This according to DA MP Elza van Lingen. According to Van Lingen, for the past 16 months the Kouga Municipality lacks an offi- cial organogram which is required by law to legally appoint staff. On December 1, 2011 the organogram was withdrawn at a Kouga Council meeting and even through the selection processes of the municipal manager and the five directors last year, the Kouga Municipality still has no or- ganogram. The DA took this matter to court at the end of last year. “In our court documents (DA vs Kouga Council) - tabled first to the High Court in Port Elizabeth and now in the SCA in Bloemfontein - it is stated that Council tabled an organogram on November 1, 2011,” said Van Lingen. “On December 1 Council rescinded the adoption of the organogram as tabled a month earlier. The documents clearly stated that Kouga would therefore be without an organo- gram. This recall of the organogram was therefore approved by Council on December 1, 2011. “According to the Municipal Systems Act, each municipality must have its own organo- gram or staff establishment. No person may be appointed in a municipality unless the post to which he/she is appointed, is provided for in the organogram of that municipality. A de- cision to employ a person in a municipality, and any contract concluded between the mu- nicipality and that person in consequence of the decision is null and void if the appoint- ment was made in contravention of the Mu- nicipal Systems Act.” According to municipal spokesperson, Lau- ra-Leigh Randall, the municipality originally adopted its organogram in 2002, while the previ- ous council adopted a new organogram in 2010. “Following his appointment, Municipal Manager Sydney Fadi reviewed the new orga- nogram and found it to be budget-heavy and recommended that it be rescinded, which council then did. “The implication is that all employees would occupy positions as reflected in the 2002 organogram until a new cost-reflective organogram is adopted.” Van Lingen said: “Fadi had no right to take such decisions on behalf of a council and which are in contravention of the Municipal Systems Act. The time has come for him to adhere to the law and stop trying to run Kouga recklessly. “The DA challenges Fadi to submit a staff establishment for each directorate to a Kouga Council meeting within the next three months and before the end of this financial year as at June 30, 2013. “We as the DA will hold him liable for any appointments he makes without council ap- proval of an approved staff establishment.” ‘Municipal staff chaos’

Met die selfdoodtal op 88 sedert die Van Stadens-ri-vierbrug 41 jaar gelede gebou is, hoop die Vriende vanVan stadensrivierbrugtrust dat dié spesiale versperringdie einde van die sogenaamde “Brug van die Dood” salbeteken.

Voorbereidings het Dinsdag begin en die projek sal oorongeveer agt maande afgehandel wees.

Die trust-voorsitter, Cliff Rose, sê hulle is verheug datdie versperring eindelik ’n werklikheid word.

Volgens hom is hulle reeds sedert 2010 besig met na-vorsing en projekte om die hoë selfmoordsyfer te ver-hoed.

“Die reling is 2,7 m hoog en só ontwerp dat dit feitlikonmoontlik is om daaroor te klim.” Hy sê die spesialemateriaal wat vir die versperring gebruik gaanword, saltoelaat dat motoriste steeds die mooi landskap aan weer-skante van die brug kan sien en waardeer.

Die Suid-Afrikaanse Nasionale Padagentskap (Sanral)het hande gevat met die trust om die projek ’n werklik-heid te maak en Sanral sal die rekening betaal.

Die versperring, wat in Gauteng vervaardig word, salin seksies hierheen gestuur word.

“Die eerste toetsseksie van die versperring word reedsvandeesweek verwag. Wanneer ons tevrede is dat ditgoed pas, sal ons al die panele bestel.”

Elke seksie van die versperring weeg nagenoeg 100 kg,maar Mayberry sê dié brug kan die gewig met die groot-ste gemak dra.

Man from Kareedouw (56) drowns

THEpolice inKareedouware investigating an inquestafter the body of Hendrik Paulsen (56) was found lyingface down in a river on Hendrikskraal Farm inKareedouw.

His body was found on Monday at approximately07:30.

According to w.o Gerda Swart, it is alleged that oneof theworkerswas onhisway toworkwhenhenoticeda man lying next to the river.

THE theft of Blackberry cell phones is on the rise inJeffreys Bay.

According to w.o. Petra Els, a number of cases havebeen reported where Blackberry cell phones havebeen stolen.

“It has come under our attention that people neglect

to activate the Blackberry Protect on their phones,”said Els.

