It is expected the water quality of Lime Lake will improve due to our sewers. However, for it to happen, we need to make sure our greywater is being properly funneled through the sewer and not flowing into our yards and ultimately into the lake. Eric W. Wohlers, P.E., Environmental Health Director, Cattaraugus County Health Department states “greywater” is the wastewater from, sinks, dishwashers, showers, hand basins, baths and washing machines, and contains fats, oils, harmful chemicals, bleaches and germs that affect human health. Untreated greywater can have impacts on water quality and public health through high bacterial loads, nutrient discharge, and biological oxygen demand. It is imperative every homeowner in the Sewer District properly handles their greywater for us to achieve “lake quality success”. The Association’s Vice President, Roy Sheppard, continues to work diligently with Senator Cathy Young’s Office on grant money for both Lime Lake and the Town of Machias. Since Roy has been so successful in obtaining grant money for the LLCOA, he has offered to assist the Town. Ultimately, grant money will allow the Town to do projects that would generally not be completed or result in potential tax increases for us. Many thanks to Roy who has become our grant expert. He commits many hours searching and researching for grants that may benefit us. The rest of your board continues to work on projects and activities that will benefit the lake and the association’s properties. While planning social events is not the highest priority of the LLCOA, the board recognizes it is an important way for our residents to enjoy the summer and meet their neighbors. The directors working on social events are enhancing some of our long-established ones and adding some new ones. Please support our functions by your attendance and your volunteering to help. We have noticed that more property owners are renting their properties out for seasonal rentals. While this is good for the property owner, there can sometime be a negative impact on the lake and lake residents. We ask that you make sure your renters are made aware of the rules for using the boat launch and Broad Bay Circle, as well as the general protocols for boating on Lime Lake. We highly recommend that your guests or renters be asked to wash their water vessels before putting them in the lake. See article about aquatic invasive species in this newsletter. Letter from the President of the Lime Lake Cottage Owners’ Association (LLCOA) Dear LLCOA Members:

This year, Lime Lake is celebrating 200 years of Lime Lake history, 1819-2019! Like many of you, I feel extremely fortunate to be a part of our lake community and look forward to celebrating this Bicentennial milestone with you at the many LLCOA sponsored events planned for this season.

While Lime Lake is generally quiet during the winter months, a lot has been going on at the lake and with the Lime Lake Cottage Owners’ Association.

During the fall, winter and early spring, the grinder pump installations for the sewer project were completed. There will be two major sewer items happening this Spring and Summer: 1.) repair and restoration of our lawns and streets, and 2.) completion of the greywater testing for those properties where it could not be completed when the grinder pump was installed. It is expected the water quality of Lime Lake will improve due to our sewers. “Celebrating 200 Years of Lime Lake History”

What do you see when you look out onto the lake? Can you imagine what it was like 200 years ago? These and many other questions are answered in the fascinating new article Lime Lake: A Brief Overview Celebrating 200 Years of Lime Lake History written by Jeff Miller.

“It is believed that Lime Lake’s first white settlers arrived in 1819, making 2019 the settlement’s bicentennial year. As we stand on our docks or cottage decks today and peer out onto the lake and its surrounding landscape, it’s hard to visualize the area covered with trees and open pastures, as it would have appeared to the first white people arriving in 1819. Another strange site would have been the lake’s lower water level, which was at that time as much as ten feet lower than it is today.”

For those interested in participating, we are asking you to place two torches somewhere along the waterline of your property. Our hope is that we will “light” the torches for our Reverse Memorial Day Boat Ride on May 26th and leave them “burning” all summer until our Twilight Cruise on September 1st. For those interested, Amazon has this 2-pack of Sunlitec Lanterns for $36.99 and they have had great reviews. You may have noticed these same torches “burning” at several cottages at the North End last summer. Please consider displaying your torches and joining in as we “Light Up the Lake” in celebration of our Bicentennial this 2019 Summer Season!

