Councils must enforce 'strict' supervision JINMalaysia, the requirement to pro-vide for facilities for the disabled areoutlined by the Uniform Building(Amendment) Bylaws 1991, stipu-lated under the Street Drainage andBuilding Act 1974.

The by-laws state buildings mustcomply with the Malaysian StandardMS1184 (Code of Practice on Accessfor Disabled Persons to PublicBuildings) and MS 1183, with moni-toring under the purview of localcouncils.

The Malay Mail contacte~ fourcouncils in Klang Valley for a betterunderstanding of how facilities forthe disabled were checked.

Norhayati Ahmad said the councilensures development plans "includesuch facilities.

She said this "strict" supervision,however, onlY began last year in thernunicipality.

"Previously, our requirementswere a bit 'loose' as the council didnot demand that developers adhereto all the standard requirementsand specifications. Such facilitieswere also made compulsory oninstruction basis."

This, despite the by-laws beinggazetted by Selangor in 1994 to beadopted and therefore, be moni-tored by the council effectively afterthat date - long before last year.

Kuala Lumpur City Hall, the

Petalirig Jaya City Council (MBPJ)and Subang Jaya Municipal Council(MPSJ)cclaimed to carry out thesame procedures.

All said they do not issue plan-ning approvals to buildings whichdo not fulfill the requirements.Developers are to fulfill the requir-ments before a certificate of fitnessis issued. .

Ironically, local authorities, whoare responsible for ensuring theMS1184guidelines are adhered to,were not "saints" themselves.

Our rounds at these four localcouncil buildings found some didnot have the facilities required.

Among the-four councils, MBPJwas the most disabled-friendly with

The MBPJ headquarters wasequipped with the most facilitiesfor the disabled, with designatedparking lots, wide entrance ramps,guiding blocks (yellow brick tiles),handrails and braille text ,next tolift buttons.

However, there were nOdisabled-friendly toilets at the lobby near thepublic service counters and rampsat its Civic Centre (public hall) werealso quite steep.

TheMPAJheadquarters in PandanIndah lacked a disabled-friendlytoilet and the lifts had no hand rails,braille on the buttons or audibleindicators.
