Please provide a quantification of the allocation to the Company of AEP margins on the utilization of eiiiission allowances used to supply AEP off-system sales included in the Company's revenue requirement quantification and identify the schedules and line nrtiiibers in tlie company's filing in which tliese inargins were used to reduce the revenue requirement.
RESPONSE
Tlie Company's share of the emission allowances margin (ie., the difference between tlie montlily market price used in the AEP System's dispatch and each individual pool iiieiiiber's allowances iiiveiitory cost) is embedded in the Company's monthly off-system sales profit level.
It is implicitly built-in in the figures reported in Coluimi 3, Section V, Workpaper S-4, Page 26. Tlie pertinent flow of information can be traced in tlie montlily Interchaiige Power Stateinents submitted in response to KIUC-36. As an example, for tlie last month of the test year, June 2005, pg. 1 1, coluinns (3) and (6) of tlie Interchange Power Stateinelit capture the differentials, for SO2 and NOx respectively, between market price and inventory costs (all shown in the Footnote). The sum of the two ($1 1,929,479 + $ 5,234,273= $ 17,163,752) effectively reduces the cost of production for off-system sales by the same amount from $98,336,680 (shown in C o l u m 7) to $ 8 1,172,928 (shown in Coluiixi 8). Thus, with the off-system sales revenue remaining tlie same, reducing the cost of emission allowances enhances the profit margin into which all five nienibers of the pool, including the Company, participate based on their MLR share. Tlie same configuration can be seen in each month's Interchange Power Stateinelit of tlie test year.

Tlie Company defers froin the month of generation to the month of recovery (two inoiitlis later) tlie fuel cost wliicli is expected to be recovered tlxough tlie fuel adjustiiieiit clause mechanism. The deferred fuel cost for any given month is computed by applying tlie Fuel Adjustment Clause factor (the difference between actual fuel cost on a per kWh basis for any given iiioiitli and the file1 cost on a per kWi basis included in the Company's rates) times the retail ltwh sales.