 

Lime Lake Sewer District Update

Dear Residents of Lime Lake, On behalf of MDA Consulting Engineers, PLLC and the Town of Machias, I would like to present you with an update on the status of the Lime Lake Sewer District Project. As of March 1, 2019, the majority of grinder pumps have been installed around Lime Lake. Just over 40 grinder pumps are left to be installed along Hazelmere Avenue, Franklin Street and within the Odosagih Bible Conference. At this point, we have been receiving a number of inquiries about restoration of the affected areas including roads, driveways and lawns. J.D. Northrup Construction (Northrup) currently plans to begin restoration efforts once the remaining grinder pumps are installed and the weather is conducive to the restoration work. Therefore, restoration will be heavily dependent on the temperatures and rainfall in the spring and summer. As for the order of restoration, Northrup plans to complete restoration in the same order that the grinder pump installations occurred. Restoration is expected to begin along Lakeview Avenue and Rt. 16 and then progress around the Lake in the following order:

● Broad Bay Circle ● Long Point Drive ● Yacht Club Drive ● Elton Road ● Lake Street ● Potter Road ● Hazelmere Avenue ● Franklin Street ● Odosagih Bible Conference

Some of the lake residents have expressed concern about the timing of restoration in relation to various holidays, specifically the 4th of July. As stated previously, the restoration progress will depend heavily on the weather and there are no guarantees that your property will be addressed prior to the holidays this summer. Northrup has informed us that to help with restoration efforts around the lake, they are willing to deliver topsoil at no charge to property owners who contact our Field Office and express that they would like to perform the restoration of their property themselves. However, there will be no financial compensation to the property owners who elect to complete their own restoration. If you would like to complete the restoration of your lawn areas on your own, please contact our Field Office (716) 258-4113 to be put on a list for the delivery of topsoil to your property. We would also like to take this opportunity to inform everyone around the Lake that the electric circuit for the grinder pump on your property should remain energized at all times. There have been several instances of property owners shutting power off to their Lime Lake Property when the property is not in use. The Town of Machias has requested that all homeowners keep their electric service turned on when they are away from their property once your grinder pump is installed. When the power is shut off to the grinder pump, the alarm system on its control panel will not function properly in the event of an issue. If power is shut off to the grinder pump and any damage occurs to the pump and/or your property in the future, the Town of Machias will not be responsible for the costs of any necessary clean-up or repairs. Additionally, we would like to remind everyone of the process for reporting any alarms from your grinder pump unit. Along with the installation, you should have received an “Owners Guide” brochure with a magnet on the back. The Owners Guide details several items that should not be put through the plumbing in your house under the “Using the System” tab. It also provides a step-by-step process on what to do if an alarm sounds from the control panel, and a brief troubleshooting guide. This process should be followed before calling the “Emergency Contact Number” on the back of the guide. The Sewer Emergency Contact Number (585-492-1111) will connect you with the Village of Arcade’s 24-hour call service. The Village of Arcade personnel, or the call service personnel will forward your information to the necessary party to address the issue(s) with your grinder pump. It is always recommended that you limit water usage when an alarm occurs, to prevent further damage to the grinder pump, or to your property. Significant Changes to the Membership

Mailing and Membership Paperwork

The LLCOA board approved several changes to our membership process in order to streamline the process and save money for the association. The changes are: 1. Use of mailer rather than envelopes for dues invoice; 2. Elimination of membership card (“Card”), window decal (“Decal”) and magnetic events schedule (“Schedule”); and 3. Elimination of paid membership letter, which previously included the Card, Decal, Schedule and launch key distribution schedule. Our rationale for these changes were: 1. The Card and Decal have become obsolete. The Card was never required to be shown at any LLCOA events, and the Decal was originally intended to reflect you were a member of the LLCOA, but the Lime Lake Directory now carries that information. However, for those who would like a Decal, since 2019 and 2020 decals were already printed before this membership change was made, they will be available on the launch key distribution days and at the Opening Meeting. 2. The magnetic Schedule was our most expensive membership item. This information will now be published in the Spring Newsletter, the Lime Lake Directory and listed on our website. Event reminders will also be sent out to the LLCOA email group. 3. The Launch Key Schedule was published in the membership invoice mailer and is published in this newsletter. It is also listed on our website. Next year we hope to come up with an automated way of consolidating multiple properties owned by the same party into one membership invoice. We are always looking for ways to improve our communications.

