(below poverty line) families find deficit to make three square meals a day.

THE EXISTENCE OF FAKE AND COUNTERFEIT RATIONS CARDS

THROUGH THE WHOLE OF OUR NATION

54 lakh fake ration cards are in circulation, updating their earlier admission of a tad over 42 lakh ration cards. The earlier figure related to those which came into being between 1995 and 2009. That is an addition of some 11 lakh new fakes since 2009.

Fake ration cards in circulation in Tamil Nadu are estimated at 40 lakh. According to the 2001 census, the total number of families in the state was 1.41 crore, whereas over 1.89 crore ration cards had been issued.

MAHARASHTRA

NEW DELHI 170,000 ration cards, amounting to nearly 10 percent of the total, in the national capital are fake and billions of rupees have been swindled in a

systematic manner.

TAMIL NADU

The state Civil Supplies Department of AP has received as many as 2.10 lakh fake ration cards in three weeks from dealers of fair price shops

(FPS) and individual ration-card holders.

ANDHRA PRADESH

The report headed by a committee clearly shows that 6,53,6014 cards are ineligible.

Around 9% of Kerala's ration card holders are fake. Which means the state loses over Rs 23 crore every month - 1,17,81,088 tonnes of food

grains at a subsidised Rs 20 per kg. the state's population is 3,33,87,677 (3.3 cr approx.) while the number of its ration card holders is 3,65,

86,249 (3.6 cr approx) .

IT IS UNFORTUNATE TO SAY THAT THE LIST WOULD GO ON FOR EVERY STATE IN THE INDIAN SUBCONTINENT AND WE HAVE RESTRICTED THE NUMBER OF STATES TO THE MAXIMUM NUMBER OF FAKE CARDS EXISTENCE.

As many as 1.78 crore bogus ration cards have been detected across the country and subsequently cancelled, sources in the Food Ministry said.

As per the report received from 25 states and Union Territories, 1.78 crore fake ration cards have been identified from 2006 till August 2010 and subsequently cancelled.

According to figures available with the ministry, there are 11.5 crore beneficiaries under Below Poverty Line (BPL) and Antyodya Anna Yojna (AAY) categories and 13.23 crore under APL (Above Poverty Line). The government provides 35 kg of rice and wheat a family a month through PDS at subsidised rates to BPL as well AAY categories. For APL, a minimum of 15 kg of food grains a family a month is given through fair price shops. Last year, around 50 million tonnes of food grains was distributed under various schemes via ration shops.

The ministry had written letters to all the states and UTs in this regard. States like Uttar Pradesh, Madhya Pradesh and Andhra Pradesh had reported high number of fake ration cards.

सुलझाव: The existence of fake ration cards still remains a concern because of the ignorance depicted while issuing them. If the number of ghost cards owned by an induvidual is identified, then he/she may not own more than one card. This can by achieved by using the concept of “ADHAAR CARD” system in the ration card. Their implementation ideas are given as follows :

The government has introduced the ADHAAR CARDS which still remains a voluntary service in some states while mandatory in others.

Though this is still used as only the identity proof for every citizen of this country, we would like to take this to another step ahead.

Since the ration cards are issued based on induvidual’s name and there might be several people of the same name, we cannot really check as to how many cards are real and whether only one is owned by that particular induvidual.

We can even blame the existing system for this as they even issue ration cards by accepting landline phone bills as address proofs.

So eventually what happens is that the single induvidual lands at getting more than one ration card by providing fake address proofs .

Our idea is to include the ADHAAR number of every induvidual in their respective ration cards and form an efficient database consisting of ADHAAR number of every induvidual allotted to his/her particular ration card. If this is done so, the ADHAAR number being distinct for every citizen, would stop the induvidual to proceed to the application of next bogus card as his identity as an indian citizen along with his/her ADHAAD number is already registered. So if next time they wish to apply fake cards for greedy means they would be caught red-handed as their ADHAAR number would show their already existing identity.

BUT WHY ADHAAR CARD??

Aadhaar is a unique 12 digit number issued by the government as proof of identity and residence in India. No resident can have a duplicate number since it is linked to their individual. It forms a database of our finger print ,iris (uniqueness of human eye patterns) and signature.

For every resident, irrespective of existing documentation that individual will be given a single unique ID number. The Unique Identification Authority of India (UIDAI) (Hindi: भारतीय विशिष्ट पहचान प्राधिकरण), is an agency of the Government of India responsible for implementing the envisioned AADHAAR a unique identification project in India.

It will own and operate the Unique Identification Number database. The authority will aim at providing a unique number to all Indians, but not smart cards. The authority would provide a database of residents containing very simple data in biometrics.

Aadhaar Card will have unique identification number for each an individual helps in eliminating the large number of duplicate identities in private organization databases.

Aadhaar Card will help in easy verification for each individual. A random number generated, devoid of any classification based on caste, creed, religion and geography.

Thus nobody can cheat by having more than one ADHAAR CARD and if they being included in ration cards , then ultimately would not be able to get another fake ration card ignoring the question of a single citizen owning numbers.

