Request for Proposals

The Kansas Department for Children and Families, Ec-onomic and Employment Services — Food DistributionUnit, announces the release of a request for proposals toqualified local agencies to administer and provide deliv-ery of service for the United States Department of Agri-culture Commodity Supplemental Food Program (CSFP)in Crawford County. Eligible applicants are able to fur-nish all personnel, equipment, storage and administrativeservices to receive, store and distribute USDA commod-ities to eligible recipients. DCF invites applications fromgovernment agencies, public universities, colleges, andprivate nonprofit organizations, including faith-basedand community organizations.

A public meeting will be conducted by the Wildlife,Parks and Tourism Commission at 6:30 p.m. Thursday,April 23, at the Great Plains Nature Center, 6232 E. 29thSt. North, Wichita, to consider future regulatory action ofthe Kansas Department of Wildlife, Parks and Tourism.

A general discussion and workshop meeting on busi-ness of the Wildlife, Parks and Tourism Commission willbegin at 1 p.m. April 23 at the location listed above. Themeeting will recess at approximately 5 p.m., then resumeat 6:30 p.m. at the same location for future regulatoryaction and other business. There will be public commentperiods at the beginning of the afternoon and eveningmeetings for any issues not on the agenda, and additionalcomment periods will be available during the meetingson agenda items. Old and new business also may be dis-cussed at this time. If necessary to complete business mat-

ters, the commission will reconvene at 9 a.m. April 24 atthe same location.

Project #106 KA-4089-01Fracture Critical Inspections of

Local Bridges StatewideConsulting engineering services are sought for the frac-

ture critical (F/C) inspection of bridges on the local systemand owned by the local public authorities (LPAs). Theselected firm(s) will conduct fracture critical bridge in-spections, collect bridge data in electronic format usingsupplied forms, and return the data in electronic formatas a deliverable. The consultant(s) will work with the BLPprogram manager to prioritize schedules and the work tobe performed during FFY 2015, FFY 2016, FFY 2017 andFFY 2018 Fracture Critical Inspections of Local Bridges.

The Consultant Shortlist Committee will select four tosix of the most highly qualified firms expressing interestand schedule an individual interview for the project. Theconsulting firms can more thoroughly discuss their ex-perience related to the project at the interview and willbe expected to discuss their approach to this project indetail and the personnel to be assigned to this project.

The Consultant Selection Committee, appointed by thesecretary of transportation, will conduct the discussionswith the firms invited to the individual interview confer-ences. The committee will select one or two firms to per-form the professional services required for completingthe advertised project.

It is KDOT’s policy to use the following criteria as thebasis for selection of the consulting engineering firms:

1. Size and professional qualifications.2. Experience of staff.3. Work load of firm.4. Firm’s performance record.The firm’s accounting systems must have the following

capabilities before the firm may be awarded a contract:• Valid, reliable and current costs must be available

within the system to support cost and pricing data.• Capability to provide a means of measuring the rea-

sonableness of incurred costs.• Capability to identify and accumulate allowable costs

by contract or project records that will reconcile withthe general ledger.

• Ability to provide supporting documentation of ac-tual expenditures for each billing, based on costs.

A public hearing will be conducted at 9 a.m. Thursday,April 2, in the offices of the Kansas Development FinanceAuthority, 555 S. The bonds, when issued, will be a limited obligation ofthe KDFA and will not constitute a general obligation orindebtedness of the state of Kansas or any political sub-division thereof, including the KDFA, nor will they be anindebtedness for which the faith and credit and taxingpowers of the state of Kansas are pledged. The bonds willbe payable solely from amounts received from the re-spective borrower, the obligation of which will be suffi-cient to pay the principal of, interest and redemption pre-mium, if any, on the bonds when they become due.

All individuals who appear at the hearing will be givenan opportunity to express their views concerning the pro-posal to issue the bonds to finance the projects, and allwritten comments previously filed with the KDFA at itsoffices at 555 S.