“Wewould like to requestBlackberryowners to acti-vate this free service, as we have had great successesif this service is activated.

Thieves target Jeffreys Bay

THE Jeffreys Bay Police are searching for several sus-pects after a business andhousewere robbed onSatur-day.

At approximately 04:00 a couplewas robbed at knife-point in their home in Pellsrus, Jeffreys Bay.

Money, jewellery, cell phones and a camera werestolen.

In an unrelated incident five suspects robbed a busi-ness inLoodsparkat approximately 18:00. They threat-ened the owner with a firearm, demanding cash.

The suspects got away with cash, cell phone airtimeand cigarettes.

PUBLIC hearings about the proposednew liquor trading hours for the Kougaregion started this week.

Twelve public hearings about the draft Li-quor Trading Hours By-law have been sched-uled to take place across Kouga, from April8 to May 2.

Kouga Executive Mayor Booi Koerat saidthe purpose of the by-law was to control out-lets that sell liquor to the public in order toensure a safe and healthy environment forcommunities.

Meetings were held at Thornhill, Loerieand Patensie this week.

Tonight the public hearing will take placeat the Weston Community Hall at 6pm.

Three public hearings will be held nextweek. On Monday, April 15, the meeting willbe held at the Vusumzi Landu Hall in Center-ton, Hankey. On April 16 the meeting willtake place at the Oyster Bay Community Halland on April 17 it will be held at the PellsrusCommunity Hall.

The hearings will move to Humansdorp thefollowing week. On Monday, April 22, themeeting will take place at the KruisfonteinCivic Centre and on April 24 it will be held

at the KwaNomzamo Community Hall.On April 29 the public meeting will take

place at the Newton Hall in Jeffreys Bay. OnApril 30 another meeting will be held at theclubhouse of the Tokyo Sexwale Sportsfield.

The hearings will conclude on Thursday,May 2, at the Sea Vista Community Hall inSt Francis. The meetings start at 6pm.

The draft by-law proposes that a “retailwarehouse, retail liquor or bottle store, shopand off-sales” be allowed to operate Mondayto Saturday from 9am to 8pm, and on Sundaysfrom 9am to 1pm.

It further proposes that “sports clubs,nightclubs, pool bars and pubs” be allowed tooperate Monday to Thursday from 10am tomidnight, Fridays and Saturdays from 10amto 2am, and on Sundays from 10am to 10pm.

The proposed off-consumption hours fortaverns are Monday to Saturday from 9am to8pm, and on Sundays from 10am to 10pm.

The proposed on-consumption hours fortaverns are Monday to Thursday from 10amto 10pm, Fridays and Saturdays from 10am to2am, and Sundays from 10am to 10pm.

Stakeholders are encouraged to attend themeetings to learn more about the draft by-lawand to share their opinions and ideas.

THE compilation of the new General Valu-ations Roll for Kouga will commence inMay.

DDP Valuers, who will be setting up an of-fice in the Kouga region, were contracted toconduct valuations for the new roll.

Kouga Municipal Manager Sidney Fadisaid the roll would be finalised and adver-tised for objections by January 31, 2014.Rates and taxes for the 2014/2015 financialyear will be based on these new propertyvaluations.

Property owners are further advisedthat the Kouga Consortium of Valuers will

still be handling supplementary valua-tions for the Kouga region until the end ofthe year.

“This means that there will be two valua-tion companies doing work for the munici-pality for the remainder of this year,” Fadisaid. Public meetings about the new Gener-al Valuation Roll will be held throughoutKouga later in the year. The meetings willallow residents the opportunity to meet thenew valuers and to interact with them andthe municipality regarding the valuationprocess to be followed.

Information about the new valuers willalso be available on the municipal website.

A flagship project of the Cacadu District Mu-nicipality is setting the benchmarkhighwithregards to agricultural growth in rural areasof South Africa.