2018 Financials and Membership

During the 2018 fiscal year, our membership increased by 2 from last year, for a total of 282 members. The 2018 expenses were slightly less than last year due to grant monies received which helped offset some of our costs. For the 2019 membership year, the dues have remained the same as last year’s rates, $125.00 for Regular Membership and $150.00 for Gold Membership. The membership letters have been mailed out featuring a new format. Please return your memberships by March 31st. Thank you all returning members and welcome to all new members. We are looking forward to another great year!

 

Your Membership Dues at Work

Last year the board focused attention on the buildings and grounds at Broad Bay Circle. Board members and volunteers worked to give each building a thorough cleaning and reorganization. Shelves and plastic totes were purchased to better organize the LLCOA’s merchandise inventory. The benefits of this “organization” was seen at the Family Picnic. Locating and displaying merchandise was much simpler, thus expediting sales. The kitchen and the bar room were also cleaned and organized. Cupboards were emptied of old picnic products and things accumulated over the years. New kitchen utensils and other kitchen items were purchased. Two new refrigerators, a new stove and microwave were purchased, along with new serving tables. The garage doors at both buildings were also replaced and no longer require a team to lift them. Additional improvements are planned for this year.

Thanks for the above BBC improvement projects go to Wendy & Sean Thompson, Stephanie Schreck, Tom & Gail Reese and Ray Broderick. A special thanks to Karen and Wayne Kreitzbender from 269 Broad Bay Circle who expertly maintained the grounds at BBC. They not only mowed and weed-wacked but manually pulled weeds from the tennis courts and kids play area.

Update on Grants By Roy Sheppard

In April 2018, LLCOA received a $41,000 grant from NYS to perform a Bathymetric/hydrographic survey of Lime Lake. Senators Catharine Young and Patrick Gallivan helped secure the Grant for LLCOA. The survey will be used as a baseline for dredging, future planning, attempting to lower the classification of the County dam and other projects to enhance the water quality of Lime Lake. The survey is the first document Lime Lake will need in order to formulate a plan to dredge the North end, South end, Weaver Bay and any other areas of Lime Lake that require attention. ASI Marine completed the survey in early May 2018, and delivered digital images as well as paper images in October 2018. Kevin Sparks will be reviewing the documents at the opening Board meeting on June 2, 2019 starting at 11:00 AM. The survey was completed for a total of $38,305, which was $2,695 under budget. I worked with Senator Young’s office to re-purpose the remaining $2,695 grant funds and LLCOA was able to use the remaining $2,695 to pay for a portion of the 2018 Invasive Species treatment. In October I submitted a Grant proposal to Senator Young’s office to help offset the weed treatment costs for the next two years. Senator Gallivan will help LLCOA secure funds if possible. Future grants are not guaranteed, but we are at the table. I have set up alerts to the New York State Grant Gateway website and will submit applications for any funding that applies to LLCOA. Total funds received since LLCOA started applying for grants.

 

2019 Launch Key Distribution Guidelines and Schedule

Boat launch keys will be primarily distributed from the home of Tom and Gail Reese at 22 Potter Road. As needed, keys will be available from Joe Miller at 17 Potter Road.

There will be seven distribution days with a total of 21 hours. Last year there was an increase in the number of people who “just stopped by” for a key. The fact that Tom or Gail might be standing in their driveway or sitting on their porch does not mean they are “open” for key distribution. Last year over 185 keys were distributed, which means that many people were at the Reese’s. So, please be respectful of our volunteers’ time and either pick up your key on one of the dates listed or call for an appointment. Tom: 716-341-2320 or Joe: 716-622-5893

Keys will also be available at the LLCOA Opening Meeting scheduled for June 2nd. Please be sure to bring your old launch key or a check for $25.00. While LLCOA membership payments are accepted at each distribution point, you are encouraged to pay your dues by the deadline of 3/31/19 via the LLCOA P.O. Box.

