25th April, 2011Series on Good GovernancePublic Lecture on Role of Lokayukta in Good Governance by Justice (Retd.) N. Santosh Hegde - former Justice - Supreme Court; former Lokayukta of Karnataka and Hon. member of Jan Lokpal Bill Drafting Committee. Justice Hegde delivered the inaugural lecture of this series. Justice Hegde opined that Goa Lokayukta Bill was good except for some shortcomings like lack of “policing powers” and “powers of prosecution”. He suggested that Goa should go ahead with the Bill after making necessary changes. In his lecture he also mentioned that Lokayukta Bill should cover politicians as well as bureaucrats. He also expressed his surprise that even after so many years of attaining Statehood, Goa continued to rely on AGMU cadre instead of having its own IAS cadre.

18th June, 2011Public Lecture on Role of Judiciary in Good Governance by Justice (Retd.) J S Verma, former Chief Justice - Supreme Court of India; former Chairperson, National Human Rights CommissionJustice Verma reiterate his views that higher Judiciary and Prime Minister should be out of the Lokpal ambit and favoured a “separate mechanism” to make High Court and Supreme Court Judges accountable for misconduct. Speaking about the corruption as a major hurdle in development, Justice Verma said that in a developed country if there was corruption, life of the common man was not affected but in a developing country, corruption affects the life of poor people in getting even the basic necessities. Corruption which is a “low risk high gain business” has to be reversed to “high risk low gain business”.

7th Aug, 2011Panel discussion on Role of Media in Good Governance with Dr. Dilip Padgaonkar - Eminent journalist, former Executive Managing Editor of Times of India; Mr.Vinod Dua - Anchor, Political Commentator, Election Analyst, Producer and Director; and Ms.Vinita Deshmukh – formerly with Indian Express and Founder Editor of Intelligent Pune. Mr. Dua said that the role of media is of an observer, critic and analyst but not a player. Ms. Deshmukh was of the opinion that Media should move towards activism and take up issues of civic interests – of the common man. While Mr. Padgaonkar felt that newspapers reflect what people want to read, so news on entertainment as front page news should also be accepted. He felt that as Media is in a highly competitive market, it cannot afford to devote all its pages to valiant causes or it will sink.

8th Oct, 2011Public Lecture on Good Governance: Need for Electoral Reforms by Mr. J M Lyngdoh, Former Chief Election Commissioner of India

Mr. Lyngdoh stated that currently in India, the people were electing their representatives; while in other countries it was the political parties who choose these representatives based on the votes polled by them during elections. He felt that the Election Commission should be more proactive in the internal elections of political parties. Mr. Lyngdoh however welcomed some of the measures taken by the Election Commission in an attempt to bring about transparency in the election process.

15th Oct, 2011Public Lecture on The Challenge of Fighting Corruption and Redressing Grievances by Aruna Roy - Founder of Mazdoor Kisan Shakti Sangathana, Ramon Magsaysay Awardee for Community Leadership in 2000 and Member of National Advisory Council & Nikhil Dey - Co-convener of National Campaign for the Peoples Right to Information (NCPRI).Aruna Roy felt that the idea behind RTI was not just fighting corruption but misuse of power and arbitary use of power while Nikhil Dey said that RTI has empowered the citizens in many ways. Both Roy and Dey felt that reforms in various sectors on anvil are the beginning of the transformation process and action for transparency has been put forth by RTI.