Income of the head of the family who applies for the ration card plays a major role in determining the type of ration card issued to them and also about the efficient distribution of food grains.

Most of the cases people never reveal their true income and try to fabricate out of greed. This leads to the misconception of the people who originally belong to the below poverty line.

IT IS REALLY SAD TO FIND THAT WHILE REGARDING THE INCOME PROOF , THE OFFICIALS ACCEPT A HAND WRITTEN DECLARATION SUBMITTED BY THAT INDUVIDUAL. THIS SHOULD NOT BE THE CASE, AS NO ONE WOULD HAVE THE FEAR OF BEING CAUGHT.

The best solution for this , what we believe is , the people should either submit their salary certificate or get an attestation from any gazette officer stating that their income is that which is being specified by them. This would prevent from the people from applying the bogus cards.

Also we have to make sure that randomly every 6 months or so the rations cards are checked and thus bogus ones would be replaced, thereby penalizing that individual and the concerned official.

And next comes the case of business men, the self-employed people and the other small scale store owners, they might argue of not having any regular annual income, but they have an option of submitting their income tax return slip after they have filed their income tax returns and paid them.

And now the people who are left are the farmers, porters, coolies, rickshaw pullers, fruit and vegetable sellers, slum dwellers, carpenters, blacksmiths, weavers, tanners, snake charmers, rag pickers, cobblers, destitutes, and other similar categories irrespective of rural and urban areas who would definitely fall under the category of below poverty line(BPL) and thus they would very obviously need the PUBLIC DISRTIBUTION SYSTEM.

THE INCOME CHECK AND ITS IMPLEMENTATION:

If the ADHAAR CARD system in brought into the ration card, that is for every induvidual along with his/her name, then one person cannot apply for more than one card.

Bringing in the system of certified income proofs would add to the efficient supply of ration cards to their respective socio-economic categories.

Eventually this would result in the people having their own respective ration cards and would be eligible for the allotment of grains and other commodities according to their categories :- whether above poverty line(APL), below poverty line (BPL) or antayodaya anna yojna (AAY).

Thus the shortage in rural areas would be eradicated if the surplus food grains now belonging to the fake card holders are distributed among the deserving population .

There are some states which use ration cards for issuing disaster relief funds, free clothing and other commodities of their interest depending upon their state’s condition. In such cases proper identification would ensure that only righteous people enjoy such benefits.

India is one of the thickly populated countries with growing number of youths and opportunities, under such cases food is one of the primary criteria not only to a country’s development but also to the mankind. So if people belonging to the economically weak background are properly fed, irrespective of their caste and creed, sure it is a global gateway to ultimate development of that country’s true potential.

Q Is not the ADHAAR CARDS already in use by the government officials? What is so distinct about them ?

A Though the ADHAAR CARDS are already in use , they are not really used in ration cards. Hence if we do so the true identity of the induvidual would be revealed.

Q What if there is bogus in ADHAAR CARD ?

A That is not possible because it is based on fingerprints and iris movement which are already distinct features of homo sapiens.

Q Is not including ADHAAR NUMBERS in ration card a tedious process ?

A Definitely not. That too with the upcoming technology, it is really easy to form a database that would only own the 12 digit number of the citizens of a country. That much efforts can be affordably taken by the government if we have enough fruitful benefits of efficient distribution.

Q What if opposition occurs from the people ?

A There is no chance of any such opposition because, these are not based on any caste or religion but based on genuine data provided. The responsible citizens of this country would only appreciate this.

Q What about the expenditure of the government in this ADHAAR number inclusion process ?

A Already ADHAAR numbers are being allotted to people free of cost. We are only going to include this in ration cards. The feeding of databases and printing them in ration cards are the only expenditures which are limited only from some thousands to few lakhs .

Q What if the gazette officer signs and attests the copy of a duplicating induvidual ?

A As suggested by us, if the cards are verified periodically and randomly, the duplicators would be penalized along with the concerned officials. Prior information about this to the gaztte officials would only make them ensure before signing for fake registrars.

Q What if the induvidual refuse to submit the ADHAAR number or salary certificate or other living proofs?

A Any good citizen would want only country’s efficient administration. If this is made mandatory, then they would be in a compulsion to do so. And they will do it too. If not, they can be very well punished, as our country’s welfare is much more important.

Q What is the expenditure of the system of seeking income proofs of the induvidual ?

A Nothing really. It is because it is the person who is going to sumbit them. Our duty lies only in verifying his/her attachments.

This proposal is using the current

system and adds a new flavor to it.

The proposal is very easy

and can be followed at

once. Its not tedious.

There would be no opposition

because this idea has

equity in it.

The major reason is, it

does not have any

major expenditure

BECAUSE WE WERE THE ONES WHO HAD SET AN EXAMPLE TO OTHER THEN AND NOW BARBARIC GLOBAL COMMUNITIES THAT FOOD IS BRAHMA (GOD).
