KoTDA’s MandateWe are established under legal notice no.23 Of April 2012 with the key mandate of:

• Develop Infrastructural facilities

• Regulate and administer activities within

Konza Techno City (KTC)

• Generate economic activities in the area

• Carry out other activities necessary for

the promotion and facilitation of

development of ICT products and

services within KTC

Today’s City and It’s Key Challenges

• There is lack of a fully-fledged, integrated MIS system • Each department is using its own tool(s)• Most of the activities happening in KoTDA are person driven

and manual• The data stored by the users in their systems is not fully

secured and is not centralized. • There is no central repository of documents, version control

and archiving. • The exchange of documents between KoTDA and

stakeholders/public is done manually. • There is no single place where employees can access

information regarding recent updated changes in corporate body, its policies and procedures in the departments.

• No audit trail of user activity in the systems. • Lack of automation in the management of the resource

center and its contents. • There is lack of tools for mass communication and

collaboration such as bulk SMS with query and response functions, Interactive Voice Recording, Information display, public information portal

security• Intenet connection Controlled by Proxy server (NetIQ

WebMarshal)

Software• The current payroll is based on Aren software. • Zoho CRM is used by the Business development department as

central repertory and interactions with investors. • The accounting information is maintained and processed on a

modular based ACCPAC accounting system containing three modules i.e. General Ledger, Cash Book and Creditors Ledger.

• The Information and Communication Technology (ICT) unit provides end-user support to all other departments within KoTDA.

• Most filing is done manual

About current tender

• The supply, installation and commissioning of an Enterprise Resource Planning

System with a web interface to MIS modules.

• Supply and set up of a centralized database (Relational Database Management

System).

• Setup of data validation, data analysis, data extraction and data backup

systems and procedures

• Setup of necessary IT security measures for the ERP.

• Supply and installation/setup of the appropriate software, licenses and kits.

• Provide specifications of the appropriate hardware.

• Migration of data from existing systems.

• Training of users: End users (at least 30 Nos.) and specialized training to IT

Staff (3 Nos.)

• Provision of warranty after successful commissioning (go-live) of system.

• Preparation and timely submission of project reports.

Scope of work

• Implement an Enterprise Resource Management System.

• Enhance the ability to support management decision-

making based upon access to accurate and timely financial

and operational information

• Improve efficiency and minimize costs by providing

flexible, integrated systems.

• Facilitate corporate communication and sharing of

information electronically.

• Improve access to information from Licensees, regulated

entities and other stakeholders

• Ensure that KoTDA users and IT administrators are suitably

trained and equipped in the usage of the ERP.

• Provision of Initial backbone infrastructure (Power, Water, Phase 1 access roads)

• Phase 1 Master plan and Local Physical Development Plan (LPDP) Approved.

• Approval of Strategic Environmental Assessment (SEAs) Report by NEMA.

• Phase 1 Cadastral Survey completed by UNES

• Completion of priority development guidelines and standards

• 60 acres (Phase 1 A) constituting 24 parcels ready to be taken by investors.

• Request for EOI for private Secondary and Primary schools closed on December 2015

• The construction of KoTDA Office begun, designed to be a mixed use building. The completion date is set for April 2017, KoTDA staff and the city’s early residents will be leaving and working in the city by April