The Agricultural Mentorship Programmeof the Cacadu District Municipality is thefirst of its kind and the only one that is beingrolled out at District level in South Africa.The programme was developed in collabo-

ration with the German International Co-op-eration (GIZ) and implemented in close co-op-eration with the agricultural commoditygroups of emerging farmers, the relevant Lo-calMunicipalities and the Department of Ru-ral Development and Agrarian Reform.The core objective of the programme,

which commenced in March 2009, is to estab-lish a system that will allow for structured,long-term skills transfer from successfulcommercial farmers to emerging farmers inorder to enable them to convert their farmsinto sustainable businesses. For this pur-pose, an experienced commercial farmer iscontracted as a mentor in order to developnot only the production related skills but alsoto address management, financial and mar-keting skills of the beneficiaries of a selectedproject. Thementor thenworkswith the ben-eficiaries on the farmover a period of approx-imately three years, depending on the com-plexity of the commodity produced and theoriginal skills level of the beneficiaries.Municipal Manager of the Cacadu District

Municipality, Ted Pillay, said: “Significantprogress has been made during the threeyears since the launch of the programme,with a total of 12 mentorship projects beingsuccessfully operated in seven Local Munici-palities of the Cacadu District by the end of2012. The project is certainly one we are veryproud of since it is positively impacting onthe quality of life of these individuals, whileuplifting the economy of the communities asa whole”.Two of the mentorships that are showing

great progress are the Uitkomst Farm in Ik-wezi and the Lamoney Family Trust in Nd-lambe. The Uitkomst farm was acquiredthrough the Land Redistribution for Agricul-tural Development (LRAD) programme. Thefarm operates as a trust, consisting of 3households,with themainproduce beingmo-hair. Mentorship of the farmers started inFebruary 2011 and the current focus is on hu-man resourcemanagement, productionman-agement and water management.Similar to theUitkomst farm, the Lamoney

farm was also acquired through the LRADprogramme. The farmalso operates as a trustwith 28 members. The main products of thefarm are cattle (68 beef), 600 broiler chickens,45 pigs and 38 goats. Mentorship started inFebruary 2012 with the farmers undergoingtraining on beef production, financial man-agement andagribusinessmanagement. Cur-rently, the farmers are being trained in finan-cial and record management.

MOST toys are there to help children havefun, but for one girl with cerebral palsy, a spe-cially designed wooden rocking horse is help-ing to improve her condition.

While having fun, this device is also beingused to improve 8-year-old Chelsea Barnes’physical disabilities and to strengthen hermuscles in order to prevent further deteriora-tion.

She is only one of nearly 100 children withcerebral palsy in the Kouga region that bene-fits from Timion, a non-profit organisation inJeffreys Bay that helps childrenwith disabili-ties through specially manufactured equip-ment and therapy. This equipment, such asstanding chairs and posture chairs assistschildren in standing or walking.

Timion - meaning precious in Greek - is thebrainchild of Daniel Meyer and his wife, Ani-kaMeyer-Olen, whomoved from Switserlandto South Africa in 2006.

From a small space in the bathroom ofsomeone’s house, they manufactured theirfirst standing chair - changing the life of onechild forever. Over the years they have great-ly expanded, helpingmore andmore childrenfrom the poor communities in the Kouga re-gion and Port Elizabeth, and they now havea fully equipped workshop at Ferlot Stores inLoodspark, Jeffreys Bay.

“People tend to think thatmental disabilityis a curse, and as a result, they treat the chil-dren and their families as outcasts. We be-lieve every child is a precious creation ofGod.He rejoices over each of them. Even when

they cannot communicatewith people, it doesnot exclude them from having a relationshipwith God,” said Meyer.

“We want to help children with disabilitiesthrough special equipment and therapy, butit is even more important for us to love thesechildren and show them howmuch God lovesthem, andalso encourage their parents to lovethem and show them that they are preciousand wonderful.”

According toMeyer it is very important forthem to treat the children and their homes,which is much more personal than going toa clinic. “A child’s home gives him or her asense of belonging, developing, growing andbecoming. It is a place where they can safelyfall asleep and awaken. Home is where theheart of the family resideswithunconditionallove and support, and this is where we mustconduct our work to gain the best possible re-sults.”

Cerebral palsy can occur during pregnan-cy, childbirth or after birth and causes perma-nent mental and physical disability of vary-ing degrees. “Since their muscles and bonesdo not develop properly, the equipment sup-plied by Timion helps to exercise their mus-cles and in the process strengthen bones. Italso prevents further debilitation and hip dis-location due to inactivity,” said Meyer.

They work with children from the timethey are diagnosed with cerebral palsy,which is about 4 months old, until they are18 years old.

“We cannot do much to develop their men-tal abilities, but byproviding themwith thesesupport materials we can help prevent fur-ther impairment and ease the difficulties that