 

Dos and Don’t For Using LLCOA Broad Bay Circle Property The Board approved changes to its Facilities Management Policy, as it relates to our property at Broad Bay Circle, on 5/19/18. The new policy was discussed at the Closing Meeting and distributed to all property owners surrounding BBC. This article serves as a reminder. STORAGE. This facility may not be used for the storage of items such as boats, boat trailers, campers, large trailers, construction equipment, construction dumpsters, etc. without written consent of the Board. Requests should be submitted to the Board via email: [email protected]. An Extended Period Parking Request form will need to be completed. The form is available on the LLCOA website. If the extended parking request is approved a Permit will be issued. It must be placed on the parked vehicle during the extended stay. Violators will be advised in writing to remove the storage item within seven days. If violation continues, Board will contact appropriate authorities for storage item to be ticketed and/or towed away. Personal items such as picnic tables are not allowed to be placed on the property.

PARKING. This facility may only be used by Members and individuals visiting the Member’s property for parking of properly registered and licensed vehicles. Parking is limited to the shoulder area of the property. Board reserves the right to contact appropriate authorities for any unauthorized vehicle to be ticketed and/or towed away. Members are responsible for repairing any damage to this property resulting from their parked motor vehicles e.g. ruts.

 

 

Citizens Statewide Lake Assessment Program aka CSLAP

Your CSLAP volunteers, Marcia Bender, Wendy Thompson and Gail Reese, completed 10 days of lake sampling in 2018 and will conduct the same this year. The information tracked and samples taken are used to understand lake conditions and to develop lake management plans. Our 2018 CSLAP report will be posted to our LLCOA website when available.

Potential New Weed Concern for Lime Lake?

The simple answer is “yes’ and its name is “Hydrilla”. The following is an excerpt from the NYS Federation of Lake Associations November 2018 newsletter, the “Waterworks” about this weed. “Hydrilla is often called the perfect aquatic weed because it grows aggressively, up to one inch per day and spreads easily. It has long stems that can grow up to 30 feet in length and branch at the water’s surface, grow horizontally, and form thick, dense mats. It spreads rapidly through several different methods, primarily when plant fragments are transported by water currents and recreational boats and trailers. This rapid growth and ability to spread easily results in adverse impacts on water quality, native plant and fish communities, recreation and irrigation.” Our CSLAP partners at the NYSFOLA have asked us to watch for this weed during the upcoming season and report any sightings to them via Lime Lake’s CSLAP team (all mentioned in the CSLAP article). They will confirm the Hydrilla sighting, take the appropriate pictures and complete the Aquatic Invasive Species Report form. What Does Hydrilla Look Like? Hydrilla has pointed, bright green leaves about 5/8” long. Leaves grow in whorls of 3 - 10 along the stem, 5 being most common. Leaves have small spines on the edges and at the tips of a reddish central spine. Distinguishing characteristics are floating white flowers and small, white to yellowish, potato-like tubers attached to the roots. (See picture in column to the right.)

Weed Treatment

The Bureau of Pest Management is responsible for the administration of the Aquatic Pesticide Permit Program in New York, under the authority granted by the Environmental Conservation Law (ECL) and Rules and Regulations of the State of New York.

The application of aquatic pesticides is regulated by the Department of Environmental Conservation (DEC) through pesticide registration, pesticide applicator certification, pesticide business registration and two types of aquatic pesticide permits. The combined use of these management tools provides oversight for the control of aquatic pests while preserving and protecting the waters of the State.

Every year an application must be completed and submitted to DEC. Once approved, the LLCOA’s Weed Treatment Coordinator meets with a representative from the DEC to survey the lake for “weed treatment necessity” and a date for the weed treatment is set.

The application has been submitted to the DEC and weed treatment is tentatively scheduled for the last week in June, approximately the 26th or 27th. This would be a mid-to-late week treatment so as not to interfere with the weekend regarding water use restrictions and would allow for weeds to die off before the 4th of July weekend. Signs will be posted around the the lake prior to the weed treatment.

 

Work Detail at Broad Bay Circle

BBC We will be cleaning up the park in Broad Bay Circle and the boat launch area on Saturday, May 11th. As always, we are looking for volunteers to help with this effort. Lime Lake Snack Bar will provide a certificate for a hot dog and beverage to be used at a later date to all volunteers. The start time is planned for 9am, so if you can help, please join us that morning at the BBC pavilion and we will make our areas ready for another great summer. If possible please bring any tools that could help with the cleanup such as rakes and brooms. Looking forward to seeing many of you at the clean up!

