired, proof materials for awards and achievements and other materials that help show participants’ ability. Please fill in the application form in Chinese or English (please use Chinese if possible).

(2) Material Submission. Application materials should be put into one folder in RAR format. Please name the folder as “country-project name”. Materials should be submitted via email before August 18, 2018.a. Participants from Asia, Latin America, Oceania and Africa should apply to

Attachment 1

Competition ScheduleThe competition includes application and training, qualification, preliminary round, the final round, award presentation and policy implementation. 1. Application and training (before August 18, 2018). Applicants (enterprises and

individuals) send application materials. Organizing committee will hold online and offline training under 3 topics including application, preferential policies and project roadshow. Offline training is planned to be carried out in Nanning station in China, Boston station in the U.S. and Berlin station in Germany.

2. Qualification (before August 19, 2018). Organizing Committee will carry out qualification examination towards applicants. Applicants who passed the examination will go to preliminary round and the rest will receive notice on materials that need be supplemented or revised.

3. Preliminary Round (August 20-21, 2018). Applicants’ materials will be examined according to different industry categories. No more than 30 groups will go to the final round.

4. The Final Round (September 5, 2018). Applicants that go to the final round will be invited to Nanning for roadshow and Q&A session. Roadshow will be 8 minutes, the Q&A session will be 7 minutes.

5. Award Presentation (September 6, 2018). Award presentation will be held on opening ceremony of 2018 “Month of Nanning-ASEAN Talents”. Awards will be presented by officials from Nanning Municipal Government.

6. Follow-up Service and Policy Implementation (After September, 2018). Implement preferential policies for competition winners, provide follow-up service to projects that plan to start in Nanning and assist enterprises that plan to register in Nanning. Provide help in preferential policies application.

Attachment 2

Preferential Policies for International Elites Working in Nanning

1. Urgently-Needed International Elites Fund. (1) Talents working fulltime in Nanning and are recognized as Urgently-Needed International Elites can apply for annual allowance for maximum 5 years starting from the date of employment. The allowance will be 20% of annual pay given by employer and the total amount of allowance will not exceed 200 thousand RMB.(2) Talents working part time in Nanning with salary over 50 thousand RMB and are recognized as Urgently-Needed International Elites can apply for allowance equal to 20% of actual pay given by employer. Allowance can only be applied once a year. Total allowance given in 1 year will not exceed 100 thousand RMB. The allowance can be applied for maximum 5 years.

2. Preferential Housing Policy for Talents. Talents that are recognized as Nanning High Level Talents (A-E category) can apply for 200 thousand to 2 million RMB allowance for first property purchasing in Nanning. Young talents joining key industries, key projects and key areas in Nanning can apply for subsistence allowance (maximum 250 thousand RMB for talents with doctoral degree or professional titles above vice-senior level; maximum 100 thousand RMB for talents with master degree or senior technician and other intermediate professional titles; maximum 10 thousand RMB for talents with bachelor degree or technician and other junior professional titles).

3. Business Place Leasing Fund for Start-ups. Talents that are recognized as Nanning High Level Talents (A-E category) can apply for Business Place Leasing Fund for 2 years starting from the establishment date of the enterprise (30

RMB/㎡, total area should not exceed 500㎡). In the following year the fund will

be 15 RMB/㎡ (total area should not exceed 500㎡).

4. Innovative Talents Fund. Projects elected for Nanning Innovation and Entrepreneurship Leading Talents “Yong Jiang” Project, Overseas High Level Talents “Hundred Professionals” Project, Young Talents “Qing Lan Project” will receive 250 thousand to 5 million RMB non-reimbursable fund. Exact amount of fund will be determined by relevant policies.

5. Technological Project Fund. Projects elected for Nanning Scientific Research and Technological Development will receive 150 thousand to 2 million RMB fund.

6. Industrialization Fund. Strategic projects in emerging industries, intelligent manufacturing projects, product and technology up-grading projects that have high technology content and development potential, projects with 10 million (or above) equipment or fixed investment, can apply for maximum 10 million RMB allowance if locate in Nanning.

7. Financial Support for Technological Project. Innovation and Entrepreneurship projects that locate in Nanning can apply for Nanning Venture Capital Investment Fund, Angel Investment Fund, Patent Pledge Loan, Risk Compensation Fund Loans, Allowance for Science and Technology Insurance.

8. Other Supportive Policies. Nanning will actively assist International Elites to better develop in Nanning and will provide assistance for national and provincial preferential projects and funds application.

Notes: Eligible applicants may apply for any policy above and will receive fund after qualification examination.