Remembering with Great Fondness Bob McNamara from 254 Broad Bay Circle

This past summer we all lost a dear friend who was kind, generous and funny. He was also a staunch supporter of the LLCOA and Lime Lake. Over the years Bob had committed his talents and time to benefit the Lake. He probably clocked more years than anyone as he sat on the LLCOA board starting in 1998 and ending 2015. For eight years he was President and five years vice president, both difficult jobs but ones Bob took seriously and with pride. In addition to his board activities, he was active in weed treatment, water sampling, the spillway, compliance with Dam Regulations, lawn and property maintenance at Broad Bay Circle and overseeing many social events including the Family Picnic. He was also one of the founders of the Lime Lake Ski Club and was a regular and tough competitor in weekily pick-up games at BBC.

Bob’s passion for the Lake and what he did for it will be remembered and appreciated for years to come. Be sure to remember Bob during the Memorial Day Reverse Boat Ride around the lake.

In recognition of Bob’s contributions to the lake, this Summer a “Bob’s Shed II” sign will be placed on the kitchen and barroom building at BBC. His wife, Penny, selected the name.

11th Annual “Walk for a Cause”

Last year was our 10th Annual Lime Lake “Walk for a Cause.” We had another great year in which we had 64 walkers and we raised $3,100.00 benefiting Melanoma Research through the American Cancer Society! I want to thank everyone who participated in our walk for all their generous donations and also the people and businesses that donated gift certificates and gift baskets for the raffle.

This year the walk will be held on Saturday, June 8, 2019 at 10:00 a.m. at Broad Bay Circle Picnic Area benefiting the SPCA Serving Erie County.

The SPCA Serving Erie County is a private, non-profit, no-kill local humane society. The mission of the SPCA is to create a caring and kind community that encourages fair and humane treatment of all creatures. Their knowledgeable, caring, and open-minded team of staff and volunteers achieves that mission through proactive efforts to address the current status of animals in our community, education of adults and children, rescue and sheltering of animals in need, and placement of animals into appropriate homes.

The SPCA does not receive any funding from the county, city, state, or federal governments. Their humane society does not receive tax dollars of any kind . . . they’re only able to assist the people and pets in need thanks to donations.

The SPCA cares for more than 12,000 animals each year through programs that include adoptions; admissions; animal rescues; animal emergency transports; stray lost and found services; animal cruelty investigations and seizures; care for wildlife, reptiles, exotics, and farm animals; and much more.

The SPCA Serving Erie County opened its doors on April 4, 1867 – in 2017 they celebrated their 150th anniversary! They’re the second-oldest humane society in the country (second only to the American SPCA, which is not a national SPCA “headquarters,” but a completely independent organization. Their SPCA is a local humane society, not financially supported by, or a part of, any other local or national animal welfare group. They are not a branch of the ASPCA.

Brochures and pledge forms will be available in the near future. We will be having another basket raffle, so we welcome any gift baskets or gift certificates that anyone would like to donate.

Safe Boating Course Again Offered at Lime Lake!

The LLCOA and the Cattaraugus County Sheriff’s office will again offer a NY State Safe Boating Course and Certificate on Saturday, June 22, 2019. The course will run from 8:00 am to 4:30 pm and be held in the Pavilion Building in Broad Bay Circle. Please register via email on the LLCOA website (LLCOA.com), at [email protected], or contact LLCOA Board Member Joe Miller at (716) 622-5893. Be sure to provide the full names and date of birth of all persons registered along with contact information for each. The course is designed as a comprehensive boating course, teaching the fundamentals of safe boating operation and has been approved by the National Association of Boating Law Administrators. The course will be instructed through the Cattaraugus County Sheriff’s Department, coordinated by Captain Robert Buchhardt. This course is a requirement for any Operator of a powered boat between the ages of 10 to 18, and any operator of a Personal Watercraft (PWC) over the legal age of 14.

While required for all legal age PWC operators and boat operators between the ages of 10 and 18, this course is an excellent course to help ALL boat and PWC operators better understand the laws and guidelines of our waterways, and develop a “Be Safe” mentality and approach to properly operate and maintain a watercraft. The cost for those 18 years of age and over is $10 per participant for the certificate, payable to New York State upon completion (free certificate from NYS to those under 18). As a service to our community, and to promote safe boating to all on our lake, there are no additional charges from the Cattaraugus County Sheriff’s office, or the LLCOA. The LLCOA will also provide lunch to participants at no charge. It is also a great opportunity to meet with others that we share the water with, and put a ‘name to a face (or to a watercraft)’. Age and Operator Restrictions for New York State Boaters:

A person at least 10 years old and born on or after May 1, 1996, may operate a recreational boat (other than a PWC) only if he or she:

● Has passed a boating safety course approved by the New York State Office of Parks, Recreation and Historic Preservation and carries the New York State Boating Safety Certificate on board or…

● Is accompanied on board by a person 18 years of age or older who either has a New York State Boating Safety Certificate on board or is not required to have a certificate.

A person at least 14 years old may operate a PWC only if he or she:

● Has passed a boating safety course approved by the New York State Office of Parks, Recreation and Historic Preservation and…

● Carries the New York State Boating Safety Certificate on board the PWC or is accompanied on board the PWC by a person 18 years of age or older who holds a New York State Boating Safety Certificate.

No person under the age of 14 may operate a PWC.

Recap of Road Rally 2018

A very special thank you to Bob and Lynn Ponton for coordinating the 2nd Lime Lake Road Rally. There were approximately 15 cars with 2 or more occupants in each. The rally covered 35 +/- miles as the participants followed clues that took them through Machias, Delevan, West Valley and Freedom. However, many found themselves way off track and ended up in Franklinville and Arcade. The Pontons out-did themselves in making the rally very challenging. You had to read every clue or question very carefully. They purposely hid clues within the clues. Participants often passed other cars going in the other direction which, of course, caused everyone to question who was going in the right direction. At one point there were five cars of people running through a cemetery looking for a particular clue. Unfortunately, the clue wasn’t in the cemetery, as it was down the street next to the cemetery. Toward the end of the rally, there were many cars at a Delevan cemetery where the participants were running around reading tombstones gathering the right answers. All quite amusing.

Thanks again Bob and Lynn….a job well done…perhaps too well done…..based on the confusion among the participants at times! Winners were: 1st place: Bryan & Savanna O’Connell 2nd place: Mike Powers & Nancy Shea 3rd place: Kevin & Sandy Sparks 4th place: Tom & Gail Reese and Tony & Marguerite Bifano

Family Picnic/Food Truck Rodeo Saturday, July 27th from 2:00pm-10:00pm BBC

This years’ Family Picnic is scheduled for Saturday July 27th from 2:00 to 10:00 PM. We are expecting a repeat performance of last years’ “over the top” picnic. The food truck theme will be repeated, along with, the long-time favorites of kids’ games with prizes, horseshoe tourney, raffles and more. And, of course the bar will be open with beer, wine and soft drinks. The Family Picnic is always a wonderful way to meet your neighbors and have a good time.

The entertainment will again be provided by the well-known Cock Robin Band. This is a feel-good local band that rocked the 70's and is still rocking. The band entertains with a powerful instrumental and vocal journey that takes audiences from driving party rock to the melodic classics. Back in the day, this was the band you would stand in line with your friends to see, pay a cover charge and then party till the music stopped. Share the magic that made this band one of Western New York's favorites. Bring your chairs and dancing moves!

The weather for this past year’s kayak tour cooperated for a change, and we had a nice day for the 40 paddlers that participated. Congratulations and thanks to all. Thank you to Rick Malfa for cooking the hot dogs and to Sue Kuhlmann, Sally Wallens and Bob and Kathy Shaw for their help in the kitchen preparing the lunch afterward. End of Summer Bash

What an amazing event to close out our summer! Lots of fun was had by all! Our potluck was a beautiful spread of amazing food and desserts, not one person left hungry!

While the kids watched a movie at our drive-in style theatre, others gathered around a big bonfire to enjoy their share of s’mores and warmth. Everyone took advantage of our laid-back fun and enjoyed great food and conversation throughout the evening.

This was our first End of Summer Bash, and we are looking forward to having many more to enjoy with all of our fellow lake residents in the future. Even though this had marked the end of one long standing event, the Fall Dinner Dance, it also marks the beginning of a new event that many will enjoy for years to come.
